The chairman of Wales' biggest health board says it has | :01:14. | :01:19.
"new energy" and is improving but there is still work to be done | :01:20. | :01:22.
It's a year since Betsi Cadwaladr University Health Board was put | :01:23. | :01:26.
into special measures, after a catalogue of failings. | :01:27. | :01:27.
Managers say it will take at least another year for the problems | :01:28. | :01:30.
Business as usual on the wards at Ysbyty Gwynedd in Bangor today, | :01:31. | :01:43.
but behind the schemes, there have been action plans | :01:44. | :01:45.
as well as a higher level than usual scrutiny and advice | :01:46. | :01:48.
For the last year, the Betsi Cadwaladr health board has | :01:49. | :01:51.
Special measures seems to have unlocked quite a bit | :01:52. | :01:59.
Staff really want to make the board work and want to see | :02:00. | :02:03.
Staff have a lot of enthusiasm for what they do. | :02:04. | :02:06.
Staff and managers may be positive now but that has not | :02:07. | :02:15.
A year ago today, the Welsh Government stepped | :02:16. | :02:18.
in at the country's biggest health board but the problems | :02:19. | :02:21.
Three years ago, an official report says there was significant | :02:22. | :02:26.
In February last year plans to temporarily downgrade maternity | :02:27. | :02:31.
The health board eventually changed its mind. | :02:32. | :02:36.
In May 2015, a leaked report highlighted big problems in out | :02:37. | :02:38.
In the same month, there was another official report into the Tawel Fan | :02:39. | :02:42.
It found that patients had been kept like animals. | :02:43. | :02:47.
It all meant that the board was put into special measures. | :02:48. | :02:50.
The then Chief Executive was suspended. | :02:51. | :02:51.
The patients watchdog body says things are improving but the health | :02:52. | :02:54.
board has lost the trust of the people of North Wales. | :02:55. | :03:03.
I think that over a period of about three or four years, | :03:04. | :03:06.
we have had all the issues that we know about and what this has | :03:07. | :03:09.
done is chipped away at the social capital that the health board | :03:10. | :03:12.
Public confidence really is at rock bottom. | :03:13. | :03:30.
Away from the wards, health board managers have been | :03:31. | :03:32.
working hard to win back that trust and to deal with the other problem | :03:33. | :03:35.
is like the difficulties with GP surgeries and the way | :03:36. | :03:38.
But they admitted could take a year to fully sort things out and maybe | :03:39. | :03:42.
even longer to win back the trust and confidence of people | :03:43. | :03:45.
So how long will the NHS in north Wales stay in special measures? | :03:46. | :03:54.
That decision rests with the Welsh Government's | :03:55. | :03:56.
new Health Secretary, Vaughan Gething. | :03:57. | :03:57.
Earlier our Health Correspondent, Owain Clarke, asked him if he's | :03:58. | :04:00.
convinced Betsi Cadwaladr health board is making enough progress? | :04:01. | :04:04.
We think there have been improvements in out-of-hours | :04:05. | :04:06.
services, there have been improvements in recruitment | :04:07. | :04:08.
and crucially, improvements in engagement, both with the public | :04:09. | :04:12.
and staff of the health board as well. | :04:13. | :04:16.
Feeling more connected to the leadership. | :04:17. | :04:18.
And that leadership question, there is a new executive, | :04:19. | :04:24.
a new medical director, a new nursing director | :04:25. | :04:26.
and a new director for mental health because that is an area | :04:27. | :04:30.
where there is a need for more work to be | :04:31. | :04:32.
You mentioned challenges, you mention a lot of work to do. | :04:33. | :04:38.
We know they will remain in special measures for a year or so. | :04:39. | :04:42.
Can you tell us a few specifics about where you think | :04:43. | :04:45.
Well, in the improvement and we published, we set out a range | :04:46. | :04:55.
of areas for them to work through and they recognised that | :04:56. | :04:58.
needs to be the case and mental health is probably the biggest area | :04:59. | :05:01.
of challenge, having a new strategy, new engagement, we have just got | :05:02. | :05:04.
the new director in the post, so they recognise there is work | :05:05. | :05:07.
they need to do and what they need to do to provide the rights | :05:08. | :05:10.
of service, both for secondary care but also in the community as well. | :05:11. | :05:13.
