from bad to worse. We'll be speaking to the party chairman. What does he | :00:00. | :00:00.
A former police superintendent tells a jury at his trial allegations | :00:00. | :00:00.
of child sex abuse were a 'nightmare that never went away'. | :00:07. | :00:08.
The plan to give more power to the Assembly, | :00:09. | :00:11.
but concern that it's still over-complicated. | :00:12. | :00:12.
And a spectacular strike from Joe Allen, as Wales come away | :00:13. | :00:15.
A retired senior police officer accused of sexually | :00:16. | :00:42.
assaulting teenagers, has said accusations against him | :00:43. | :00:43.
are 'a nightmare that has never gone away'. | :00:44. | :00:45.
A jury has heard allegations against Gordon Anglesey | :00:46. | :00:47.
from Old Colwyn first surfaced 25 years ago, which led to him | :00:48. | :00:50.
From Mold Crown Court, Roger Pinney reports. | :00:51. | :01:01.
Arriving at court today, for the past weeks, Gordon Anglesea | :01:02. | :01:04.
has sat in the dock, listening to the | :01:05. | :01:05.
Barrister Tania Griffiths QC took Gordon | :01:06. | :01:12.
Anglesea back to October 1991 and a call he received from a national | :01:13. | :01:15.
The next day, that newspaper published a report, | :01:16. | :01:19.
which was headlined, new child abuse scandal. | :01:20. | :01:22.
Gordon Anglesea was named as a regular visitor to the Bryn | :01:23. | :01:25.
The article also said he had retired from the police suddenly and without | :01:26. | :01:33.
Since that day, has life ever be the same? | :01:34. | :01:43.
In a subsequent libel trial, Gordon Anglesea | :01:44. | :01:48.
won more than a third of ?1 million in compensation. | :01:49. | :01:50.
The jury was told about the defendant's time | :01:51. | :01:52.
running a Home Office attendance centre for young offenders, which | :01:53. | :01:55.
was based at St Joseph's School in Wrexham. | :01:56. | :01:57.
The buildings there have changed in the last 30 years. | :01:58. | :01:59.
Gordon Anglesea denied claims he sexually | :02:00. | :02:00.
abused one bite at the attendance centre and watched others in the | :02:01. | :02:03.
He was taken through the names of some convicted child | :02:04. | :02:13.
Peter Howarth, the former head of the Bryn Estyn children's | :02:14. | :02:16.
John Allen, who owned the Bryn Alyn children's home. | :02:17. | :02:30.
Tania Griffiths QC put the prosecution claims directly to | :02:31. | :02:32.
You've heard these allegations that he will boys, she | :02:33. | :02:36.
Gordon Anglesea denies all the charges | :02:37. | :02:44.
Cardiff Central MP Jo Stevens has been appointed | :02:45. | :03:01.
Shadow Welsh Secretary, as part of Labour leader | :03:02. | :03:03.
Jeremy Corbyn's reshuffle of his front-bench team. | :03:04. | :03:04.
Meanwhile, Llanelli MP, Nia Griffith has been made | :03:05. | :03:06.
At the retrial of footballer Ched Evans for rape, | :03:07. | :03:14.
the court has heard he told police he "could have had any | :03:15. | :03:17.
The Chesterfield striker denies raping the 19 year old woman | :03:18. | :03:21.
A friend of the alleged victim said she had turned up at her house | :03:22. | :03:26.
Plans to give more power to the Assembly could still result | :03:27. | :03:36.
That's according to a committee of Assembly Members. | :03:37. | :03:40.
The UK Government insists the Wales Bill, currently | :03:41. | :03:42.
passing through Parliament, will secure "stronger" devolution. | :03:43. | :03:43.
But a cross party committee in the Senedd says the Bill | :03:44. | :03:46.
Here's our political reporter James Williams. | :03:47. | :03:56.
It's meant to push things forward, but there's concern the Wales Bill | :03:57. | :03:59.
as it stands could roll back Welsh devolution. | :04:00. | :04:01.
The latest warning comes from a committee of Assembly Members. | :04:02. | :04:07.
It isn't going to be a durable settlement. | :04:08. | :04:10.
It might only last for a couple of years, if that. | :04:11. | :04:16.
But more importantly, there are dangers within this bill | :04:17. | :04:18.
that could roll the devolution settlement backwards and that'll be | :04:19. | :04:20.
the first time a Government of Wales Bill has ever done that. | :04:21. | :04:23.
From taxi licensing to speed limits, energy projects such as fracking, | :04:24. | :04:26.
to control over the voting age in assembly elections. | :04:27. | :04:28.
Just some of the powers on offer under the Wales Bill. | :04:29. | :04:31.
Now, the main point of contention is about the structure of devolution. | :04:32. | :04:34.
