Hello and welcome to a new week on Look East, with Susie and me. In | :00:07. | :00:10.
the programme tonight: Our Cinderella region. The | :00:10. | :00:13.
Government pumps millions into our economy but we're bottom of the | :00:13. | :00:16.
table again. It's a cloudy outlook for solar | :00:16. | :00:21.
power, as the incentive to fit panels is cut in half. I'm reducing | :00:21. | :00:24.
the tariff to spread it as widely as possible and ensure we avoid the | :00:24. | :00:29.
boom and bust in the solar industry we've seen on the Continent. | :00:29. | :00:32.
And never say die. The Canaries snatch a point with just seconds to | :00:32. | :00:42.
:00:42. | :00:48. | ||
The Government said today it was putting 30 million into the | :00:49. | :00:53.
economy of this region. There are two winners - a scheme to relieve a | :00:53. | :00:56.
notorious traffic bottleneck at Luton Airport, and the luxury car | :00:56. | :01:01.
maker Lotus. Luton Council receives 19.5 million to improve Junction | :01:01. | :01:10.
That's the hugely congested approach road to Luton Airport. And | :01:10. | :01:13.
in Norfolk, Lotus Cars receives 10.5 million to support the | :01:13. | :01:17.
company's plans to build more cars at its Hethel headquarters. Let's | :01:17. | :01:25.
start there now, with our chief Yes, this is the finishing shop | :01:25. | :01:32.
where the cars are given their final inspection. It is to make | :01:32. | :01:35.
sure they are in perfect condition to go out to the shower rooms and | :01:35. | :01:39.
customers. Lotus was unsuccessful in the first round of bids for | :01:39. | :01:43.
growth fund cash. Today's grant gives the green light to major | :01:43. | :01:46.
expansion - a new factory and assembly line, and new models. And | :01:46. | :01:52.
over the next six years, some 1,100 new jobs. | :01:52. | :01:56.
It is an accord -- and iconic brand but this new Centre of Excellence | :01:56. | :02:03.
had had -- has had something of a roller-coaster ride. Kevin Youngs | :02:03. | :02:06.
is one of the longest serving employees. He has worked here for | :02:07. | :02:11.
44 years. Obviously, with the downturn, everybody is worried | :02:11. | :02:19.
about jobs and this seems to cement that. It has been good over the | :02:19. | :02:22.
last 18 months and I expect over the next few years it will be good | :02:22. | :02:31.
as well. And this is the future. One of five new models designed to | :02:31. | :02:37.
turn the car maker into a maker of premium sports cars. We get a lot | :02:37. | :02:43.
of feedback for the new cars. We were able to get down payments for | :02:43. | :02:48.
the new cars but we were saying, hold them back because we have to | :02:48. | :02:54.
concentrate on our new cars. It is not going perfectly. It is a tough | :02:54. | :03:00.
time for everybody. But we are trying to wait until the first new | :03:00. | :03:06.
car arrives in 2015. In the summer, Vince Cable visited and was | :03:06. | :03:12.
impressed with what he saw. He said the government support to announce | :03:12. | :03:17.
today was the right decision. The company is now investing millions | :03:17. | :03:21.
of pounds in the expansion plans. Every one of the sleek new models | :03:21. | :03:26.
will be made in Norfolk. Dany Bahar, who we heard from in | :03:26. | :03:29.
the film, came to Lotus from Ferrari, and he's the architect of | :03:29. | :03:33.
this bold expansion plan. So where is the market for Lotus sports | :03:33. | :03:37.
cars? It says about a third of its business is in the United Sates, a | :03:37. | :03:42.
third in Europe, and a third in Asia and the Pacific. Tough | :03:42. | :03:45.
economic times, but the market for top-end sports cars is holding up | :03:45. | :03:49.
surprisingly well, and that's great news for the team who work here on | :03:49. | :03:57.
the factory floor. There's celebrations in Luton | :03:57. | :04:00.
tonight at the news they've won almost 20 million towards a major | :04:00. | :04:03.
roads project. There's been a campaign for years to upgrade | :04:03. | :04:08.
Junction 10a on the M1, which provides access to the airport. The | :04:08. | :04:11.
Borough Council is keen to capitalise on next year's London | :04:11. | :04:21.
:04:21. | :04:21. | ||
Olympics. It is absolutely essential. We have | :04:21. | :04:28.
got to help people come in now who could not before. We are talking | :04:28. | :04:33.
about thousands of jobs here. So, a welcome boost to the region's | :04:33. | :04:37.
economy today. But how well have we done compared to other parts of the | :04:37. | :04:43.
