high, 15-20. It's not all bad. Thank you very much. That's all from | :00:00. | :00:00.
Rewards of this level are unusual and Crimestoppers reserve them | :00:00. | :00:22.
for the most horrendous of crimes that are the most disturbing and the | :00:23. | :00:25.
And as the inquiry enters its second week, what impact has | :00:26. | :00:29.
the murder had on the Colchdster estate where Nahid was living? | :00:30. | :00:32.
Also in the programme ` Why World Cup football equals more | :00:33. | :00:34.
We speak to the senior police officer hdlping to | :00:35. | :00:37.
I was a gamesmaker at London 20 2 and it was a fantastic experience | :00:38. | :00:44.
and I just wanted to get involved in something like that again. | :00:45. | :00:47.
And meet the Tourmakers helping to make sure the Tour de Francd gets | :00:48. | :00:50.
First tonight, Crimestoppers offer a ?10,000 reward as detectives | :00:51. | :01:06.
search for a breakthrough in the hunt for a killer in Colchester | :01:07. | :01:09.
Nahid Almanea was preparing to do a PhD at the University of Dssex. | :01:10. | :01:12.
She'd only been in the country a few months. | :01:13. | :01:20.
Back home in Saudi Arabia she was a university lecturer. | :01:21. | :01:23.
So far more than 600 people have called a police incident room | :01:24. | :01:26.
and more than 300 police officers are working on the case. | :01:27. | :01:29.
Tonight, there's a public mdeting in Colchester involving the Police | :01:30. | :01:32.
This public meeting has been scheduled for many weeks as one of | :01:33. | :01:49.
several held throughout the year to discuss local policing issuds but | :01:50. | :01:55.
tonight is no normal meeting because one topic will dominate the | :01:56. | :01:59.
discussions, the brutal murder last week of Nahid Almanea and another | :02:00. | :02:07.
murder three months early. Today there were further developmdnts I | :02:08. | :02:14.
am going to update you about the investigation into the murddr of | :02:15. | :02:18.
Nahid Almanea. Police are still searching for the piece of | :02:19. | :02:20.
information that will lead them to information that will lead them to | :02:21. | :02:25.
the Keller. They offer todax of a ?10,000 reward. It is not | :02:26. | :02:31.
unprecedented for our charity to offer an enhanced reward but it is | :02:32. | :02:36.
also not particularly common. They are reserved for the most sdrious | :02:37. | :02:43.
and disturbing crimes. They have also increased the amount to be | :02:44. | :02:48.
awarded for the murder thred months before. I cannot believe it was | :02:49. | :02:54.
three months ago I was sitthng here are appealing for information and I | :02:55. | :02:59.
know Essex police are doing absolutely everything. It is natural | :03:00. | :03:02.
for people to feel nervous `nd that is why we have increased thd award. | :03:03. | :03:08.
Today police revealed they have received 600 telephone calls and | :03:09. | :03:18.
have carried out 325 house`to`house enquiries and have recovered a | :03:19. | :03:25.
significant number of plates. Each knife recovered will be subject to | :03:26. | :03:30.
forensic examination and th`t remains an open and quietly for us | :03:31. | :03:33.
but a appeals to the public for any items discarded, please contact us | :03:34. | :03:39.
and we will continue our se`rch efforts until we are absolutely | :03:40. | :03:45.
sure. On the estate today, ` marked reduction in the police presence. | :03:46. | :03:50.
The hope is the anonymity offered by the telephone offer could bd key to | :03:51. | :03:56.
solving the murder. A number of people here tonight, and we have | :03:57. | :04:06.
been out today to find out lore about the estate and the people who | :04:07. | :04:11.
live here. With just over 3000 households that | :04:12. | :04:20.
is home to around 10,000 people The estate was built in the 1960s and | :04:21. | :04:26.
1970s and has grown ever since, with the real sense of a strong community | :04:27. | :04:30.
spirit, even more so after the events of the last week. St`cey | :04:31. | :04:37.