As it stands, the areas Assembly Members here | :04:35. | :04:36.
in the Senedd can make laws on are written down. | :04:37. | :04:38.
Essentially, under this new proposed new system, | :04:39. | :04:42.
it would be those areas where AMs could not make laws that | :04:43. | :04:45.
would be written down - it would be a list of powers | :04:46. | :04:48.
But there's concern the list, which has already been | :04:49. | :04:50.
Thousands of farm workers have their wages protected thanks | :04:51. | :05:00.
The committee says it wouldn't be possible to pass that law under | :05:01. | :05:11.
I think there has been more thought put into this Wales Bill than any | :05:12. | :05:22.
previous piece of legislation to do with devolution and I recently | :05:23. | :05:25.
delivered a lecture where I argued the last thing we wanted to do | :05:26. | :05:28.
In terms of rolling back the devolution settlement, | :05:29. | :05:31.
I think it is almost a deliberate dishonesty on behalf | :05:32. | :05:34.
Yet, criticism of the current Bill extends beyond the Senedd, | :05:35. | :05:42.
with some pointing the finger of blame at Westminster. | :05:43. | :05:46.
I think there is a general lack of interest in Welsh | :05:47. | :05:48.
We are very much the poor relations when it comes to discussions, | :05:49. | :05:52.
even behind Northern Ireland in this respect. | :05:53. | :05:54.
When you put it together it comes up with a pretty weak Bill that does | :05:55. | :05:57.
not pay any serious attention to some constitutional principles | :05:58. | :06:00.
and ambitions for the devolution settlement in Wales. | :06:01. | :06:05.
The Wales Bill's grand ambition is to solidify | :06:06. | :06:06.
the foundations of devolution, but many want it taken back | :06:07. | :06:09.
Up to 100,000 litres of Kerosene has leaked from a major fuel pipeline | :06:10. | :06:26.
It's already had an impact on local wildlife, with many fish found dead | :06:27. | :06:30.
The incident has been linked to repair work on a major pipeline | :06:31. | :06:34.
in the area which carries fuel from Pembroke refinery | :06:35. | :06:36.
Valero, the pipeline owner, has apologised. | :06:37. | :06:38.
In the quiet Carmarthenshire countryside, teams have been working | :06:39. | :06:48.
around the clock to prevent tens of thousands of litres of kerosene | :06:49. | :06:51.
from causing major damage to the local environment. | :06:52. | :06:56.
The volume at the moment, we are working on estimates. | :06:57. | :06:58.
It is around about 70,000 - 100,000 litres of oil | :06:59. | :07:01.
However, the company acted very quickly and brought on-board | :07:02. | :07:05.
specialist companies, as you can see, to help gather | :07:06. | :07:07.
the oil, as they are doing here and they have been fortunate | :07:08. | :07:10.
enough in actually recapturing about 60,000 litres earlier today. | :07:11. | :07:17.
The consequences of the kerosene spill from a nearby fuel pipeline | :07:18. | :07:20.
Already, local anglers have pulled a number of dead fish out | :07:21. | :07:26.
Just a few hundred yards down the road behind me is where work | :07:27. | :07:30.
is being carried out to repair a defect on a high pressure fuel | :07:31. | :07:33.
line which runs under the eastbound carriageway. | :07:34. | :07:38.
It is not certain that the moment whether the work being carried | :07:39. | :07:41.
out here has caused the kerosene to leak. | :07:42. | :07:43.
Some locals say they noticed oil in the river two days ago. | :07:44. | :08:00.
They then contacted the relevant authorities immediately. | :08:01. | :08:01.
Since then, there continues to be a strong smell of kerosene vapour | :08:02. | :08:04.
in the air and people have been informed to keep their windows shut. | :08:05. | :08:07.
The river affected by the spill runs through local | :08:08. | :08:09.
He says the impact this could have on his livestock | :08:10. | :08:13.
I am very frustrated, not just any inconvenience | :08:14. | :08:17.
the movement of the animals and things, but in the | :08:18. | :08:19.
This is my local river, basically and now it is | :08:20. | :08:26.
polluted and will be polluted for years to come. | :08:27. | :08:29.
This is not something that is going to get better overnight. | :08:30. | :08:31.
Once you kill everything in the river, it's gone. | :08:32. | :08:36.
Work will continue here for a number of days to minimise the impact | :08:37. | :08:39.
Public Health Wales says it is unlikely that anyone exposed | :08:40. | :08:43.
to fuel oil for a short period of time will have any long-term | :08:44. | :08:46.
health effects but they are advising anyone who comes into contact | :08:47. | :08:48.
with the oil should seek medical attention if they become unwell. | :08:49. | :08:56.
Football and Chris Coleman's men have drawn 2-2 against | :08:57. | :08:58.
