Hello and welcome to Wednesday's programme. | :00:00. | :00:00.
Full and on black alert - the region's flagship hospital | :00:00. | :00:10.
is open for business, but h`s no free beds. | :00:11. | :00:22.
The hospital is working verx hard to improve capacity, but the underlying | :00:23. | :00:28.
problem is simply that we do not have enough beds. | :00:29. | :00:30.
is accused of killing her, driven by jealousy and rage. | :00:31. | :00:35.
The millions of pounds of maintenance owed to | :00:36. | :00:37.
single parents in Milton Kexnes We take a look at the issue. | :00:38. | :00:42.
And in Black history month, the Norfolk artist winning a lifetime | :00:43. | :00:47.
achievement award. First tonight, how one | :00:48. | :00:52.
of the region's biggest and busiest hospitals has been | :00:53. | :00:55.
on black alert for a month. Addenbrookes Hospital in Calbridge | :00:56. | :00:59.
is at full capacity. It means patients who are not | :01:00. | :01:01.
critical are being sent awax and some non-urgent operations | :01:02. | :01:03.
are being cancelled. All this before the busy winter | :01:04. | :01:05.
period has even begun. In a moment, we will hear from one | :01:06. | :01:12.
of the hospital's chief doctors on what is being done | :01:13. | :01:15.
to resolve the crisis, but first, this report | :01:16. | :01:17.
from Anna Todd. It is a seasonal tradition for | :01:18. | :01:31.
British hospitals. No, that pressure is being felt all year round. | :01:32. | :01:39.
Addenbrooke's Has been on a layout last month, having too few bids from | :01:40. | :01:46.
those coming in and too few people going out. We see stuff comhng in | :01:47. | :01:54.
nearly, working through the brakes and leaving late. It has a lassive | :01:55. | :01:59.
impact on the lawn hills and well-being. We try to encourage our | :02:00. | :02:08.
members to take a break, but we know that if the dead, the hospital would | :02:09. | :02:15.
notice a massive difference. Large-scale projects have bden | :02:16. | :02:24.
considered to ease the problem. A project which would deal 100 bids is | :02:25. | :02:32.
currently under review. And for the Papworth may be used to help with | :02:33. | :02:38.
the capacity is also on this aided. There have been some initiatives to | :02:39. | :02:44.
help with the fall of patients. Part of this is the coming together | :02:45. | :02:48.
meeting, looking at whether there are some people who could m`ybe be | :02:49. | :02:55.
discharged. This has made a small difference to waiting targets, | :02:56. | :02:58.
stranded patient and the cancellation of operations, but it | :02:59. | :03:03.
is simply not enough. The pressure continues to rise. The numbdr of | :03:04. | :03:11.
patients last year who arrive has increased by almost one quarter | :03:12. | :03:17.
There has also been a significant rise in the number of children with | :03:18. | :03:23.
mental health issues. This patient support group C money is kex. We do | :03:24. | :03:35.
have trouble pervading the support for all the different type of jobs. | :03:36. | :03:39.
The cost of support is very high in Cambridge. It is really difficult. | :03:40. | :03:45.
There are a lot of different things coming together. A solution has to | :03:46. | :03:54.
be found quickly, but the qtestion is just how quickly can be put in | :03:55. | :03:55.
place? So, if efforts so far have | :03:56. | :03:58.
not eased the crisis, I asked Consultant Emergencx | :03:59. | :04:01.
Physician at Addenbrookes, We had a lot of pressure | :04:02. | :04:04.
over the weekend. The hospital is working verx hard | :04:05. | :04:08.
to improve capacity. The underlying problem | :04:09. | :04:10.
is that we do not have enough beds for the patients | :04:11. | :04:12.
we are looking after. Part of a problem is that wd have | :04:13. | :04:15.
got a lot of patients in beds, who really | :04:16. | :04:18.
need to be moved on. They really need to go out | :04:19. | :04:20.
of hospital and into an If someone turns up in an albulance | :04:21. | :04:23.
now after a massive car crash, Yes, if people turn up | :04:24. | :04:32.
and need emergency care for business and will look | :04:33. | :04:40.
after people as best we can. The system is still safe, | :04:41. | :04:44.
but it is under What about an elderly | :04:45. | :04:47.
person who has had a fall or a pregnant woman in lots of pain. | :04:48. | :04:51.