Watson works on the estate `nd it is her home. It is known to be rough | :04:38. | :04:42.
and it is a massive council estate and you will get all sorts of | :04:43. | :04:48.
people. Many say the estate has an unfair reputation and the social | :04:49. | :04:56.
club has 600 members. It is a great community and the people ard great. | :04:57. | :05:02.
They pull together when thex need to run the is not a bad thing `bout | :05:03. | :05:08.
this place at all. I have ndver personally had a problem, I think it | :05:09. | :05:11.
is the people on the outsidd that have problem. Everywhere has its | :05:12. | :05:27.
problems. With a mixture of social, private and student housing, it is | :05:28. | :05:31.
said to be the most diverse in Colchester but people are now | :05:32. | :05:36.
worried about heading at thdmselves in the Navy at the normally feel | :05:37. | :05:40.
confident in. People are more cautious about walking alond at | :05:41. | :05:45.
night and throughout the dax, but I think you will find that whdrever | :05:46. | :05:54.
you go. I have two little boys and I am constantly at the back g`te | :05:55. | :05:56.
watching them and seeing who is about. I only have the skill up the | :05:57. | :06:10.
roads. `` school. Nine days on from Nahid Almanea's Master, reshdents | :06:11. | :06:16.
say the estate will rise above it. They are naturally on edge but do | :06:17. | :06:19.
not want this place defined by what happened last week. | :06:20. | :06:23.
That meeting with the Policd and Crime Commissioner is jtst | :06:24. | :06:26.
getting underway now. Just over an hour ago I spoke | :06:27. | :06:29.
to Nick Alston about what hd was hoping it would achieve. | :06:30. | :06:32.
Tonight, they will be trying to reassure the public about what the | :06:33. | :06:39.
police are doing to investigate these awful crimes, but also put | :06:40. | :06:44.
them into the context of crhme in Colchester. Colchester is a great | :06:45. | :06:49.
tone and these tragic events have upset people so we need to talk | :06:50. | :06:55.
about those crimes and talk about what has been happening over the | :06:56. | :07:03.
last year. Together the asstrance and to seek help from the community. | :07:04. | :07:09.
How difficult is it to give free assurance when no particular | :07:10. | :07:13.
progress seems to be being lade There's a real sense of fear. I | :07:14. | :07:21.
think Allah is the word I used before and I would certainlx want | :07:22. | :07:24.
everybody to be a to their surroundings. We need to trtst Essex | :07:25. | :07:31.
police and I know an enormots amount of hard work is going on and that is | :07:32. | :07:38.
really important. If the person or persons responsible for this can be | :07:39. | :07:42.
caught, it is important this work goes on. There are no free | :07:43. | :07:52.
watersports for Nahid Almanda's case and the other case, as you hopeful | :07:53. | :07:57.
that could provide a breakthrough? We are grateful for making those | :07:58. | :08:02.
rewards of ?10,000 for each of those murders are grateful for making | :08:03. | :08:04.
those rewards of ?10,000 for each of those markers available, and I hope | :08:05. | :08:10.
it does prompt a response, but the clues to solving the crimes are | :08:11. | :08:17.
probably in the community. @nybody who is feeling they cannot talk to | :08:18. | :08:21.
the police, although I would hope most people can, but this is a great | :08:22. | :08:25.
way of reporting safely and anonymously. There had been a | :08:26. | :08:30.
campaign group that has complained of how Islamophobia has been treated | :08:31. | :08:35.
by your office and has calldd on more to help prevent it. I was | :08:36. | :08:42.
disappointed that criticism was made, and it was made by a group I | :08:43. | :08:48.
met very early on in my timd as Police and Crime Commissiondr, so it | :08:49. | :08:53.
is at the front of my mind. I think they maintained Islamophobi` was an | :08:54. | :08:59.
afterthought or me, but it certainly is not. From minority groups all | :09:00. | :09:08.
sorts, if you have concerns, please tell the police and have thd | :09:09. | :09:11.
confidence they respond professionally. `` will respond | :09:12. | :09:15.
professionally. was hoping it would achieve. | :09:16. | :09:21.
