Welcome to Wales Today - our top stories...

:00:11.:00:12.

A warning tonight that millions of pounds of EU funds

:00:13.:00:15.

destined for Wales could stop, even if the UK stays

:00:16.:00:17.

The two sides of the EU referendum hit the campaign trail here.

:00:18.:00:21.

As expansion happens and more poorer countries join the European Union,

:00:22.:00:24.

of course Wales will not continue to receive the level of funding

:00:25.:00:26.

I think this is a dangerous world for us to walk into

:00:27.:00:32.

for our jobs and prosperity and security.

:00:33.:00:35.

Also tonight, police are investigating the sudden death

:00:36.:00:38.

of a 15-year-old boy near Pembroke School.

:00:39.:00:43.

The dad who shielded his fiancee from a terrorist gunman is given

:00:44.:00:46.

Let the train take you to the plane - passengers from North Wales

:00:47.:00:55.

heading to Manchester Airport now have 40 more services a week.

:00:56.:00:58.

More than 50 skeletons have been unearthed at this grave site in

:00:59.:01:11.

Pembrokeshire and it is giving us some fascinating insight into our

:01:12.:01:13.

medieval ancestors. The campaign over whether

:01:14.:01:25.

the UK stays or leaves the European Union has stepped up,

:01:26.:01:31.

with Leave campaigners warning that there's no guarantee Wales

:01:32.:01:35.

would continue to get EU funding after 2020, even if

:01:36.:01:38.

the UK votes to stay. That claim was dismissed by senior

:01:39.:01:43.

Labour figures campaigning in Merthyr Tydfil, who stressed

:01:44.:01:46.

the benefits for businesses It is a busy time for campaigners.

:01:47.:02:01.

One vote passes but another is fast approaching and the EU referendum is

:02:02.:02:07.

a once in a generation opportunity. Therefore, despite being on Wales --

:02:08.:02:12.

in Wales on government earnestness, this conservative minister found the

:02:13.:02:16.

time to make her case as to why Wales should vote to leave the EU.

:02:17.:02:22.

We are only one voice around a large table and we can't make the change

:02:23.:02:26.

we would necessarily wish to see. Increasingly we see that we can't

:02:27.:02:30.

overturn the votes that take place in the European Parliament and

:02:31.:02:35.

decision-making is now working against edition interests. Projects

:02:36.:02:40.

like the all Wales coastal path and the Swansea University campus have

:02:41.:02:43.

like the all Wales coastal path and benefited from EU money in recent

:02:44.:02:44.

years. As benefited from EU money in recent

:02:45.:02:47.

poorer parts of the benefited from EU money in recent

:02:48.:02:49.

received billions of benefited from EU money in recent

:02:50.:02:53.

structural funding, but some of the money was misspent.

:02:54.:02:58.

structural funding, but some of the properly, while this rural heritage

:02:59.:03:01.

centre in Gwyneth failed. The conventional wisdom is that Wales

:03:02.:03:08.

receives more than it pays. It is taxpayers' money that comes back to

:03:09.:03:13.

Wales but leaves Wales as well. There is no assurance that you get

:03:14.:03:17.

more back in the long run. The Minister's argument is that as the

:03:18.:03:21.

EU expands further and more countries from Eastern Europe joined

:03:22.:03:26.

the union Wales will lose out. Is it that simple? In 2007 when Bulgaria

:03:27.:03:34.

and Romania joined there were concerns that Wales would lose out

:03:35.:03:38.

on that level of funding but that wasn't the case so it might be

:03:39.:03:40.

something of concern but it is not wasn't the case so it might be

:03:41.:03:46.

guaranteed. For members of the public and professional politicians

:03:47.:03:51.

are like it is certainly a debate that has passions running high. As

:03:52.:03:57.

Labour's pro-EU battle bus runs into Merthyr Tydfil there is a sense that

:03:58.:04:03.

it is going up the Gibb but the party has a battle on its hand

:04:04.:04:07.

because the vote could hinge on how Labour voters vote. I have never

:04:08.:04:14.

said that we are bound to win and this is a walk in the park, this is

:04:15.:04:20.

a profound decision and we have to make the arguments. The -- Britain

:04:21.:04:23.

voted by 70% to go into this. To wrench ourselves out of this... It

:04:24.:04:31.

was different situation. Yes, then the world was not so interdependent,

:04:32.:04:35.

then there was not a World Trade Organisation or eight Channel

:04:36.:04:40.

