We have had more rain in the last 24 hours than during the whole of | :01:09. | :01:14. | |
the year so far. There is a big extension in the pipeline for one | :01:14. | :01:18. | |
of our reservoirs, but it is not enough to solve the drought crisis | :01:18. | :01:23. | |
in this region. Take a look at this. It is Abberton Reservoir, South of | :01:23. | :01:28. | |
Colchester in Essex. It is in the process of being expanded. It will | :01:28. | :01:32. | |
hold 41 billion litres of water when it is finished, making it the | :01:32. | :01:35. | |
third biggest reservoir in the region. It is described as a | :01:35. | :01:43. | |
crucial resource in the UK's tries county. | :01:43. | :01:48. | |
-- driest county. It is hard to believe that this is | :01:48. | :01:53. | |
the UK's dries county at the moment, but litter behind me is the new | :01:53. | :02:01. | |
Essex Wildlife Trust's visitor Centre here. We are about five | :02:01. | :02:06. | |
miles from Colchester. Abberton has an interesting history. It was | :02:06. | :02:14. | |
built in the 1930s and used in 1943 as a practice area by a squadron. | :02:14. | :02:21. | |
It now has a vital role to play in the region's future water supplies. | :02:21. | :02:25. | |
It is his huge stretch of water. Abberton Reservoir is already big, | :02:25. | :02:30. | |
but it is getting bigger. Today, like most days, the diggers were | :02:30. | :02:37. | |
hard assets. The operations director of Essex and Suffolk Water | :02:37. | :02:39. | |
explained why the work would improve water supplies in Essex, | :02:40. | :02:45. | |
the UK's driest county. We are investing �150 million in this. We | :02:45. | :02:50. | |
are taking water from Norfolk, where there is plenty, and | :02:50. | :02:53. | |
transferring it through pipelines into this reservoir for storage for | :02:53. | :02:59. | |
use during the summer. An Essex landmark has vanished. Abberton's | :02:59. | :03:03. | |
Old Pump House has been demolished. The old visitor centre is going as | :03:03. | :03:09. | |
well. It will soon be under water, but anyone officially opened today. | :03:09. | :03:12. | |
Abberton is a wetland of international importance for | :03:13. | :03:16. | |
wildfowl, and it is hoped that a bigger reservoir will attract even | :03:16. | :03:20. | |
more birds. The biggest benefit here is getting rid of the concrete | :03:20. | :03:24. | |
edge which was around in the reservoir. When the end has since | :03:24. | :03:29. | |
finished, it will be natural hedges with lots of reeds and other | :03:29. | :03:33. | |
vegetation, so it will attract more wildlife. We have had good birds | :03:33. | :03:38. | |
recently, a short eared owl recently. That was the first bird | :03:38. | :03:40. | |
that the team saw from the new centre. | :03:40. | :03:46. | |
Work will not finish until 2014. Appleton -- Abberton will be able | :03:46. | :03:50. | |
to hold another 15 billion litres of water, improving supplies of a | :03:50. | :03:59. | |
scarce resource. With the expansion work here, but | :03:59. | :04:05. | |
it would not ease the shortage we face now. What we needed do is | :04:05. | :04:15. | |

this: See rain, and lots of it. The Environment Agency organised a | :04:16. | :04:19. | |
special drought forum in Peterborough today. All the | :04:19. | :04:22. | |
important players were there, Anglian Water, the National | :04:22. | :04:26. | |
Farmers' Union and Natural England. They were trying to find a way to | :04:26. | :04:31. | |
manage the drought. The rain started yesterday and in | :04:31. | :04:37. | |
some parts of the region, it has not stopped yet. In Norfolk, a | :04:37. | :04:41. | |
forecaster has monitoring equipment in his back garden. We have got 40 | :04:41. | :04:45. | |
mm of rain there. That is about the same and that I have had all year | :04:45. | :04:51. | |
to this point. I have doubled my rainfall in the last 24 hours. | :04:51. | :04:55. | |
According to the experts, it would need to rein for weeks or months in | :04:55. | :05:02. | |
order to solve our waters shortage. The Environment Agency held at a | :05:02. | :05:04. | |
forum in Peterborough today to discuss with water companies, | :05:04. | :05:08. | |
farmers and environmental groups, what to do next. | :05:08. | :05:14. | |
We cannot solve the problem on his own. We cannot make it rain. But | :05:14. | :05:18. | |
everyone can act now and help mitigate the effect of drought by | :05:18. | :05:23. | |
using water in the best possible way. It is a precious resource. | :05:23. | :05:28. | |
buildings go, this one is about as boring as it gets, but it is | :05:28. | :05:35. | |
important. This is the bore hole, and because Anglian Water gets | :05:35. | :05:39. | |
about 50% of its water from boreholes, some 600 million litres | :05:39. | :05:44. | |
a day, the fact that South feel's is already producing less water is | :05:44. | :05:49. | |
bad news. We have had to dry windows in a row, and that is the | :05:49. | :05:55. | |
time we expect underground aquifers to refill with rainwater. That has | :05:55. | :06:00. | |
not been happening. Almost a day has been wet for many, it will not | :06:00. | :06:04. | |
solve the drought. Anglia Water has said that unless we get more rain, | :06:04. | :06:09. | |
a lot more rain, the prospect of restrictions on domestic use grows | :06:09. | :06:18. | |

at the end of the day, the extent of training that we all have, there | :07:38. | :07:42. | |
is enough training put in place to be able to deliver these safely. | :07:42. | :07:47. | |
is being driven by cuts to police budgets. So far, 12 security | :07:47. | :07:52. | |
officers have become members of the scheme. They will join police | :07:52. | :07:56. | |