So there is a range of challenges to work through and that ongoing | :05:14. | :05:16.
point about making sure the public still feel involved | :05:17. | :05:18.
So look at the progress they have made, it is still about how | :05:19. | :05:23.
you continue to take that forward and continue to see a real | :05:24. | :05:26.
improvement and the public see that improvement as well. | :05:27. | :05:36.
And you haven't changed your idea in terms of timescales, | :05:37. | :05:38.
when this health board might emerge from special measures? | :05:39. | :05:43.
No, and to be fair, I have always said I will act on the best | :05:44. | :05:46.
available advice, so the regulators are meeting with the Chief Executive | :05:47. | :05:49.
of NHS Wales imminently and I will take account | :05:50. | :05:51.
of the advice they give to me and if they say Betsi Cadwaladr can | :05:52. | :05:55.
come out of special measures earlier, then I will take | :05:56. | :05:57.
If they say something different, I will look at that advice as well. | :05:58. | :06:01.
I just don't think that I should set an artificial deadline | :06:02. | :06:04.
when the health board could or should come out | :06:05. | :06:06.
of special measures, that could damage the trust | :06:07. | :06:08.
that we are trying to rebuild with the public and the staff | :06:09. | :06:11.
Health Secretary Vaughan Gething, speaking to our | :06:12. | :06:15.
The day's other news now and a jury has heard how a Swansea landlord | :06:16. | :06:23.
was brutally murdered by one of his tenants last summer. | :06:24. | :06:26.
Alec Warburton died after being hit over the head several times | :06:27. | :06:28.
with a hammer at his home in the Sketty area of the city. | :06:29. | :06:32.
His body was found several weeks later in north Wales. | :06:33. | :06:34.
41-year-old David Craig Ellis denies murder. | :06:35. | :06:35.
Swansea Crown Court heard how 59-year-old Alec Warburton, | :06:36. | :06:43.
described as a house-proud man, was bludgeoned to | :06:44. | :06:45.
One of his former tenants, David Ellis, admits killing his | :06:46. | :06:49.
landlord but it is understood by the prosecution he will claim | :06:50. | :06:52.
Today the jury was told at this house with the blue door | :06:53. | :07:04.
at Vivian Road in Sketty, Mr Warburton was killed in the front | :07:05. | :07:06.
room at some point between the 31st of July and August | :07:07. | :07:09.
The jury heard how David Ellis posed as his landlord Alec Warburton | :07:10. | :07:13.
and wrote a letter addressed to other tenants in the property. | :07:14. | :07:16.
It said he needed to go away for some time to look after a sick | :07:17. | :07:19.
friend and that Mr Ellis would take over landlord duties in the meantime | :07:20. | :07:22.
The prosecuting barrister said this note was a blueprint for murder. | :07:23. | :07:26.
On August the 1st, Alec Warburton's car was seen being driven | :07:27. | :07:29.
Then on to the A470, where the journey continued to | :07:30. | :07:37.
Cameras eventually spotted the car in the Betws y Coed area. | :07:38. | :07:44.
The prosecution claimed the car was being driven by David Ellis. | :07:45. | :07:47.
And that he had disposed of Mr Warburton 's body | :07:48. | :07:49.
The court heard that Mr Warburton's brother then reported him as missing | :07:50. | :07:58.
shortly before Mr Ellis returned to Swansea in the same | :07:59. | :08:00.
On the 5th of August, he drove to Birkenhead, | :08:01. | :08:04.
where he boarded a ferry to Belfast before moving on to Galway. | :08:05. | :08:07.
The prosecution said David Ellis was arrested | :08:08. | :08:09.
The jury heard Mr Ellis had told officers about what had happened. | :08:10. | :08:26.
And where he had dumped a body. The prosecution told the court it is the | :08:27. | :08:34.
view of a Home Office pathologist that Mr Warburton suffered blows to | :08:35. | :08:38.
the head delivered with considerable force. A forensic investigation | :08:39. | :08:47.
found traces of blood consistent with that of Alec Warburton 's DNA. | :08:48. | :08:51.
David Ellis denies murder and the trial continues. | :08:52. | :08:54.
The family of a soldier killed in the Falklands conflict 34 years | :08:55. | :08:57.
ago today is campaigning for the UK Government to restore | :08:58. | :08:59.
the pensions of war widows who have since remarried. | :09:00. | :09:01.
