Great, Peter, thanks very much. It Great, Peter, thanks very much. It | :00:00. | :00:00.
In tonight's programme, I'll be speaking to Mr Carswell. | :00:00. | :00:25.
We have the story behind that defection, plus local | :00:26. | :00:27.
I am very disappointed. We voted for a Tory in key and ended up with a | :00:28. | :00:40.
UKIP one. In other news tonight, | :00:41. | :00:40.
a major review of the railway project in Suffolk which has caused | :00:41. | :00:43.
misery for thousands of commuters. And if you use heating oil at home, | :00:44. | :00:55.
the latest advice on when to seat up. | :00:56. | :01:03.
This beach has been filled today with people having a lovely time in | :01:04. | :01:18.
the sunshine. They were somewhat surprised to be accosted by | :01:19. | :01:22.
journalists who are keen to find out their reaction to the news that the | :01:23. | :01:26.
local MP Douglas Carswell has announced that he is defecting from | :01:27. | :01:30.
the Tories to UKIP and in doing so triggered a by`election. The news | :01:31. | :01:37.
has caused shock waves across Westminster and Essex. We will speak | :01:38. | :01:39.
to Douglas Carswell later. First, this report. This is a dramatic but | :01:40. | :01:49.
not unexpected announcement. With his strong euro sceptic views, | :01:50. | :01:54.
Douglas Carswell has been known to be sympathetic to UKIP for some | :01:55. | :01:57.
time. His name has often been suggested as a possible defector. He | :01:58. | :02:02.
always insisted he was a conservative. I am joining you kept | :02:03. | :02:08.
not because I am a conservative hankering after the past. I want | :02:09. | :02:13.
change. Journalists were told this press conference was about a new | :02:14. | :02:18.
UKIP donor. Now one expected to hear about a by`election. It is not | :02:19. | :02:24.
enough to leave the Conservatives to join UKIP, as someone who has always | :02:25. | :02:29.
wanted to serve the people there is only one honourable thing for me to | :02:30. | :02:34.
do, I must seek permission from my boss, the people of Clacton. I will | :02:35. | :02:41.
now resign from Parliament and there will be a by`election. Douglas | :02:42. | :02:44.
Carswell is a popular MP, not just because of his conservative views | :02:45. | :02:50.
but because he is a local campaigner fighting for the hospital and just | :02:51. | :02:54.
this week he attacked Network Rail for the delays. He is so far to the | :02:55. | :02:59.
right of the Conservative Party I have wondered for a long time and he | :03:00. | :03:03.
could remain a conservative. This is a huge embarrassment for the | :03:04. | :03:08.
Conservative Party. When David Cameron first took in wide`eyed | :03:09. | :03:15.
fruitcakes you need only to look to Douglas Carswell to realise who he | :03:16. | :03:18.
was talking about. Conservatives feel let down. This is a mistake | :03:19. | :03:24.
because we as a Conservative Party are the only ones able to deliver a | :03:25. | :03:30.
referendum in 2017 if we win the next general election. Labour and | :03:31. | :03:34.
the Liberals have said no to this, UKIP cannot deliver. Fourth UKIP | :03:35. | :03:38.
this is a major true, in a region where support is already strong, | :03:39. | :03:42.
particularly in Essex where the party did very well. Back in April | :03:43. | :03:48.
Douglas Carswell was a guest at the Sunday politics programme. Was this | :03:49. | :03:54.
a hint of his change? I have never been mistaken for anything other | :03:55. | :03:58.
than me, certainly not for being a liberal Democrat. What about for | :03:59. | :04:03.
being a UKIP member? We shall have to see? Today he nailed his colours | :04:04. | :04:09.
to the mast, a high risk strategy that he thinks can work. Clacton saw | :04:10. | :04:19.
its heyday as a beach resort in the 1950s but since then it has seen | :04:20. | :04:23.
some claim. It is home to many retired people but has its fair | :04:24. | :04:27.
share of deprivation. Douglas Carswell won this seat with a 12,000 | :04:28. | :04:32.
majority, more than 50% of the vote in 2010. What did people here make | :04:33. | :04:40.
of the announcement? At the Clacton Conservatives office, | :04:41. | :04:44.
party workers have not even had time to take down the Douglas Carswell | :04:45. | :04:48.
