A shortage of nursery teachers is putting | :00:00. | :00:00.
children's education at risk, according to a charity. | :00:07. | :00:08.
The Muslim community react to Louis Smith's | :00:09. | :00:10.
gymnastics ban after he was caught mocking Islam. | :00:11. | :00:14.
And the coldest night of thd autumn coming up with a | :00:15. | :00:17.
First tonight, a warning of a shortage of qualified nursery | :00:18. | :00:31.
Save the Children says therd's been a sharp fall in the number of people | :00:32. | :00:36.
applying for those teaching roles, partly because of low pay. | :00:37. | :00:40.
And it means many children are at risk of falling behind | :00:41. | :00:43.
A report by the charity found that in Peterborough 67% | :00:44. | :00:49.
of children at independent nurseries don't have a qualified teacher, | :00:50. | :00:57.
in Milton Keynes, where Sam Read spent the day. | :00:58. | :01:02.
Zoe, we have to make sure that three eggs at the shop. | :01:03. | :01:07.
Whoa, Carlos, you have been busy shopping, haven't you? | :01:08. | :01:10.
This may look like just good fun, but these children | :01:11. | :01:12.
at nursery in Milton Keynes are learning too. | :01:13. | :01:16.
Bosses here say that is partly because there is a qualified | :01:17. | :01:19.
My knowledge and expertise provide a better environment | :01:20. | :01:26.
All children want to learn `nd it's just providing those opporttnities | :01:27. | :01:30.
for them and seizing those loments where you see that you can `dd a bit | :01:31. | :01:35.
of extra or teach them something new that they wouldn't | :01:36. | :01:38.
But a report by Save the Chhldren says other nurseries | :01:39. | :01:43.
The boss here say there is a recruitment crisis | :01:44. | :01:48.
and while that is partly about salaries, operators s`y | :01:49. | :01:50.
You can't have champagne nurseries with lemonade funding. | :01:51. | :01:56.
If the funding levels are not sufficient to provide | :01:57. | :01:58.
high-quality care and education then either the standards whll have | :01:59. | :02:02.
to slip and corners will be cut or there just won't be | :02:03. | :02:05.
There's currently 15 hours free childcare for three | :02:06. | :02:11.
That's set to double to 30 hours but providers say the amount paid | :02:12. | :02:16.
by the government for that care is not high enough. | :02:17. | :02:20.
The Department for Education says the proportion of full-time nursery | :02:21. | :02:25.
staff who have at least A levels is rising and that | :02:26. | :02:27.
by the end of the parliament, it will be investing record | :02:28. | :02:30.
But some in the industry remain concerned. | :02:31. | :02:34.
What we know is that if children start behind when they start school, | :02:35. | :02:39.
they are four times likely to be behind at 11 at that crucial stage | :02:40. | :02:42.
And so they are just set up to stay behind for the rest | :02:43. | :02:48.
That's why we have got to act early, we have got to try and invest | :02:49. | :02:53.
in nurseries to help childrdn before they start school. | :02:54. | :02:55.
Charities and nurseries say they want this month's Autumn St`tement | :02:56. | :02:57.
They say the Chancellor needs to act if every child is to get | :02:58. | :03:04.
Well, with pressures on nursery providers so gre`t, | :03:05. | :03:15.
why is the government doublhng the amount of free childcard | :03:16. | :03:17.
I asked our political reporter Tom Barton to explain. | :03:18. | :03:23.
Well, Clare, this was a manhfesto commitment from the Conserv`tives at | :03:24. | :03:26.
the last election to providd 30 hours of free childcare to families | :03:27. | :03:29.
Of course, the point is to try and address the high cost | :03:30. | :03:36.
It is going to be introduced from September next year | :03:37. | :03:41.
and it's for parents of thrde and four-year-old children where | :03:42. | :03:45.
both parents earn at least ?6,0 0 a year and neither parent e`rns more | :03:46. | :03:49.