And I'll have more on how that meeting went | :09:22. | :09:23.
on our late bulletin tonight. That's at the later time of 11: 0. | :09:24. | :09:25.
The A department at Southend Hospital has been branded | :09:26. | :09:27.
The criticism has come from the NHS watchdog, Monitor, which is | :09:28. | :09:31.
But today, the hospital hit back, insisting it's already turndd | :09:32. | :09:36.
It has just gone 3pm and thd emergency department is as busy as | :09:37. | :09:50.
ever. On a daily basis they cope with the unexpected. In the last 24 | :09:51. | :09:59.
hours they hit a landmark fhgure. Yesterday was our busiest d`y in our | :10:00. | :10:07.
whole history, 325 people. 75 extra than what we usually expect. The | :10:08. | :10:14.
target is to discharge 95% of patients with an four hours and | :10:15. | :10:18.
today they bettered it and have done so for the last two months, but they | :10:19. | :10:27.
are striving towards consistency. We have a clear understanding `bout | :10:28. | :10:31.
what is expected. We expect them to take actions and they understand if | :10:32. | :10:37.
they feel, we will consider what else to do to put things right. The | :10:38. | :10:45.
unit has limitations, being built to handle less than it is dealhng with, | :10:46. | :10:53.
over 100,000 people. They are pulling in cash to make it bigger. | :10:54. | :11:00.
They said they would not hesitate to step in, does that statement make | :11:01. | :11:08.
you worry? Leadership is about the board and the buck stops with me in | :11:09. | :11:11.
terms of what happens in thd hospital on a daily basis. H would | :11:12. | :11:18.
expect nothing less if we do not maintain the improvements wd have | :11:19. | :11:25.
made. Absolutely. The key is stability, planning not just for the | :11:26. | :11:30.
next year or two but for much further ahead. They say getting | :11:31. | :11:36.
things right is that the he`rt of everything they strive for. | :11:37. | :11:44.
A protest has taken place in Newmarket over plans | :11:45. | :11:46.
It's the latest development in a long`running row | :11:47. | :11:51.
between the racing industry and the landowner Lord Derbx. | :11:52. | :11:53.
The latest plan would involve 400 homes. | :11:54. | :11:55.
Horses against homes. The r`cing industry saddled up against plans | :11:56. | :12:03.
for a housing development s`ying it could break the business. Pdople | :12:04. | :12:09.
coming into new market, it comes across as a large village r`ther | :12:10. | :12:13.
than a market town, and that is critical to the perception of | :12:14. | :12:21.
investors in the industry. @ huge number of which come from overseas | :12:22. | :12:24.
and this is the atmosphere they want. Every day, thousands of | :12:25. | :12:32.
racehorses cross here, alongside the car is, lorries, people and | :12:33. | :12:40.
bicycles. The protest say it is already at the limit and a new | :12:41. | :12:44.
housing development mean it could be potentially catastrophic. It is Lord | :12:45. | :12:52.
Derby who owns the land, a fact that grates in racing circles. Hhs | :12:53. | :12:59.
brother recently bred the horse that won the Derby, Australia. It is the | :13:00. | :13:09.
ultimate irony that this man with the family with such a fant`stic | :13:10. | :13:15.
history in the racing does seem to be prepared to put our industry at | :13:16. | :13:21.
some risk. But there has bedn a compromise with house numbers | :13:22. | :13:29.
slashed from 1200 to 400. It needs jobs and investment in the high | :13:30. | :13:32.
street so this is about the future of Newmarket. All these people will | :13:33. | :13:40.
need somewhere to live. The racing industry will always think `bout | :13:41. | :13:43.
themselves. They have enough already! Newmarket is dependent so | :13:44. | :13:49.
much on the racing industry and we do not want to harm that. Whth 00 | :13:50. | :13:55.
people on the housing waiting list, Newmarket needs new homes btt | :13:56. | :14:02.
campaigners ask, where will it end? The decision is due next wedk. | :14:03. | :14:12.
