The headlines tonight from Essex, Suffolk and Norfolk:

:00:10.:00:14.

The future battle to keep the region's coastal

:00:15.:00:16.

Those in the front line say we have all got to pay more.

:00:17.:00:22.

We all know what needs doing but the Government has to get to grhps.

:00:23.:00:31.

Everyone needs to pay a five packs. Which can be used to keep us all

the name of charity. The region's coastal communities

:00:57.:01:09.

have been told today they need greater protection

:01:10.:01:12.

from the risk of flooding. MPs are demanding a complete

:01:13.:01:15.

upheaval in the current system of flood defences which,

:01:16.:01:17.

they say, won't be enough to protect At the moment, it's

:01:18.:01:20.

the Environment Agency which takes responsibility for keeping us

:01:21.:01:24.

safe from flooding. But a committee of MPs

:01:25.:01:27.

says that has to change. This is what they want -

:01:28.:01:29.

a new English Rivers And regional boards to make sure

:01:30.:01:32.

the job is done properly. Developers who build on flood plains

:01:33.:01:39.

should share the cost And warnings about the risk

:01:40.:01:41.

of flooding must be simplified. Let's get the full details now

:01:42.:01:48.

from our environment reportdr, Richard Daniel, who is at Wells

:01:49.:01:51.

next the Sea in Norfolk. It was almost three years ago that

:01:52.:02:05.

this committee and many comlittees this committee and many committees

:02:06.:02:11.

were affected by flooding. This is where flooding reached that night.

:02:12.:02:18.

Today, this committee and group of MPs says our approach to flood

:02:19.:02:23.

defence is ineffective and fragmented. And something ndw for

:02:24.:02:25.

fragmented. And something new for radical overhaul.

:02:26.:02:26.

Tidal surges, homes crashing into the sea, flash floods

:02:27.:02:29.

The threat to the region from flooding is clear.

:02:30.:02:34.

Our policy for tackling it is not, according to the Environment,

:02:35.:02:36.

In the tidal surge of December 2013, his chantry at Wells next

:02:37.:02:59.

He says the approach to coastal defences is piecemeal,

:03:00.:03:05.

We don't seem to be able to coordinate a plan.

:03:06.:03:08.

It is, do this here, put some rocks there,

:03:09.:03:11.

Try and get the community to pay here.

:03:12.:03:15.

For 18 years, Malcolm Kirby has fought to defend his villagd.

:03:16.:03:17.

He says there is one central problem.

:03:18.:03:19.

Ten years ago, in that one financial year, we were spending ?570 million

:03:20.:03:23.

on flood and coastal management in this country.

:03:24.:03:25.

Now, because they want to b`mboozle the public, they do it

:03:26.:03:28.

So they say, over the next year, next six years, we are going

:03:29.:03:33.

I mean, that is a minimum of a 30% reduction in spending

:03:34.:03:41.

from what we were spending ten years ago.

:03:42.:03:43.

But Marie Strong argues that reform is long overdue.

:03:44.:03:45.

A county councillor, she works to reduce the number

:03:46.:03:47.

of properties vulnerable to flooding.

:03:48.:03:51.

But she admits, there is unnecessary duplication, too.

:03:52.:03:55.

I mean, one example would be coastal erosion and coastal flooding.

:03:56.:03:59.

Because the erosion is dealt with by the district

:04:00.:04:02.

The MPs argue climate changd will mean more intense

:04:03.:04:08.

storms to come, raising the floods risk yet further.

:04:09.:04:11.

The coastal flooding in particular will be a severe problem

:04:12.:04:18.

But also extreme rainfall is going to cause flooding within urban

:04:19.:04:21.

So we are very unprepared for those types of events,

:04:22.:04:26.

So we're just about keeping up with our current flood defences

:04:27.:04:30.

One thing is for sure, the floods will keep coming.

:04:31.:04:34.

At Wells next the Sea, it is not a matter of if, but when.

:04:35.:04:38.

So, Richard, what are the chances of these

:04:39.:04:40.

