But the weather elsewhere has caused all sorts of problems over the past | :01:48. | :01:52. | |
24 hours. Overnight the deluge turned roads in two weeks. Some | :01:53. | :01:57. | |
drivers chanced it here, others wished that they had not. Some | :01:58. | :02:00. | |
businesses were left without customers to serve. A few years ago | :02:01. | :02:09. | |
these element `` be spent about ?30 million to get the flood water away, | :02:10. | :02:14. | |
but it is as bad as it ever was. People have cancelled because they | :02:15. | :02:18. | |
cannot get here. We have been nine years and we have seen their 67 | :02:19. | :02:22. | |

we have seen this six or seven times. The commute to work was a | :02:27. | :02:34. | |
struggle. Flooding forced to mean closures on the A12. This was the | :02:35. | :02:39. | |
scene outside Woodbridge. On Carol Road in Norwich some dreams were all | :02:40. | :02:49. | |

seafront in Great Yarmouth. At Colchester camping there was no sign | :03:15. | :03:17. | |
of the half`time crowd that they had hoped for. Last few days have been | :03:18. | :03:23. | |
disappointing, dampness has come, it has been wetter and wetter. | :03:24. | :03:27. | |
Fortunately we are towards the end of the bank holiday. At the caravan | :03:28. | :03:35. | |
annual rally here in Suffolk it was a long, wet night. I got up at half | :03:36. | :03:43. | |
past five this morning to push the water. It had been torrential rain | :03:44. | :03:51. | |
all night. In Ipswich this afternoon in the torrential rain returned. At | :03:52. | :03:54. | |
the showground they used pumps to clear surface water. The organisers | :03:55. | :04:01. | |
are adamant that the rain not affect the show. When we chose this site in | :04:02. | :04:07. | |
1960 we chose it because it is pure sand and very few training. As an | :04:08. | :04:12. | |
agricultural organisation we do know how to manage land. Forecasters say | :04:13. | :04:18. | |
that more heavy downpours will head our way in the coming days. | :04:19. | :04:26. | |

by definitely the winners. Their share of the vote up from 19% last | :10:48. | :10:57. | |
time to 34%. Where has it come from? The Liberal Democrats are down, but | :10:58. | :11:02. | |
they also take seats from Labour and people who have never voted before. | :11:03. | :11:07. | |
Labour are notably up, but it seems that most of that vote came from | :11:08. | :11:10. | |
former Liberal Democrats. There are stories that in some places many | :11:11. | :11:14. | |
Labour supporters did not turn out to vote. If that is true then that | :11:15. | :11:19. | |
is worrying for the party, so close to general election. It was dire for | :11:20. | :11:25. | |
the Lib Dems, they got fewer votes than the Greens. That is why some | :11:26. | :11:29. | |
councillors from this region have signed a letter for Nick leg to | :11:30. | :11:34. | |
stand down. The big debate is how seriously to take UKIP. `` Nick | :11:35. | :11:46. | |
Clegg. In parts of Norfolk and Cambridgeshire they could easily | :11:47. | :11:48. | |
influenced the outcome of next year's election. But because UKIP | :11:49. | :11:54. | |
are appealing to voters across the political spectrum, how do other | :11:55. | :11:58. | |
voters adjust their policies? Or do they just say, this is a protest | :11:59. | :12:03. | |
vote that will go away next year? But given the result of the sport, | :12:04. | :12:06. | |
can the parties continue to say that? `` this vote. | :12:07. | :12:15. | |
Here in the studio are Norman Lamb, Liberal Democrat MP and | :12:16. | :12:19. | |
Health Minister, and Richard Howitt, Labour MEP. | :12:20. | :12:21. | |
Conservative MEP Vicky Ford is in Cambridge and newly elected UKIP | :12:22. | :12:24. | |
Congratulations on that result for UKIP. It is it a good result for the | :12:25. | :12:30. | |
region? Are you intending to do work for us in Europe? Yes, but we have | :12:31. | :12:35. | |
to look at the big issue on the doors, which is immigration. We are | :12:36. | :12:41. | |
