Welcome to Wales Today, tonight's headlines. | :00:07. | :00:07.
The NHS needs radical change to cope with growing demand | :00:08. | :00:10.
That's the warning tonight to whoever wins the election. | :00:11. | :00:14.
And a convenience for passengers - or a threat to Cardiff cabbies? | :00:15. | :00:16.
The taxi booking app Uber launches in the capital. | :00:17. | :00:33.
The NHS in Wales needs to make "radical changes" in order to cope | :00:34. | :00:38.
That's according to the new director of the Welsh NHS Confederation - | :00:39. | :00:43.
the body which represents all the Health Boards here. | :00:44. | :00:46.
Vanessa Young says there needs to be a "shift in focus" and wants | :00:47. | :00:49.
the next Welsh Government to set out a "10-year vision" for the Health | :00:50. | :00:52.
Here's our Health Correspondent, Owain Clarke. | :00:53. | :01:02.
The politicians argue about it. We all depend on it. It's no surprise | :01:03. | :01:08.
that the NHS is a top election issue. But whichever way you look at | :01:09. | :01:15.
it, a clear picture emerges and that is of a service under intense | :01:16. | :01:20.
pressure. And that has not gone unnoticed among those enjoying the | :01:21. | :01:26.
sunshine. There are not the phones these days to pay for it sets a | :01:27. | :01:30.
question of prioritising. I feel the nurses and doctors are under great | :01:31. | :01:36.
strain. Anyway, the NHS as a victim of its own success. Since it it was | :01:37. | :01:41.
established, the panties -- advantages in medicine means we are | :01:42. | :01:45.
living longer. It also means the NHS has to work harder than ever before. | :01:46. | :01:49.
A much more radical changes now needed so it is about spreading that | :01:50. | :01:53.
good practice and doing it on a much larger scale. The danger is, if we | :01:54. | :01:58.
don't do that, we will not be able to have an NHS that is sustainable | :01:59. | :02:02.
and fit for purpose in the future. She also says more resources need to | :02:03. | :02:06.
be moved from hospitals to community services and more staff need to be | :02:07. | :02:10.
recruited to areas of shortages like a large parts of the North Wales. | :02:11. | :02:14.
But crucially she argues the public should be at the heart of the debate | :02:15. | :02:19.
about the NHS's future. But that does not always happen and you don't | :02:20. | :02:24.
have to rewind the clock to far to find a classic example. Out of the | :02:25. | :02:30.
blue Italy last year, this health board announced it would shut the | :02:31. | :02:36.
doctor led maternity unit at... It blamed a severe shortage of junior | :02:37. | :02:40.
doctors and led to an almighty row. Eventually, the decision was | :02:41. | :02:46.
reserved, -- reversed, even though the recruitment crisis hasn't gone | :02:47. | :02:49.
away. Bosses say they will listen more in future but to what extent | :02:50. | :02:53.
other politicians listening? All the main parties are promising to pump | :02:54. | :02:59.
extra millions into the NHS. The government have a rather unfortunate | :03:00. | :03:02.
habit of finding a bit more money down the back of the sofa when the | :03:03. | :03:08.
going gets tough. It doesn't help the NHS if it means those difficult | :03:09. | :03:12.
decisions are avoided. I would appeal to candidates that they don't | :03:13. | :03:14.
promise the earth because invariably, they promise to reduce | :03:15. | :03:20.
one service in the NHS, given current constraints, means that | :03:21. | :03:24.
somebody else loses out. But despite all the difficulties, most people | :03:25. | :03:27.
are very happy with the care they get and the truth is, we could all | :03:28. | :03:32.
help the NHS out by looking after ourselves better. But according to | :03:33. | :03:35.
this leading children's doctor, there is another issue. If | :03:36. | :03:39.
politicians become too preoccupied with dealing with the pressures of | :03:40. | :03:43.
today, they might not spot the problems of tomorrow. We have the | :03:44. | :03:47.
highest proportion of children with diabetes in Wales and we are | :03:48. | :03:51.
spending millions on the management of diabetes in adults. If we spent | :03:52. | :03:58.
that on prevention of obesity, you would save millions in the long run. | :03:59. | :04:03.
Outlining one yet -- what the NHS in Wales might look like in 20 years' | :04:04. | :04:07.
time is not easy. The politicians want your vote so they can be in | :04:08. | :04:12.
power for the next five years. Addressing the challenges facing the | :04:13. | :04:17.
NHS and dashed changing today's picture might take a whole lot | :04:18. | :04:19.
longer. And you can find out what all the | :04:20. | :04:22.
main parties are pledging on health, | :04:23. | :04:25.
along with other key The family of a Welsh soldier - | :04:26. | :04:27.
who died more than 20 years ago - say they "reluctantly accept" | :04:28. | :04:34.
there's insufficient evidence 18-year-old Private Cheryl James, | :04:35. | :04:36.
from Llangollen, was found dead with a bullet wound to her head at | :04:37. | :04:42.
the Deepcut Base in Surrey in 1995. A second inquest into her death has | :04:43. | :04:47.
now finished hearing evidence. The coroner is expected | :04:48. | :04:51.
to give his conclusions next month. Plaid Cymru's former leader, | :04:52. | :04:56.