posters. In the window, was this a clue? A gushing tribute from UKIP | :04:49. | :04:57.
leader Nigel Farage. Mr Carswell sometimes comes into this | :04:58. | :05:03.
hairdresser. He was a real gentleman and I liked him. Not everyone is | :05:04. | :05:09.
happy the Conservative MP has jumped ship. I am disappointed, we voted | :05:10. | :05:14.
for a Tory MP and ended up with a UKIP one. It is shameless. It will | :05:15. | :05:22.
really rock the boat. Very shocked when I saw this on my phone this | :05:23. | :05:25.
morning. He has done the wrong decision. Elsewhere, a government | :05:26. | :05:30.
minister was opening a college of further education in Basildon. It | :05:31. | :05:34.
was a sign of how well the secret was kept that the minister knew | :05:35. | :05:38.
nothing about Douglas Carswell 's defection until we told him in this | :05:39. | :05:44.
interview. What is your reaction? I was not aware of that. I regretted | :05:45. | :05:49.
enormously, Douglas is a great man and I think it is a mistake. I am | :05:50. | :05:54.
stunned to hear this. Douglas Carswell spoke to us as recently as | :05:55. | :05:58.
Tuesday and gave no hint of the political bombshell that he was | :05:59. | :06:01.
about to drop. I think it is rather bizarre, a balmy decision by him. | :06:02. | :06:09.
Political analysts say that Mr Carswell stands a real chance of | :06:10. | :06:12.
winning the by`election for UKIP in Clacton. I think he has done the | :06:13. | :06:24.
right thing. Will you vote for him? I voted for him before and I will do | :06:25. | :06:29.
it again. He has a great local candidate. Soon, day`trippers here | :06:30. | :06:33.
could be outnumbered by politicians and political reporters when | :06:34. | :06:36.
campaigning for the all`important by`election gets underway. Douglas | :06:37. | :06:46.
Carswell joins us now. You have told us in the past many times you | :06:47. | :06:49.
actually through and through so what has changed? A couple of local | :06:50. | :06:54.
things helped crystallise the idea in my mind. For a start, the party | :06:55. | :06:59.
of localism, the Conservative Party that promised a local people the | :07:00. | :07:03.
right to decide things has announced we need an extra 12,000 homes to be | :07:04. | :07:09.
built in Clacton. The fact that the Conservative Party that promised to | :07:10. | :07:12.
reform the NHS is presiding over a situation in Clacton where local | :07:13. | :07:19.
people cannot see a GG. These local issues the great steel. The matter. | :07:20. | :07:23.
I do not think the party is serious about the change that we need. Are | :07:24. | :07:30.
you saying, because you are obviously very well`known forger | :07:31. | :07:33.
Euroscepticism, are you saying that Europe has not played a part in | :07:34. | :07:38.
this? It has played a part, but it is not the be all and end all. As I | :07:39. | :07:43.
said in my resignation speech, a failure to deliver political reform | :07:44. | :07:49.
to make government accountable to Parliament and Parliament properly | :07:50. | :07:53.
accountable to the voters, that I think is the single biggest factor | :07:54. | :07:57.
in my decision to decide that I am going to change party. Obviously, it | :07:58. | :08:03.
would be possible for me as an MP changing party to carry on in the | :08:04. | :08:09.
House of Commons, there have been no shortage of MPs have changed party | :08:10. | :08:12.
and remained sitting in the House of Commons but I do not think that | :08:13. | :08:15.
would be right. It would be the wrong thing to do. I will offer | :08:16. | :08:19.
myself up for the election sought local people can decide if this is | :08:20. | :08:24.
the right decision. You must know, too, that you are more likely to win | :08:25. | :08:28.
a by`election for UKIP and you would be if you waited until the general | :08:29. | :08:33.
election next year. As you feel any guilt towards all of those Tories in | :08:34. | :08:37.
the party who have fought for you and worked alongside you? There are | :08:38. | :08:43.
lots of very, very good people in the local Conservative Association | :08:44. | :08:49.
and I am very, very sad that it has come to this. I have been talking to | :08:50. | :08:53.
a lot of members of my Association today and they are coming with me. | :08:54. | :08:58.