Still to come, the army of volunteers getting the tour to | :14:13. | :14:20.
France on the road. The county council promising thousands of | :14:21. | :14:25.
pounds to help your local boozer stay part of the community. A couple | :14:26. | :14:30.
of weeks ago, A couple of weeks ago on Look East | :14:31. | :14:36.
we talked about the relationship between dolestic | :14:37. | :14:39.
violence and the World Cup. Frighteningly | :14:40. | :14:41.
the police can accurately predict that numbers of incidents whll rise | :14:42. | :14:42.
sharply after each England game We were speaking to Essex Police who | :14:43. | :14:45.
are running a campaign And now they've got real figures | :14:46. | :14:48.
from the first two England games. In a moment, | :14:49. | :14:51.
the police officer in chargd. But first, a reminder of | :14:52. | :14:54.
the background from Debbie Tubby. `` the England squad returnhng home | :14:55. | :15:02.
this afternoon after being knocked out of the World Cup. They `re pure | :15:03. | :15:09.
performance resulted in a dramatic increase in domestic violence. `` | :15:10. | :15:24.
their poor performance. Thex have identified 110 men and seven women | :15:25. | :15:30.
most likely to be involved hn football related domestic abuse and | :15:31. | :15:32.
targeted them throughout thd tournament. Some will be arrested | :15:33. | :15:38.
before the World Cup becausd we know of outstanding offences and others | :15:39. | :15:45.
will be spoken to and we will do our best to make sure they face justice. | :15:46. | :15:51.
Why is it such a trigger? This woman's partner was jailed for | :15:52. | :15:56.
Harrah attempted murder. It is all about control, if you do not do what | :15:57. | :16:02.
they say or we are what thex want. It is the same with any sport. The | :16:03. | :16:10.
police also launched this c`mpaign video at the start of the World Cup | :16:11. | :16:14.
to stop domestic abusers kicking off. | :16:15. | :16:16.
Nick Burston is the detective inspector in charge | :16:17. | :16:18.
And I started by putting it to her that it was sad Essex Policd could | :16:19. | :16:23.
It is, it is a sad indictment of society, particularly in thd current | :16:24. | :16:38.
World Cup where England havd lost, and that can lead to a backlash | :16:39. | :16:43.
People with no responsibility for that situation at all, and ht is | :16:44. | :16:48.
precipitated by all sorts of factors but in the main it is being used as | :16:49. | :16:51.
an excuse to abuse another individual. They are alreadx abusers | :16:52. | :17:00.
and this is just another wax to get themselves the excuse to crdate | :17:01. | :17:05.
havoc in people's lives. Recently you told us they were certahn people | :17:06. | :17:10.
you work keeping an eye on during this period. Do you think you could | :17:11. | :17:14.
have been looking at even more cases like that that? `` with out that? We | :17:15. | :17:26.
have some people identified as the most prolific that `` selects, and | :17:27. | :17:36.
those people were communicated with to remind them of responsibhlities | :17:37. | :17:41.
to their partners, and it is their fault and they are the ones who make | :17:42. | :17:48.
the decision to abuse. Is it just when the football is all? Is that | :17:49. | :17:54.
the only sport that triggers this? It is the one that creates the most | :17:55. | :18:00.
noticeable spike, and it is not just about to elements and it can be | :18:01. | :18:07.
quite localised, depending on an early, if a particular location | :18:08. | :18:11.
supports one team and they have bad result, there could be a local | :18:12. | :18:17.
spike. It is incredibly brave of somebody to report something that is | :18:18. | :18:20.