Sergeant Malcolm Wigley's widow from Flintshire lost her pension | :09:02. | :09:03.
A change in the law last year doesn't apply retrospectively. | :09:04. | :09:07.
The Ministry of Defence says this is to ensure pension schemes remain | :09:08. | :09:10.
They say that they died at the wrong time or they remarried | :09:11. | :09:25.
It has even be said that if my mum was to divorce my stepdad now, | :09:26. | :09:30.
she could have her war widow's pension back and then remarry him | :09:31. | :09:33.
and keep her war widow's pension, which is obviously absurd. | :09:34. | :09:45.
Ukip Assembly group leader Neil Hamilton has offered | :09:46. | :09:47.
Labour his party's support to get a billion pound M4 relief road | :09:48. | :09:50.
Ukip's manifesto had backed a cheaper blue route. | :09:51. | :09:53.
The proposed black route is opposed by Plaid Cymru, | :09:54. | :09:55.
Liberal Democrat Kirsty Williams, as well as some Labour Assembly | :09:56. | :09:58.
A Dyfed Powys Police officer sent an email containing details | :09:59. | :10:10.
which could have been used to identify sex offenders by mistake | :10:11. | :10:13.
Cardiff University has suspended a number of medical students | :10:14. | :10:15.
from clinical practice and ordered an independent review | :10:16. | :10:17.
It comes after concerns were raised about a student-led play | :10:18. | :10:20.
The university has said that it will learn lessons from the review. | :10:21. | :10:24.
Trailed online, the annual event raises money for charity but it has | :10:25. | :10:30.
now emerged the performance in February has resulted in some | :10:31. | :10:33.
medical students being suspended from part of their course. | :10:34. | :10:35.
It has been alleged that during the event, various students | :10:36. | :10:37.
used black face paint to impersonate a member of staff. | :10:38. | :10:40.
Today the university said it has taken action after a number | :10:41. | :10:42.
of complaints by students who were offended by racist | :10:43. | :10:45.
The incident was serious enough for students to feel the need to put | :10:46. | :10:56.
I am very pleased that students feel able to put in formal complaints. | :10:57. | :11:04.
I think that demonstrates that we have a culture | :11:05. | :11:06.
But what is not acceptable is for students to feel | :11:07. | :11:17.
And I need a culture, we need a culture, within this | :11:18. | :11:21.
university where all students can thrive and succeed | :11:22. | :11:23.
And if we have issues of this nature, then we need | :11:24. | :11:27.
It is understood that the students in question have been removed | :11:28. | :11:39.
from clinical practice and there has been some criticism on social media | :11:40. | :11:42.
that the university has been heavy-handed in taking action | :11:43. | :11:44.
which could ultimately end the career of young doctors. | :11:45. | :11:46.
But the university stands by its decision to suspend | :11:47. | :11:48.
the students and to order an independent review | :11:49. | :11:50.
into the culture at the medical school. | :11:51. | :12:02.
These are young people, people who have been complained | :12:03. | :12:04.
against, who are entering into a profession where they will be | :12:05. | :12:06.
required to provide care for all members of society. | :12:07. | :12:08.
And it is important that we look at these allegations very seriously | :12:09. | :12:11.
because we are responsible for training the doctors | :12:12. | :12:13.
The doctor who was imitated in the play has declined to comment | :12:14. | :12:26.
personally but the university has said that while he was not one | :12:27. | :12:29.
of those who made the complaints, he has been deeply distressed | :12:30. | :12:31.
The university says it is doing all it can to support both | :12:32. | :12:35.
the students who have complained and those who have | :12:36. | :12:37.
It expects the investigation to be completed by the autumn | :12:38. | :12:41.
and the independent review by Christmas. | :12:42. | :12:53.
The first person in Wales to walk using a bionic exoskeleton. | :12:54. | :12:57.
New hope for patients with spinal and brain injuries. | :12:58. | :12:59.
And Gareth Bale is the centre of attention as hundreds | :13:00. | :13:02.
of schoolchildren watch Wales train at their Euro 2016 base in France. | :13:03. | :13:17.
We've heard a lot about the economy and immigration during | :13:18. | :13:19.
The EU has more regulations governing the environment | :13:20. | :13:23.