Some will not and that saddens me but many will. I am accountable to | :08:59. | :09:02.
all voters in Clacton, not just those who happen to | :09:03. | :11:26.
favourite, do you feel confident of winning and becoming a kilt was for | :11:27. | :11:32.
UKIP at Westminster? I could lose, I do not sure if I will win. I am | :11:33. | :11:36.
taking a risk and trusting the people. I will say do you want me or | :11:37. | :11:42.
someone else? I am trusting the people and they are my boss, I had | :11:43. | :11:50.
to them. Let's see what they decide. Thank you very much for talking to | :11:51. | :11:54.
us. We will be back here in Clacton later with more reaction on today's | :11:55. | :11:58.
news but first we rest of the news from the region with Stewart. | :11:59. | :12:00.
After two days of major disruption for rail travellers on the | :12:01. | :12:03.
Great Eastern main line, Network Rail says it will decide tomorrow | :12:04. | :12:06.
whether more engineering work will go ahead in Ipswich this weekend. | :12:07. | :12:08.
A meeting was held last night between Network Rail, the train | :12:09. | :12:11.
operator Abellio and contractors working on the ?25 million scheme. | :12:12. | :12:24.
The Network Rail on an army on approach today at Ipswich station. | :12:25. | :12:30.
Part of a major theme to reduce congestion. At its heart it is | :12:31. | :12:36.
providing more space for freight trains to prevent hauled of the | :12:37. | :12:39.
passenger traffic. It involves laying new track of overhead power | :12:40. | :12:43.
lines. Today Network Rail said it had uncovered false with the | :12:44. | :12:47.
original design of a new signalling system being installed today. | :12:48. | :12:52.
Commuters were forced onto buses as bank holiday work overran by several | :12:53. | :12:59.
hours. Norwich North MP Corey Smith has led the great Eastern real | :13:00. | :13:04.
campaign, an all`party group arguing the region deserves better. We have | :13:05. | :13:09.
a very real service in East Anglia and Norfolk and Suffolk, it is not | :13:10. | :13:16.
good enough. We have had historic underinvestment and I am part of a | :13:17. | :13:19.
campaign to try had that part right. What we need in the short`term is | :13:20. | :13:23.
the service be done properly in terms of what they are due to | :13:24. | :13:27.
deliver the end, the out. When the MP took up the ace pockets challenge | :13:28. | :13:31.
in aid of charity today Network Rail were among the nominations for the | :13:32. | :13:36.
dosing. And number three, whoever is responsible at Network Rail but the | :13:37. | :13:41.
recent mess up in our real service. If they can take an ace pockets they | :13:42. | :13:47.
are welcome to come here and do it! Ready? Your regal. Smile! That is | :13:48. | :13:58.
called! Colchester MP Sir Bob Russell has argued there should be | :13:59. | :14:02.
no bonuses for Network Rail directors. It is often said we are | :14:03. | :14:07.
the pure relations in Thames of real spending but the ?25 million scheme | :14:08. | :14:13.
is part of a 2.2 billion programme of investment in this region in the | :14:14. | :14:17.
next five years. Network rail have apologised once more the travellers | :14:18. | :14:21.
and say they will make a final decision tomorrow on whether to go | :14:22. | :14:23.
ahead with plans engineering works on Saturday. | :14:24. | :14:29.
The cost of living for people in rural areas is now so high that | :14:30. | :14:32.
some are having to chose between buying food or heating their homes. | :14:33. | :14:35.
Norfolk Rural Community Council says higher transport and fuel costs mean | :14:36. | :14:37.
more home owners are suffering so`called 'fuel poverty'. | :14:38. | :14:39.
The percentage of households in 'fuel poverty' is highest | :14:40. | :14:41.
Filling up with heating fuel this summer might be the last thing on | :14:42. | :15:02.
your main but consider this, rate now it will cost around ?630. This | :15:03. | :15:08.
winter it could be ?200 more. It helps if you buy in bulk. Sylvia and | :15:09. | :15:13.
35 others have signed up to a syndicate scheme which has 3000 | :15:14. | :15:19.
members across Norfolk. There are a lot of syndicates, what makes this | :15:20. | :15:24.
different? Because it is not just placing an order for us by the local | :15:25. | :15:28.
syndicate, it goes into the countywide syndicate and we get | :15:29. | :15:32.
benefits from that. How much do you think you have saved? Probably about | :15:33. | :15:43.
