In the case tonight, the former BBC Radio presenter guilty of child sex

abuse. I think he finally has got what he

:00:17.:00:20.

deserves. Now I know what he has done to other children. After what

:00:21.:00:27.

he did to me, it makes me sad. He used his local celebrity status

:00:28.:00:31.

to get access to children and was even allowed to adopt, despite

:00:32.:00:34.

grooming and arresting boys over many years.

:00:35.:00:40.

Michael Souter is a dangerous sexual predator who now awaits sentence. I

:00:41.:00:45.

hope that this outcome brings some form of closure for his victims.

:00:46.:00:53.

Also tonight, why pupils in Norfolk getting among the worst result in

:00:54.:01:00.

the country when it to GCSE 's. And the flashmob proposal, but did

:01:01.:01:09.

she say yes? Hello. A former BBC Radio presenter

:01:10.:01:14.

has been told he faces a long period of imprisonment after being found

:01:15.:01:17.

guilty of 19 counts of child sex abuse.

:01:18.:01:22.

It was a six week trial, but the jury took less than four hours to

:01:23.:01:26.

convict Michael Souter from Loddon in Norfolk. He exploited his local

:01:27.:01:29.

celebrity status and connections to gain access to children and carried

:01:30.:01:32.

out a sustained campaign of abuse for two decades. Our reporter Simon

:01:33.:01:43.

Newton was in court for the verdict. To many, he was a local celebrity

:01:44.:01:49.

and a supporter of good causes, especially those involving young

:01:50.:01:54.

people. But behind that is, he was a predatory paedophile who groomed and

:01:55.:02:00.

molested boys as young as 11. Michael Souter is a dangerous sexual

:02:01.:02:04.

predator who now awaits a sentence. I hope that this outcome brings some

:02:05.:02:11.

form of closure for his victims. Michael Souter faced 19 counts of

:02:12.:02:15.

sexual use and nine of making indecent images of children. The

:02:16.:02:21.

jury took less than four hours to conflict him.

:02:22.:02:26.

He sat impassive and in the dock, as the jury foreman returned guilty

:02:27.:02:32.

verdicts. The former radio presenter was told by the judge that he faces

:02:33.:02:37.

nothing other than a long sentence of imprisonment.

:02:38.:02:39.

His barrister would not talk on camera, but gave as this statement.

:02:40.:02:44.

He is very disappointed by the verdict. He maintains his complete

:02:45.:02:48.

innocence to the charges brought against him and will pursue all

:02:49.:02:51.

avenues open to him to clear his name.

:02:52.:02:56.

One of his victims met him `` met him through his work at the BBC.

:02:57.:02:58.

Today, the corporation said: Tonight, he faces the prospect of

:02:59.:03:14.

many years behind bars, his reputation in tatters.

:03:15.:03:17.

He will be set `` sentence on October 23rd.

:03:18.:03:21.

During the trial, the prosecution questioned whether the authorities

:03:22.:03:24.

were to blame. Michael Souter was allowed not only to be a mentor for

:03:25.:03:28.

Norfolk social services, but he was also allowed to adopt. Despite

:03:29.:03:31.

allegations spanning more than 20 years, Souter wasn't brought to

:03:32.:03:36.

trial until now. One of his victims has spoken exclusively to the BBC.

:03:37.:03:45.

This report is from Debbie Tubby. Described in court as a deviant

:03:46.:03:54.

sexual abuse of young boys, over two decades he used his celebrity status

:03:55.:04:00.

to groom boys as young as 11. This man met him through the adventure

:04:01.:04:02.

Scouts. I think he has got what he deserves.

:04:03.:04:07.

Now I know what he has done to the other children, after what he did to

:04:08.:04:11.

me, it makes me very sad. Brought up on the outskirts of

:04:12.:04:18.

Glasgow, Michael Souter was the youngest of several boys. He had

:04:19.:04:22.

aspirations to become a barrister. He became a radio presenter, later

:04:23.:04:31.

working for BBC Radio Norfolk. Someone else is having a birthday.

:04:32.:04:38.

