Cambridgeshire was labelled not good enough. Domestic abuse accotnts for | :01:10. | :01:15. | |
eight per cent of all recorded crime in Britain. Across the country, it | :01:16. | :01:20. | |
claimed the lives of 77 womdn last year. But today's report sahd | :01:21. | :01:24. | |
Bedfordshire only has one dddicated officer to deal with cases of | :01:25. | :01:27. | |

Sally Chidzoy. For 12 years, Ruth suffered horrific | :01:33. | :01:35. | |
physical, psychological and emotional abuse at the hands of her | :01:36. | :01:41. | |
husband. Beaten with a rollhng pin, bottles smashed on her, her | :01:42. | :01:45. | |
six`year`old daughter saved her She used to hide behind the door and | :01:46. | :01:48. | |
watch. You never under estilate children because they absorb so | :01:49. | :01:52. | |
much. She was the one who w`s brave enough to dial 999 and say this is | :01:53. | :02:00. | |
wrong, this should not be h`ppening. When it comes to a six`year`old | :02:01. | :02:06. | |
child, it's got to be right. There are thousands of domestic | :02:07. | :02:09. | |
violence abusers like this lan, but many escape arrest. For every | :02:10. | :02:12. | |
survivor like Ruth who fled to safety, there are many more women | :02:13. | :02:16. | |
and men who suffer in silence behind closed doors. But it is the way that | :02:17. | :02:27. | |
police respond to domestic violence and abuse that has led to Hdr | :02:28. | :02:29. | |
Majesty's Inspectorate of Constabulary producing the report. | :02:30. | :02:31. | |
Bedfordshire Police's handlhng has been described as potentially | :02:32. | :02:34. | |
dangerous. There were real concerns that we expressed in this rdport | :02:35. | :02:37. | |
that even victims at the highest level of risk, people that really | :02:38. | :02:41. | |
could have a serious injury or even worse, were not being properly | :02:42. | :02:46. | |
looked after. And the crimes relating to the abuse they had | :02:47. | :02:49. | |
suffered were not being properly investigated. | :02:50. | :02:53. | |
Bedfordshire Police accept their failings. | :02:54. | :02:57. | |
We did prioritise our resources and dealt very well with the high risk | :02:58. | :03:01. | |
which is why our performancd was so good in that area. But what we did | :03:02. | :03:11. | |
lose focus on is the victims. They got a good service when thex were | :03:12. | :03:15. | |
dealt with by the officers hn the street, and it says that in the | :03:16. | :03:19. | |
report. What we did not focts on was picking up those issues aftdrwards | :03:20. | :03:22. | |
and giving that ongoing support But it is something we will put right | :03:23. | :03:25. | |
now. There is also criticism of | :03:26. | :03:27. | |
Cambridgeshire Police who prioritised burglaries and other | :03:28. | :03:30. | |
offences over domestic violdnce The report looks at 43 police forces in | :03:31. | :03:33. | |
England and Wales, all described as needing to improve. Bedfordshire had | :03:34. | :03:36. | |
serious failings, Cambridge was not good enough, Northamptonshire had | :03:37. | :03:38. | |
the lowest arrest rates and Hertfordshire had a disjointed | :03:39. | :03:45. | |
approach. There are serious failings, failures | :03:46. | :03:48. | |
to attend emergency calls, to gather evidence and a failure to arrest | :03:49. | :03:55. | |
violent and dangerous men. @nd sometimes outright hostile, negative | :03:56. | :04:00. | |
attitudes towards the victil. We have to see change. This cannot go | :04:01. | :04:07. | |
on. We cannot sit back and watch women and children being killed | :04:08. | :04:10. | |
because the police are not doing their job. | :04:11. | :04:14. | |
Control rooms are where victims often turn to first. For victims | :04:15. | :04:17. | |
like Ruth, the right police handling can help them reach safety. | :04:18. | :04:24. | |
It is the hardest thing to do, to leave. It is the most scary thing. | :04:25. | :04:31. | |
But it is worth it. Ruth Bennett talking to our homes | :04:32. | :04:34. | |
affairs correspondent Sally Chidzoy. Well, earlier, I spoke to the Chief | :04:35. | :04:37. | |
Constable of Cambridgeshire and asked him if his force takes | :04:38. | :04:44. | |
domestic violence seriously enough. We have 50 people working in the | :04:45. | :04:47. | |
domestic violence unit that we have had for 18 months. But we h`ve not | :04:48. | :04:56. | |
put all the pieces joined`up enough. But to say we do not take it | :04:57. | :05:01. | |
seriously, it is the only specialist squad we have of any size in the | :05:02. | :05:08. | |
constabulary. But the report says you do not take domestic violence as | :05:09. | :05:13. | |
seriously as some other criles, like burglary. I appreciate that. That is | :05:14. | :05:21. | |
what people felt when they came in December. But that is not the case | :05:22. | :05:31. | |
now. Let's talk about the arrest rate, very low in Cambridge sure. `` | :05:32. | :05:38. | |
Cambridge shire. Why are thdy so low? There is a lot of rese`rch | :05:39. | :05:48. | |
about arrest rates, a lot of conflicting academic research. We | :05:49. | :05:58. | |
should see how decisions ard taken to make sure our officers are taking | :05:59. | :06:02. | |
the right decisions. If you compare your sales to other forces, the | :06:03. | :06:08. | |
report says that Norfolk is doing well and Norfolk puts its stccess | :06:09. | :06:13. | |
down to the leadership from the Chief Constable Shaun Sawyer. He | :06:14. | :06:17. | |
takes domestic violence serhously and there is a trickle down effect. | :06:18. | :06:29. | |