the only party with a plan to take back control of the Borders. The | :12:42. | :12:44. | |
other parties may say that they want to do that whilst being in the | :12:45. | :12:48. | |
European Union, and that is an impossibility. The only way we can | :12:49. | :12:53. | |
take control is to leave the EU. Are UKIP speaking the language of the | :12:54. | :12:56. | |
ordinary working people that Ed Miliband said today that Labour is | :12:57. | :13:02. | |
not reaching? I am grateful and glad to see Ed Miliband in Essex | :13:03. | :13:05. | |
delivering that message and I think that there is a big difference | :13:06. | :13:11. | |
between understanding concerns, concerns about the health service | :13:12. | :13:15. | |
and access to that, whether children can get jobs, and also homes. | :13:16. | :13:24. | |
UKIP's prescription is to support the health service and to remove | :13:25. | :13:28. | |
people's appointment rates, which will increase job security. The very | :13:29. | :13:34. | |
things that voters are worried about, Labour has the prescriptions | :13:35. | :13:40. | |
that UKIP does not. 30% of voters chose UKIP over you at the European | :13:41. | :13:43. | |
election. The disillusionment is not just with the government, it is with | :13:44. | :13:50. | |
you. There is an anti`politics disenchantment, and labour's job is | :13:51. | :13:56. | |
to Windows people over. In Norwich and Cambridge Labour had the | :13:57. | :13:59. | |
majority and it looks like we will wind at the general election next | :14:00. | :14:06. | |
year. The Labour vote went up. It is the first time in 20 years in the | :14:07. | :14:10. | |
European election that Labour has beaten the Conservatives. It was a | :14:11. | :14:13. | |
good election for Labour. But you did badly in places like Great | :14:14. | :14:19. | |
Yarmouth. Is it over for the Lib Dems in this region? You did not | :14:20. | :14:25. | |
even bother to put up some Lib Dems on some of the council elections. We | :14:26. | :14:30. | |
do you go from here? It is absolutely not over. We have faced | :14:31. | :14:33. | |
this question many teams and be always bounce back. Our focus has to | :14:34. | :14:39. | |
be rueful sleigh on focusing to get this country back after really | :14:40. | :14:46. | |
difficult times `` ruthlessly. You cannot get the country back if you | :14:47. | :14:51. | |
do not have any MPs? We have many MPs in Parliament and we are in the | :14:52. | :14:54. | |
coalition government. We have to act in the national interest. It is | :14:55. | :14:58. | |
critically important that we have to listen to what the voters said last | :14:59. | :15:02. | |

take. The way that the EU operates, it has let people down. We need to | :15:10. | :15:26. | |
devolve power, make it more democratic and accountable. I want | :15:27. | :15:30. | |
the Lib Dems to make fat reform argument. Little stock about | :15:31. | :15:34. | |
reform. Your party is under pressure to spell out what it wants to | :15:35. | :15:43. | |
change. What will you be arguing for ? The Conservative vote held up | :15:44. | :15:51. | |
quite well. The people have spoken. They want reform and a new | :15:52. | :15:55. | |
relationship with Europe. That is precisely why the Prime Minister has | :15:56. | :15:58. | |
gone to Brussels today to start that renegotiation. On my list of things | :15:59. | :16:03. | |
that I want to see be negotiated is that issue of immigration and | :16:04. | :16:08. | |
freedom of movement of people and how the controls of that have not | :16:09. | :16:11. | |
been strong enough for certain parts of the East of England. There are | :16:12. | :16:16. | |
also issues to do with human rights and decisions on home affairs and | :16:17. | :16:19. | |
justice. Those have been on our list. But a key difference between | :16:20. | :16:24. | |
ourselves and UKIP is that I want to see every negotiation that looks at | :16:25. | :16:28. | |
the detail so that business and British businesses will not be left | :16:29. | :16:33. | |
with uncertainty, because we need to make sure that we support British | :16:34. | :16:38. | |