So would our countryside and seas be better served by a vote | :13:24. | :13:27.
Our environment correspondent Steffan Messenger reports. | :13:28. | :13:37.
Benllech Beach on Anglesey, one of over 100 bathing spots | :13:38. | :13:40.
in Wales tested several times a year under EU law. | :13:41. | :13:43.
We are looking for bacteria, so EColi, this will then be | :13:44. | :13:45.
Four out of five of our beaches have excellent water quality according | :13:46. | :13:57.
But up until the late 1990s, the UK was still pumping raw | :13:58. | :14:01.
Cleaner water and tidier beaches, those who want us to stay say the EU | :14:02. | :14:06.
has driven up standards, bringing big advantages for Wales. | :14:07. | :14:08.
The question is, what would happen to those standards if we left? | :14:09. | :14:11.
Those who want out say we could have even stricter | :14:12. | :14:13.
Ultimately, after the 23rd, when we are free to make our laws | :14:14. | :14:26.
ourselves, we will look at all of the legislation, | :14:27. | :14:28.
the things that work for us we will keep, | :14:29. | :14:30.
but the things that are expensive and don't work for us, | :14:31. | :14:32.
From waste disposal to greenhouse gas emissions. | :14:33. | :14:37.
So many of our environmental rules and regulations have | :14:38. | :14:39.
Coal-fired power stations like Aberthaw in the Vale | :14:40. | :14:42.
of Glamorgan are being phased out, partly to meet clean-air rules set | :14:43. | :14:44.
This building site in Fincher was found to be home | :14:45. | :14:50.
to great crested newts, protected under EU law. | :14:51. | :14:51.
The company behind the development had to build a nature | :14:52. | :14:54.
We have provided two ponds, which are fed from the roof water | :14:55. | :15:02.
We're probably in the order of ?150,000 to provide | :15:03. | :15:06.
The rules that protect great crested newts are typical | :15:07. | :15:10.
of the sort of EU red tape but Vote Leave campaigners despise. | :15:11. | :15:13.
They say too much bureaucracy works against wildlife, | :15:14. | :15:15.
taking up time and money that could be channelled into more spoke | :15:16. | :15:18.
But others say these laws are a lifeline for some | :15:19. | :15:21.
The environment does not recognise political boundaries. | :15:22. | :15:32.
And it is much, much better that we work collaboratively. | :15:33. | :15:35.
And to think that we can do better on our own, | :15:36. | :15:39.
The economy and immigration may have been the main talking points | :15:40. | :15:45.
of the referendum campaign so far, but the EU's impact on our | :15:46. | :15:48.
environment is also huge and with considering, | :15:49. | :15:50.
according to both sides in this debate. | :15:51. | :15:57.
They were told they may never walk again. | :15:58. | :15:59.
But today, patients with spinal chord and brain injuries have been | :16:00. | :16:01.
taking their first steps, thanks to robotic technology. | :16:02. | :16:03.
They've become the first in Wales to wear bionic exoskeletons, | :16:04. | :16:06.
developed in the United States and based on military research. | :16:07. | :16:08.
Abdul is about to take his first steps in almost four years. | :16:09. | :16:21.
He was just 17 when a car accident left him paralysed | :16:22. | :16:24.
He's wearing an exoskeleton - a bionic suit, strapped to his body. | :16:25. | :16:29.
His arm movements activate motors that drive the legs. | :16:30. | :16:32.
In three minutes, he's taken 119 steps. | :16:33. | :16:34.
I have got to let it all sink in first. | :16:35. | :16:43.
Hopefully I will get to do a bit more. | :16:44. | :16:57.
And I hope it has a positive effect on my mobility. | :16:58. | :17:00.
This robotic exoskeleton costs around ?100,000, | :17:01. | :17:01.
so it is not cheap, but the big question is how does it work? | :17:02. | :17:04.
We have two motors at the hips, there are two motors at the knees. | :17:05. | :17:13.
We have lots of sensors, so it is continually evaluating | :17:14. | :17:15.
the individual and it will continually evaluate | :17:16. | :17:17.
the support it needs to give on every step. | :17:18. | :17:24.
Bionics were initially developed for use in the military, | :17:25. | :17:26.
but now that technology is being used to help | :17:27. | :17:29.
patients with spinal chord and brain injuries. | :17:30. | :17:30.