They are 11. He also became an adventure Scouts

:04:39.:04:43.

leader, inviting some boys back to his house. Eventually, he ran a

:04:44.:04:48.

major consultancy. Behind`the`scenes, boys were too

:04:49.:04:53.

scared to speak out. I wish I had done. It could have

:04:54.:04:57.

been that I could have stopped further abuse. He was so well`known

:04:58.:05:02.

and influential, as I thought, I don't think anything would have

:05:03.:05:06.

happened if I had spoken out. It not stop me wishing that I had done.

:05:07.:05:11.

It was questioned in court whether the authorities could have done more

:05:12.:05:16.

to stop the abuse. Michael Souter became a youth member `` a youth

:05:17.:05:20.

mentor for the social services, taking boys and days out. 1991, she

:05:21.:05:26.

allowed to adopt. We did all the checks that you would

:05:27.:05:32.

expect us to do. This was someone who was extremely deviant and was

:05:33.:05:38.

able to fly underneath the radar with the agencies that would have

:05:39.:05:40.

concerns. Three years on and he was arrested,

:05:41.:05:46.

there was another concern for the adoption to be terminated, but no

:05:47.:05:52.

criminal charge was brought. If I knew what the file contained, I

:05:53.:05:56.

would be in a better position to say whether or not the police could have

:05:57.:06:03.

done anything differently in 1993. Because of this case, Norfolk police

:06:04.:06:07.

will now keep their records for at least ten years. For Michael Souter,

:06:08.:06:12.

it would be another two decades, further abuse allegations, before

:06:13.:06:17.

charges were brought. The public relations man now defending his own

:06:18.:06:19.

reputation. I look forward to being able to

:06:20.:06:23.

prove my innocence and put the supporting act so behind me.

:06:24.:06:29.

Michael Souter's defence in court was that he was heterosexual, like

:06:30.:06:33.

to dress up as a schoolboy, and was caught in a conspiracy. This man

:06:34.:06:40.

says that people being abused should try and sell someone.

:06:41.:06:44.

I was able to talk to somebody after 30 years. I felt as if I was being

:06:45.:06:57.

listened to. `` to tell someone. He was likened to a child catcher.

:06:58.:07:04.

After the verdict I spoke to Detective Inspector Paul Brown, who

:07:05.:07:07.

you saw in that report, and started by asking what he thought of Michael

:07:08.:07:11.

Souter and the way he'd conducted himself during the case.

:07:12.:07:16.

He has gone about the trial without any form of remorse for anything he

:07:17.:07:21.

has done. It is obvious from the trial that the evidence was

:07:22.:07:25.

overwhelming and he has denied what appeared to be the really obvious.

:07:26.:07:33.

As a result, he has forced the survivors of his abuse to come to

:07:34.:07:35.

court, and that is really unfortunate.

:07:36.:07:39.

There were allegations made about him a long time ago, more than 20

:07:40.:07:44.

years ago. Why has it taken so long for him to be brought to justice?

:07:45.:07:49.

20 years ago, the case looked completely different. One of the

:07:50.:07:54.

features is that we don't have the original case papers. We are unable

:07:55.:08:00.

to say what it was about that case that didn't go forward, but what we

:08:01.:08:06.

can say is that, at the time, there was only one victim who had come

:08:07.:08:11.

forward. That doesn't and should never impact on whether or not we

:08:12.:08:16.

try a case, but it has to be based on evidence, and year`on`year, that

:08:17.:08:20.

picture has probably changed in terms of the evidence we can present

:08:21.:08:23.

to the court. You said it should not have an

:08:24.:08:26.

impact if there is any one victim, but it often does, because it is one

:08:27.:08:31.

person's word against another. This time, you had several people willing

:08:32.:08:35.

to speak. That must makes a difference?

:08:36.:08:39.

That it does help to refute allegations that it is sour grapes.

:08:40.:08:46.

But the police's job is to take a 1`person against 1`person allegation

:08:47.:08:48.

and delve into the picture around that. We want people to come forward

:08:49.:08:54.

and tell us about things. It is our job to uncover the truth.

:08:55.:08:58.