The North West has come out on top, with bids worth 255 million. Then | :04:43. | :04:47.
it's the West Midlands on 207 million. Yorkshire & Humber are in | :04:47. | :04:50.
line for 189 million. Then it's the North East, the South West and | :04:50. | :04:54.
the East Midlands. The Look East region is joined together with the | :04:54. | :04:59.
affluent South East. But as you can see, if we weren't, our share would | :04:59. | :05:07.
be just 36 million, putting us With that in mind, when I spoke to | :05:07. | :05:09.
the Business Minister, Greg Clark, late this afternoon, I wanted to | :05:09. | :05:13.
know why it was that we appear to be doing so badly compared to other | :05:13. | :05:22.
parts of the country. I do not think that is the case. We have had | :05:22. | :05:26.
an enterprise zone here that was hotly competed over and I know | :05:26. | :05:31.
there are part of the country who feel they would have liked to have | :05:31. | :05:37.
had an enterprise zone. This is good news for the region. Lotus is | :05:37. | :05:42.
a great British company and what this investment will allow his | :05:42. | :05:45.
research and development to continue, which is the key to | :05:45. | :05:52.
success for many years to come, not just now. But if you look at the | :05:52. | :05:58.
north-west, 47 successful bids, 255 million. East Anglia, 36 | :05:58. | :06:05.
million. Of course, these are not the only funds. The Regional Growth | :06:05. | :06:10.
Fund is principally about helping regions to replace public sector | :06:10. | :06:15.
jobs. There are other funds and initiatives, such as the enterprise | :06:15. | :06:21.
zones, for example, which the eastern region has benefited from. | :06:21. | :06:25.
Your shadows says we would have done much better under the Regional | :06:25. | :06:28.
Development Agency than we are doing with this. More money would | :06:28. | :06:34.
come to this region? The trouble with that is that they were very | :06:34. | :06:38.
much arms of government. What you have got through the local | :06:38. | :06:45.
enterprise partnerships is businesses leading the way and | :06:45. | :06:50.
coming together. It was the Local Enterprise Partnership that put | :06:50. | :06:55.
forward the success of bid for an enterprise zone, for example. | :06:55. | :06:58.
have your assurance that more money next time will come from government | :06:58. | :07:04.
and we will be top of the pile? is always based on an assessment of | :07:04. | :07:08.
applications, but what I was say is that the record of East Anglia and, | :07:09. | :07:13.
in particular, the Local Enterprise Partnership over the last few weeks | :07:13. | :07:17.
has scored very highly compared with other parts of the country. | :07:17. | :07:20.
Thank you. The scene is set tonight for a race | :07:20. | :07:24.
to fit roof-top solar panels. Households across the region have | :07:24. | :07:26.
been snapping them up over recent months, attracted by a generous | :07:26. | :07:29.
subsidy. But today, the Government confirmed it was cutting the | :07:29. | :07:32.
financial incentive in half. Companies which supply solar panels | :07:32. | :07:40.
claim the decision will hit business and jobs. | :07:40. | :07:48.
Dave has just forked out 1,200 on having his roof fitted with solar | :07:48. | :07:50.
panels. The project manager and his team have been working flat out to | :07:50. | :07:56.
keep up with demand for months. has been in St! I cannot put a word | :07:56. | :08:03.
to it. We have got four weeks every week. I cannot put a number to the | :08:03. | :08:07.
number of teams working at the moment. With the subsidy soon to be | :08:07. | :08:13.
halved, Dave and Kathryn are relieved they have done it now. | :08:13. | :08:18.
With rising fuel costs, that is key, and the feed it in that tariff, | :08:18. | :08:26.
which is key. Had it been 21p when you had gone for it, would you have | :08:26. | :08:31.
done so? Possibly not. In the eastern region, so let | :08:31. | :08:38.
installations have jumped from 644 to more than 1,600 in three months. | :08:38. | :08:44.
The cost has fallen. The solar industry says the timing and size | :08:44. | :08:49.
of the current subsidy is going to seriously damage jobs and growth. | :08:50. | :08:53.
The Government wants us to go green, so why is it making it more | :08:53. | :09:03.
:09:03. | :09:03. | ||
expensive? This new low energy centre, being opened by the | :09:03. | :09:12.
minister, and he has said it was unfair. It is not fair sum should | :09:12. | :09:21.
get bumper returns while others are paying for this. This centre is in | :09:21. | :09:26.
Norfolk. Other companies had their subsidies slashed to around eight | :09:26. | :09:30.
pence per kilowatt hour Micra. has made it unworkable. You cannot | :09:30. | :09:37.
build these things with that level of support. You have enthusiastic | :09:37. | :09:41.
people like us who want to take advantage of it and they have | :09:41. | :09:46.
decided to kill it. I don't know why. You energy suppliers are | :09:46. | :09:52.
bracing themselves for a mad dash before December. Others could find | :09:52. | :09:56.
themselves cut off. And there's more on solar power on | :09:56. | :09:59.
tonight's edition of Inside Out at 7.30pm on BBC One. | :09:59. | :10:02.