Tunnel. Now there are much more strong reasons to remain in the

:04:41.:04:43.

European Union so you are entitled to point out the risks of pulling

:04:44.:04:50.

yourself out. In or out, remain or leave? There is just over five weeks

:04:51.:04:52.

left until you decide. Is Priti Patel right to say we might

:04:53.:05:01.

not get this funding from the EU in the future? We know we have some of

:05:02.:05:06.

the highest levels of funding right until 2020. Ricky Patel is right

:05:07.:05:11.

that we can't guarantee we will get that money in the future but we

:05:12.:05:16.

can't guarantee we will not either. -- Priti Patel. We don't know

:05:17.:05:20.

whether we will get that in the future or not. We are getting ?1.8

:05:21.:05:25.

billion of structural funds, lots of money as well beyond that, but in

:05:26.:05:31.

structural funds ?1.8 billion to take us from 2014 to 2020 and it is

:05:32.:05:38.

the third time we have had that. How are the structural funds worked out,

:05:39.:05:44.

who gets and doesn't get? The idea is to merge the economies of the EU

:05:45.:05:49.

to make us more similar. It is to modernise the Welsh economy and

:05:50.:05:54.

bring up our level. They look at all of the parts of the EU's

:05:55.:06:00.

productivity as a measure of GDA and those that have the highest level of

:06:01.:06:07.

funding are those that have less than three quarters of the EU. Cast

:06:08.:06:11.

your mind back, many people will remember that in about 2013 we did

:06:12.:06:16.

not expect Wales to get that high level of funding for a third --

:06:17.:06:21.

funding for a third time, precisely the reason Priti Patel is arguing,

:06:22.:06:26.

new entrants would ring down the average and we would not survive

:06:27.:06:32.

that. But that didn't happen, we were still below the three quarters

:06:33.:06:37.

level, and we have no way of knowing before 2019 whether we will get

:06:38.:06:41.

those structural funds. No doubt we will talk to you then.

:06:42.:06:43.

Swansea Crown Court has heard how a rugby player on a night out

:06:47.:06:59.

in the city was "deliberately punched" from behind before he died.

:07:00.:07:02.

Jonathon Thomas, who played for Swansea RFC, died

:07:03.:07:04.

following the incident on Princess Way in November.

:07:05.:07:06.

Daniel Shepherd from Skewen, near Neath, denies manslaughter

:07:07.:07:08.

The Liberty group says it expects to open the former Caparo

:07:09.:07:14.

The site, which made tubes for engineering projects,

:07:15.:07:20.

went into administration in October with the loss of 17 jobs.

:07:21.:07:25.

Liberty, which is also bidding for Tata Steel UK's business,

:07:26.:07:27.

says it hopes to increase the workforce to 40.

:07:28.:07:33.

He used himself as a human shield to protect his fiancee -

:07:34.:07:37.

Matthew James, who was shot three times when terrorists

:07:38.:07:40.

attacked a beach in Tunisia, has been officially recognised

:07:41.:07:43.

Rhondda Cynon Taf Council conferred on him the freedom of the borough.

:07:44.:07:49.

It is the biggest honour any council can bestow.

:07:50.:08:01.

Matthew James, the gas engineer from Trehafod, admitted

:08:02.:08:03.

I just want to say how proud I am today to receive this award.

:08:04.:08:09.

Last summer, his business building up, he and fiancee

:08:10.:08:20.

Sarah booked a holiday - flipping a coin, they

:08:21.:08:25.

decided they would go to Tunisia, where their lives changed forever.

:08:26.:08:27.

30 British people were killed in the attack.

:08:28.:08:31.

This guy had walked down the front of the beach and he shot

:08:32.:08:36.

and he shot a couple of people, I think there were two people

:08:37.:08:42.

in front, and obviously looked over there and sort of moved...

:08:43.:08:45.

And I've blacked out a little bit then.