happening and after you havd intervened, is the early support | :18:21. | :18:28.
network in place? Absolutelx. The important thing to say is if you do | :18:29. | :18:32.
not want to leave the relathonship, you do not have two, and it is | :18:33. | :18:39.
important to know that oursdlves and the people we work with than the | :18:40. | :18:43.
statutory and voluntary agencies will support you in your hole if you | :18:44. | :18:49.
do not want to leave. For example, somebody might have mental health | :18:50. | :18:54.
issues. The mental health practitioner can help them develop | :18:55. | :19:00.
coping strategies. What kind of coping strategies would you | :19:01. | :19:03.
recommend putting in place hf they cannot leave? The coping strategy | :19:04. | :19:09.
might just be somebody to phck up the phone to if things are not going | :19:10. | :19:16.
right and could be as simpld as recognising the danger of you are in | :19:17. | :19:22.
and preparing for leaving, so at a friend or family member's house you | :19:23. | :19:28.
have a bag and a copy of a passport and bank account. Some spard cash, | :19:29. | :19:35.
so if you had to flee an emdrgency you can actually leave without | :19:36. | :19:39.
having to go back to the hotse instantly. A change of clothes for | :19:40. | :19:43.
the children and some favourite toys. Thank you. | :19:44. | :19:49.
Many see the pub as the heart of a local community, but everx year, | :19:50. | :19:52.
So it's getting even more ilportant to make sure | :19:53. | :19:56.
Today, Norfolk County Counchl put thousands of pounds | :19:57. | :20:00.
into a scheme called "The Ptb's the Hub" encouraging pubs to take more | :20:01. | :20:04.
That could mean becoming a community centre, | :20:05. | :20:07.
The Kings Arms opened for btsiness in the 17th century. They are used | :20:08. | :20:30.
to be six pulps in this are` but it was the last and closed in 2012 It | :20:31. | :20:38.
is about to reopen, helped by a ?4000 grant from The Pub's The Hub. | :20:39. | :20:43.
We needed this to be more than just a pub, so we will have a colmunity | :20:44. | :20:50.
cafe and hopefully a school meals service for the primary school | :20:51. | :20:56.
opposite. We will get an offering that can cook 180 school me`ls a day | :20:57. | :21:01.
and also things like a coffde machine for the community c`fe. | :21:02. | :21:05.
Although there are signs th`t the rate of closure is may be slowing, | :21:06. | :21:14.
many are losing services sthll, and pubs can fill the gap. Todax at the | :21:15. | :21:23.
Royal Norfolk sure, the council leader announced a ?30,000 | :21:24. | :21:28.
contribution to the project. They are the first county council to do | :21:29. | :21:34.
so and pubs in Norfolk can `pply for grants from the Council for the | :21:35. | :21:40.
community scheme. What we h`ve been trying to do is put new accdss in | :21:41. | :21:46.
for elderly customers, disabled customers, so that it makes it a | :21:47. | :21:52.
more friendly place, so thex are not as isolated as before and they can | :21:53. | :21:56.
feel they can come into a w`rm welcome. The ?4000 grant max not | :21:57. | :22:03.
seem much but for a Norfolk county council it is something at the time | :22:04. | :22:10.
of big financial cutbacks, to help pulps and communities flourhsh. | :22:11. | :22:16.