What is the criteria? If people turn up at an emergency | :04:52. | :04:54.
department, we will see thel. We may say that they | :04:55. | :05:07.
could actually be better looked after by the GP | :05:08. | :05:09.
or seek alternative care. But if people need to see us, | :05:10. | :05:12.
is, we will do everything wd can We have heard the hospital | :05:13. | :05:15.
is surviving on staff goodwhll Could you cope if they sudddnly | :05:16. | :05:26.
started working to rule? The sort of people who work in | :05:27. | :05:37.
hospitals are not the sort of people who would work to rule. We have got | :05:38. | :05:42.
some an amazing stuff and the National Health Service. I do not | :05:43. | :05:49.
think the rid of simply see it is time to go home because it hs the | :05:50. | :05:51.
end of a shift. Surely there is risk of staff | :05:52. | :05:51.
getting ill themselves. We look after them as well `s | :05:52. | :06:04.
possible. We are under a lot of pressure. | :06:05. | :06:14.
possible. We are under a lot of pressure. What do you | :06:15. | :06:14.
need done quickly? We know xou're not going to get a new ward built | :06:15. | :06:25.
any team soon. We need to bd able to get more for and get more pdople out | :06:26. | :06:31.
of the hospital who do not need to be in there. At least ten to 15 of | :06:32. | :06:37.
our beds are taken up by people who do not need to be in. So, the could | :06:38. | :06:46.
be discharged, but there is nowhere to for them to go. What could be | :06:47. | :06:56.
done? It is a question of sdnsual medical practice and social care. It | :06:57. | :07:01.
is about the mixture over. We need to deliver that whole package. | :07:02. | :07:06.
It was described as a "calctlated murderous attack, driven | :07:07. | :07:08.
Luton Crown Court heard how Paul Hemming killed his partner | :07:09. | :07:12.
Mr Hemming, of Milton Keynes, denies murdering the mother of thrde, | :07:13. | :07:15.
but admits manslaughter. Our reporter Kate Bradbrook | :07:16. | :07:17.
was in court, to hear the opening of the case. | :07:18. | :07:28.
The prosecution case centred around the relationship between Natalie | :07:29. | :07:39.
Heming and a work colleague. She had taught her partner that she was | :07:40. | :07:44.
planning to leave him, but the prosecution say that was solething | :07:45. | :07:48.
he could not accept. It was his jealousy which led to her mtrder,. | :07:49. | :07:53.
Natalie Hemming was 31 and had three children. | :07:54. | :07:55.
She had been with her partner Paul Hemming for | :07:56. | :07:57.
over ten years and had taken his surname. | :07:58. | :07:59.
The court heard that earlier this year, Natalie had become | :08:00. | :08:01.
close to work colleague Simon Dennis. | :08:02. | :08:03.
They began meeting during ltnch breaks and, just days beford | :08:04. | :08:05.
she died, she told her partner that she was leaving him. | :08:06. | :08:08.
It was in May of this year, the day after Natalie had spent | :08:09. | :08:11.
the night in a hotel with Ddnnis, that she was killed at her home | :08:12. | :08:14.
The jury heard that she suffered a fractured skull and a | :08:15. | :08:23.
fracture to her left arm, where she tried to defend herself. | :08:24. | :08:26.
The prosecution said Paul Hemming's actions were. | :08:27. | :08:27.
Her body was found three wedks later, dumped in woodland in | :08:28. | :08:35.
The prosecution say Paul Helming lied glibly to everyone, | :08:36. | :08:45.
Including the police. He sahd that Natalie had gone to stay with a | :08:46. | :08:56.
friend. He sent text messagds to her fawn and concocted stories to | :08:57. | :09:04.
explain her absence. They s`y that he got angry and attacked hdr, but | :09:05. | :09:10.
never meant to kill her. Thd jury will have to decide whether he | :09:11. | :09:15.
intended to kill her or at least to cause serious harm. Paul Helming Has | :09:16. | :09:22.
admitted manslaughter but ddnies murder in the trial is expected to | :09:23. | :09:24.
last fortnight. The developers behind | :09:25. | :09:28.
a 5,000-home development in Corby have called | :09:29. | :09:30.
in the administrators, The plans for Prior's | :09:31. | :09:32.
Hall Park also include The leader of Corby | :09:33. | :09:35.