:08:46.:08:51.

People were running and screaming, I just...

:08:52.:08:55.

No matter how hard I tried I couldn't move.

:08:56.:09:10.

And then the next minute Matthew pushed me to the floor,

:09:11.:09:13.

mouth full of sand, and I rolled over to see him lying on the sand

:09:14.:09:16.

So I pulled a sunbed over to give us a bit of protection and tried

:09:17.:09:25.

to help him as much as I could until he said it was time

:09:26.:09:28.

Sarah told me she was one of the last of the survivors

:09:29.:09:35.

I just thought I had lost him, that he was gone.

:09:36.:09:39.

And they were just closing the meeting when someone

:09:40.:09:43.

turned round and said, is there a Sarah Wilson in the room?

:09:44.:09:46.

And I turned round and he said, we have got some guy on the phone

:09:47.:09:50.

refusing treatment until he knows you are OK.

:09:51.:09:51.

We spoke to several of your friends very near the time

:09:52.:09:56.

who were describing you as a hero and just saying that they couldn't

:09:57.:09:59.

believe that this was their mate who had done such an amazing thing.

:10:00.:10:02.

Have you spoken to them, are they still treating

:10:03.:10:04.

They just want you to buy the next pint, don't they?

:10:05.:10:09.

So what are your plans now for the future?

:10:10.:10:12.

Just looking forward to the wedding, erm, obviously try and build

:10:13.:10:15.

the business back up, and try and live life

:10:16.:10:17.

to the max now, instead of worrying about tomorrow.

:10:18.:10:25.

Talks have been continuing through the day to try and break

:10:26.:10:27.

the deadlock at the National Assembly.

:10:28.:10:29.

Labour, the largest party following the election

:10:30.:10:31.

earlier this month, have been prevented so far

:10:32.:10:33.

Last week's vote for a new First Minister saw

:10:34.:10:40.

Carwyn Jones and the Plaid leader, Leanne Wood, tied on 29 votes each.

:10:41.:10:43.

Our political editor, Nick Servini, is in Cardiff Bay.

:10:44.:10:48.

In the past hour we have had statements from both parties. Yes,

:10:49.:10:55.

nothing all day and a joint statement has just been released and

:10:56.:11:00.

it says that following a positive few days the negotiations are at an

:11:01.:11:04.

end and they say good progress has been made. They say the leadership

:11:05.:11:10.

of both parties will present their proposals to their respective groups

:11:11.:11:13.

of Assembly Members here at the Senedd tomorrow morning. This will

:11:14.:11:19.

be a key point, the inevitable question, what will Labour AMs think

:11:20.:11:23.

of the Labour side, will they think the party has made too many

:11:24.:11:28.

concessions to Plaid Cymru, and the flip side will be for Plaid Cymru

:11:29.:11:32.

Assembly Members, do they think the party has made sufficient gains

:11:33.:11:37.

after the dramatic events last week when the nomination vote to be the

:11:38.:11:42.

next First Minister was tied between Carwyn Jones and Leanne Wood. A kick

:11:43.:11:48.

-- quick word on timings, the timetable now is for the nomination

:11:49.:11:53.

to take place on Wednesday this week, a week after the original one,

:11:54.:11:59.

presumably without the drama of last week, and that will set in motion a

:12:00.:12:04.

sequence of events that we expect will allow Carwyn Jones to appoint a

:12:05.:12:09.

cabinet so that by the end of the week in theory least, we could have

:12:10.:12:15.

a Labour Welsh government in place. What kind of areas are they likely

:12:16.:12:21.

to have been discussing today? They have been remarkably effective at

:12:22.:12:26.

keeping it under wraps, small, tight teams have been involved in the

:12:27.:12:30.

negotiations, helped by the fact that very few AMs are having the

:12:31.:12:35.

corridor conversations where rumour can spread. The key question is

:12:36.:12:43.

whether they have discussed a set of principles, early sites of

:12:44.:12:45.

legislation and budgets, but they have tried to address huge

:12:46.:12:51.

differences on certain policies between the two parties,

:12:52.:12:55.

particularly plans for a ?1.6 billion of -- relief road at the

:12:56.:13:03.

