weekend but in the next few days heavy downpours are likely to lead

:00:00.3:59:59

to further flooding. Welcome to Wales Today -

:00:00.:00:16.

our top stories...Boris Johnson tells this programme -

:00:17.:00:18.

EU funded projects in Wales would still get the money -

:00:19.:00:20.

even if the UK votes to leave What we are saying is that the money

:00:21.:00:34.

Wales gets, whether for Alan Culshaw farming, that would continue.

:00:35.:00:36.

But the Remain campaign say - the Leave campaign are making

:00:37.:00:39.

promises they may not be able to keep.

:00:40.:00:41.

Our political editor Nick Servini hits the streets with both sides

:00:42.:00:44.

of the EU Referendum campaign - looking at the shape

:00:45.:00:47.

of the campaigns heading into the final week.

:00:48.:00:53.

Wales football fans arrive in France with news of a new alcohol ban. We

:00:54.:00:59.

have information and head of the game with England.

:01:00.:01:03.

And why cow's first milk - or colostrum - could help people

:01:04.:01:06.

EU-funded projects in Wales would still get the money -

:01:07.:01:25.

even if the UK votes to leave the European Union next week.

:01:26.:01:28.

That's the promise from the Leave campaign, who've said that -

:01:29.:01:31.

there would be "more than enough money" available

:01:32.:01:33.

So how much money could we be talking about?

:01:34.:01:37.

A recent study by Cardiff University estimated Wales received

:01:38.:01:40.

?245 million more from the EU than it put in 2014.

:01:41.:01:47.

That gain's mainly down to payments to farmers and development

:01:48.:01:51.

Those programmes are due to get ?1.8 billion of European

:01:52.:01:57.

Structural Funds between 2014 and 2020.

:01:58.:02:02.

However back in February David Cameron told this programme

:02:03.:02:05.

that if we leave the EU, it isn't certain the money

:02:06.:02:08.

You can't say that funding is guaranteed for things that

:02:09.:02:18.

are funded by the EU, after we leave.

:02:19.:02:20.

As I said, we will always try and help, but we know if we stay in,

:02:21.:02:24.

If we leave, there is economic uncertainty and in that

:02:25.:02:28.

economic uncertainty, I think it's difficult to guarantee.

:02:29.:02:33.

One of the lead campaigners for the UK to leave the EU

:02:34.:02:36.

is Conservative MP Boris Johnson, he's been speaking

:02:37.:02:38.

to our parliamentary correspondent David Cornock

:02:39.:02:40.

One of the big challenges facing the Leave campaign is to paint a picture

:02:41.:02:56.

of what Wales would look like if Britain leaves the European Union.

:02:57.:03:00.

What will happen to that money that is spent on farmers and economic

:03:01.:03:05.

development projects? Well, they think they have come up with an

:03:06.:03:10.

answer today, to reassure people that the money would still be there

:03:11.:03:15.

if Britain were to leave. And Boris Johnson, the former Mayor of London,

:03:16.:03:20.

prominent campaigner, argue that because Britain puts more money in

:03:21.:03:25.

then it gets back, there would still be that cash. But I asked him

:03:26.:03:28.

exactly how much money for Wales would be protected.

:03:29.:03:32.

What we're saying is that the money that is currently spent in Wales,

:03:33.:03:35.

whether it is on farming or on supporting culture

:03:36.:03:37.

or whatever it happens to be, that would continue because any

:03:38.:03:40.

government in its right mind is going to want to continue

:03:41.:03:42.

to subsidise agriculture and all the other regional funds

:03:43.:03:45.

Drives a lots of jobs in all sorts of ways.

:03:46.:03:51.

But you get a Brexit dividend in the form of about ?10.6 billion

:03:52.:03:55.

that you could spend on the priorities of this country.

:03:56.:03:59.

The NHS probably being the most attractive.

:04:00.:04:02.

But you look at the money, huge sums issued, billions coming

:04:03.:04:07.

to Wales over a period of years, this is a promise that

:04:08.:04:10.

It's a decision that is being made by governments and you are not

:04:11.:04:14.

But what we are saying is that this is what the government

:04:15.:04:20.

This is the Brexit dividend and what they could additionally do

:04:21.:04:24.

is say that the money that is returned to us,

:04:25.:04:27.

they could continue to use that and match all the current divisions,

:04:28.:04:38.

