life would be like outside of the EU. | :00:00. | :00:00.
Tonight's headlines: A ballistics expert tells the inquest | :00:00. | :00:09.
into Private Cheryl James' death, it's "likely" she was holding | :00:10. | :00:11.
And a deal to secure Chris Coleman's future as Wales | :00:12. | :00:17.
manager is getting closer, according the boss of | :00:18. | :00:19.
A ballistics expert has told an inquest that | :00:20. | :00:42.
a fatal bullet wound, found on the body of Welsh soldier, | :00:43. | :00:44.
Cheryl James, was "consistent" with a self-inflicted injury. | :00:45. | :00:46.
The 18-year-old from Llangollen died at Deepcut Barracks | :00:47. | :00:51.
From Woking Coroner's Court, Paul Heaney reports. | :00:52. | :01:00.
The Army quickly concluded she had died by suicide. | :01:01. | :01:03.
But new evidence about the circumstances of Cheryl James's | :01:04. | :01:06.
death has led to this new inquest, now in its final week. | :01:07. | :01:09.
The focus today, on scientific evidence about the rifle which lay | :01:10. | :01:13.
here close to where Private James's body was found, about | :01:14. | :01:17.
the bullet the rifle fired, the fatal injury it caused. | :01:18. | :01:21.
David Pryor, a ballistics expert with four decades' experience. | :01:22. | :01:25.
Back in 2002, he was asked to consider statements and | :01:26. | :01:28.
It is his strong opinion that Private James held | :01:29. | :01:34.
But he could not completely rule out third-party involvement. | :01:35. | :01:40.
After Cheryl's body was exhumed and bullet fragments were recovered, | :01:41. | :01:45.
she concluded it was likely the gunshot was self-inflicted, | :01:46. | :01:51.
pointing to injuries on Private James's hands. | :01:52. | :01:53.
She told the court the injuries were indistinguishable | :01:54. | :01:56.
from her hand being on the muzzle of the gun when it was fired. | :01:57. | :02:00.
"In my opinion," she told the court, "the muzzle was at contact | :02:01. | :02:02.
or near contact to Mr James's face at the time of discharge." | :02:03. | :02:09.
After two and a half months, the coroner has now heard some | :02:10. | :02:11.
of the strongest scientific evidence yet that Private James | :02:12. | :02:14.
In the opinion of two experts here today, the gunshot wound that | :02:15. | :02:20.
Whilst we've heard a lot about scientific probabilities | :02:21. | :02:28.
and possibilities today, the coroner will also have | :02:29. | :02:33.
to consider in his verdict or conclusion next month | :02:34. | :02:35.
about the kind of environment Cheryl James found herself in, | :02:36. | :02:38.
The UK Business Secretary, Sajid Javid, says China has vowed | :02:39. | :02:49.
to reduce the amount of steel it makes. | :02:50. | :02:52.
It follows an international summit in Brussels on the steel crisis, | :02:53. | :02:55.
which the Economy Minister, Edwina Hart, also attended. | :02:56. | :02:59.
Thousands of jobs are at risk here, after Tata decided to sell its UK | :03:00. | :03:02.
Overproduction, obviously that is the number one issue to tackle. | :03:03. | :03:10.
I don't think anyone expects an overnight solution to that | :03:11. | :03:13.
but the discussion today, with all these countries coming | :03:14. | :03:16.
together, something that we pushed for, and pushed for China's | :03:17. | :03:18.
participation, will help make the difference. | :03:19. | :03:21.
Meanwhile the Welsh Secretary, Alun Cairns, has visited | :03:22. | :03:24.
He told them the UK and Welsh governments were making every effort | :03:25. | :03:30.
to secure the future of the steel industry here. | :03:31. | :03:35.
The sister of a businessman from Wrexham who's been missing | :03:36. | :03:37.
in Peru for 11 days says it's "out of character" for him to be out | :03:38. | :03:41.
Harry Greaves was last seen on the 7th of April, | :03:42. | :03:45.
after telling friends he was going to trek up a mountain | :03:46. | :03:48.
A helicopter has been looking for him, and his mother and cousin | :03:49. | :03:52.
Harry as a person, everyone that knows him thinks of him as one | :03:53. | :03:59.
of the most compassionate and thoughtful people they know. | :04:00. | :04:03.
We have one sighting of where Harry left getting into a taxi heading | :04:04. | :04:06.
for the region he said he was going for. | :04:07. | :04:09.
We have no sightings of him after that. | :04:10. | :04:12.
At the moment, they are searching a relatively broad area. | :04:13. | :04:14.
If anyone knows how that search could be narrowed then | :04:15. | :04:18.
The Welsh Conservatives have launched their Assembly Election | :04:19. | :04:26.
manifesto, promising to spend more every year on the NHS. | :04:27. | :04:28.
The extra funding would come from a cut in the Welsh Government's | :04:29. | :04:31.