Patients like Steve Thomas from Newport. | :17:31. | :17:32.
In 2011, the former Royal Marine was left with severe brain damage | :17:33. | :17:35.
The onscreen graphics are being controlled by Steve | :17:36. | :17:39.
shifting his body weight from left to right. | :17:40. | :17:49.
If someone would have said to me, Steve will end up doing things | :17:50. | :17:52.
like this, it would just be a dream come true. | :17:53. | :17:55.
I never, ever thought he would get to this stage. | :17:56. | :17:59.
For the amount of injuries he received. | :18:00. | :18:01.
This is the first time technology, like this exsoskeleton, | :18:02. | :18:03.
has been used by patients in Wales - and they've had to come | :18:04. | :18:08.
None of this is currently available on the NHS, | :18:09. | :18:11.
What we will try and do is to try and make that equipment | :18:12. | :18:21.
and technology available earlier and I have got no doubt | :18:22. | :18:23.
that it will filter through into the NHS at some stage. | :18:24. | :18:28.
Today Abdul was happy to take small, steady steps in his exoskeleton, | :18:29. | :18:31.
but there's little doubt that bionics represent a giant leap | :18:32. | :18:34.
The world famous Flying Scotsman passed through Abergavenny this | :18:35. | :18:44.
afternoon on its route from Crewe to London Paddington. | :18:45. | :18:46.
The iconic steam locomotive will be back in Wales a week today when it | :18:47. | :18:49.
will be travelling from London Euston to Holyhead. | :18:50. | :18:57.
Let me take you to France now and the latest from Wales Camp | :18:58. | :19:00.
Once again today, Chris Coleman was in a jovial mood, as he took | :19:01. | :19:09.
the Wales squad out for their first training session with | :19:10. | :19:11.
He appeared to give away his starting 11 for Saturday's | :19:12. | :19:15.
game against Slovakia, but on closer inspection, | :19:16. | :19:17.
he had Maradona and Pele starting up front. | :19:18. | :19:19.
That gives you a feel of the atmosphere here in Dinard. | :19:20. | :19:26.
The relaxed mood amplified by the hundreds of local children | :19:27. | :19:28.
who were invited to watch Wales train. | :19:29. | :19:42.
Getting Gareth Bale's picture and autograph, priceless. | :19:43. | :19:44.
With the FAW creating a partnership with the football league | :19:45. | :19:46.
in Brittany, today will be a day to remember for those | :19:47. | :19:49.
Everybody over the world will understand Dinard is not only | :19:50. | :19:58.
Sporting, we are in the excellence, you know. | :19:59. | :20:09.
700 children have had the opportunity today to watch | :20:10. | :20:12.
These locals from Brittany are here to see one player, | :20:13. | :20:15.
The media also have eyes on Joe Ledley. | :20:16. | :20:20.
The midfielder wearing what looked to be support socks over his legs, | :20:21. | :20:23.
Joe Ledley fractured his shin bone a month ago but the manager has said | :20:24. | :20:27.
he will be available for Wales' Euro 2016 opener against that year | :20:28. | :20:29.
With all players taking part in full training, | :20:30. | :20:33.
there is a positive mood within the camp. | :20:34. | :20:39.
It really does feel like a club environment. | :20:40. | :20:42.
And I think obviously that shows with what you have seen today. | :20:43. | :20:49.
Yourself back from an injury, ready for 90 minutes | :20:50. | :20:51.
And I'm ready to put in a performance for the nation. | :20:52. | :21:02.
This part of Brittany has certainly embraced the Welsh team | :21:03. | :21:04.
and with signatures, sticker books and selfies in hand, | :21:05. | :21:06.
these locals are sure to shout for Chris Coleman's men | :21:07. | :21:09.
when they start their Euro campaign in three days' time. | :21:10. | :21:18.
Wales' hopes in the tournament rest heavily of course on Gareth Bale, | :21:19. | :21:21.
Our Euro 2016 reporter Kate Morgan has been catching up with some | :21:22. | :21:25.
of the other key faces from the Wales squad. | :21:26. | :21:34.