A hospital under pressure. Pressure on boards, services and staff. | :07:45. | :07:53. | |
Already this month, non`emergency treatment has been cancelled. At | :07:54. | :07:57. | |
accident and emergency, thex have been failing waiting times | :07:58. | :07:59. | |
consistently. Today, the care quality commission said the hospital | :08:00. | :08:04. | |
requires improvement and gave its recommendations. | :08:05. | :08:17. | |
The Care Quality Commission says a number of areas needed improving | :08:18. | :08:24. | |
apart from accident and emergency. They said that they had concerns | :08:25. | :08:28. | |
that there was not a good enough system in place when moving patients | :08:29. | :08:32. | |

people visiting the hospital said they thought it needed more staff. | :08:44. | :08:48. | |
This staff are under tremendous pressure. There does not sedm to be | :08:49. | :08:51. | |

are under pressure and the pressure has carried on. The hospital said | :08:57. | :09:04. | |
there were positives, espechally on the quality of care. They s`id other | :09:05. | :09:10. | |
issues are being addressed. We are trying to ensure that all otr | :09:11. | :09:14. | |
partners across the system `re helping us so that despite the | :09:15. | :09:18. | |
increasing number of patients coming into the department, we havd | :09:19. | :09:20. | |
assistance in dealing with them more rapidly. One day this month, the | :09:21. | :09:25. | |
hospital was short of 86 beds. This week, one of Corby's bhggest | :09:26. | :09:43. | |
employers announced it was closing its factory. Well, today thdre was a | :09:44. | :09:53. | |
glimmer of hope for some of those workers as companies from across the | :09:54. | :09:56. | |
region attended a careers' fair in the town. | :09:57. | :09:59. | |
Manager, team leader, then charge hand. | :10:00. | :10:03. | |
This man was in charge of 40 people. He says he will take any job here. | :10:04. | :10:07. | |
Made redundant after 17 years at Solway, Monday was his last day | :10:08. | :10:15. | |

like family some of them. Qtite emotional. After such a long time. | :10:19. | :10:23. | |

think it will be worse next week when the night shift finishds. | :10:29. | :10:32. | |
There are 500 jobs on offer here from 27 employers. Among thdm | :10:33. | :10:35. | |
Iforce, a packing and dispatch company. At their warehouse in | :10:36. | :10:41. | |
Corby, they need 30 new workers Looking for the admin side, | :10:42. | :10:45. | |
supervisors, management. General pickers and packers. Anyone with a | :10:46. | :10:50. | |
warehouse background. How dhfficult is it to find people like that | :10:51. | :10:54. | |
normally? It is, usually we go through an agency. | :10:55. | :10:59. | |
On Monday, workers at Solwax found out their jobs would go. Thd factory | :11:00. | :11:02. | |
that packs salads for superlarkets was to close. Many shocked, | :11:03. | :11:09. | |
saddened, stunned. We feel if they had committdd, they | :11:10. | :11:13. | |
could have stayed open and not saved all the jobs, but some of them. | :11:14. | :11:21. | |
Since I worked here, there have been over 1000 jobs. `` redundancies | :11:22. | :11:32. | |
It's going to be another major blow to Corby. It's going to be sad, very | :11:33. | :11:37. | |
emotional. By the end of August, the f`ctory | :11:38. | :11:41. | |
will have closed with more than 900 redundancies. If Solway can't sell | :11:42. | :11:44. | |
the site, it will sit here dmpty, derelict. | :11:45. | :11:49. | |
There are interested businesses who want to move to Corby, it m`y be a | :11:50. | :11:56. | |
site they can utilise. Other companies have indicated thdir | :11:57. | :11:58. | |
willingness to move at least onto part of the site. I don't sde it | :11:59. | :12:07. | |
lying derelict for too long. Employers here know Solway workers | :12:08. | :12:15. | |
have the skills they want. For this man, a choice of jobs. I have been | :12:16. | :12:19. | |
told I will be contacted next week, I have two interviews already. That | :12:20. | :12:23. | |
is good news. Yes, see what happens. Other large companies are looking to | :12:24. | :12:26. | |
