in crisis. When those negothations failed this evening they finally | :01:22. | :01:25. | |
felt that they had to force entry into the property. The man has now | :01:26. | :01:29. | |
been arrested on suspicion of the cultivation of cannabis, affray and | :01:30. | :01:34. | |
offences under the explosivds act. He has been taken to a west London | :01:35. | :01:38. | |
police station where he is currently being detained. | :01:39. | :01:41. | |

which contrasts with 16 boroughs that each prosecuted | :03:03. | :03:04. | |

What I want across London is there just to be | :03:25. | :03:26. | |
Landlords can offset the cost against their tax return, | :03:27. | :03:29. | |
so it doesn't actually cost them any more. | :03:30. | :03:31. | |
What it does mean is that it enables local authorities | :03:32. | :03:33. | |
to have the officers in places can take action where it's needdd. | :03:34. | :03:36. | |
Mandatory licensing is not a good idea, says | :03:37. | :03:38. | |

So, a lot of landlords see it as unfair. | :03:40. | :03:41. | |
In Newham, out of the 22,000 landlords that have been licensed | :03:42. | :03:44. | |
only four percent of them are deemed as being of concern. | :03:45. | :03:47. | |
And I would hope that the local authority could use their existing | :03:48. | :03:50. | |
resources to find that relatively small number of | :03:51. | :03:51. | |
But the government has not xet agreed to extend Newham's scheme. | :03:52. | :03:55. | |