What would you say about the victims who were willing to come to court

:08:59.:09:02.

and give their story? It is an incredibly brave thing to

:09:03.:09:08.

do, to come forward. It has allowed us to take somebody off the streets,

:09:09.:09:12.

if you like, who does present a danger to children.

:09:13.:09:16.

Do you feel that he used his position to carry out the abuse?

:09:17.:09:24.

There is no doubt in my mind that his interaction with different

:09:25.:09:29.

agencies and organisations was based around the persona that he had

:09:30.:09:33.

within the county. I have no doubt that he used that to ingratiate

:09:34.:09:39.

himself into situations to allow him to offend.

:09:40.:09:43.

Thank you very much. If you've been affected by this case

:09:44.:09:46.

you can call a freephone confidential helpline ` 0808 1000

900. Figures out today from the

:09:49.:09:50.

Department for Education reveal pupils in Norfolk are the third

:09:51.:09:53.

worst performing in the country when it comes to GCSE results.

:09:54.:10:01.

Nationally, 81% of pupils get five GCSE passes grades A* to C. Results

:10:02.:10:07.

across Essex, Suffolk and Norfolk fall below that. Norfolk's results

:10:08.:10:11.

are the third worst in the country behind Portsmouth and the Isle of

:10:12.:10:19.

Wight. You do lots of different subjects,

:10:20.:10:22.

English and media studies and psychology...

:10:23.:10:30.

These are among 230 students read taking their GCSEs. Some did not get

:10:31.:10:36.

any A* to C the first time round, but say they are now learning more.

:10:37.:10:44.

At high school, some teachers did not viewing of support.

:10:45.:10:47.

The atmosphere is amazing. I love it at college. The teaching

:10:48.:10:53.

environment, they are induced to stick. They want is to do well. They

:10:54.:10:57.

treated like adults. `` enthusiastic.

:10:58.:11:04.

This college has small class sizes. It says it is difficult for schools

:11:05.:11:09.

to get good teachers. They are isolated and distant from

:11:10.:11:14.

London. It is difficult to get people to move over here and nobody

:11:15.:11:20.

moves through. Our aim is, within three years, we are in a much better

:11:21.:11:25.

position than we are at the moment. There is no reason at all, with all

:11:26.:11:31.

the expertise and ability there is in Norfolk, that we should not be as

:11:32.:11:36.

good as any other area of the country.

:11:37.:11:39.

Some employers say that GCSEs are not everything. This girl did not

:11:40.:11:45.

get any A* to C grades either, but is doing a apprenticeship with a

:11:46.:11:52.

large estate agency. You get life skills and social

:11:53.:11:55.

skills. It teaches you how to talk to people and deal with situations.

:11:56.:12:02.

Councils are promising improvements. At the meantime,

:12:03.:12:08.

students are doing whatever they can to carve a decent future.

:12:09.:12:14.

I want to study medicine. I am still focusing on my dream.

:12:15.:12:18.

A Conservative councillor has been suspended by his party in a row over

:12:19.:12:21.

immigration. Danny Mayzes is a former chairman of Tendring Council

:12:22.:12:24.

in Essex. The Conservative group have dropped him because of a

:12:25.:12:27.

posting on his Twitter account with reference to the violent revenge

:12:28.:12:32.

film Machete. The tweet read: Now that's how you deal with immigration

:12:33.:12:44.

issues. Still to come, drawings from one of

:12:45.:12:49.

the world's finest cartoonists, Giles, in great demand.

:12:50.:12:57.

And a flashmob proposal at the Queensgate shopping centre.

:12:58.:13:08.

Life for people who are undergoing treatment for cancer can be tough

:13:09.:13:11.

enough. But new research suggests employers here in the East aren't as

:13:12.:13:15.

helpful as they could be when their own staff are affected.

:13:16.:13:18.

Around half a million people in this country are working despite having

:13:19.:13:21.

had a diagnosis of cancer. But a further 63,000 patients would like

:13:22.:13:25.

to work if only they had the right support from their employers. And it

:13:26.:13:28.

seems that, in the East, one in six working people who have cancer

:13:29.:13:32.

believe they don't get the kind of understanding they need.