businesses, British jobs, through this renegotiation. Can I just ask | :16:39. | :16:46. | |
you... Very briefly, this is a vote for a referendum, and I support a | :16:47. | :16:51. | |
referendum, 52 Conservative MPs in this region support and want a | :16:52. | :16:54. | |
referendum so that people can choose. How concerned are you? You | :16:55. | :17:00. | |
did well in the European vote but it is not looking so good for the | :17:01. | :17:02. | |
Conservatives in the first past the post elections and that could be the | :17:03. | :17:07. | |
big problem for you in this region. If people want a new relationship | :17:08. | :17:13. | |
with Europe, which is suggested in last week's vote, then they need to | :17:14. | :17:18. | |
make sure that they have MPs that are in favour of a referendum. If | :17:19. | :17:26. | |
there is a vote that splits the pro`reform, pro`change votes, they | :17:27. | :17:34. | |
could end up with a Labour MP. And those Conservative seats that we won | :17:35. | :17:38. | |
in the last election, if they go back to labour you will not get you | :17:39. | :17:45. | |
in out referendum. You are planning to stand in Thurrock. This region is | :17:46. | :17:50. | |
high on UKIP's target list. But it will not just be about Europe, it | :17:51. | :17:54. | |
will be about the economy, housing, welfare. Do you really think you can | :17:55. | :17:59. | |
persuade voters to vote for you to be at Westminster? Absolutely. We | :18:00. | :18:06. | |
won the popular vote at the council elections and in the European | :18:07. | :18:11. | |
elections. What you have heard there, completely misrepresenting | :18:12. | :18:19. | |
UKIP's position on NHS, particularly a cheap shot when Labour introduced | :18:20. | :18:31. | |
public private partnerships. We have a comprehensive platform to bring | :18:32. | :18:40. | |
change. If the Tory's best argument is vote for the blues to stop the | :18:41. | :18:47. | |
red then they are all the same. Let me put to you that we must have a | :18:48. | :18:50. | |
balanced debate about immigration and recognise that immigration has | :18:51. | :18:54. | |
in many respects done an enormous amount of good for this country. If | :18:55. | :18:59. | |
you think about the NHS... Let me finish this point. Let me make this | :19:00. | :19:04. | |
point. If you think about the NHS and you think about our care | :19:05. | :19:07. | |
service, the whole system would collapse without extraordinarily | :19:08. | :19:12. | |
dedicated people from across Europe working and caring for our frail | :19:13. | :19:15. | |
older people. You have to answer the question about where does that here | :19:16. | :19:19. | |
come from if we send all those people back on? Last time UKIP good | :19:20. | :19:26. | |
result in the European elections they went down to 3% by the general | :19:27. | :19:30. | |
election. I was debating whether UKIP candidate this morning he said | :19:31. | :19:35. | |
that yes, it is a protest vote. Next year the alternative is Labour and | :19:36. | :19:39. | |
that is why Labour is on course to win that general election. We have | :19:40. | :19:42. | |
spoken to many voters who did vote UKIP and they said that they do not | :19:43. | :19:46. | |
know if they will vote UKIP in the general election. They want to see | :19:47. | :19:50. | |
you prove yourself. You will be under a lot of scrutiny. Exactly. We | :19:51. | :19:56. | |
have shown in the areas where we gained on Thursday, we'll acted one | :19:57. | :20:00. | |
councillor in Thurrock in 2012, and people have seen the great work that | :20:01. | :20:05. | |
that councillor has done and they have elected five more `` we elected | :20:06. | :20:12. | |
one councillor. We will see places where we can make real | :20:13. | :20:14. | |
breakthroughs, where we can actually sure that we can give up on the | :20:15. | :20:20. | |
Punch and Judy of reds, blues and sometimes he was, and actually get | :20:21. | :20:24. | |
real change. The truth is that nobody knows how it is going to play | :20:25. | :20:28. | |
