Here on BBC One it's time for the news where you are.

:00:00.:00:00.

Here in the East: Police and other agencies missed opportunities

:00:00.:00:00.

after a baby was killed by a pet dog, a review found today.

:00:07.:00:14.

After protests, will there be a U-turn on plans to close

:00:15.:00:17.

main roads into Cambridge at rush-hour?

:00:18.:00:19.

And the football stars tackling regeneration in Bedfordshire.

:00:20.:00:27.

It was an aggressive dog and police knew about it but didn't act before

:00:28.:00:31.

That is the conclusion of a special review into the death of Molly Mae

:00:32.:00:39.

She was six months old when she was savagely mauled by the

:00:40.:00:44.

Her mother and grandmother were jailed

:00:45.:00:48.

over the incident but the report said nothing could have prevented

:00:49.:00:51.

Emotions have run high ever since baby Molly Mae was

:00:52.:01:01.

mauled to death by her family's pet pit bull, Bruiser.

:01:02.:01:04.

When the child's mother and grandmother attended

:01:05.:01:07.

court, relatives and friends repeatedly turned on the media.

:01:08.:01:10.

Last month, Claire Reilly admitted owning a

:01:11.:01:13.

Susan Olcott admitted being in charge of one.

:01:14.:01:17.

But beyond the family, could the authorities have prevented

:01:18.:01:22.

Today the results of a serious case review were finally

:01:23.:01:26.

The family had contact with agencies and there were

:01:27.:01:30.

An overall comment has to be that people needed to be more

:01:31.:01:36.

People needed to ask the basic question as

:01:37.:01:42.

to whether there was a dangerous animal in the household or not.

:01:43.:01:46.

It is Northamptonshire Police who have

:01:47.:01:48.

She alerted the RSPCA who e-mailed the police

:01:49.:01:58.

The review cites poor practice among agencies and says midwives and

:01:59.:02:03.

health visitors should have been more curious,

:02:04.:02:06.

nothing suggests that any single professional could, or should, have

:02:07.:02:11.

This lady lives opposite the house where the dog attacked.

:02:12.:02:17.

She praises the bravery of the two officers who

:02:18.:02:20.

tried to save the baby but says the blame must rest with the child's

:02:21.:02:23.

She told me the dog would never attack her baby.

:02:24.:02:28.

The next day, it did, so I was really upset.

:02:29.:02:33.

You live opposite that house and the horror of

:02:34.:02:38.

that night, what rings in your mind most?

:02:39.:02:40.

You heard the dog howling as well, didn't you?

:02:41.:02:48.

It was howling and it had attacked the grandmother

:02:49.:02:55.

The serious case review said Claire Reilly had shown

:02:56.:03:02.

a level of deceit when dealing with agencies but they said it couldn't

:03:03.:03:05.

be proved that she had deliberately misled them about risks to her

:03:06.:03:08.

It was conceded that the dots linking the various agencies were

:03:09.:03:13.

The serious case review has come up with a number of

:03:14.:03:19.

recommendations but they cannot be enforced.

:03:20.:03:20.

For example they suggest that all midwives and health

:03:21.:03:24.

visitors should proactively ask parents if they have pets in the

:03:25.:03:27.

They suggest nationally that front line police officers should

:03:28.:03:32.

formally recognise aggressive dogs as a potential danger to children

:03:33.:03:36.

and it should be mandatory for vets to report their concerns

:03:37.:03:40.

about any dangerous or out-of-control dogs they come into

:03:41.:03:44.

It is Northamptonshire Police who have the most to learn

:03:45.:03:48.

At the time Molly Mae was killed by the dog, they had

:03:49.:03:53.

no formal policies or procedures in place to deal with incidents like

:03:54.:03:56.

Transport bosses have backtracked tonight on plans to close six major

:03:57.:04:06.

roads in Cambridge to peak-time traffic.

:04:07.:04:09.

The scheme to reduce congestion caused uproar amongst

:04:10.:04:12.

Our reporter is at one of the congestion

:04:13.:04:18.

I am on Mill Road and the news will bring relief to the thousands of

:04:19.:04:32.

people who signed a petition against the plans. It is called the city

:04:33.:04:38.

deal, and eight point plan to cut congestion that is currently

:04:39.:04:41.

is a problem that affects cities is a problem that affects cities

:04:42.:04:46.

across the country. In Cambridge it is particularly acute. The ageing

:04:47.:04:49.

road layouts means something as simple as getting to the work can

:04:50.:04:53.

become a daily nightmare. Earlier this month, protests were sparked by

:04:54.:04:58.

one aspect of the scheme, an idea to shut the city 's six main busiest

:04:59.:05:05.

roads during the rush hour. The leader of the City Council defended

:05:06.:05:08.

the plan, saying public transport would benefit. We need to reverse

:05:09.:05:15.

the problem is that he has. But usage is falling because sometimes

:05:16.:05:19.

people can get stuck in a bus for up to one hour so that is not visible

:05:20.:05:22.

problem but it does mean striking a balance between both users, vans

:05:23.:05:29.

moving around the city and cars. Does this mean the plans have been

:05:30.:05:35.

totally abandoned? Now, a public consultation into the scheme has

:05:36.:05:40.

just concluded and options including taxing commuter parking spaces and

:05:41.:05:45.

building in more investment for the bus and bicycle networks are still

:05:46.:05:48.

being considered. The City Council has always said doing nothing is not

:05:49.:05:54.

an option. What is accessible solution to cutting congestion looks

:05:55.:05:55.

like remains to be seen. Around 300 patients had their

:05:56.:06:01.

hospital appointments cancelled today because of a problem

:06:02.:06:04.

with the computer system. Peterborough City Hospital declared

:06:05.:06:06.

a critical incident this morning as doctors

:06:07.:06:08.

couldn't access patient records. The problem has now

:06:09.:06:12.

been resolved but they are looking at what actions

:06:13.:06:14.

to take over any future technical We've got all our patients

:06:15.:06:17.

cared for on the wards and we have clearly printed off

anything we need to print off so any slight problems with

computers but we've never this and I hope we never experience

and questions remain It is council land,

there would be a number of hurdles to get through before

the land is released but we are confident

the Government will help us

to overcome those hurdles. The only council

in port at this time would be our land,

which we are excited to use. It is an unusual
