Finley Thomas was beaten to death, suffering | :00:00. | :00:07.
His mother's boyfriend, Sean Buckley, is found | :00:08. | :00:10.
Our thoughts today are with Finley Thomas and those | :00:11. | :00:19.
Finley was only 17 months old when he died in the care | :00:20. | :00:23.
of the people who should have done more than any others | :00:24. | :00:25.
Working through the night on the electrification of the main | :00:26. | :00:43.
South Wales train line, but concerns over the timetable | :00:44. | :00:45.
Chloe Hopkins endured years of harrassment. | :00:46. | :00:52.
As Anthony Mantova is jailed for the third time, Chloe calls | :00:53. | :00:55.
for police to have more power to protect victims. | :00:56. | :01:06.
The law does need changing. It needs to be made tighter. | :01:07. | :01:18.
And I'm in Paris as tens of thousands of Welsh fans | :01:19. | :01:21.
are expected to watch Wales take on Northern Ireland in that | :01:22. | :01:24.
Plenty of their fans are already making themselves heard in the city, | :01:25. | :01:28.
but who'll be singing loudest at the end of the night? | :01:29. | :01:30.
A man who beat his girlfriend's 17-month-old son with a garden chair | :01:31. | :01:34.
has been found guilty of his murder and jailed for life. | :01:35. | :01:37.
Finley Thomas suffered "catastrophic head injuries" when he was attacked | :01:38. | :01:39.
Sean Buckley had pleaded not guilty, saying the little boy had | :01:40. | :01:43.
The child's mother, Chloe Thomas, who helped him cover up the crime, | :01:44. | :01:47.
Finley Thomas was just 17 months old when his life ended abruptly and | :01:48. | :02:02.
prettily at the hands of a man described today as manipulative and | :02:03. | :02:07.
callous. 28-year-old man-mac, a drug dealer and boyfriend of Finley | :02:08. | :02:21.
Thomas's mother, Chloe Thomas. Those who knew Finley are saddened by his | :02:22. | :02:30.
killing. I saw him when she first had him, when she was born. You | :02:31. | :02:40.
can't imagine it. Neighbours who have followed the murder trial say | :02:41. | :02:46.
they are shocked by what happened on their doorstep. It was | :02:47. | :02:54.
heartbreaking. It was just awful. The toddler had been left at home | :02:55. | :02:59.
with Sean Buckley on the day he died. Doctors found he had suffered | :03:00. | :03:06.
what were described as catastrophic head injuries. He was struck with or | :03:07. | :03:12.
against a garden chair. Sean Buckley and Chloe Thomas covered up the | :03:13. | :03:17.
murder. They said he fell down the stairs. The prosecution proved this | :03:18. | :03:24.
was a lie. A pattern of bruising on his head matched a chair. It emerged | :03:25. | :03:29.
later that traces of cocaine and cannabis were found in Finley | :03:30. | :03:38.
Thomas's system. He was only 17 months old when he died in the care | :03:39. | :03:40.
of those who should have nurtured him and kept him safe. Safeguarding | :03:41. | :03:50.
is everyone's business. If you have any suspicions are concerns about | :03:51. | :03:54.
vulnerable members of your community then please contact the police. That | :03:55. | :03:59.
col has been echoed by the NSPCC who say they expect there to be a | :04:00. | :04:05.
detailed case review which should provide much-needed answers into how | :04:06. | :04:09.
this tragedy took place. They also want changes to the way all babies | :04:10. | :04:13.
are monitored in the community. We would support their Welsh government | :04:14. | :04:17.
early intervention programme that we would also like to see free health | :04:18. | :04:22.
visitor services for all children for the first 1000 days of their | :04:23. | :04:31.
lives. This will not answer the specifics of this case but it will | :04:32. | :04:34.
do a lot to promote the welfare of children. Part of the way through | :04:35. | :04:41.
the trial, Chloe Thomas changed her plea to guilty. Today, Sean Buckley | :04:42. | :04:51.
was found guilty of both murder and child cruelty. The judge told him | :04:52. | :04:53.
that taking advantage of Chloe Thomas's guilty plea to absolve | :04:54. | :04:57.
yourself of blame illustrates the depth to which you will stoop. She | :04:58. | :05:03.
sentenced him to life with a minimum term of 17 years. Chloe Thomas will | :05:04. | :05:06.
be sentenced at a later date. People have been casting their votes | :05:07. | :05:10.
in over 3,500 polling stations First Minister, Carwyn Jones, | :05:11. | :05:13.
and Plaid Cymru leader, Leanne Wood, As did Wales Conservative Leader, | :05:14. | :05:20.
