So how much money could we be talking about? | :01:34. | :01:37. | |
A recent study by Cardiff University estimated Wales received | :01:38. | :01:40. | |
?245 million more from the EU than it put in 2014. | :01:41. | :01:47. | |
That gain's mainly down to payments to farmers and development | :01:48. | :01:51. | |
Those programmes are due to get ?1.8 billion of European | :01:52. | :01:57. | |
Structural Funds between 2014 and 2020. | :01:58. | :02:02. | |
However back in February David Cameron told this programme | :02:03. | :02:05. | |
that if we leave the EU, it isn't certain the money | :02:06. | :02:08. | |
You can't say that funding is guaranteed for things that | :02:09. | :02:18. | |
are funded by the EU, after we leave. | :02:19. | :02:20. | |
As I said, we will always try and help, but we know if we stay in, | :02:21. | :02:24. | |
If we leave, there is economic uncertainty and in that | :02:25. | :02:28. | |
economic uncertainty, I think it's difficult to guarantee. | :02:29. | :02:33. | |
One of the lead campaigners for the UK to leave the EU | :02:34. | :02:36. | |
is Conservative MP Boris Johnson, he's been speaking | :02:37. | :02:38. | |

development projects? Well, they think they have come up with an | :03:06. | :03:10. | |
answer today, to reassure people that the money would still be there | :03:11. | :03:15. | |
if Britain were to leave. And Boris Johnson, the former Mayor of London, | :03:16. | :03:20. | |
prominent campaigner, argue that because Britain puts more money in | :03:21. | :03:25. | |
then it gets back, there would still be that cash. But I asked him | :03:26. | :03:28. | |
exactly how much money for Wales would be protected. | :03:29. | :03:32. | |
What we're saying is that the money that is currently spent in Wales, | :03:33. | :03:35. | |
whether it is on farming or on supporting culture | :03:36. | :03:37. | |
or whatever it happens to be, that would continue because any | :03:38. | :03:40. | |
government in its right mind is going to want to continue | :03:41. | :03:42. | |
to subsidise agriculture and all the other regional funds | :03:43. | :03:45. | |
Drives a lots of jobs in all sorts of ways. | :03:46. | :03:51. | |
But you get a Brexit dividend in the form of about ?10.6 billion | :03:52. | :03:55. | |
that you could spend on the priorities of this country. | :03:56. | :03:59. | |
The NHS probably being the most attractive. | :04:00. | :04:02. | |
But you look at the money, huge sums issued, billions coming | :04:03. | :04:07. | |
to Wales over a period of years, this is a promise that | :04:08. | :04:10. | |
It's a decision that is being made by governments and you are not | :04:11. | :04:14. | |
But what we are saying is that this is what the government | :04:15. | :04:20. | |
This is the Brexit dividend and what they could additionally do | :04:21. | :04:24. | |
is say that the money that is returned to us, | :04:25. | :04:27. | |
they could continue to use that and match all the current divisions, | :04:28. | :04:38. | |
But then you have on top of it, a huge wad of cash back. | :04:39. | :05:00. | |
The history of Wales in Europe is that it always has got hundreds | :05:01. | :05:04. | |
of millions of pounds a year more back than it pays in and the people | :05:05. | :05:08. | |
of Wales paying proportionately, if you look at it from a Welsh | :05:09. | :05:11. | |
perspective, Wales gained more than it loses from our | :05:12. | :05:13. | |
Then you've got to look at it overall and what we are saying | :05:14. | :05:25. | |
is that the contribution that the UK makes to the whole of EU, | :05:26. | :05:28. | |
we only get about half back what we pay in. | :05:29. | :05:30. | |
We would be protecting all the contributions that | :05:31. | :05:32. | |
are currently coming from those budgets to Wales | :05:33. | :05:34. | |
and we would have a huge amount more in addition. | :05:35. | :05:36. | |
The Prime Minister says that if we leave, he can't guarantee | :05:37. | :05:39. | |
the funds for the poorest areas of Wales, he can't guarantee | :05:40. | :05:42. | |
the funds for farming and agriculture. | :05:43. | :05:43. | |
He is the Prime Minister. He should know. | :05:44. | :05:45. | |
And indeed he was the Prime Minister only a few months ago when he said, | :05:46. | :05:49. | |
What has happened is that they have seen that the people of this country | :05:50. | :06:01. | |
are really fed up of being told that we have got to stay | :06:02. | :06:04. | |
in when it's really obvious that it is not a common market any | :06:05. | :06:07. | |
They want to build a United States of Europe and its politically deeply | :06:08. | :06:11. | |
embarrassing now to extricate ourselves from it but it is | :06:12. | :06:14. | |
It is the right thing for Britain and the right thing for Europe. | :06:15. | :06:18. | |
Because this is fundamentally about democracy. | :06:19. | :06:19. | |
And it is totally wrong that at the moment, 60% of the laws | :06:20. | :06:24. | |
going through the Palace of Westminster at the moment | :06:25. | :06:26. | |
And many of them are not suitable for our economy. | :06:27. | :06:30. | |
If we take back control, I believe we will flourish | :06:31. | :06:32. | |