The Government, just last month published a faint copy national

the response was not promising. They are effectively rejected thd ideas

:05:06.:05:06.

are effectively rejected the ideas put forward by the committed. They

:05:07.:05:08.

put forward by the committee. They said there was no need for

:05:09.:05:10.

organisational change. How will that go down in the coastal

:05:11.:05:11.

communities you've been to? Not very well. A lots of people I

:05:12.:05:15.

have spoken to do have topped Not very well. A lots of people I

:05:16.:05:23.

have spoken to do have toppdd about duplication. Numerous bodies

:05:24.:05:26.

involved in flood defence, lots of talk but no action. No hard

:05:27.:05:32.

decisions being made on which communities to defend, which to

:05:33.:05:36.

perhaps abandon. They say that is the problem at the moment. @lso very

:05:37.:05:41.

supportive of the Environment Agency, but they say the trouble was

:05:42.:05:45.

the Environment Agency has not enough funding and has its hands

:05:46.:05:46.

tied. Well, further down the coast

:05:47.:05:48.

at Lowestoft, a project got underway today to provide the town

:05:49.:05:51.

with a permanent defence Lowestoft suffered badly

:05:52.:05:53.

in the tidal surge three years ago. The idea is to eventually surround

:05:54.:05:57.

the harbour with a tidal wall and to build a tidal gate

:05:58.:06:01.

at the Bascule Bridge. In 2020, the residents of Lowestoft

:06:02.:06:03.

should be able to breathe With the completion

:06:04.:06:11.

of a multi-million pound scheme to bolster their vulnerable flood

:06:12.:06:16.

defences. Until then, this kit of parts

:06:17.:06:18.

could prove critical. Officials have just taken delivery

:06:19.:06:25.

of just under one mile of these The Environment Agency covered

:06:26.:06:28.

the cost of over ?300,000. They'll be stored at key locations

:06:29.:06:34.

and installed by special te`ms We want to reassure people that

:06:35.:06:36.

as we are entering the flood season We keep a very close

:06:37.:06:42.

eye on the tides. If there is a surge looking likely,

:06:43.:06:46.

we will be ready to work with both the local authority and the internal

:06:47.:06:51.

drainage board to ensure that these The idea is being welcomed by John

wrecked by the tidal The confidence it

:07:01.:07:03.

gives you is great. At least you know somebody

:07:04.:07:09.

is doing something. At the end of the day,

:07:10.:07:11.

that is really what we want to see. Because at the moment you fdel

:07:12.:07:14.

on your own. Back with the temporary barriers,

section nearing completion. It has taken little more th`n 3

:07:23.:07:26.

minutes to put together. They are well-known

:07:27.:07:29.

as very good defences. And we'll only know the final proof

:07:30.:07:35.

if something happens, but let's hope in the next four

:07:36.:07:41.

years we don't need to use them. We know that storm surges

:07:42.:07:45.

in fact are becoming We have to ensure that we t`ke note

:07:46.:07:47.

of that, and are prepared for it. The location for today's demo

:07:48.:07:51.

could hardly have been more fitting - the cost of the surge in 2013,

:07:52.:07:54.

for this business alone, Easy to see why these temporary

:07:55.:07:58.

structures are seen as so vhtal The Suffolk MP Therese Coffdy

:07:59.:08:08.

is also the Floods Minister. Late this afternoon,

:08:09.:08:11.

she told me she agreed with much of the report,

:08:12.:08:13.

but not the need to replace What I don't think it has bden

:08:14.:08:16.

generous enough at doing is recognising actually a masshve

:08:17.:08:23.

change that I think the Environment Agency has undergone

:08:24.:08:25.

in the last few years. That has been helped

:08:26.:08:27.

by the fact that the Government has given

:08:28.:08:30.

them a long-term funding settlement, ?2.5 billion over six years,

:08:31.:08:34.

which instead of a hand to louth existence that they used to have,

:08:35.:08:40.

the Environment Agency can now have a forward plan of projects

:08:41.:08:43.

and get on with it. I'll be honest, I really thhnk

:08:44.:08:50.

that we should, instead of worrying about structures

:08:51.:08:52.

at the moment, make It is working better

:08:53.:08:54.

than it used to. And I think that further

:08:55.:08:57.

disruption won't help people in their homes

:08:58.:08:59.

are business people who want to be

:09:00.:09:04.

protected from floods. We heard in that report

:09:05.:09:06.

that somebody referred to the situation as it is at

:09:07.:09:14.

the moment as like Dad's Arly. I think I would like to

:09:15.:09:17.

say that I believe the Environment Agency really has

:09:18.:09:21.

got its act together. It has worked tirelessly in the last

:09:22.:09:23.

year to help those committees that

:09:24.:09:26.

were affected last winter. And to be honest I want them to keep

:09:27.:09:27.

focused on the job at To not be flooded in

the first place, and when it does go wrong, making

:09:32.:09:34.