Andrew RT Davies, Polls are open until ten o'clock | :05:21. | :05:25.
tonight, with the overall results for Wales due to be announced | :05:26. | :05:30.
in Flintshire tomorrow morning. A man from Swansea convicted | :05:31. | :05:38.
of killing his landlord has been David Ellis, who is 41, | :05:39. | :05:41.
was found guilty of the murder The judge said it was a case | :05:42. | :05:44.
of particularly high seriousness. It will be at least 26 years before | :05:45. | :05:48.
Ellis is considered for release. A motorcyclist from Caerphilly has | :05:49. | :05:59.
been arrested on suspicion of dangerous driving after colliding | :06:00. | :06:01.
with a police officer The 41-year-old man was riding | :06:02. | :06:03.
an off-road bike along the High Street last night, | :06:04. | :06:07.
when the officer was struck. Uncertainty over the date | :06:08. | :06:09.
when electrified trains will start running to Swansea is affecting | :06:10. | :06:14.
potential investment in the city. That's according to the chair | :06:15. | :06:17.
of the city's Business Network Rail says electrification | :06:18. | :06:19.
is due to arrive between 2019 and 2024, the exact date and cost | :06:20. | :06:26.
is "to be confirmed". Jordan Davies is at Swansea railway | :06:27. | :06:31.
station tonight with the details. The question is when will we see | :06:32. | :06:48.
electrified trains, greener trains, faster trains pool into this | :06:49. | :06:52.
station? It is about infrastructure. Businesses like to know when | :06:53. | :06:58.
projects like this are going to end because they can't hide that | :06:59. | :07:01.
information to their business plans and it is that kind of clarity that | :07:02. | :07:06.
Swansea business leaders are looking for now. | :07:07. | :07:07.
With each bang, the future of rail travel on the South Wales Mainline | :07:08. | :07:12.
The foundations are being knocked into place along the route. | :07:13. | :07:19.
These piles will carry the wire that'll carry | :07:20. | :07:21.
Each one is specifically designed for the spot it'll be placed in, | :07:22. | :07:26.
Electrification is due to arrive in Cardiff by 2019. | :07:27. | :07:33.
And in Swansea between 2019 and 2024. | :07:34. | :07:38.
But Network Rail have told BBC Wales the specific date | :07:39. | :07:41.
One leading Swansea business figure, a cafe owner who chairs the city's | :07:42. | :07:48.
Business Improvement District and sits on the City Region board | :07:49. | :07:53.
says this uncertainty will put off investors. | :07:54. | :07:57.
It is quite late in the day, really, for Network Rail to not be giving us | :07:58. | :08:01.
some certainty and some costing decisions, and we need | :08:02. | :08:05.
to ensure that businesses are going to look towards this | :08:06. | :08:08.
Electrification is a massive and complex engineering | :08:09. | :08:15.
project, involving a huge level of co-ordination. | :08:16. | :08:18.
But costs have spiralled from an initial ?1.6 billion | :08:19. | :08:23.
to an estimated ?2.8 billion, and that's just for the work | :08:24. | :08:29.
Network Rail say the specific cost to Swansea is also | :08:30. | :08:34.
There are a number of listed buildings or listed structures | :08:35. | :08:42.
on route so they are looking to see what has to be done | :08:43. | :08:46.
Although they said 2019-2024, that is their next financial period, | :08:47. | :08:49.
Otherwise I'm afraid the costs might make it un-buildable. | :08:50. | :08:59.
A review last year found the original plans unrealistic | :09:00. | :09:03.
Well, we've been set the challenge to get there for 2024 and to Cardiff | :09:04. | :09:13.
for 2019 and we are on track to do that. | :09:14. | :09:16.
You are on track to deliver those dates. | :09:17. | :09:18.
Network Rail says it's already delivered thousands of projects | :09:19. | :09:23.
on time and on budget, but some in West Wales are wondering | :09:24. | :09:29.
when exactly this one will reach the end of the line. | :09:30. | :09:38.