Borough Council says it is an important part of the town's | :09:36. | :09:39.
growth and he is confident the development will still be | :09:40. | :09:41.
completed as planned. Next tonight, new research has | :09:42. | :09:47.
shown that single parents in Milton Keynes are owed | :09:48. | :09:49.
more money by absent partners It has been calculated that, | :09:50. | :09:51.
in the town, over ?12 million of maintenance payments | :09:52. | :09:56.
remains uncollected Across the country, that | :09:57. | :09:57.
figure is ?4 billion. Stuart Ratcliffe has been to meet | :09:58. | :10:00.
one mum who has not received a penny, despite fighting | :10:01. | :10:03.
for payment for over ten ye`rs. She has asked us to protect her | :10:04. | :10:21.
identity. I have given all the details required. I have given over | :10:22. | :10:29.
all the information, includhng even his accountants details. I could get | :10:30. | :10:34.
all these answers, so why c`n they not? The Child Support Agency have | :10:35. | :10:42.
been unable to answer these questions. They have not bedn able | :10:43. | :10:50.
to provide her with any mondy. I hear from a different person each | :10:51. | :10:54.
time, telling me what the shtuation is. Over this whole period, you have | :10:55. | :11:01.
not received a penny? No. How does that make you feel? It makes me | :11:02. | :11:07.
angry, I suppose, that thosd people, what sort of message does that send | :11:08. | :11:14.
out to the children that soleone is allowed to just walk away in this | :11:15. | :11:22.
way. According to research by charities, there is more nonpayment | :11:23. | :11:29.
in this region. They there `re over 5.5 million in arrears. That is the | :11:30. | :11:37.
national average for the arda, but we have a total of over ?12 million, | :11:38. | :11:45.
making it the highest figurd in the whole country. The charity hs no | :11:46. | :11:51.
calling on the Child Support Agency anti-government to do more. They | :11:52. | :11:54.
actually have very extensivd powers to do something about this, taking | :11:55. | :12:05.
money from earnings and reporting people to credit reference `gencies. | :12:06. | :12:09.
So far, they have not done that They have not referred one case that | :12:10. | :12:17.
way. Child Support Agency the is in the process of being scrappdd and | :12:18. | :12:24.
been replaced by another service. We are actually launching an enquiry | :12:25. | :12:27.
into the floors of the old system, so that before the old -- ndw system | :12:28. | :12:33.
is ruled out, we can make all the necessary changes which are | :12:34. | :12:37.
required. The question knows what happens to the ?4 billion of | :12:38. | :12:45.
outstanding payments. Unless parents reapply to claim that money that | :12:46. | :12:46.
date could simply be written off. The perfectly-kept lawns at one | :12:47. | :12:50.

Kim Riley has been When they planned their epic | :13:41. | :13:43.
journey around a Suffolk and his friend Sam Crimp kndw | :13:44. | :13:59.
it wasn't going to be easy. Henry's sister, Annie, | :14:00. | :14:03.
is their inspiration. Their 6500 mile trek, | :14:04. | :14:05.
some 13 million steps is taking them at a quarter | :14:06. | :14:07.
of the way around the world. Henry and Sam set out at thd end | :14:08. | :14:09.
of May, they have walked across Europe | :14:10. | :14:12.
and where are they now? At the moment, we are in central | :14:13. | :14:14.

and we find ourselves I would have to say being stuck up | :14:23. | :14:26.
in the mountains in Romania was really gruelling for two or three | :14:27. | :14:36.
days, it was wet, it was cold and we Our night was interrupted | :14:37. | :14:41.
by a couple of Turkish men wielding guns, | :14:42. | :14:45.
they dismantled our camp around us and then took us for a little walk | :14:46. | :14:50.
where we were arrested by | :14:51. | :14:52.
the police and taken to a deserted beach where | :14:53. | :14:54.
they dropped us off and left us | :14:55. | :14:55.
in the middle of nowhere. It was both tough and emotionally | :14:56. | :15:00.
quite draining, that one. Among the places they have taken | :15:01. | :15:07.
refuge, a shepherd's hut. It's great because your boots | :15:08. | :15:12.

and then to India. The people that we have met along | :15:26. | :15:27.
the way, we have been helped every single day pretty much | :15:28. | :15:33.
since we left, coffees, teas, people offering us showers, | :15:34. | :15:38.
places to stay. The people have made | :15:39. | :15:42.

says in the era of mobile phone But of course any | :16:02. | :16:10.
suggestion to withdraw them is expected to run | :16:11. | :16:13.
into local opposition. hopefully, at a red telephone box | :16:14. | :16:17.
in Norfolk is Robby West. I'm hoping he will pick up. Hello? I | :16:18. | :16:41.
am here in a classic model the Cape Town but we know it as the hconic | :16:42. | :16:47.
red telephone box. This one, it has seen better days, it is covdred in | :16:48. | :16:51.
cobwebs. There is a plant growing through the ceiling and leaving the | :16:52. | :16:55.
change box has gone missing. Today, BT have launched a public | :16:56. | :16:59.
consultation to find out wh`t to do with over 3000 telephone boxes in | :17:00. | :17:03.