:13:33.:13:40.

Six weeks after quitting her job, Sarah was diagnosed with breast

:13:41.:13:45.

cancer. One day, she will look for a new job, but she is worried about

:13:46.:13:52.

how the gap will look on her CV. Should I be upfront about it and say

:13:53.:13:57.

that I had cancer? Do I ignore it and hope that nobody notices? How do

:13:58.:14:04.

I raise the subject? If I put it on my CV, would it go straight in the

:14:05.:14:11.

waste paper basket. This man, who as not to be identified, went back to

:14:12.:14:19.

work after his first time of bone cancer, to find his boss

:14:20.:14:25.

unsympathetic. I was saying that I was tired, and my boss said that he

:14:26.:14:28.

was tired because his wife had just had a new baby. I was horrified that

:14:29.:14:33.

he thought it was the same thing. Sometimes, I cannot get out of bed.

:14:34.:14:37.

Sometimes, the chemo is that aggressive. Research shows that too

:14:38.:14:45.

many employers are not giving employees the rich `` confidence

:14:46.:14:51.

they need. It is an ongoing talking point at this drop`in centre.

:14:52.:14:57.

People look recovered, their hair has grown back. Everyone says that

:14:58.:15:02.

they looked great, but because they might still be experiencing

:15:03.:15:08.

fatigue, and going, long`term side`effects, they aren't actually

:15:09.:15:14.

as well as they look. `` and going. So they cannot match the

:15:15.:15:21.

expectations of their employer. Despite government policies in

:15:22.:15:26.

place, problems arise in organisations of all sizes, although

:15:27.:15:31.

smaller ones may have less time and manpower to provide extra help.

:15:32.:15:35.

It is not just small businesses, but they will have a ticket issues with

:15:36.:15:42.

a small team and trying to `` particular issues with a small team

:15:43.:15:44.

and they need to give that assistance.

:15:45.:15:50.

This lady once her future employer to have confidence in her as a

:15:51.:15:55.

professional, not just the person who had cancer.

:15:56.:16:03.

It wasn't too long ago that Red Bull were just making up the numbers in

:16:04.:16:07.

Formula 1. The team from Milton Keynes were known as the party team.

:16:08.:16:10.

Now they are the sport's dominant force, closing in on their fourth

:16:11.:16:13.

consecutive drivers and constructors titles. It's led to some claims that

:16:14.:16:17.

they are making F1 boring to watch. Our Sports Editor Jonathan Park

:16:18.:16:18.

reports. Another victory for the team and no

:16:19.:16:21.

one in Formula 1 can catch, let alone pass. This one to in Japan

:16:22.:16:30.

means that Red Bull are on the verge of a double, but some people think

:16:31.:16:37.

this is boring. It is not our responsibility for the other teams

:16:38.:16:40.

competitiveness. It happens in sport, whether that is in football

:16:41.:16:46.

or tennis or any other form of sport. Sometimes some teams end up

:16:47.:16:53.

having a run of success. Thankfully, that has been Red Bull racing in

:16:54.:16:58.

Formula 1. Over the years, Formula 1 have seen different teams dominate.

:16:59.:17:07.

37 wins in total for Red Bull, but not as many race wins as when the

:17:08.:17:15.

Harare was winning many wins. `` Harare. The first part of the season

:17:16.:17:24.

has been dominated by Red Bull, but it is still brilliant to watch them

:17:25.:17:29.

go about their task. It isn't that we can be proud. I think we can

:17:30.:17:33.

enjoy the success. But yes, I agree, it would be nice to see teams win as

:17:34.:17:37.

well. So what help for the team's rivals?

:17:38.:17:42.

It is not good, because Red Bull have been able to divert resources.

:17:43.:17:50.

So the car likely to win next year will also be Red Bull.

:17:51.:17:54.

It is a massive regulation change, going into next year. We have had

:17:55.:18:03.

people back in UK, focusing on the developer and of our new car.

:18:04.:18:07.

Hopefully, the solutions that we will come up with to the regulations

:18:08.:18:12.

will help us. The boss says that Red Bull cannot

:18:13.:18:16.

go on winning for ever, but they will try.