It's about re-prioritising because ultimately the Welsh | :04:32. | :04:38.
Government budget is a fixed amount of money. | :04:39. | :04:40.
It's about ?14.5-?15 billion a year, it is. | :04:41. | :04:42.
We would reprioritise that money to protect the NHS with real terms | :04:43. | :04:47.
increase over the five years so commissioners can | :04:48. | :04:50.
We'd drive forward excellence in communication by getting rid | :04:51. | :05:02.
-- We'd drive forward excellence in education by getting rid | :05:03. | :05:04.
Well, with just a few weeks to go until polling day, | :05:05. | :05:08.
It started in Pembrokeshire, where there's been big changes | :05:09. | :05:12.
in how things like schools and hospitals are run. | :05:13. | :05:14.
The council is set to decide on the future of secondary education | :05:15. | :05:17.
and the plans for post-16 learning are controversial, | :05:18. | :05:19.
Musical talent is where a sixth form can give added benefit, | :05:20. | :05:22.
It's not just about exam results on a sheet and I think you have | :05:23. | :05:29.
to look at the person behind it and I think that the sixth form | :05:30. | :05:33.
gives you the opportunity to become a well-rounded individual amongst | :05:34. | :05:36.
Ben's at Tasker Millward, one of two secondary schools | :05:37. | :05:42.
in Haverfordwest that the council wants to close and replace | :05:43. | :05:44.
with an 11-16 school, with A level students | :05:45. | :05:48.
going to a new sixth form centre at Pembrokeshire College. | :05:49. | :05:53.
These 15-year-olds in Saint Davids will also be affected. | :05:54. | :05:58.
By A level, class sizes become small, unviable, so in 2017 | :05:59. | :06:02.
Plaid Cymru, Labour and the Conservatives have called | :06:03. | :06:07.
But collaboration with the college has been welcomed here. | :06:08. | :06:13.
Currently, as I said, it is a small sixth form | :06:14. | :06:17.
although our outcomes are excellent, so we are providing. | :06:18. | :06:19.
But perhaps we're not providing for all our children. | :06:20. | :06:21.
Pembrokeshire Council are not the only ones looking at moving | :06:22. | :06:24.
sixth form provision into the further education sector. | :06:25. | :06:27.
In fact, here in Neath it has been standard practice for a number | :06:28. | :06:30.
of years, so I have come to the college to find out how | :06:31. | :06:33.
The majority of 16-year-olds here will go to college | :06:34. | :06:39.
Pass rates are impressive, so too is the choice. | :06:40. | :06:43.
I think one of the key benefits for learners coming to study | :06:44. | :06:46.
here is the wide variety of learning opportunities that we offer. | :06:47. | :06:51.
We offer over 40 different A-level subjects here. | :06:52. | :06:55.
Estyn reports do show that FE, or further education, | :06:56. | :06:59.
But there's also a financial motive here in the face of funding cuts | :07:00. | :07:04.
There are pressures on the FE sector, financial pressures right | :07:05. | :07:13.
There are small sixth forms in many areas, so many people are thinking | :07:14. | :07:17.
it would be a good thing to take some kids out of sixth forms and put | :07:18. | :07:21.
them in the FE sector, which helps the FE sector in financial terms. | :07:22. | :07:24.
Ukip supports a move towards more vocational learning, | :07:25. | :07:26.
Liberal Democrats say both - there needs to be healthy | :07:27. | :07:31.
competition between schools and colleges. | :07:32. | :07:33.
But the council says closure here is the answer. | :07:34. | :07:37.
It is not a good position at the moment. | :07:38. | :07:47.
Look at your own consultation document. | :07:48. | :07:49.
Feelings in Haverfordwest are running high. | :07:50. | :07:54.
With the lively public meetings and protests, | :07:55. | :07:56.
they are calling for the choice of both college and school. | :07:57. | :08:00.
And with details of what's in store tomorrow | :08:01. | :08:06.
on the Election Tour, here's Jamie. | :08:07. | :08:09.
Our tour of Wales heads from Haverfordwest to Llanelli tomorrow. | :08:10. | :08:14.
We'll be heading to the Discovery Cafe on the coastal path and, | :08:15. | :08:17.
among the many subjects on our menu, skills and training. | :08:18. | :08:19.
If you live in the area, we would love you to join | :08:20. | :08:23.
The chief executive of the Football Association of Wales | :08:24. | :08:31.
says he hopes they're closer to agreeing a new deal | :08:32. | :08:34.
Jonathan Ford was speaking at the launch of a new grassroots | :08:35. | :08:39.
scheme, aimed at getting 30,000 young people to play the game over | :08:40. | :08:42.
Chris Coleman's contract ends after the European Championships, | :08:43. | :08:48.
A pep talk from the national team manager. | :08:49. | :08:55.