Essex, Suffolk and Norfolk. They want to find out if residents will | :17:04. | :17:07.
to keep them as telephones, get rid of them completely or use them for | :17:08. | :17:08.
something completely differdnt. The glory days of the red | :17:09. | :17:12.
telephone box, before Now with the vast majority | :17:13. | :17:14.
of people in the UK having access to a mobile, | :17:15. | :17:23.
there has been a 90% BT is now inviting | :17:24. | :17:26.
parish councils in areas where phone boxes will be rdmoved | :17:27. | :17:32.
to adopt their red phone box Across the east, we have sedn | :17:33. | :17:35.
the quintessentially English icon become mini libraries, stor`ge units | :17:36. | :17:39.
for heart defibrillators and even transformed into | :17:40. | :17:43.
personal fish tanks. With mobile phone usage set to rise, | :17:44. | :17:46.
this could be the end of I'm joined now by a local rdsident | :17:47. | :18:03.
who wants to keep telephone boxes as telephones. In the age of the mobile | :18:04. | :18:08.
phone, is that advisable? The reality is much of North Norfolk | :18:09. | :18:11.
there is either know faint signal or very poor mobile phone sign`l. I | :18:12. | :18:17.
cannot get a phone signal hdre this evening and in an emergency, that | :18:18. | :18:21.
could be critical and we nedd things that actually work in our local | :18:22. | :18:25.
communities. That is why we are campaigning to save these | :18:26. | :18:28.
brainboxes. Saving one life by saving this box would make ht all | :18:29. | :18:33.
worthwhile. Rather than removing 74 boxes across North Norfolk, BT | :18:34. | :18:38.
should be ensuring that all residents have access to both mobile | :18:39. | :18:41.
and coverage, good mobile phone coverage and broadband. We would | :18:42. | :18:45.
love to find out what you think about keeping your phone box or | :18:46. | :18:49.
maybe getting rid of it at `ll. The details are below. We would love to | :18:50. | :18:52.
find out. Thank you very much indeed. Taking | :18:53. | :18:56.

Norwich City were knocked They took the lead twice | :18:59. | :19:00.

is becoming their Achilles heel and they were made to pay | :19:10. | :19:12.

include Leona Lewis, This year a lifetime | :21:10. | :21:10.
achievement award will go to the artist | :21:11. | :21:13.
Danny Keen from Norfolk. Mike Liggins has been | :21:14. | :21:15.
to watch him at work. My job is to know when to stop, | :21:16. | :21:31.
it's also matter following where the There's quite a lot of painting | :21:32. | :21:34.
here still, I could chase it, Danny Keen working at his home | :21:35. | :21:43.
in North Norfolk this morning. Danny now prefers something | :21:44. | :21:47.
a bit more abstract. You need to loosen up somethmes | :21:48. | :22:00.
and allow colour and form and texture and the paint | :22:01. | :22:03.
to just express itself. Danny came to this country | :22:04. | :22:09.
from Jamaica in 1952. He was four at the time | :22:10. | :22:13.
and part of the so-called | :22:14. | :22:15.
Windrush generation. Whatever our feelings, | :22:16. | :22:19.
we cannot deny them entry for all our British citizens and as such | :22:20. | :22:26.
are entitled to the identic`l rights His mother, Leah, came | :22:27. | :22:28.
first, she was single. We lived, four of us, in ond room in | :22:29. | :22:32.
Notting Hill Gate. And we had no bathroom, | :22:33. | :22:44.
shared a sink on the landing with everybody else, | :22:45. | :22:47.
one ring gas burner in the room I think that the whole generation, | :22:48. | :22:54.
by and large, of West Indian immigrants worked | :22:55. | :22:59.
hard, they didn't have and they rolled their sleevds up | :23:00. | :23:01.
and they got on with the hard work. Danny trained at art collegd | :23:02. | :23:07.
but earned a living for manx He went on to own his own | :23:08. | :23:10.
restaurants and a jazz cafe, Now a young-looking 68, | :23:11. | :23:14.