The real will be gauging how much work needs to be done on that route | :09:39. | :09:45.
between Swansea and Cardiff -- Network Rail will be gauging. It is | :09:46. | :09:51.
thought the work could cost ?700 million. Network Rail will not | :09:52. | :09:57.
reveal how much they think it will cost or reveal a date until they | :09:58. | :09:59.
have finished the work. A man who continually breached | :10:00. | :10:02.
a restraining order preventing him from harassing a singer | :10:03. | :10:05.
from Prestatyn has been Anthony Mantova was described | :10:06. | :10:06.
as being 'chronically Today he was given a 12-month | :10:07. | :10:10.
sentence after posting offensive But his victim has told us | :10:11. | :10:15.
she wants him to get Outwardly, 24-year-old Chloe Hopkins | :10:16. | :10:21.
seems to be living her dream - working in London as a radio | :10:22. | :10:26.
presenter and recording But behind the smile is a painful | :10:27. | :10:28.
five-year battle against Anthony Mantova, who has multiple | :10:29. | :10:36.
sclerosis, met her in Prestatyn in 2011 before posting numerous | :10:37. | :10:40.
personal attacks against her online. In 2012, he was ordered to stop | :10:41. | :10:43.
harassing her but he breached the conditions and was twice jailed | :10:44. | :10:46.
for four months. Earlier this year, he made offensive | :10:47. | :10:52.
remarks on a YouTube video of her singing, the third time he's | :10:53. | :10:54.
broken the restraining order. Today, he received his longest jail | :10:55. | :10:57.
term but his victim I personally think he should have | :10:58. | :10:59.
had psychiatric treatment or hospital or psychiatric prison, | :11:00. | :11:08.
to help what other personal issues It needs to get tighter | :11:09. | :11:10.
and the police needs to be able to have more stuff, more action, | :11:11. | :11:17.
powers to be able to do that. Chloe Hopkins broke down as she told | :11:18. | :11:23.
the court about the depression and anxiety she's suffered | :11:24. | :11:26.
as a result of her experiences. She says she lives in fear | :11:27. | :11:28.
of hearing from Anthony Mantova and compared his repeated offences | :11:29. | :11:31.
on leaving prison to Groundhog Day. She begged the judge | :11:32. | :11:35.
to make it stop. Those who campaigned for | :11:36. | :11:37.
the creation of new anti-stalking laws say imprisonment alone | :11:38. | :11:42.
isn't the answer. By merely sending them down, | :11:43. | :11:44.
they will come out again Whereas if you work with them | :11:45. | :11:47.
during the time in custody then most of them, in fact, will be | :11:48. | :11:53.
able to be diverted Jailing Anthony Mantova | :11:54. | :11:55.
for 12 months, the judge, Recorder Simon Mills, | :11:56. | :12:00.
told him the criminal justice system was a blunt instrument | :12:01. | :12:05.
with which to deal with him. He said, "You were plainly, | :12:06. | :12:07.
completely and chronically She begged me to put a stop | :12:08. | :12:09.
to your behaviour but I can't stop this," he said, | :12:10. | :12:15.
"The only person who can is you." Still to come in the programme: | :12:16. | :12:22.
Discovered by chance in a field in Porthcawl - | :12:23. | :12:24.
the World War I Medal returned to its rightful owners, | :12:25. | :12:28.
100 miles away in Devon. It's amazing, really, | :12:29. | :12:33.
because I didn't know of its existence, and how it came | :12:34. | :12:35.
to land in Wales, I don't know. To Euro 2016 and tens of thousands | :12:36. | :12:47.
of Welsh fans are expected to travel to Paris for Wales' final-16 | :12:48. | :12:51.
match on Saturday. Chris Coleman's men will face | :12:52. | :12:55.
their second home nation Players have been giving | :12:56. | :12:58.
their reaction to the fixture today, The Welsh fans will soon be filling | :12:59. | :13:20.
up the boulevards of Paris. The team arrive tomorrow and they will have | :13:21. | :13:23.
the opportunity to train in the stadium and get used to their | :13:24. | :13:27.
surroundings. The Northern Ireland team have already played there this | :13:28. | :13:31.
tournament. The last time the teams met was in March as a warm up for | :13:32. | :13:42.
this competition. It was 1-1. Most people didn't expect them to meet so | :13:43. | :13:46.
soon. But in Ireland are the most recent team to have played in a | :13:47. | :13:54.
major tournament finals in the 1986 World Cup. | :13:55. | :13:55.