But then you have on top of it, a huge wad of cash back.

:04:39.:05:00.

The history of Wales in Europe is that it always has got hundreds

:05:01.:05:04.

of millions of pounds a year more back than it pays in and the people

:05:05.:05:08.

of Wales paying proportionately, if you look at it from a Welsh

:05:09.:05:11.

perspective, Wales gained more than it loses from our

:05:12.:05:13.

Then you've got to look at it overall and what we are saying

:05:14.:05:25.

is that the contribution that the UK makes to the whole of EU,

:05:26.:05:28.

we only get about half back what we pay in.

:05:29.:05:30.

We would be protecting all the contributions that

:05:31.:05:32.

are currently coming from those budgets to Wales

:05:33.:05:34.

and we would have a huge amount more in addition.

:05:35.:05:36.

The Prime Minister says that if we leave, he can't guarantee

:05:37.:05:39.

the funds for the poorest areas of Wales, he can't guarantee

:05:40.:05:42.

the funds for farming and agriculture.

:05:43.:05:43.

He is the Prime Minister. He should know.

:05:44.:05:45.

And indeed he was the Prime Minister only a few months ago when he said,

:05:46.:05:49.

What has happened is that they have seen that the people of this country

:05:50.:06:01.

are really fed up of being told that we have got to stay

:06:02.:06:04.

in when it's really obvious that it is not a common market any

:06:05.:06:07.

They want to build a United States of Europe and its politically deeply

:06:08.:06:11.

embarrassing now to extricate ourselves from it but it is

:06:12.:06:14.

It is the right thing for Britain and the right thing for Europe.

:06:15.:06:18.

Because this is fundamentally about democracy.

:06:19.:06:19.

And it is totally wrong that at the moment, 60% of the laws

:06:20.:06:24.

going through the Palace of Westminster at the moment

:06:25.:06:26.

And many of them are not suitable for our economy.

:06:27.:06:30.

If we take back control, I believe we will flourish

:06:31.:06:32.

Boris Johnson's argument has been dismissed by the Remain campaign is

:06:33.:06:46.

not credible. Activists seem to be boosted by polls saying they might

:06:47.:06:49.

be gaining momentum and Brexit may yet prove the winning result when

:06:50.:06:51.

the votes are counted next week. Amid those polls -

:06:52.:06:55.

senior Welsh Labour figures in the Remain camp admit -

:06:56.:06:59.

they're beginning to get alarmed by And while Vote Leave says

:07:00.:07:02.

it's competing strongly across most of Wales,

:07:03.:07:08.

even it admits the contest With just over a week to go,

:07:09.:07:10.

our political editor Nick Servini Pounding the streets

:07:11.:07:14.

of Barry with Melanie Owen. She is one of around 300 Vote Leave

:07:15.:07:18.

campaigners out across And they have based most

:07:19.:07:20.

of their activity around Last night in Barry,

:07:21.:07:24.

there were plenty who still haven't I listen to one side and think,

:07:25.:07:29.

they've got a point and then I listen to another side

:07:30.:07:36.

and I think, they've got I think a lot of people are finding

:07:37.:07:39.

all this bombardment of information Yes, the important thing

:07:40.:07:45.

is is taking off the little one and making sure things

:07:46.:07:55.

are in place for the future. So I've looked online,

:07:56.:08:02.

have a look through your leaflet... I think she was leaning more

:08:03.:08:06.

towards the Leave because in a voice you can see how certain she is.

:08:07.:08:13.

That was overly concerning her... You thought she was coming out

:08:14.:08:16.

towards your side? I think the fact that she brings up

:08:17.:08:19.

the concern would suggest to me that she is not completely

:08:20.:08:23.

happy with the way that Vote Leave knows that

:08:24.:08:25.

but still believes it is ahead in most places in Wales other

:08:26.:08:30.

than the Northwest and Cardiff. You must have really

:08:31.:08:33.

fine-tuned your message now, I think with immigration,

:08:34.:08:35.

it's that we don't want to stop immigration at all, we just

:08:36.:08:43.

want to be able to decide who is coming in.

:08:44.:08:45.

And how many. In contrast, much of the Wales'

:08:46.:08:47.

Stronger In campaigning has been a busy shopping centres

:08:48.:08:50.

like this in Swansea. Among them is Roger Thomas,

:08:51.:08:52.

who had a mixed day on the stump. May ask you how you decided?