?100. Based in Norwich the team negotiating on Sylvia 's behalf | :15:44. | :16:04.
usually do deals for farmers but now each monthly by 150,000 litres of | :16:05. | :16:10.
oil for domestic customers. We call it the orders, go to the | :16:11. | :16:10.
marketplace, negotiate on their marketplace, negotiate on their | :16:11. | :16:11.
behalf when faced the best prices and get it delivered to them within | :16:12. | :16:11.
can you be from the market price? can you be from the | :16:12. | :16:12.
Around two or 3p cheaper. The Around two or 3p cheaper. The | :16:13. | :16:13.
charity behind the scheme say this is now the biggest issue in rural | :16:14. | :16:18.
areas. This can be a big choice for people putting food on the table and | :16:19. | :16:23.
keeping their house at a decent temperature. Has got worse? Is | :16:24. | :16:28.
definitely has over the past few years. This could be a template for | :16:29. | :16:33.
a fair and roller`coaster. Why don't the distributors give us a easier | :16:34. | :16:38.
ride? This is worldwide, not just this country. We are led by | :16:39. | :16:45.
worldwide prices. And we must follow the market trends. Rural campaigners | :16:46. | :16:48.
say we can maintain some local control well many top up their | :16:49. | :16:54.
tanks, those in the countryside pop up their tanks. | :16:55. | :16:57.
Last year the Godolphin racing stables in Newmarket was | :16:58. | :17:00.
the centre of a major doping scandal with the revelation that trainer | :17:01. | :17:02.
Mahmood Al Zarooni had injected horses with illegal steroids. | :17:03. | :17:05.
A second Newmarket trainer was then caught doing the same thing | :17:06. | :17:09.
and the two were banned for a total of 13 years. | :17:10. | :17:12.
In the final part of our special series | :17:13. | :17:15.
on horse racing Louise Hubball asks has Newmarket's reputation recovered | :17:16. | :17:19.
In Newmarket, reputation is everything. | :17:20. | :17:25.
But this is a scandal that sent shockwaves through racing. | :17:26. | :17:30.
Godolfin trainer Mahmood Al Zarooni banned for 8 years | :17:31. | :17:32.
Another Newmarket trainer, Gerard Butler, banned for 5 over | :17:33. | :17:40.
More than 12 months on, a day at the races, like here at | :17:41. | :17:48.
And wiht the best view in the house, this voice of the sport welcomes | :17:49. | :17:54.
the British horseracing authority's new guidelines in response to | :17:55. | :18:02.
the scandal, including drugs testing without warning. | :18:03. | :18:06.
They have brought out a new format and hopefully it will | :18:07. | :18:08.
go around the world, where no drugs will be allowed to be used to help | :18:09. | :18:13.
horses run faster or mask any ailments or anything like that. | :18:14. | :18:17.
Newmarket's reputation, Godolfin's reputation, has that recovered? | :18:18. | :18:19.
We've got rid of the bad apples, if there were, now the good guys are | :18:20. | :18:24.
And here you don't have to look far for an expert opinion | :18:25. | :18:31.
It is typical of any environment in which you have big money, | :18:32. | :18:35.
there is always someone who is trying to get an edge. | :18:36. | :18:38.
In this case the culprits were caught, they were punished | :18:39. | :18:41.
It hasn't had any effect on attendences, it certainly hasn't | :18:42. | :18:49.
Do you think there is any lasting damage to Newmarket? | :18:50. | :18:54.
It is a reputation that has been long established over centuries, | :18:55. | :18:57.
Godolfin politely declined my request for an interview, | :18:58. | :19:05.
and certainly here on Newmarket's gallops, | :19:06. | :19:08.
And that is a bonus for the region's economy. | :19:09. | :19:14.
The reality is, racehorse trainers here alone bring | :19:15. | :19:16.
?98 million to the local area and employ more than 2,000 people. | :19:17. | :19:19.
And there is new investment proposed. | :19:20. | :19:23.
A new ?5 million gallops here on the racecourse side, to reduce | :19:24. | :19:28.
This is a world steeped in heritage and bloodlines, but as the past year | :19:29. | :19:36.
has proved, reputation can be robust and ensure future success. | :19:37. | :19:39.
Louise Hubble, BBC Look East, Newmarket. | :19:40. | :19:52.