Even before it began, Europe 16 was... Are pressie and rendezvous | :13:56. | :14:13.
will be with Northern Ireland. Wales haven't been to the finals of the | :14:14. | :14:16.
major tournament for 30 years. Both sides have a point to prove. It is a | :14:17. | :14:22.
favourable draw for both teams have plenty of mutual respect as well as | :14:23. | :14:27.
common ground. At this stage of the tournament no matter who you get it | :14:28. | :14:32.
will not be an easy game. We know a lot more about Northern Ireland than | :14:33. | :14:38.
Albania or Turkey but we are happy with the drop, it will be a | :14:39. | :14:43.
difficult game but one we can win. We will do what we normally do and | :14:44. | :14:51.
take it from there. Our fans have been terrific and we've seen how | :14:52. | :14:55.
could these people in the games so far, and the Welsh fans have been | :14:56. | :14:59.
very similar, very loyal to their team, very vocal. It is not just the | :15:00. | :15:11.
Welsh fans making themselves heard in France. Excited for playing | :15:12. | :15:18.
Wales. I think I might rather have had France the way Wales are | :15:19. | :15:24.
playing! But we'll take our chances. On paper we are probably the | :15:25. | :15:28.
underdogs. But it is a game of football and anything can happen. | :15:29. | :15:32.
With the fans behind us it will be amazing. The Welsh fans will not | :15:33. | :15:38.
have to look too far to feel at home. The owner of the Joe Allen | :15:39. | :15:47.
Barr says he has met a few fans already. There have been a great | :15:48. | :15:53.
number of Welsh people because of that player. It has been a great | :15:54. | :16:06.
surprise for the nation. His hometown wants to give Gareth Dale | :16:07. | :16:12.
the freedom of the town. At the National Assembly, all parties have | :16:13. | :16:15.
come together to wish the team good luck. And a half of everyone | :16:16. | :16:27.
cheering on Wales... Tens of thousands of Welsh fans will be | :16:28. | :16:30.
arriving in the capital over the next few days. The team arrive | :16:31. | :16:34.
tomorrow but nobody will be in any rush to go home any time soon. | :16:35. | :16:37.
If they win on Saturday, how tough will it be for them to get further | :16:38. | :16:43.
in the competition? Because they are in the top of their | :16:44. | :16:51.
group they are in the top half of the draw. If we look at Wales's half | :16:52. | :16:57.
of the draw, they don't have any major international trophies. The | :16:58. | :17:03.
favourites would be Portugal, Hungary, Belgium. We would face | :17:04. | :17:08.
Belgium are hungry if we beat Northern Ireland. On the other side | :17:09. | :17:14.
if we were runners-up, between those teams there are 20 international | :17:15. | :17:19.
titles. 11 World Cup, nine European Championships, Spain, Italy, France | :17:20. | :17:24.
and Germany. But as Gareth Bale says, it is only favourable if you | :17:25. | :17:27.
keep winning and keep progressing. Cardiff University is hoping to help | :17:28. | :17:28.
promote the creative industries in Wales by hosting a pop-up space | :17:29. | :17:31.
where people can work together, share ideas | :17:32. | :17:33.
and receive expert advice. The sector employs over | :17:34. | :17:35.
50,000 people here, and has been one of the fastest | :17:36. | :17:37.
growing in the last decade. More from our business | :17:38. | :17:40.
correspondent Brian Meechan. The creative industries | :17:41. | :17:46.
are on the up. There has been a surge in TV | :17:47. | :17:48.
programmes made in Wales, the music scene is thriving, | :17:49. | :17:50.
and other parts of the creative industries, from theatre to art, | :17:51. | :17:54.
have combined to make this one of the fastest growing sectors | :17:55. | :17:57.
in Wales over the last decade. Over 50% of people are now directly | :17:58. | :18:01.
employed in the creative industries. -- Over 50,000 people | :18:02. | :18:10.
are now directly employed That is a high proportion | :18:11. | :18:12.