sure we have people The idea of a Floods Commissioner

:09:35.:09:38.

has been largely welcomed. And it is something

:09:39.:09:46.

that everybody says you need to have to stop duplication

:09:47.:09:48.

and that kind of thing. I want to say that I am

:09:49.:09:51.

going to study the I am just giving

:09:52.:09:56.

you my initial views. Communities in my constituency have

:09:57.:09:59.

been flooded as well. Coastal erosion is

:10:00.:10:07.

an ongoing challenge. But I personally don't belidve that

:10:08.:10:08.

just changing the structures is going to be

:10:09.:10:10.

the right way to do it. It is about getting people to work

:10:11.:10:13.

together more I think our local leadership

:10:14.:10:15.

and a national leader And we want to see

:10:16.:10:20.

more and more of it. You will tell me that

:10:21.:10:24.

the Government has put

:10:25.:10:26.

a lot of money into it. You talk to people round thd coast,

:10:27.:10:28.

they say a lot more Is there any chance

:10:29.:10:31.

that they will get a lot more We have seen some additional funds

that were released after last And I'm hoping that we can get

money is needed? Well, all I'll say is that,

:10:48.:10:50.

of course, if we wanted to build more defences,

:10:51.:10:53.

we will need more funds. We have had more funds given to us

than ever before. A bit like the NHS,

a bit like education, I've no doubt that,

:16:41.:16:45.

They've been a familiar sight on our roads since the 1950s -

:16:46.:16:48.

Have been helping children get to school safely for years.

:16:49.:16:52.

But five patrol officers in Cambridgeshire are set

:16:53.:16:54.

to lose their jobs just days before Christmas.

:16:55.:16:56.

The council says they're no longer needed because of

:16:57.:16:58.

8.45 on a grey and murky autumn morning.

:16:59.:17:08.

The traffic on the A10 maybd building, but parents

:17:09.:17:16.

can rely on Christine to make the roads that

:17:17.:17:18.

But from next year, Christine and her luminous

:17:19.:17:21.

lollipop will be consigned to history - one of five patrol

:17:22.:17:24.

officers in Cambridge are facing redundancy.

:17:25.:17:26.

For over 26 years, this crossing has been Christine's kingdom.

:17:27.:17:28.

The council argues having both the traffic light and Christian is

:17:29.:17:38.

not only a duplication of rdsources, it is no longer cost-effective.

:17:39.:17:41.

I understand that resources are very tight in Cambridge.

:17:42.:17:44.

I realise it's a very difficult decision.

:17:45.:17:47.

But I do think that there has always been

:17:48.:17:51.

a crossing patrol here,

:17:52.:17:56.

even though there's lights, because of the volume

:17:57.:17:58.

Addenbrooke's who have the right to ignore the lights, and that's very

:17:59.:18:03.

difficult for a young child to understand,

:18:04.:18:05.

if they're making a

:18:06.:18:06.

decision about whether it's safe to cross on their own.

:18:07.:18:08.

For the parents, Christine's departure is a worrying

:18:09.:18:10.

She is very much loved by the children.

:18:11.:18:13.

Not only that, with this mahn road, it is so busy, and not

:18:14.:18:21.

everybody stops when they should stop, when we're

:18:22.:18:23.

The redundancies will save an estimated ?25,000, but the county

:18:24.:18:26.

council says it is simply following national guidelines.

:18:27.:18:28.

It is about the council adhering to national

:18:29.:18:37.

Which is published by Road Safety GB.

:18:38.:18:41.

And that recommends that school crossing patrols should

:18:42.:18:43.

not be cited, unlike controlled crossings, because they can give

:18:44.:18:46.

conflicting messages to drivers which can cause accidents.

:18:47.:18:47.

Term ends at the primary school five days

:18:48.:18:49.

And for Christine, it will be the final time she walks

:18:50.:18:53.

A conservation group has today launched a ?1 million appeal

:18:54.:19:04.

to secure the future of the biggest of the Norfolk and Suffolk Broads.

:19:05.:19:11.

Hickling Broad has been in private hands for generations.

:19:12.:19:13.

But the Trust needs to raise a lot of the money,

:19:14.:19:18.

You own part of it. If you don't get the money and it is sold to someone

:19:19.:19:35.

else, what difference will ht make? A huge difference. Someone else

:19:36.:19:39.

might not like us. Might not like what we're doing for conservation or

:19:40.:19:43.

have different ideas. There could be a risk that they could say, clear

:19:44.:19:50.