Whether it is the history books or sticker books, | :21:35. | :21:36.
this Wales team has finally made it and while all eyes might be | :21:37. | :21:39.
on the likes of Gareth Bale, Aaron Ramsey and Joe Allen, | :21:40. | :21:42.
this is a team together, stronger and Hal Robson-Kanu is certainly | :21:43. | :21:44.
I think even around the nation, when we have been around | :21:45. | :21:51.
Cardiff city centre, I think the buzz is starting | :21:52. | :21:53.
Everyone says that this is a rugby nation but I do not think it is. | :21:54. | :21:57.
I think it really is a football nation and we just had to have that | :21:58. | :22:01.
little bit of success which we are starting to have now | :22:02. | :22:04.
and I think everyone is getting behind us. | :22:05. | :22:10.
His team-mate Chris Gunter, who has more than 60 caps, | :22:11. | :22:12.
He will celebrate after getting the results in France. | :22:13. | :22:18.
We are just sort of treating everyday pretty much the same. | :22:19. | :22:21.
If we don't perform well and we don't do well in the group | :22:22. | :22:24.
stages, coming home, there won't be a sense of we have | :22:25. | :22:27.
done fantastic to get there, there will be a massive | :22:28. | :22:29.
We are going there to try and play as well as we can | :22:30. | :22:33.
The baby of the group is 20-year-old George Williams, | :22:34. | :22:43.
not that he is showing any sign of nerves. | :22:44. | :22:45.
Of course, it helps to have one of the world's best | :22:46. | :22:47.
We are a team and we play like a team. | :22:48. | :22:51.
And when you have got someone like Gareth Bale in the squad, | :22:52. | :22:54.
It is going to be something not any of us have experienced before. | :22:55. | :22:59.
And there is plenty more confidence in the squad. | :23:00. | :23:11.
After years of near misses, Simon Church believes this | :23:12. | :23:13.
From growing up as a young kid to playing at a tournament | :23:14. | :23:17.
And it has been something we have been working towards for a while. | :23:18. | :23:21.
We missed out last time and we said this time, this was the one. | :23:22. | :23:24.
I think with the games we have played, we have showed | :23:25. | :23:29.
It is certainly a team full of belief. | :23:30. | :23:32.
What we will find out soon is whether Wales have what it takes | :23:33. | :23:35.
As you see, the mist has risen year in Dinard, it is a beautiful | :23:36. | :23:57.
evening. What about the weather forecast at home? | :23:58. | :24:03.
It has been another humid one back home. Some isolated showers. More of | :24:04. | :24:07.
the same tomorrow before we start to see a change in our weather. | :24:08. | :24:11.
Tonight, showers will ease. Clear spells, some cloud and missed but a | :24:12. | :24:14.
fair amount of coastal fog developing. Temperatures in the mid | :24:15. | :24:23.
teens for many. Coastal fog lingering tomorrow. Low cloud and | :24:24. | :24:28.
missed should burn back throughout the morning. Remaining very warm | :24:29. | :24:32.
with sunny spells. A few scattered showers likely to develop further | :24:33. | :24:39.
north. Similar temperatures to today. Robert be warmest for border | :24:40. | :24:43.
counties. Tomorrow night, this cold front starts to move in from the | :24:44. | :24:47.
Atlantic, which will bring more widespread rain on Friday. Tomorrow | :24:48. | :24:54.
night starts dry for most. That front arriving from the West with a | :24:55. | :24:57.
few showers and light winds. Very humid overnight. Showers first thing | :24:58. | :25:03.
on Friday and out weeks of rain pushing in from the West, heavy at | :25:04. | :25:09.
times. Some drier spells in between. Often cloudy and not quite as warm. | :25:10. | :25:15.
Heavier rain passing through overnight Friday into Saturday. On | :25:16. | :25:19.
Saturday, it is more of a case of sunny spells with a few showers and | :25:20. | :25:23.
the breeze picks up a bit. Temperatures in the high teens | :25:24. | :25:26.
again. Tomorrow, fine humid with the odd heavy shower and then generally | :25:27. | :25:32.
turning more unsettled. Rain at times on Friday. Sunshine and | :25:33. | :25:38.
showers more likely on Friday. -- Saturday. The changeable theme | :25:39. | :25:39.
continues into next week. I'll have an update for you here | :25:40. | :25:46.
at eight o'clock and again From all of us on the programme, | :25:47. | :25:53.
good evening. | :25:54. | :25:59. |