Of course though this is going to just increase the | :03:50. | :03:57.
demand on an industry which, as we have just heard, | :03:58. | :03:59.
Well, those who represent ntrseries say that the impact is going to | :04:00. | :04:06.
According to the Preschool Learning Alliance, | :04:07. | :04:10.
as many as half of their melbers say that they might have to close | :04:11. | :04:13.
as a result of the funding shortfall in this scheme | :04:14. | :04:18.
and while almost all nurserhes currently offer 15 hours | :04:19. | :04:22.
of free childcare, as many as seven in ten | :04:23. | :04:25.
say that they're considering not taking part in the extended scheme | :04:26. | :04:28.
Now, it is worth noting that the Government has | :04:29. | :04:33.
increased the amount of funding available by 7% but providers say | :04:34. | :04:37.
that that increase to ?4.88 an hour just isn't enough | :04:38. | :04:41.
Peterborough gymnast Louis Smith has been banned by his professional body | :04:42. | :04:50.
after a video was leaked online showing him mocking Islam. | :04:51. | :04:52.
British Gymnastics has suspdnded him from competing for two months, | :04:53. | :04:56.
Our reporter Waseem Mirza joins me now. | :04:57. | :05:02.
We all know Lewis Smith as ` British Olympics hero. He won silver in the | :05:03. | :05:16.
London 2012 and just this stmmer, in Rio. He became famous to a luch | :05:17. | :05:22.
wider audience on the BBC's Strictly Come Dancing programme. Last month, | :05:23. | :05:26.
video appeared online in whhch he and fellow gymnasts Luke Carson seen | :05:27. | :05:30.
mocking his arm. He appears to be laughing while Carson is filmed | :05:31. | :05:38.
mimicking prepositions. Smith later told BBC Look East he was ddeply | :05:39. | :05:40.
sorry. I've caused big offence | :05:41. | :05:41.
to the Muslim community and to the people that follow Islam, | :05:42. | :05:43.
to the people that support le. You know, I've let, | :05:44. | :05:46.
honestly, let so many people down, you know, it w`s a very | :05:47. | :05:48.
silly and drunken moment th`t I thought would always stay | :05:49. | :05:51.
behind closed doors, you know, it's the moment where you cringe | :05:52. | :05:53.
the next morning and you thhnk What is the response into hhs band? | :05:54. | :06:04.
Lewis Smith had been trying to rebuild bridges with the Muslim | :06:05. | :06:08.
committee. He visited a mospue in London just a few weeks ago saying | :06:09. | :06:11.
he needed to learn more abott the religion of Islam. I spoke to the | :06:12. | :06:16.
head of the Browne today who said that we should cut him some slack | :06:17. | :06:20.
for doing that but given Smhth's position, he said the ban w`s a fair | :06:21. | :06:25.
punishment. -- the head of Ramadan Foundation. | :06:26. | :06:27.
Young people growing up in our schools look up | :06:28. | :06:29.
to him as a role model, not just through his | :06:30. | :06:31.
sports but through his various public figures on TV | :06:32. | :06:34.
You know, there seems to be a different standard applied when we | :06:35. | :06:38.
talk about criticising Islal or mocking Islam, people talk about | :06:39. | :06:40.
freedom of speech but when ht is the Jewish faith or the Chrhstian | :06:41. | :06:43.
faith or the Hindu faith, there seems to be a different script | :06:44. | :06:46.
so I think, you know, I think it is the right dechsion. | :06:47. | :06:49.
Banned from two months, what kind of impact will have on his carder? He | :06:50. | :06:53.
eventually taking a break from the spot anyway. He is touring `s a | :06:54. | :06:56.
guest celebrity on the keep dancing stage production. There are no major | :06:57. | :07:00.
competitions scheduled before the end of the any. The only dolestic | :07:01. | :07:04.
event that he would stand to mist out on is the British pub tdam | :07:05. | :07:06.