out at the general election, it is uncharted territory, which is | :20:29. | :20:34. | |
dangerous for the party in power. If you vote UKIP and we end up going | :20:35. | :20:37. | |
back to Labour then remember what it was like when we took over, with the | :20:38. | :20:41. | |
country in deep financial crisis, we run out of money and it has been | :20:42. | :20:45. | |
enormously painful getting this country's economy back together. A | :20:46. | :20:50. | |
lot of people have felt that pain. But look at where we are now. We | :20:51. | :20:54. | |
have cut the deficit to bring the economy back under control. 1.5 | :20:55. | :20:58. | |
million new jobs have started, 1.5 million young people given | :20:59. | :21:04. | |
apprentices. Let us not get this country get back into financial | :21:05. | :21:10. | |
disaster again. This has been done by the coalition. And it is two | :21:11. | :21:15. | |
parties working together. You are not getting the credit, is that what | :21:16. | :21:20. | |
you were saying? Yes, the smaller party does not get the credit that I | :21:21. | :21:26. | |
think in time we deserve. But I think it has been critically | :21:27. | :21:28. | |
important at a time of incredible danger to this country for two | :21:29. | :21:33. | |
parties to work together, and our clear message has been that we work | :21:34. | :21:40. | |
for a stronger economy, but also a fear society. Can I just... We have | :21:41. | :21:45. | |
achieved massive tax cuts for people on low pay, a punk your costs. We | :21:46. | :21:52. | |
have reformed pensions in a way that gives the money to people on low | :21:53. | :21:56. | |
incomes. These are real achievements in government and that is what we | :21:57. | :22:00. | |
should focus attention on. You have lost your identity in doing so. In | :22:01. | :22:05. | |
your constituency the Lib Dems were down more than 12%, UKIP up 16%. I | :22:06. | :22:12. | |
do not think we have lost our identity. I think that we have | :22:13. | :22:17. | |
fought very clearly for a stronger economy and a fairer society. It is | :22:18. | :22:20. | |
extraordinarily difficult for a time of economic people that we have been | :22:21. | :22:28. | |
working with the party that have not in our natural allies. Economic | :22:29. | :22:34. | |
dislocation is not just in Britain. Look at what has happened across | :22:35. | :22:39. | |
Europe, French, right`wing parties, like UKIP, in France, in Austria, in | :22:40. | :22:44. | |
Denmark, all gaining. It should be worrying to people. Let us talk | :22:45. | :22:56. | |
about this region. There is some suggestion that Labour voters did | :22:57. | :23:03. | |
not turn out, for example in Luton. Just 28% turnout. Are your voters | :23:04. | :23:10. | |
staying at home? There were not local council elections... The | :23:11. | :23:17. | |
turnout was higher than where it was just the European | :23:18. | :23:23. | |
Luton we have to greet Labour MPs and we're on course with victories | :23:24. | :23:28. | |
in Norwich, Cambridge, Watford, for Labour to be winning key seats that | :23:29. | :23:34. | |
it needs to win. 110 since `` one sentence from all of you. What will | :23:35. | :23:38. | |
you achieve for this region next year? We're on the road to economic | :23:39. | :23:42. | |
recovery, let us not ruin it. If you vote UKIP you could end up with | :23:43. | :23:49. | |
Labour and you will get back to financial disaster and you will not | :23:50. | :23:57. | |
get a referendum on Europe. The old three parties, you cannot tell the | :23:58. | :24:00. | |
difference between them. If you want back control of your borders, | :24:01. | :24:03. | |
sovereignty and democracy, vote UKIP. The austerity policies have | :24:04. | :24:11. | |
gone too far, we need to get that European money into the Easter think | :24:12. | :24:15. | |
in. I am the only MEP that works for that and we need to deal with job | :24:16. | :24:19. | |
insecurity and not slash employment rates. What are we missing out on? | :24:20. | :24:29. | |