compared to other areas. And it is the sector | :18:13. | :18:16.
with the highest average earnings. ?657 a week, over ?100 more | :18:17. | :18:18.
than the Welsh average. The creative industries can be quite | :18:19. | :18:29.
a solitary sector with people often working from home, writing scripts, | :18:30. | :18:33.
making jewellery or web designing. The point of this hub is to bring | :18:34. | :18:38.
people together to learn from each other, get access to experts and | :18:39. | :18:43.
told stronger businesses. And the creative industries are much more | :18:44. | :18:47.
diverse than you might think. This lady is a jewellery designer. I work | :18:48. | :18:53.
at home on my own and I sell on the Internet so there is very little | :18:54. | :18:56.
interaction with people. You might get a few e-mails but you very | :18:57. | :19:02.
rarely see who buys your product. And there have been tips on issues | :19:03. | :19:07.
like health and safety. She has struggled to find the right location | :19:08. | :19:15.
to mix with creative people. We make jewellery, clothing, network, pots | :19:16. | :19:19.
and ceramics, and talking to people who are web developers are doing | :19:20. | :19:22.
something completely different, it is having that experience that | :19:23. | :19:25.
opportunity to speak to people you wouldn't normally have. Organisers | :19:26. | :19:30.
say this is part of Cardiff University's efforts to play wider | :19:31. | :19:35.
role in the economy. Their ambition was always a more permanent space, | :19:36. | :19:39.
not an easy challenge in a city growing as fast as Cardiff and the | :19:40. | :19:44.
city region. We want to make sure we make the right space. Given the | :19:45. | :19:50.
potential economic benefits, it is hoped that the pop-up can help. | :19:51. | :19:53.
Wales's largest private landowner, The National Trust, should be taking | :19:54. | :19:55.
That's according to the first woman to be appointed chair | :19:56. | :19:59.
of the charity's Wales Advisory Board. | :20:00. | :20:00.
Linda Tomos will keep an eye on the organisation's plans, | :20:01. | :20:03.
and offer support and advice on Welsh issues. | :20:04. | :20:05.
She said it could "lead the way" in promoting | :20:06. | :20:07.
sustainable farming practices, as well as innovative ways | :20:08. | :20:09.
Governments come and go but The National Trust has to have | :20:10. | :20:15.
strategies which ensure that these wonderful places are | :20:16. | :20:17.
I'm not suggesting The National Trust on its own is going to halt | :20:18. | :20:23.
climate change but as the largest landowner in Wales, we really | :20:24. | :20:26.
Perhaps we can lead the way there, very much with some | :20:27. | :20:31.
Aled Sion Davies has been selected as one of 13 track | :20:32. | :20:37.
and field athletes in Team GB for the Rio Paralympics | :20:38. | :20:39.
Cardiff-based Hollie Arnold will also be on the same plane | :20:40. | :20:45.
as she has been selected to compete in the F-46 javelin category. | :20:46. | :20:51.
Geraint Thomas has been speaking for the first time | :20:52. | :20:53.
since he's been selected, alongside Luke Rowe, | :20:54. | :20:54.
Thomas says he's happy with Chris Froome leading | :20:55. | :20:59.
the team again this year, as his team mate attempts to win | :21:00. | :21:02.
the Tour de France for the third time in four years. | :21:03. | :21:09.
We are there to ride for Froomey so, you know, if of the same thing | :21:10. | :21:13.
happens that happened last year and I've got to ride a rally on then | :21:14. | :21:16.
But hopefully, with the team we've got, my job won't come | :21:17. | :21:25.
until the final last few K, really. | :21:26. | :21:27.
It was found by chance in a field in Porthcawl - | :21:28. | :21:30.
a World War I Victory medal, originally awarded to | :21:31. | :21:32.
One year after it was dug up by metal detectorists, | :21:33. | :21:35.
that medal has finally been returned to the dead soldier's family, | :21:36. | :21:38.
It has been a long time coming but here is the medal. | :21:39. | :21:56.
Do you know, it's the only thing we have of him? | :21:57. | :22:02.
A war medal found in South Wales returned to relatives in Mid Devon. | :22:03. | :22:08.
It belonged to a soldier called William John Boaden. | :22:09. | :22:10.
His surviving family can't quite believe what they're | :22:11. | :22:12.