:08:53.:08:55.

I'm out. It's obvious why.

:08:56.:08:57.

Why is it obvious? Can I give you a leaflet about

:08:58.:09:08.

remaining in Europe? Oh, I'm voting in.

:09:09.:09:13.

You're voting in? Yes.

:09:14.:09:15.

Well done. I do, I do.

:09:16.:09:18.

It's crazy. Coming out will be mental,

:09:19.:09:21.

a nightmare, isn't it? Where I am, with all the industry

:09:22.:09:23.

and everything that we had, And I think we can

:09:24.:09:30.

do well on our own. Give me a sense of what kind

:09:31.:09:33.

of response you get here, Some people are very positive,

:09:34.:09:36.

some people are pretty hostile. They ask you questions

:09:37.:09:41.

about details. Remain campaigners have rubbished

:09:42.:09:44.

claims from Vote Leave that it's Nevertheless, everyone

:09:45.:09:46.

expects it to be tight. And that's why the final polish

:09:47.:09:49.

will really matter. -- that is why the final push will

officers - who were suing their force on a number of counts,

:10:02.:10:03.

including malicious prosecution - have lost their civil case

:10:04.:10:06.

at the High Court in Cardiff. The 50-day trial involved

:10:07.:10:08.

eight former detectives, who were cleared of corruption

:10:09.:10:10.

:10:28.:10:30.

given their consent. Previously, people had to opt

:10:31.:10:33.

:10:34.:10:37.

between December and May a total of 32 human organs have been donated

:10:38.:10:40.

in Wales from ten people who were "deemed"

:10:41.:10:44.

to have consented. Authorities in France have issued

:10:45.:10:48.

a new alcohol ban in Lille ahead of Wales' Euro 2016 match

:10:49.:10:52.

against England on Thursday. It's where many fans are expected

:10:53.:10:56.

to base themselves for the game and our reporter Tomos Dafydd

:10:57.:11:00.

is there for us tonight. And that band started at six o'clock

:11:01.:11:17.

this evening. It also extends to the nearby city of Lens where fans will

:11:18.:11:25.

not be able to take -- drink in the streets, until six o'clock on Friday

:11:26.:11:30.

morning that, the day after Wales take on England. I spent time in

:11:31.:11:35.

Lens today, speaking to business owners. And many told them the

:11:36.:11:39.

police had visited them to tell them what they should do on Thursday,

:11:40.:11:44.

only to serve small alcoholic drinks and not spirits. I was also talking

:11:45.:11:48.

to a senior police officer who has years of experience policing

:11:49.:11:54.

football matches. He said that the scenes in Marseilles by not routine

:11:55.:11:58.

hooliganism, but serious criminality.

:11:59.:12:02.

They arrived to the news of a new clamp-down. While Wales supporters

:12:03.:12:09.

were praised by police last weekend, they will be subject to an alcohol

:12:10.:12:15.

ban here in Lille and Lens. TRANSLATION:

:12:16.:12:23.

But details were announced at a packed press conference. The French

:12:24.:12:30.

authorities responding to concerns. Civil markets, shops, stores and

:12:31.:12:34.

will not be allowed to self alcohol. This does not just apply to British

:12:35.:12:41.

football supporters but others as well. They have said drinking in

:12:42.:12:50.

public will be banned here. Alcohol bought in restaurants and bars can

:12:51.:12:57.

only be drunk there. This small sleepy city of Lens will soon host

:12:58.:13:01.

lots of fans from Wales and England. A ban on drinking here in the day of

:13:02.:13:06.

the match had already been announced, now it has been extended

:13:07.:13:12.

beyond 24-hour is. This man will be allowed to sell alcohol at his bar

:13:13.:13:17.

but fans will not be allowed to take their drinks outside. The fans and

:13:18.:13:21.

dominate the main square here and it is just one main Rd that leads down

:13:22.:13:26.

to the stadium. Questions are being asked why such a big game is being

:13:27.:13:32.

held in such a small city as Lens. Russia were fined ?119,000 and

:13:33.:13:37.

threatened with expulsion today for crowd trouble in Marseilles last

:13:38.:13:42.

weekend. Since then, Welsh police forces along with England

:13:43.:13:46.

counterparts, have increased the number of forces here and have

:13:47.:13:52.

requested to be here in the stadium for the duration of the tournament.

:13:53.:13:56.