Danny goes to London on Friday to receive a lifetime achievement | :23:15. | :23:18.
award at the Black Film, Tv and to receive a lifetime achievement | :23:19. | :23:23.
award at the Black Film, TV and I think as an immigrant | :23:24. | :23:26.
from the West Indies, a lot of doors | :23:27. | :23:32.
were closed to us, I mean, And receiving this | :23:33. | :23:34.
award is like one of these doors being flung | :23:35. | :23:40.
wide open at last. His biggest work to date is | :23:41. | :23:45.
currently being displayed at Cromer Library, three big canvasses | :23:46. | :23:51.
full of life and colour. And what a life that puzzled little | :23:52. | :23:53.
boy from Jamaica has Like so many from the Caribbean | :23:54. | :23:56.
Danny Keen grew up and made a huge contribution | :23:57. | :24:00.
to this country, now recognhsed Michael Higgins, BBC | :24:01. | :24:04.
Look East, Norfolk. And the region could have | :24:05. | :24:12.
another winner tonight. Bedford PE teacher | :24:13. | :24:14.
Candice Brown is in the fin`l Candice made her mark | :24:15. | :24:17.
with ambitious cakes and striking I'm sure she will rise | :24:18. | :24:21.
to the occasion as the BBC bids Was it body where you live this | :24:22. | :24:45.
morning? -- Bobby. And mist the scene across the field. | :24:46. | :24:51.
Lots of beautiful autumn we`ther, some of that fog was a little bit | :24:52. | :24:54.
slow to claim places and it stayed cloudy. Some beautiful autuln | :24:55. | :25:00.
colours. We love getting yotr photographs they keep sending the | :25:01. | :25:04.
in. Looking at the satellitd image, you can see where that cloud, a | :25:05. | :25:08.
little bit stubborn district across counties like Norfolk but eventually | :25:09. | :25:13.
it started to break up. Lots of gap in the cloud and the cloud will | :25:14. | :25:15.
continue to disperse through this evening and overnight. We whll end | :25:16. | :25:19.
up with quite a lot of clear sky but then we run the risk of Mr Bob | :25:20. | :25:23.
developing. The four could be quite deadly places. Particularly across | :25:24. | :25:29.
the western counties. It is going to be difficult to predict where it | :25:30. | :25:32.
will be at its worst. Be aw`re that there is a risk of simple vhsibility | :25:33. | :25:36.
Tom remanding if you're out on the roads. Temperature wise, a low of | :25:37. | :25:41.
six or seven Celsius in somd parts of the area with more power, it | :25:42. | :25:45.
stays around ten. High pressure on the scene. This means a verx settled | :25:46. | :25:51.
forecast over the next few days A westerly wind bringing us some quite | :25:52. | :25:54.
mild SA would expect averagds around 12 Celsius at this time of xear we | :25:55. | :25:59.
got up to around 15 Celsius and similar tempters ultimo. Mr an | :26:00. | :26:02.
optically bad thing but it hs looking more hopeful that it will | :26:03. | :26:04.
play quicker. If you got sttck under play quicker. If you got sttck under | :26:05. | :26:08.
some low-level cloud or staxs quite misty where you live, hopeftlly will | :26:09. | :26:13.
see brighter spells of sunshine swiftly do tomorrow. 14 or 05 | :26:14. | :26:18.
Celsius expected high. Like south-westerly wind picking up a | :26:19. | :26:21.
little bit of the day progrdsses. It is saying fine and dry for the | :26:22. | :26:27.
afternoon. Nothing changes hugely on the pressure pattern, high-pressure | :26:28. | :26:29.
keeping a settled. This weather keeping a settled. This weather | :26:30. | :26:31.
friend close by so we're gohng to find that we get quite a lot of | :26:32. | :26:35.
cloud around at times so by Friday and into the weekend, althotgh it is | :26:36. | :26:39.
expected to stay dry and fahrly settled and still on the Mall site, | :26:40. | :26:43.
we are likely to find that ht says quite cloudy at times stop lore | :26:44. | :26:46.
hopeful that on Friday subplots of the region will see something | :26:47. | :26:50.
brighter, perhaps of sunshine. It is looking ragged will the clotdy at | :26:51. | :26:54.
the weekend to not quite so mild. 13 or 14 sources. Temperature hs | :26:55. | :26:59.
falling away to lower overnhght We will keep this west of southerly | :27:00. | :27:02.
wind so that keeps us in thd temperatures. | :27:03. | :27:05.
Thank you very much. But is it form Thank you very much. But is it form | :27:06. | :27:11.
all of us. Thank you for yotr company. We see night. | :27:12. | :27:20. |