Austria in their second and arguably toughest | :08:59. | :09:00.
4,000 fans have travelled to Vienna to watch Wales, | :09:01. | :09:03.
On a wet, grey and miserable night in Vienna, quit the national side | :09:04. | :09:20.
lift the autumnal gloom for the 4000 who travelled here? A win for Wales. | :09:21. | :09:26.
I wouldn't have come out here otherwise. Great trip, beautiful | :09:27. | :09:32.
city, nice people. Hopefully top it off with three points to take back | :09:33. | :09:37.
to Cardiff. The players gave the fans plenty to shout about. Gareth | :09:38. | :09:42.
Bale with the first real chance. If the goalkeeper was surprised that | :09:43. | :09:45.
one, he certainly didn't see this strike coming. A volley to silence | :09:46. | :09:52.
the Vienna crowd. Joe Allen at his brilliant best. It is said that | :09:53. | :09:57.
Austria are always start well and then fade. Not tonight. A gaping | :09:58. | :10:07.
hole emerged in the Wales defence. Arnautovic pounds. The Austria | :10:08. | :10:10.
manager said Wales have been lucky of late. Their second goal of the | :10:11. | :10:16.
night was certainly fortunate. The ball went off and Austrian leg. | :10:17. | :10:22.
Second half and Wales sloppy. The ball given away too easily. | :10:23. | :10:26.
Arnautovic took full advantage for his second. And he could have had a | :10:27. | :10:31.
hat-trick late on but both sides had to settle for a draw. Very difficult | :10:32. | :10:39.
game. We knew they are a quality side. They are at home and it was a | :10:40. | :10:43.
great test for us and we have come through it and got a point out of | :10:44. | :10:47.
it. And that is important to come to these type of places. We knew it | :10:48. | :10:51.
would be a difficult match and the important thing was to come away | :10:52. | :10:54.
with something. We look forward to Sunday now. Wales don't have too | :10:55. | :10:58.
much time to reflect on tonight 's draw. Their next match is in just | :10:59. | :11:04.
three days. The players fly home tonight and face Georgia at the | :11:05. | :11:06.
Cardiff City Stadium on Sunday afternoon. | :11:07. | :11:09.
A photography exhibition, looking at the lives of people | :11:10. | :11:11.
who live and work in Port Talbot, has opened in the town. | :11:12. | :11:14.
The works are by 12 photographers from around the world | :11:15. | :11:17.
and the uncertainty about the Tata steelworks, forms the backdrop. | :11:18. | :11:20.
We saw that the town was a bit different from what the media | :11:21. | :11:24.
was showing, so we decided to like focus a bit on it and maybe | :11:25. | :11:27.
High pressure is keeping things nice and quiet but we will see the | :11:28. | :11:50.
temperatures dropping a degree or so, day by day. Through tomorrow, we | :11:51. | :11:53.
can look forward to some bright spells but it will feel much colder | :11:54. | :11:58.
as we see the drop in those temperatures tomorrow. Through | :11:59. | :12:01.
tonight, variable amounts of cloud and also clear skies. Some isolated | :12:02. | :12:06.
showers but most of us getting away with a dry night. Quite a breezy | :12:07. | :12:10.
night as well. Tomorrow high-pressure still over | :12:11. | :12:14.
Scandinavia, dragging in easterly winds taking of the -- the edge of | :12:15. | :12:19.
the temperatures. First thing tomorrow morning, it is a chilly | :12:20. | :12:23.
start. You will need an extra layer. But we will see a few showers across | :12:24. | :12:28.
parts of the north-east. The best of the bright weather in Pembrokeshire, | :12:29. | :12:32.
Carmarthenshire and Ceredigion. Scotland enjoying the best of the | :12:33. | :12:36.
drier weather and we do have some showers across Northern Ireland, | :12:37. | :12:39.
England and Wales. Tomorrow afternoon, some bright or sunny | :12:40. | :12:45.
spells. Generally quite a bit of around. The winds will be lighter | :12:46. | :12:52.
than today. It will feel pleasant in the sunshine. Tomorrow night, fairly | :12:53. | :12:57.
quiet. Variable amounts of cloud with a few isolated showers. | :12:58. | :13:03.
Temperatures similar to tonight. Staying fairly settled as we head | :13:04. | :13:07.
into the weekend. Saturday, a lot of dry weather to look forward to. | :13:08. | :13:12.
Variable amounts of cloud and sunny spells. Just the risk of the odd | :13:13. | :13:18.
isolated shower. And that theme will continue into Sunday the start of | :13:19. | :13:19.
week. We'll be back in Breakfast with | :13:20. | :13:21.
updates from 6.25 in the morning. From all the late team, | :13:22. | :13:24.
thanks for watching. | :13:25. | :13:28. |