Lord Dafydd Elis-Thomas, is in hot water with his party - | :04:57. | :04:59.
after he suggested people vote for a Labour candidate | :05:00. | :05:04.
in the upcoming Police He says Plaid, Tory | :05:05. | :05:06.
and Liberal Democrat supporters should "stop UKIP" | :05:07. | :05:11.
by giving one of their TWO votes You can find the full list | :05:12. | :05:14.
of candidates on our website. A ?120 million Holiday-Village | :05:15. | :05:19.
and Housing-Development on Anglesey The Land and Lakes project | :05:20. | :05:22.
near Holyhead could create around 600 jobs - | :05:23. | :05:28.
and was agreed after a ?20 million deal was made to mitigate | :05:29. | :05:31.
its potential impact on the area. The taxi booking app Uber has | :05:32. | :05:36.
launched in Cardiff. The system - which has been | :05:37. | :05:40.
successful in 16 other UK cities - allows users to book Private Hire | :05:41. | :05:43.
Cars through their smartphones. Some rival taxi-firms | :05:44. | :05:46.
are worried they'll be pushed out of the market, | :05:47. | :05:50.
while others say they the Uber app has been a runaway | :05:51. | :06:05.
success but has sparked anger in some cities. | :06:06. | :06:08.
In London, cabbies protested and in Paris, things got even more heated. | :06:09. | :06:12.
Today, it's launched in Cardiff but how does it work? If you want a | :06:13. | :06:17.
taxi, go to the app, press the button and it tells you there will | :06:18. | :06:24.
be a long very shortly. They already operate in 57 countries and 15 other | :06:25. | :06:27.
British cities. The company claimed their success is because they are | :06:28. | :06:30.
cheaper and more convenient than their rivals. You can see a picture | :06:31. | :06:35.
of the driver that is coming to pick you up with their name, the | :06:36. | :06:39.
registration and make of that car, so you can be absolutely certain | :06:40. | :06:42.
that the car has turned up as the one you booked and is fully licensed | :06:43. | :06:47.
and insured. Martin Carter has been a cabbie for 17 years and is | :06:48. | :06:51.
Cardiff's first registered Uber operator. The fair is safe. We have | :06:52. | :06:57.
the credit card details. It's good for both parties. If you travel | :06:58. | :07:01.
along, you can monitor your journey with your smartphone and when you | :07:02. | :07:05.
get to your destination, there is no cash to pay. You simply pay your | :07:06. | :07:10.
fare with your online bank account. But the competition isn't standing | :07:11. | :07:15.
still. Dragon is Wales's largest private hire firm. They've launched | :07:16. | :07:19.
their own app and relish the challenge. More and more people are | :07:20. | :07:23.
using applications. On that basis, we had to make sure that we were | :07:24. | :07:26.
developing with the times. That doesn't mean, of course, that is the | :07:27. | :07:31.
end of the telephone or even the walking. Back at Uber, they are | :07:32. | :07:37.
confident Cardiff it's going to be a success. If it is, it will expand to | :07:38. | :07:40.
other Welsh towns and cities. Snooker and Mark Williams | :07:41. | :07:43.
is the only Welshman through to the second | :07:44. | :07:47.
round of the World The first to 13 frames will be | :07:48. | :07:49.
through to the last 8. Helen Jenkins hopes to win | :07:50. | :07:55.
a first Olympic medal after British Triathlon | :07:56. | :07:58.
confirmed her nomination for Team GB Jenkins, who's won TWO world titles, | :07:59. | :08:00.
was fifth at London 2012. She's the 9th Welsh athlete to make | :08:01. | :08:13.
it into the British team. Time for a look at the | :08:14. | :08:16.
weather for the weekend. After the mild spell, it's turning | :08:17. | :08:22.
colder over the weekend but we will see Sunny spells as well and gave | :08:23. | :08:28.
few wintry showers, too. Taking a look overnight, cloud and rain | :08:29. | :08:31.
clears southwards. Clearer skies from the north. Winds will bring | :08:32. | :08:35.
colder air so some frost possible in rural spots. A cold start tomorrow | :08:36. | :08:42.
with frost patches. They largely fine day with patchy cloud, sunny | :08:43. | :08:47.
spells and showers. Across the UK, largely fine, dry and cold. Always | :08:48. | :08:52.
the chance of a few showers, especially along North Sea coasts. | :08:53. | :08:59.
Wintry on high ground. 13 across the south of England where it is warmer | :09:00. | :09:03.
and for Wales tomorrow afternoon, it should state finance try for most. | :09:04. | :09:08.
Hail possible and feeling chilly in the northerly breeze. Highs of nine | :09:09. | :09:13.
Celsius in Wrexham. 12 in Swansea. High pressure to the west of the UK | :09:14. | :09:18.
and this trough clipping north-east Wales into Sunday. Otherwise, things | :09:19. | :09:21.
are fairly settled. Saturday night, if you showers could be wintry on | :09:22. | :09:28.
the heels -- Hills. Rural frost patches overnight. A largely out on | :09:29. | :09:33.
Sunday. Stronger north-westerly winds. If you showers pushing down | :09:34. | :09:38.
from the north. Noticeably colder and breezy as we head into the | :09:39. | :09:42.
weekend. Sunny spells at times. Showers could be wintry on higher | :09:43. | :09:46.
ground. A chilly start to next week but it is looking milder again, | :09:47. | :09:47.
midweek onwards. We will be back with our next update | :09:48. | :09:59.
tomorrow evening. For now, have a lovely weekend. Good night. | :10:00. | :10:02. |