's let's go back to Suzy in Clacton. Welcome back to Clacton in Essex | :19:53. | :20:06.
where local people are digestive and the news that their local MP is | :20:07. | :20:11.
defecting from police to UKIP. Douglas Carswell 's bombshell has | :20:12. | :20:16.
taken everyone by surprise, including his neighbouring MP and | :20:17. | :20:26.
fellow Euro`sceptic Tory Bernard Jenkin. They were known to be close | :20:27. | :20:34.
colleagues so when I spoke to Mr Jenkin earlier I asked for his | :20:35. | :20:41.
reaction. A bit of a bolt from the blue actually, I did not expect | :20:42. | :20:48.
Douglas to do this. He is a very principled person, he has very clear | :20:49. | :20:58.
views about this. I was not expecting him to defect from the | :20:59. | :21:01.
Conservative Party at this particular moment, not at all. You | :21:02. | :21:11.
are also a year is kept it, do you think he is showing the courage of | :21:12. | :21:19.
his convictions? Most of the Conservative Party is you sceptics. | :21:20. | :21:26.
What of the country is Euro`sceptic. I am disappointed he is not staying | :21:27. | :21:35.
in the Conservative Party to argue for the changes we need. David | :21:36. | :21:42.
the fiscal union treaty but he did. the fiscal union treaty but he did. | :21:43. | :21:43.
There are many things that we persuaded David Cameron of and that | :21:44. | :21:44.
is part of being in a party as a backbencher, persuading your | :21:45. | :21:45.
readership that things must change. I wish Douglas was still doing that. | :21:46. | :21:47.
The problem about what he has `` about what he has done is that it | :21:48. | :21:48.
helps Ed Miliband. If you want Ed Miliband to the Prime Minister don't | :21:49. | :21:49.
vote Conservative. UKIP has made it clear that this is one of their | :21:50. | :21:51.
target areas. Does that continue as an Essex MP? We know that the UKIP | :21:52. | :21:57.
Ford has been getting stickier, they have been holding onto their vote | :21:58. | :22:01.
better. But the UKIP Ford full`back. But it will cost Conservative seats | :22:02. | :22:06.
if too many Conservatives fought UKIP. The result of that will not be | :22:07. | :22:14.
a UKIP government, not a yellow sceptic government that. | :22:15. | :22:17.
Immigration, or do anything about the European Union, it will be a | :22:18. | :22:21.
Labour government putting up taxes and taking us more and more into the | :22:22. | :22:24.
EU and raising the level of immigration. That is what will | :22:25. | :22:30.
happen if you vote UKIP. You think he is reflecting the strength of | :22:31. | :22:34.
opinion among the general public? How was treated by a viewer on the | :22:35. | :22:38.
way he said at last an MP showing some. I think he is touching quite a | :22:39. | :22:42.
lot of people in that way, people like to see that someone is acting | :22:43. | :22:47.
out of principle. We as a party must act out of principle and we should | :22:48. | :22:52.
learn something from this and make sure that our policy is clear and | :22:53. | :22:57.
principled in our manifesto. That is what many of us will continue to | :22:58. | :23:01.
argue for in the Conservative Party and I am just sorry that Douglas has | :23:02. | :23:05.
decided to abandon ship and help Ed Miliband instead. Will he win? We | :23:06. | :23:11.
will wait and see. I am sure we will give him a good run for his money. | :23:12. | :23:21.
David Fincher is with me, the leader of conservatives in Essex County | :23:22. | :23:24.
Council. Do you feel betrayed by Douglas Carswell? Now, at this time | :23:25. | :23:28.
before elections we see defections of the time. MEPs from UKIP, over to | :23:29. | :23:37.
us. Do you think you can win? He is very popular. He is very popular but | :23:38. | :23:41.
you can have no policies worth talking about. The irony to trick | :23:42. | :23:45.
pony. We have all of the policies and all of the answers and we are | :23:46. | :23:49.
demonstrating that they are good answers every day in this country. | :23:50. | :23:55.