Championships and design December. Next, the pace of growth | :07:07. | :07:13.
of Cambridgeshire's economy has slowed with manx | :07:14. | :07:14.
firms struggling to find That was the conclusion at ` meeting | :07:15. | :07:17.
of the top 100 companies But the group are still makhng | :07:18. | :07:21.
combined profits of more than a billion pounds a year | :07:22. | :07:24.
and say they're investing Our business correspondent | :07:25. | :07:27.
Richard Bond reports. Outside London, the economy | :07:28. | :07:32.
of Cambridgeshire is in the best A unique mixture of technology, | :07:33. | :07:34.
advanced manufacturing World-beating companies | :07:35. | :07:37.
such as ARM Holdings, The ecosystem of businesses | :07:38. | :07:47.
and health care companies... Each year, the accountancy firm | :07:48. | :07:50.
Grant Thornton looks at how the county's top 100 | :07:51. | :07:53.
companies are doing. Their combined sales were up by just | :07:54. | :07:54.
1%, less than previous years. What we are seeing again is people | :07:55. | :07:57.
having the confidence in the future of Cambridgeshire | :07:58. | :08:08.
to grow and develop. We have seen employee numbers go up | :08:09. | :08:11.
significantly and we have sden And we have seen investment | :08:12. | :08:14.
in property plant Across the 100 companies, | :08:15. | :08:26.
employment increased Average pay, at ?31,700, | :08:27. | :08:28.
is above the UK average of ?28, 00. Technology remains the biggdst | :08:29. | :08:32.
sector within the top 100 companies. But even it has seen a drop in sales | :08:33. | :08:34.
and profits over the last 12 months. The perennial challenge | :08:35. | :08:38.
for technology and for many other sectors in the county is access | :08:39. | :08:45.
to people but what we are sdeing is that companies are incre`sing | :08:46. | :08:49.
their people numbers and I think that is really good | :08:50. | :08:54.
and a real strong... Something that we should be | :08:55. | :08:58.
proud of for the county. Access to people is a big issue | :08:59. | :09:01.
for this software company. Redgate employs nearly 300 | :09:02. | :09:05.
people in Cambridge. If we want to grow, there's not that | :09:06. | :09:09.
many people in Cambridge, so we are poaching from somdone else | :09:10. | :09:12.
who is then poaching from us. So it's hard to get enough skilled | :09:13. | :09:15.
people into the business. A concern for this and other | :09:16. | :09:19.
companies in the survey is that Brexit will make it even harder | :09:20. | :09:22.
to recruit staff from oversdas. Richard Bond, BBC | :09:23. | :09:29.

we're back with news updates throughout BBC Breakfast | :10:03. | :10:04.
from 6.30 tomorrow morning. I'll leave you with the weather | :10:05. | :10:06.
with Alex Dolan. It's already close to freezhng | :10:07. | :10:08.
in some parts of the region Some clear skies right | :10:09. | :10:12.
across the region and althotgh these are the sort of temperatures we can | :10:13. | :10:17.
expect in towns and cities, out in the | :10:18. | :10:20.
countryside, it could get bdlow freezing so the risk of a | :10:21. | :10:22.
widespread ground frost loc`lly We've got an area of high pressure | :10:23. | :10:25.
bringing us some So expect that chilly | :10:26. | :10:31.
start but also some long spells of autumn sunshine, | :10:32. | :10:35.
quite a crisp day. Temperature wise, well, | :10:36. | :10:36.
it is going to be on the chhlly side despite the sunshine so we're likely | :10:37. | :10:39.
to record temperatures of around nine Celsius | :10:40. | :10:42.
at their highest. And the wind coming | :10:43. | :10:43.
in from the north should be quite a light wind | :10:44. | :10:45.
through tomorrow but certainly The national weather's coming up | :10:46. | :10:48.
but here's the outlook. And the cold is going | :10:49. | :10:51.
to set in for the rest of the week, certainly | :10:52. | :10:54.
a chilly outlook, mainly drx before turning unsettled. Good You | :10:55. | :10:56.
know what, in | :10:57. | :11:13. |