`` pubs. Perhaps one of the surprising | :22:17. | :22:21.
success stories from the London Thousands of volunteers | :22:22. | :22:23.
in distinctive purple and orange uniform who helpdd made | :22:24. | :22:26.
everything tick. Now the Tour de France in Britain is | :22:27. | :22:28.
following in those same footsteps. 10,000 volunteers have been chosen | :22:29. | :22:31.
to help make race day run sloothly. Stage three starts in Cambrhdge | :22:32. | :22:34.
on Monday July 7th, winding its way Tom Williams has been talking to | :22:35. | :22:37.
the Tourmakers. From flag to put marshalling or just | :22:38. | :22:53.
being on hand with a friendly smile. Toolmakers will be the faces of the | :22:54. | :23:09.
race. `` Tourmakers. It has been fantastic, you have that calaraderie | :23:10. | :23:14.
and people coming together for a common goal, something really | :23:15. | :23:23.
positive. Over 25,000 applidd and just 10,000 made the final cut but | :23:24. | :23:29.
with the final stage just 10 days away, they today to con fin`l | :23:30. | :23:37.
instructions and collected tniforms. It is building on the momentum of | :23:38. | :23:41.
London 2012 and we have manx more volunteers here today who | :23:42. | :23:46.
volunteered during the Olympic Games. Two years on, they are still | :23:47. | :23:51.
volunteering for big sporting events. It is the biggest volunteer | :23:52. | :23:58.
workforce since the Olympics and the first time the event has posted | :23:59. | :24:08.
Tourmakers. I want you to gdt yourself into height order. | :24:09. | :24:14.
Volunteers are not all over 18, meet the young Tourmaker clinic. Pupils | :24:15. | :24:21.
have been taught how to run workshops, to deliver these sessions | :24:22. | :24:24.
to younger children at prim`ry schools. Fast forward one wdek and | :24:25. | :24:31.
the chance to put new skills to the test by teaching Tour de Fr`nce | :24:32. | :24:39.
themed activities. This is focusing on the skills you would need to be a | :24:40. | :24:43.
good cyclist, speed and bal`nce and coordination. Inside the artwork is | :24:44. | :24:51.
coming along nicely. We havd been designing flags to wave while people | :24:52. | :24:57.
go past. Do you think it is effective at getting people | :24:58. | :25:01.
excited? They all seem really excited and I are going to go and | :25:02. | :25:07.
watch it. A final few touchds and a flag to wave with pride. | :25:08. | :25:19.
I wish I had done that now! It has been raining a bet in places but | :25:20. | :25:21.
reasonable. Every time it is Glastonburx the | :25:22. | :25:36.
weather changes. We have ond more day of fine weather before things go | :25:37. | :25:39.
downhill with low pressure `re moving in. It was cloudy thhs | :25:40. | :25:45.
afternoon and there is still some clouds around Seoul this cloud will | :25:46. | :25:55.
continue to melt and we will have some clear spells through the night. | :25:56. | :26:02.
It was chilly last night, gdtting down to five Celsius and parts, but | :26:03. | :26:08.
do not take these figures at face value. It could be lower in the | :26:09. | :26:14.
countryside and there could be mist patches around as well. Starting | :26:15. | :26:19.
chilly tomorrow but what sunshine through the morning. More cloud in | :26:20. | :26:26.
the afternoon and the risk of some isolated showers but for most of us, | :26:27. | :26:34.
it will be dry throughout. Slightly warmer as well and staying cool on | :26:35. | :26:39.
the coast. Further inland, getting up to 20 Celsius. The afternoon sees | :26:40. | :26:45.
more clouds but it will then out into the evening and overnight. Low | :26:46. | :26:53.
pressure are moving and will bring us unsettled conditions for the end | :26:54. | :26:57.
of the week and it looks like that unsettled weather will conthnue into | :26:58. | :27:01.
the weekend so make the most of tomorrow. Looking pretty good but | :27:02. | :27:07.
with outbreaks of rain and heavy showers are owned by the end of the | :27:08. | :27:14.
week. This may clear quicklx, but lingering across northern p`rts and | :27:15. | :27:20.
these heavy showers are expdcted to continue on Saturday, with some | :27:21. | :27:28.
thunder, and it looks like the showers will still be around on | :27:29. | :27:33.
Sunday but not as many. A couple of unsettled days before it improves | :27:34. | :27:41.
slightly. That's all from us, have very good evening. | :27:42. | :27:49. |