You are wondering when he last had it and held it and, you know, | :22:13. | :22:20.
what was going on at the time, and when he was presented with it. | :22:21. | :22:25.
This is how the medal would have looked on the day it was | :22:26. | :22:33.
It's the Victory Medal, given to Allied service personnel | :22:34. | :22:37.
It was found a year ago by Chris Jeffreys, a metal | :22:38. | :22:44.
detectorist who was exploring this farmer's field in Porthcawl. | :22:45. | :22:49.
I swung my detector, had a beautiful signal, | :22:50. | :22:52.
and as I dug, a First World War medal came out. | :22:53. | :22:55.
I thought it was just a big coin but as I was cleaning it I could see | :22:56. | :22:59.
some of the writing on the back of the medal and I started | :23:00. | :23:02.
to actually realise what it was and I think I gave out | :23:03. | :23:05.
But finding the medal was just the start of it. | :23:06. | :23:10.
How on earth did it end up in a field in Porthcawl? | :23:11. | :23:13.
And, most importantly, who did it belong to? | :23:14. | :23:16.
There was one clue - a regimental number | :23:17. | :23:18.
Military Researcher Stephen Lyons took up the challenge of unearthing | :23:19. | :23:24.
He had the name - Private William John Boaden | :23:25. | :23:29.
To track down any of Boaden's living relatives, he had to piece together | :23:30. | :23:36.
It looks as though when he joined up, in January 1914, | :23:37. | :23:42.
which was, of course, months before war was declared, | :23:43. | :23:45.
it looked as though he was actually only 15 and a half, yet the age | :23:46. | :23:49.
he declared for his Army service record shows him as over 17. | :23:50. | :23:54.
That would clearly put him as one of the approximately 250,000 | :23:55. | :23:59.
teenagers who lied about their age to serve in World War I. | :24:00. | :24:04.
After weeks of research, Stephen found William Boaden's family. | :24:05. | :24:07.
William Boaden died in 1941 but on a windy morning | :24:08. | :24:16.
in Tiverton Stephen and Chris could finally return the medal | :24:17. | :24:20.
The one question that remains is how this medal ended up 100 miles away | :24:21. | :24:26.
Time for a look at the weather forecast now. | :24:27. | :24:34.
It has been mostly dry and right across Wales today but not as fine | :24:35. | :24:45.
tomorrow. Sunny spells but some sharp showers. Settled today between | :24:46. | :24:50.
these weather fronts but low pressure in the Atlantic moves | :24:51. | :24:54.
closer, bringing higher risk of showers tomorrow. Tonight starts | :24:55. | :25:00.
fine and dry but thicker cloud ahead of a front developing further west, | :25:01. | :25:04.
followed by a few showers, and a mild night, 11-14. Tomorrow, sunny | :25:05. | :25:10.
spells, variable cloud but the chance of a few showers, some sharp, | :25:11. | :25:15.
especially across mid and North Wales later. Westerly winds brisk | :25:16. | :25:25.
across the course. Tomorrow night into Saturday, low pressure and this | :25:26. | :25:31.
trough brings a continued risk of showers, so some dry spells tomorrow | :25:32. | :25:36.
night, a few showers on and off, cloudy at times, and the cloud | :25:37. | :25:39.
holding up the temperatures in double figures again overnight. A | :25:40. | :25:45.
chance of showers early on Saturday. Some could be heavy. Then generally | :25:46. | :25:50.
brightening up but more dry later in the day, cloudy. North-westerly | :25:51. | :25:56.
winds, not quite as warm on Saturday. It looks more dry | :25:57. | :26:02.
overnight into Sunday and then this next low-pressure system in the | :26:03. | :26:07.
Atlantic pushes and later in the day. Sunday looks larger the -- | :26:08. | :26:15.
largely dry but the chance of a few showers later. More likely in the | :26:16. | :26:19.
north and west. Westerly winds and temperatures in the mid to high | :26:20. | :26:24.
teens. Over the next few days, sunny spells but a few showers, more | :26:25. | :26:30.
likely further north and west. Reasonably settled through the | :26:31. | :26:34.
weekend, maybe a little more changeable for the start of next | :26:35. | :26:40.
week. And today's picture, the sun breaking through the cloud. If you | :26:41. | :26:47.