:18:17.:18:26.

He's still regarded as the world's finest cartoonist, and Carl Giles'

:18:27.:18:29.

work is in demand more than ever before. Giles, who died in 1995,

:18:30.:18:33.

lived and worked in Suffolk most of his life. Today a number of his

:18:34.:18:36.

prized drawings came up for auction. And with interest from overseas,

:18:37.:18:39.

they fetched way more than expected. Kevin Burch was at the sale: in the

:18:40.:18:47.

viewing room, the buyers browse. Most items are these cartoons in the

:18:48.:18:54.

corner, and bids are expected from all corners.

:18:55.:18:59.

There is interest from overseas. We have many phone lines hooked. We

:19:00.:19:05.

hope that collectors will be interested in our sale. He became a

:19:06.:19:14.

national treasure. The daily mail sold many copies. People wanted to

:19:15.:19:20.

see his cartoons. The office where he worked

:19:21.:19:25.

overlooked this spot, now called Giles Circus. This is the grandma

:19:26.:19:35.

and her family statue. Back in the auction room, the sales

:19:36.:19:40.

were warming up. This is where one of the star lots was being

:19:41.:19:48.

announced. It fetched ?1000. But this was ?1200.

:19:49.:19:56.

Did you come in thinking I have got to have this?

:19:57.:20:00.

Quite possibly, but I still think it went for a good price. I don't think

:20:01.:20:05.

it is inflated. What you think the cartoonists would

:20:06.:20:08.

have made of this and the huge sums of money being paid?

:20:09.:20:13.

I think he would be annoyed that he was not getting that money. I think

:20:14.:20:17.

he would have been not surprised. He was proud of his work. You would

:20:18.:20:21.

have been pleased. Do believe the best cartoonists

:20:22.:20:28.

there ever was, and today, there is a lot of interest in his work still

:20:29.:20:33.

continuing. As with all Giles work, you need to

:20:34.:20:39.

take time to take it in. Delightful reminders of how life used to be,

:20:40.:20:42.

reminding us of the cartoonist's brilliance.

:20:43.:20:52.

Some say it with flowers, a nice meal, maybe get down on one knee.

:20:53.:20:56.

There are many ways to pop the big question. Police Constable Martin

:20:57.:20:59.

George decided to propose to his long term girlfriend at the

:21:00.:21:01.

Queensgate Shopping Centre in Peterborough. Sounds quite ordinary,

:21:02.:21:05.

but he booked the day off to do it and had a helping hand from dancers

:21:06.:21:11.

at Peterborough Regional College. It was like any other day at the

:21:12.:21:16.

shopping centre, until this happens. Mandy, seen on the left of the

:21:17.:21:22.

screen, in pink, was oblivious to the flashmob being in her honour.

:21:23.:21:28.

I was explaining to my mum what it is. She was acting stupid, because

:21:29.:21:36.

she already knew. That was it. I was watching it until the end, until I

:21:37.:21:44.

saw Martin. The police arrived, Martin off duty, but with special

:21:45.:21:51.

permission to wear his uniform. I was OK until the music started

:21:52.:21:57.

playing. I was confident that she would say

:21:58.:22:00.

yes. There were a lot of people there, and I wanted to make sure I

:22:01.:22:05.

wasn't going to man `` mess up the dancers routine.

:22:06.:22:10.

I said to my mum that there was something going on. I did not

:22:11.:22:15.

realise until the walked towards me. Then he asked a very non`police

:22:16.:22:19.

constable type question. Will you marry me? Yes.

:22:20.:22:30.

The bright's face was so funny. It was a great experience. `` the

:22:31.:22:35.

bride. It was good that she said yes. I was

:22:36.:22:39.

nervous. She now hopes that her fiance will

:22:40.:22:42.

plan their wedding. Well, a short while ago we spoke to

:22:43.:22:46.

the happy couple at their home. And I wanted to know just where Martin

:22:47.:22:51.

had got the idea from. She has been dropping the hints over

:22:52.:22:57.

the last few years and I had always had a joke that I was never going to

:22:58.:23:01.

ask the question, so I needed to do something that she would believe. So

:23:02.:23:07.