Still to come tonight, news of a major wind farm development off our | :10:02. | :10:06.
coast, with a special report coming We've got a round-up of the weekend | :10:06. | :10:09.
goals. Plus, Mike Liggins on the rise and | :10:09. | :10:18.
rise of the region's population. Let me introduce you to Conor, who | :10:18. | :10:24.
was born at 1pm this afternoon. He is doing really well. We are going | :10:24. | :10:30.
to have a chat with the mum after news from your region. | :10:30. | :10:33.
The police are investigating an assault outside a club which | :10:33. | :10:37.
features in the reality TV show The Only Way Is Essex. It happened | :10:37. | :10:41.
early on Friday morning near the Sugar Hut in Brentwood. A local | :10:42. | :10:51.
footballer is still in hospital. The Only Way Is Essex is a hit | :10:51. | :10:55.
reality show. Millions tune in to follow the lives and loves of a | :10:55. | :10:59.
group of affluent and glamourous friends. Some scenes are filmed | :10:59. | :11:04.
here, at the Sugar Hut in Brentwood. Now police are investigating an | :11:04. | :11:09.
assault in the street outside. Police believe an altercation may | :11:10. | :11:16.
have taken place involving a group of 10 men, seen on CCTV. It has | :11:16. | :11:22.
left Nicky Morgan in hospital. phoned his family yesterday and | :11:22. | :11:26.
said he is moving his hands and hose but he cannot move his legs. | :11:26. | :11:32.
He has got an operation today. A everybody is praying he will make a | :11:32. | :11:36.
full recovery. A spokesman for the Sugar Hut said the incident did not | :11:36. | :11:40.
take place immediately outside and that the time of the assault, the | :11:40. | :11:44.
club was closed. There has been a partial victory | :11:44. | :11:47.
for the campaign to keep the Cromer Crab Factory open in Norfolk. | :11:47. | :11:51.
Youngs Seafood had warned the site could close, with 230 jobs lost. | :11:51. | :11:53.
But today they confirmed that all local crabs and lobsters will | :11:53. | :12:03.
:12:03. | :12:04. | ||
continue to be processed in Cromer. Today a 6,500 signature petition | :12:04. | :12:09.
was handed over to Young's Seafood. The message - keep this factory | :12:09. | :12:14.
opened. As many signed it as live in Cromer. Local MPs and | :12:14. | :12:17.
politicians came to the factory to meet the management. Became a wear | :12:17. | :12:22.
with a pledge - to retain the processing of local crab and | :12:22. | :12:28.
lobster in Cromer. -- they came away. It is a cautious optimism | :12:28. | :12:33.
because we are still looking at the likelihood of job losses but I | :12:33. | :12:37.
think there is absolutely something worth fighting for here. I went | :12:37. | :12:42.
into the meeting thinking that the Cromer crab could disappear | :12:43. | :12:48.
altogether. We have been told that we can say publicly there is a | :12:48. | :12:53.
commitment that public -- that production will continue here. It | :12:53. | :12:58.
is a step forward. Town is known nationally and beyond. That is why | :12:58. | :13:01.
closing the company and moving production has been such a big | :13:01. | :13:07.
issue. The campaign attracted huge support and celebrity backers like | :13:07. | :13:12.
Stephen Fry and Alan Titchmarsh. The engagement has been very good. | :13:12. | :13:15.
The number of signatures is impressive and we welcome the | :13:15. | :13:19.
interest in the company because it confirms the great heritage of the | :13:19. | :13:24.
company in the local community and with the people as well. Today's | :13:24. | :13:29.
concession secures only 20 local jobs out of 234 stop Young's | :13:29. | :13:32.
Seafood said they are consulting on what happens to the rest of the | :13:32. | :13:35.
company. All the libraries in Suffolk could | :13:35. | :13:39.
stay open under a radical plan drawn up by officials. It would see | :13:39. | :13:42.
the libraries handed over to a new independent body and could save | :13:42. | :13:50.
about 2 million a year. Pressure to cut budgets had put the | :13:50. | :13:55.
future of Suffolk libraries in doubt, but after talks there is a | :13:55. | :14:00.
new proposal which, it is hoped, all 44 will survive and remain | :14:00. | :14:04.
sustainable. I am very glad people have put forward their views. I | :14:04. | :14:08.
would have been sad if there had been little response. We have | :14:08. | :14:12.
listened and learned and we want to carry on what they want to do, | :14:12. | :14:22.