Do you think UKIP can do it? The bookies have UKIP favourites to win | :23:56. | :24:00.
the seat, they have the things going for them. Douglas Carswell is a | :24:01. | :24:04.
popular local MP. You can have a strong message on immigration and | :24:05. | :24:07.
that is a big issue in this part of the world. When it comes to the | :24:08. | :24:11.
by`election Douglas Carswell will be standing for none of the above. None | :24:12. | :24:19.
of the mainstream parties. For an electric dissatisfied with | :24:20. | :24:22.
mainstream holiday that will be attractive. He had a 12,000 | :24:23. | :24:27.
majority, that there's a lot of people to move over to UKIP. It is | :24:28. | :24:31.
possible he could split the UKIP vote and let in labour. When will | :24:32. | :24:37.
the by`election happen? That is for the Conservatives to decide. They | :24:38. | :24:44.
want is out of the way quickly. We are heading towards conference | :24:45. | :24:50.
season and we cannot do it then. Thank you very much. As you can see | :24:51. | :24:53.
it is very glory here, let's get the weather. | :24:54. | :24:59.
We are getting a sneak preview at the beginning of September, high | :25:00. | :25:04.
pressure slowly builds to the south and that means for all of us we will | :25:05. | :25:09.
see some fine and dry weather. Temperatures fairly respectable for | :25:10. | :25:12.
the beginning of September and also some sunshine. That is not the case | :25:13. | :25:17.
at the moment, take a look at the charity. We have a weak weather | :25:18. | :25:21.
front moving in from the West. It is producing a lot of rain across Wales | :25:22. | :25:27.
and the western parts of England. As it slowly pushes across as it will | :25:28. | :25:31.
weaken. There is a lot of cloud on it as well, so it will be cloudy | :25:32. | :25:36.
evening. The rain will slowly give us fit and into the evening. The | :25:37. | :25:40.
rain arriving over Cambridge as well as western parts of Norfolk. Some | :25:41. | :25:46.
parts remain dry, the rain is very patchy. As we head to the evening | :25:47. | :25:49.
you might find a little bit of darkness in places. Overnight it | :25:50. | :25:56.
will remain dry, with a lot of clear skies but the breeze is quite | :25:57. | :26:01.
strong. It blows the" across as and there is the risk of the odd spot or | :26:02. | :26:07.
two of rain. With the wind and the quote and temperatures holding up" | :26:08. | :26:10.
is a mild to make coming in at around 12 or even 13 degrees. | :26:11. | :26:17.
Tomorrow starts cloudy and breezy, through the day we are likely to see | :26:18. | :26:22.
the dampness again coming in. In any of high`pressure is still coming up | :26:23. | :26:26.
towards Scotland. We may find some rain coming in from time to time but | :26:27. | :26:29.
many areas remaining dry. Because the breeze is quite strong it could | :26:30. | :26:34.
blow the cloud quite quickly across East Anglia. If you are sheltered | :26:35. | :26:41.
from the breeze the temperatures will hold at around 19 or 20 | :26:42. | :26:45.
degrees. If you are stepping out tomorrow it could be a bit damp in | :26:46. | :26:50.
places again, but it will be a mild evening, temperatures holding up | :26:51. | :26:54.
into double figures, around 12 or 13 degrees. As I said, the | :26:55. | :26:58.
high`pressure is slowly moving in from the south. This is the former | :26:59. | :27:04.
hurricane crest of that is pushing up in this direction and not | :27:05. | :27:07.
bothering us. The good news is that the cloud will break up and there | :27:08. | :27:11.
will be a late fees and some sunshine. It will be cloudy on | :27:12. | :27:16.
Friday and Saturday, Sunday looks brighter but, Monday some good sunny | :27:17. | :27:20.
spells and temperatures up to 21 degrees. Good evening. | :27:21. | :27:31.
The satellite trucks have been here in force today, parked along the | :27:32. | :27:36.
beachfront. All eyes on Clacton in the coming weeks to see if this is a | :27:37. | :27:38.
place where political history will be made with the first UKIP MP | :27:39. | :27:42.
elected. And if so will it be a one for the start of a major change at | :27:43. | :27:46.
Westminster? Interesting times politically. Goodbye. | :27:47. | :28:16.
Go away if you don't me to speak to you like that! | :28:17. | :28:18.
Most schools exclude disruptive pupils. | :28:19. | :28:22.
I ain't putting up with this any more. | :28:23. | :28:25.
But one school takes them in and promises five GCSEs. | :28:26. | :28:30. |