The authorities are bracing themselves because tomorrow Russia

:13:57.:14:00.

play a game here in Lille and the same time worsening this fans will

:14:01.:14:05.

be arriving. The potential for further violence, a real concern.

:14:06.:14:09.

Away from here, at Wales' base in Brittany, Gareth Bale has faced

:14:10.:14:12.

the media two days before he faces England.

:14:13.:14:14.

The Real Madrid man said he expects goalkeeper Wayne Hennesey

:14:15.:14:16.

He was also asked about comments he made suggesting Wales are a more

:14:17.:14:21.

passionate side than England - something that didn't go down

:14:22.:14:24.

It's good that they bit, but... No, I never said they didn't have

:14:25.:14:38.

passion or pride, I just feel in my opinion, that we have more. And I'm

:14:39.:14:46.

sure they have their opinion. Even the rugby, the football, whatever it

:14:47.:14:51.

is in Wales, we seem to have the next level. You really feel it on

:14:52.:14:55.

the page, watching the games and just giving my opinion.

:14:56.:14:59.

Much more from the Wales camp tomorrow and you can catch up the

:15:00.:15:06.

latest from Euro 2016 on the BBC Wales sport website.

:15:07.:15:07.

Much more to come before seven o'clock.

:15:08.:15:09.

Why cow's first milk - or colostrom - could helpe people

:15:10.:15:12.

Flooding, torrential rain, thunderstorms and hail in parts

:15:13.:15:21.

of Mid- and North Wales today - and there's more to come.

:15:22.:15:30.

We heard earlier about the claims regarding the future funding

:15:31.:15:32.

Amid uncertainty in agriculture, many farmers diversifed

:15:33.:15:37.

into tourism and benefited from European Union funding.

:15:38.:15:41.

But for some others, competing with cheaper food imports

:15:42.:15:44.

Matt Murray now on differing views from two farms in Ceredigion.

:15:45.:15:58.

This man started a new business at the family farm in Ceredigion eight

:15:59.:16:05.

years ago. After graduating, he wanted to say working on the farm.

:16:06.:16:11.

He realised the best way was by diversifying. He started this more

:16:12.:16:16.

eco-friendly site, offering accommodation in Mongolian tents. It

:16:17.:16:20.

has been possible with the help of various EU grants. When we started,

:16:21.:16:24.

we received a start-up grant of EU funding. And that really gave us the

:16:25.:16:30.

kick-start financially that we needed to get going. Otherwise, we

:16:31.:16:36.

might have had to delay the project for quite a while while we raised

:16:37.:16:41.

the funds ourselves. He wants to stay in the EU. He believes the

:16:42.:16:45.

money from Europe has helped him to be more competitive. But his

:16:46.:16:50.

presence has strong links to Europe. His Dutch father-in-law also helps

:16:51.:16:55.

out. He sees us as all Europeans. I don't understand how that little

:16:56.:17:02.

trickle of water between Britain and Europe as the British divide the

:17:03.:17:07.

space, it is Britain and Europe. It is nothing else but Europe. Laurie

:17:08.:17:14.

received 25,000 pounds in grants at the start and to refurbish its

:17:15.:17:19.

business. This carriage is now accommodation. Recent figures show

:17:20.:17:23.

that over a six-year period, businesses like this in Wales have

:17:24.:17:28.

benefited from nearly ?300 million worth of EU money as part of the

:17:29.:17:32.

Wales rural development programme. Today, the Vote Leave campaign has

:17:33.:17:37.

said funding from the European Union for funding for projects including

:17:38.:17:41.

farming would be continued until 2020 with more than enough money to

:17:42.:17:47.

go around. This farm agrees. He has been farming for over 50 years that

:17:48.:17:51.

he says this is the toughest he has ever known it. Every aspect of our

:17:52.:17:57.

country is down on the floor. From vegetables, sheep, milk, beef, it's

:17:58.:18:05.

on the deck. For this reason, Charles wants out. If you wanted to

:18:06.:18:10.

keep beef farming, he had to diversify. So he runs a commercial

:18:11.:18:14.

duck shoot which partially funds the farming side of his business. We

:18:15.:18:18.

have been flooded with Polish beef, Polish milk and milk from the rest

:18:19.:18:24.

of Europe. We are not even self-sufficient in milk. Lamb over

building confidence in our education system. Truly ensuring that

everything we will do is put -- put the child front and centre. That we