I got a few people involved. It was more than a few people,

:23:08.:23:11.

wasn't it? What did you think when this happened?

:23:12.:23:15.

I was really shocked. I thought I was just going for a shopping trip

:23:16.:23:19.

with my mum for my birthday tomorrow, and then that happens. I

:23:20.:23:23.

was really surprised. How did you plan it all, knowing

:23:24.:23:27.

that she would be where she was and that everything would work out OK?

:23:28.:23:32.

With a lots of stress. A lot of phone calls and a lots of secret

:23:33.:23:38.

meetings with lots of people. But with the shopping trip, obviously

:23:39.:23:42.

she loves her shopping, so I did not think she would turn down that

:23:43.:23:47.

suggestion. I knew that was safe. You must have been pretty confident

:23:48.:23:52.

that you were going to say yes? Yes, I think he knew. I don't think

:23:53.:23:59.

he would have gone to the extent that he went to if there was any

:24:00.:24:04.

doubt that there would be a no. Martin, ITU had a speech planned but

:24:05.:24:11.

it did not go according to plan. `` you had a speech plans.

:24:12.:24:20.

Yes, the excitement is took over. I just ask her to marry me and through

:24:21.:24:26.

the ring at her. How will the wedding improve upon

:24:27.:24:30.

the proposal? Who will be responsible for that?

:24:31.:24:37.

That'll be the responsibility. I hope just to nod and agree.

:24:38.:24:41.

I think that he did such a great job, I should just give all the

:24:42.:24:46.

responsible is he to him. What has been the reaction amongst

:24:47.:24:50.

your colleagues? I think everyone is amazed. I have

:24:51.:24:54.

had fantastic feedback from everyone about how well it went. I think

:24:55.:25:01.

everyone is surprised by the social media.

:25:02.:25:06.

It has been really good. My friends and parents are really happy. It has

:25:07.:25:09.

been great. I know it is your birthday, this

:25:10.:25:14.

must be a great birthday present. Yes, definitely. He did well.

:25:15.:25:20.

Congratulations to both of you. I hope the wedding plans go very well.

:25:21.:25:25.

Thank you very much. Now we will look at the weather.

:25:26.:25:36.

The low`pressure is not far away, but today there has been high

:25:37.:25:43.

pressure. There have been clouds, but it has been quite dry. It should

:25:44.:25:49.

be quite dry overnight. It will turn quite misty and foggy. The winds

:25:50.:25:55.

will continue all night, we have clear skies. The mist and fog will

:25:56.:26:01.

become widespread. It will be quite dense by tomorrow morning. The

:26:02.:26:04.

temperatures might drop further than they did last night, so it is

:26:05.:26:07.

possible that out in the countryside we could have six or seven degrees

:26:08.:26:13.

temperatures. His ability may not be great first thing tomorrow morning,

:26:14.:26:18.

but we have got an approaching weather friends. `` visibility. ``

:26:19.:26:25.

approaching weather friends. The winds will break up the mist and

:26:26.:26:31.

fog. The visibility may not be great. It will get thinner in the

:26:32.:26:38.

middle of the day, but it will also be brighter. There may be some

:26:39.:26:43.

sunshine in Suffolk. The West will be quite cloudy. Temperatures will

:26:44.:26:51.

be quite mild. A light to moderate southeasterly winds. Into the

:26:52.:26:58.

afternoon, the weather front will move in. Overnight, it will be more

:26:59.:27:04.

persistent, so it could be a wet start to the day on Saturday. The

:27:05.:27:10.

rain should clear out of the way quite quickly. It will be brighter

:27:11.:27:15.

in the middle of the day. There could be some more showers later on.

:27:16.:27:19.

The forecast on Sunday looks quite showery. There will be some heavy

:27:20.:27:28.

showers between the other weather system. There will be more wet

:27:29.:27:33.

weather on Monday. Overnight, not too cold. Temperature is will be in

:27:34.:27:37.

double figures. That is all from us. We hope you

:27:38.:27:41.

have a good evening. Goodbye.