These children are the first to benefit from a scheme to get more | :08:56. | :08:58.
The plan, get pupils themselves to be the coaches at schools | :08:59. | :09:04.
right across the country, and encourage their peers | :09:05. | :09:07.
Young girls and young boys, they sometimes find it hard to go | :09:08. | :09:15.
outside of school and play football, so to bring it into the school, it | :09:16. | :09:18.
It's fun playing football and we get to play with the boys, | :09:19. | :09:32.
Interest in Welsh football has never been higher. | :09:33. | :09:36.
Those running the game want qualification to be | :09:37. | :09:38.
the catalyst to grow the game, ensuring football | :09:39. | :09:41.
But the manager's own future hasn't been settled. | :09:42. | :09:47.
Chris Coleman's contract ends after the European Championships. | :09:48. | :09:50.
Bosses here at the Football Association of Wales have | :09:51. | :09:53.
improved its offer to him but he hasn't signed a contract yet. | :09:54. | :09:57.
We very much hope to see Chris leading our team out, | :09:58. | :10:00.
of course, for their World Cup campaign, which starts | :10:01. | :10:02.
Coleman wasn't going to be drawn on his contract negotiations today | :10:03. | :10:11.
but set out future goals for the national team. | :10:12. | :10:13.
It's not about qualifying once in 20, 30, 40, 50 years, you know, | :10:14. | :10:19.
which obviously that is what has happened in the past. | :10:20. | :10:22.
It's how do we do back-to-back qualification? | :10:23. | :10:24.
How do we qualify two out of three or three out of four? | :10:25. | :10:28.
And that's really taking it forward and I think if we manage to do that | :10:29. | :10:31.
Whether he'll be at the helm beyond the summer is | :10:32. | :10:38.
The governing body hopes to sort out Chris Coleman's future before | :10:39. | :10:42.
he and his players head for France, this summer to put an end | :10:43. | :10:46.
Neath's Michael White lost ten frames to seven | :10:47. | :10:54.
against England's Sam Baird in the Snooker World | :10:55. | :10:58.
Earlier, former world champion Mark Williams made it | :10:59. | :11:00.
through to the last 16 for the first time in four years. | :11:01. | :11:03.
Williams, from Ebbw Vale, beat Graeme Dott by ten frames to four. | :11:04. | :11:09.
Cricket, and on the second day of Glamorgans' opening Championship | :11:10. | :11:12.
match of the season, Leicestershire reached 297-6 | :11:13. | :11:15.
That's in response to Glamorgans' first innings total of 348. | :11:16. | :11:24.
Time for a look at the weather now with Sue. | :11:25. | :11:33.
It looks dry and settled this week, cloudy tomorrow but with sunny | :11:34. | :11:43.
spells. Overnight largely dry and cloudy. | :11:44. | :11:44.
Overnight: staying largely dry and cloudy, although some outbreaks | :11:45. | :11:46.
of drizzle are still possible, more likely in the | :11:47. | :11:48.
It will turn chilly with some mist developing, frost-free though, lows | :11:49. | :11:52.
High pressure's building over the next couple of days, | :11:53. | :11:55.
which will keep things largely fine and settled tomorrow and Wednesday. | :11:56. | :11:58.
Tomorrow, some early mist, that'll clear, but often cloudy | :11:59. | :12:00.
but with some sunny spells and light winds. | :12:01. | :12:02.
Across the UK, a similar picture, high pressure keeping things mostly | :12:03. | :12:05.
dry and settled with some sunny spells especially further east, | :12:06. | :12:07.
variable cloud, thicker cloud more likely in the west, | :12:08. | :12:09.
and highs of 11 Celsius in North-West Scotland, | :12:10. | :12:11.
In Wales tomorrow afternoon, some thicker could which could produce | :12:12. | :12:19.
But it should stay dry for most, and with lighter winds feeling | :12:20. | :12:25.
pleasantly warm in the sunshine, highs of 10 Celsius | :12:26. | :12:27.
Tomorrow night's mostly dry and clear and under those clearer | :12:28. | :12:34.
skies temperatures will drop away, so colder with some patchy frost | :12:35. | :12:37.
Wednesday looks a fine day, mostly dry with sunny spells, | :12:38. | :12:45.
a bit breezier, but easterly winds, so warming up for Wales, | :12:46. | :12:48.
especially further west at 16 Celsius. | :12:49. | :12:51.
And the outlook remains largely dry with sunny spells. | :12:52. | :13:03.
Breezy at times. Relatively warm by day over the next few days. Chilly | :13:04. | :13:09.
by night when we keep the risk of patchy frost. More unsettled for the | :13:10. | :13:13.
end of the week. Rain on Friday and then turning colder again as we go | :13:14. | :13:15.
into next weekend. We're back with updates in breakfast | :13:16. | :13:17.
from six tomorrow morning. | :13:18. | :13:20. |