Newport and the question of electoral reform.

:13:04.:13:04.

Much more to come before 7 o'clock...

:13:05.:13:10.

Archaeologists in Pembrokeshire say they're finding out new information

:13:11.:13:12.

about the people who lived there a thousand years ago.

:13:13.:13:14.

And beach weather again today but it's not going

:13:15.:13:16.

Police in Pembrokeshire are investigating the sudden death

:13:17.:13:30.

of a 15-year-old boy near Pembroke School earlier today.

:13:31.:13:32.

We know that just for mid day today the emergency services were called

:13:33.:13:48.

to Pembroke School following an incident involving a year ten pupil.

:13:49.:13:53.

The incident took place to the south of the school site, we understand.

:13:54.:13:59.

He was then taken to ambulance to a hospital A department where he was

:14:00.:14:05.

pronounced dead. Powys police say they are continuing to investigate

:14:06.:14:09.

the circumstances surrounding the 15-year-old's death and that they

:14:10.:14:15.

have informed his next of kin and the coroner as well. Ambush --

:14:16.:14:23.

Pembrokeshire Council say the school remained open today but obviously

:14:24.:14:27.

pupils were very upset as news trickled through of their fellow

:14:28.:14:31.

pupil's death and we understand that specially trained officers have been

:14:32.:14:35.

deployed to support pupils are affected and look out for their

:14:36.:14:39.

well-being moving forward but obviously this has been a very

:14:40.:14:43.

tragic incident that affected a lot of pupils at the school and a very

:14:44.:14:48.

sad day for this entire community. Passengers from North Wales heading

:14:49.:14:54.

to Manchester Airport can now catch Arriva Trains Wales says the

:14:55.:14:57.

increase to 57 direct return journeys will improve the local

:14:58.:15:00.

economy by bringing in more passengers from

:15:01.:15:02.

the North West of England. But Network Rail says Arriva Trains'

:15:03.:15:07.

move puts unmanageable pressure on all services,

:15:08.:15:09.

as Matthew Richards reports. She says the decision to treble

:15:10.:15:21.

the amount of direct routes to Manchester Airport will make

:15:22.:15:24.

a big difference to her. I go back home so I take the train

:15:39.:15:42.

there's overwhelming demand. According to recent figures 849,000

:15:43.:15:47.

Welsh residents used Manchester Airport in 2014, more

:15:48.:15:49.

than any other UK airport including But Arriva Trains Wales says

:15:50.:15:51.

:15:52.:15:58.

it is about bringing people from Business people want one-stop, one

change, but it is not just about tourism going out but coming in as

:16:09.:16:14.

well. We want the Welsh government and Visit Wales to get those people

:16:15.:16:21.

to come to North Wales. What better day than today to come to North

:16:22.:16:23.

Wales? Network Rail, however,

:16:24.:16:24.

has already expressed concern that the increase will put

:16:25.:16:25.

unmanageable pressure on the whole of the changes.

:16:26.:16:37.

so you could say it businesses and North Wales tourism

happened earlier but the businesses and North Wales tourism

:16:43.:16:48.

is that we are now having this very frequent service from the heart of

:16:49.:16:51.

Wales to Manchester Airport so I think this is very important news.

where the service begins and ends, are also upbeat.

:16:55.:16:58.

It is convenient because I change trains at key. It is always handy to

:17:10.:17:10.

it has to be a good thing. Taking trains to catch planes

:17:11.:17:13.

is just one by-product of the increase in services,

:17:14.:17:17.

though critics will be wondering if promises to keep delays

:17:18.:17:19.

to a minimum are pie in the sky. Gwynedd County Council

:17:20.:17:22.

officials have been accused of being heavy-handed,

:17:23.:17:24.

after they sent a letter to schools warning staff they faced

:17:25.:17:27.

disciplinary action if they took time off during the European

:17:28.:17:30.

Football Championships. Two of Wales' games

:17:31.:17:33.

:17:37.:17:39.

of their responsibilities. The tone of the first one

:17:40.:17:54.

I thought was a little bit unfortunate and that has raised one

:17:55.:17:59.

or two hackles, because it widespread disappearance of teachers

:18:00.:18:09.