:14:22. | :14:24. | ||
develop their ambitions for their libraries. The campaign has been | :14:24. | :14:29.
fierce and under this new plan, the Council creates and funds and | :14:29. | :14:32.
industrial and Provident society, independent with charitable status, | :14:33. | :14:37.
and it would run the libraries with local community groups who would | :14:37. | :14:41.
need to raise 5% of the annual running costs. If you look at the | :14:41. | :14:45.
headlines of this announcement, they are very positive. Libraries | :14:45. | :14:52.
are open and flourishing. And they will be run by a cost-effective | :14:53. | :14:55.
organisation. Talk to campaigners and they see things very | :14:55. | :14:59.
differently. It feels like a lead into the unknown, and to be | :14:59. | :15:03.
squandering any money at this time of the recession seems a very | :15:03. | :15:08.
dangerous and naive thing to be doing. 20 jobs will be lost as part | :15:08. | :15:13.
of the change, largely at managerial level. If it gets the | :15:13. | :15:22.
nod, seven project could be up and In sport, a weekend which kept fans | :15:22. | :15:27.
on the edge of their seats. I bet you're one of them? | :15:27. | :15:32.
I certainly was, fantastic football over the weekend. A great game at | :15:32. | :15:36.
Carrow Road between Norwich City and Blackburn. The fans watching | :15:36. | :15:41.
and listening says Lee got value for money with six goals in that | :15:41. | :15:46.
game. The last one scored by this man here, Grant Holt. | :15:46. | :15:50.
Sometimes a draw feels like a win, especially when it is wrestled back | :15:50. | :15:56.
from the jaws of defeat. Norwich have only lost once at Carrow Road, | :15:56. | :16:00.
they looked keen to keep that statistic in tact. Just before the | :16:00. | :16:06.
break, Julia Hall it -- Junior Hoilett scored a belter. Whatever | :16:06. | :16:14.
you can do, we can do better. Steve Morrison scoring. Then Yakubu beat | :16:14. | :16:20.
the goalkeeper at his near post. Moments after the restart defender | :16:20. | :16:24.
Chris Samba latched on to a free- kick. That restored the two-goal | :16:24. | :16:32.
cushion. An obscure deflection from Bradley Johnson's shot looped over | :16:33. | :16:38.
the goalkeeper's head. Norwich threw everything at Blackburn. In | :16:38. | :16:43.
stoppage time a penalty was given for handball. Grant Holt stepped up | :16:43. | :16:53.
:16:53. | :16:53. | ||
to level the game. Three per free - - three per free. I was happy with | :16:53. | :17:02.
the buy-back. -- buy-back. The end of the game, we should have sealed | :17:02. | :17:09.
out a little bit. That is not to take away from the fact that the | :17:09. | :17:14.
players worked hard. We scored some good goals, two get a penalty in | :17:14. | :17:20.
the last seconds, that was very cruel. | :17:20. | :17:30.
:17:30. | :17:30. | ||
In the championship, a torrid time beds which, they were Farm 24-1 -- | :17:30. | :17:37.
thumped 4-1. Southend United went top of League Two, a 2-0 win at | :17:37. | :17:44.
Macclesfield. The draw for the first round proper of the FA Cup | :17:44. | :17:50.
was made yesterday. Three teams in our region are involved. If | :17:50. | :17:57.
Chelmsford can get past Gloucester they will host at Telford. -- host | :17:57. | :18:03.
at Telford. Ipswich tennis player Elena | :18:03. | :18:08.

You are watching Look East, it is hallowed to be 7 billionth baby -- | :18:44. | :18:50.
hello. If you have just joined us, the | :18:50. | :18:53.
main news is that the eastern region has been awarded money from | :18:53. | :19:00.
the regional growth fund. There is Platt -- cash for expansion at | :19:00. | :19:04.
Lotus cars. Tonight, news of another project to get our economy | :19:04. | :19:12.
moving again. An offshore wind farm has promised to create jobs in our | :19:12. | :19:17.
region. The East Coast is becoming the | :19:17. | :19:24.
world leader in offshore wind. At the moment we have four wind farms. | :19:24. | :19:30.
The next one will be the big daddy of them all, covering an area the | :19:30. | :19:37.
size of Norfolk. Today its developers said it would news two | :19:37. | :19:45.
ports to build and operate it, Great Yarmouth and another. | :19:45. | :19:52.
could be talking about 50 years operations. This is a long guitar - | :19:52. | :19:59.
- long-term opportunity police Anglia. This wind farm opened in | :19:59. | :20:06.
2004, the first in the area. This one is a minnow. The new farm we | :20:06. | :20:12.
produce a 100 more times than this one. The task of building it should | :20:12. | :20:17.
employ thousands of people. Great Yarmouth and Lowestoft are | :20:17. | :20:26.
capitalising on and wind. We can capitalise -- we are going to sit | :20:26. | :20:34.
support them, we are capable of doing all bad. I think it would | :20:34. | :20:37.
bring a thousands of jobs to Lowestoft, and the surrounding area. | :20:37. | :20:42.
It is not just about East Anglia offshore wind, it is also the | :20:42. | :20:48.
support industries. There are opponents of the scheme, residents | :20:48. | :20:56.
