Hello, and welcome to the Look East late news. | :00:00. | :00:00.
15 people are discovered in the back of a lorry at a Norfolk | :00:00. | :00:09.
A man admits killing Khabi @brey and her unborn baby after starting | :00:10. | :00:15.
And the council getting tough on the blue badge cheats. | :00:16. | :00:22.
We've been out on the streets of Great Yarmouth. | :00:23. | :00:32.
15 people have been discovered in the back of a lorry at a Norfolk | :00:33. | :00:39.
It's understood that offici`ls from the Home Office have | :00:40. | :00:43.
The factory is at Worstead near North Walsham, | :00:44. | :00:50.
where our chief reporter Kim Riley is now. | :00:51. | :00:59.
Amelia, the police were alerted at about 2pm today but it is only in | :01:00. | :01:05.
the last hour that the facts have been coming out little by lhttle. | :01:06. | :01:10.
The lorry behind me from Sp`in is key to this story. This is where the | :01:11. | :01:15.
15 people were found. If we can show you a bit of a close-up of the back | :01:16. | :01:19.
of the lorry, you might see that whole that is above the S on the | :01:20. | :01:24.
rear. That was pushed from hnside. What we think is happening hs, | :01:25. | :01:30.
people inside this lorry, which was chilled, carrying sweet pot`toes, | :01:31. | :01:33.
pushed the sweet potatoes ott through the hole to try and alert | :01:34. | :01:37.
people that they were insidd. It sounds bizarre but that is what it | :01:38. | :01:40.
appears to be. We heard frol the Ambulance Service who sent ` rapid | :01:41. | :01:47.
response vehicle team here, all 15 people were assessed at the scene, | :01:48. | :01:50.
one man treated for a hand hnjury but no one needed | :01:51. | :01:53.
treatment. What more do we know treatment. What more do we know | :01:54. | :01:56.
about what goes on at the f`ctory? It used to be owned by Heinz, who | :01:57. | :02:03.
closed it down, it was taken over by a Scottish company, Albert Bartlett. | :02:04. | :02:09.
It has not made any statement tonight about exactly what has gone | :02:10. | :02:13.
on here but I contacted the Home Office to get more informathon about | :02:14. | :02:16.
who these people are, where they had been taken. We gathered thex have | :02:17. | :02:20.
been taken to the place of safety but we have no further information | :02:21. | :02:22.
from the Home Office tonight. A 48-year-old man has pleaddd guilty | :02:23. | :02:23.
to killing a pregnant woman by deliberately starting a fire | :02:24. | :02:26.
in the tower block where shd lived. Khabi Abrey died in hospital | :02:27. | :02:29.
two days after the fire Lillo Troisi, who lived in the same | :02:30. | :02:32.
block, pleaded guilty Back in May, Look East | :02:33. | :02:39.
filmed a service held Ask anyone to describe her | :02:40. | :02:50.
and this is what they say. So happy, she was | :02:51. | :02:56.
such a bright light. Khabi Abrey lived on the ninth floor | :02:57. | :03:05.
of this tower block. On the 7th of May, a 48-year-old | :03:06. | :03:08.
neighbour called Lillo Troisi, who lived on the eighth floor, | :03:09. | :03:11.
started a fire outside Khabh's flat. She was found unconscious | :03:12. | :03:16.
and died two days later. her unborn baby suffered | :03:17. | :03:19.
a cardiac arrest. Today, her husband was at | :03:20. | :03:25.
the Old Bailey, where Lillo Troisi, who is 48 and unemployed, admitted | :03:26. | :03:29.
killing Khabi. He also admitted arson, | :03:30. | :03:33.
but denied charges of murder Back in Southend, members | :03:34. | :03:36.
of the residents' association say since the tragedy, | :03:37. | :03:41.
they have pushed for improvdments They are glad Lillo Troisi has | :03:42. | :03:44.
admitted manslaughter and arson because it means residents | :03:45. | :03:50.
from the flats will not havd I'm so relieved that he has accepted | :03:51. | :03:52.
the responsibility of his actions. I'm so relieved that people are not | :03:53. | :04:02.
put through having to go to court. I am so pleased that we can start | :04:03. | :04:07.
to close the doors on this, Today, near a railing, | :04:08. | :04:12.
now a memorial for Khabi, a workman was giving the fl`ts | :04:13. | :04:19.
a coat of anti-graffiti paint, one of the improvements | :04:20. | :04:22.
the residents' association say Residents here say the tragddy | :04:23. | :04:24.
has really galvanised them to try to improve their livhng | :04:25. | :04:31.
conditions, and they say Khabi's legacy will be the better | :04:32. | :04:34.
community spirit there is hdre. A date has yet to be set | :04:35. | :04:38.
for Lillo Troisi's sentencing. Before that happens, | :04:39. | :04:42.
a psychiatric assessment of him Gareth George, BBC Look East, | :04:43. | :04:45.
Southend. Next tonight, the council gdtting | :04:46. | :04:52.
tough with the blue badge cheats. The message - if you misuse | :04:53. | :04:56.
disabled parking badges, In Essex, there are some | :04:57. | :04:59.
64,000 blue badge holders. Suffolk and Norfolk | :05:00. | :05:04.
each have around 42,000. In Norfolk, it has been esthmated | :05:05. | :05:09.
that 9,000 of those badges That's why the council has now got | :05:10. | :05:12.
a blue badge investigator, with the single aim | :05:13. | :05:16.
of taking on the cheats. Leigh Milner went with him | :05:17. | :05:20.
as he took to the streets Jim Blake is the county's ndw | :05:21. | :05:22.
blue badge investigator. No, not the man in the blue uniform, | :05:23. | :05:28.
the one next to him. Jim blends nicely into | :05:29. | :05:31.
the background. Yup, thanks very much. | :05:32. | :05:36.
And your clock's there. and prosecute those | :05:37. | :05:42.
who misuse blue badges. When it's identified | :05:43. | :05:48.
that there is a suspected fraudulent use of a blue badge, | :05:49. | :05:50.
then that comes to me to arrange a time to interview the user | :05:51. | :05:55.
of the badge, not necessarily the blue badge holder, | :05:56. | :05:59.
with a view to prosecuting Today, he spent his first d`y | :06:00. | :06:01.
on the job in Great Yarmouth, finding out just how much | :06:02. | :06:08.
blue badges mean to those I think if they were disabldd | :06:09. | :06:11.
and had the difficulty I have they would probably think | :06:12. | :06:17.
differently. If I didn't have to use | :06:18. | :06:21.
the badge, I wouldn't. I'd give anything for my son | :06:22. | :06:23.
to not be disabled. I would like to be "normal". | :06:24. | :06:25.
It would be great. I can't go out without | :06:26. | :06:28.
checking things, And if I didn't have | :06:29. | :06:34.
to use it, I would love that, If you're caught misusing your blue | :06:35. | :06:40.
badge, not only will it be taken away from you, but yot can | :06:41. | :06:44.
expect a fine of up to ?1,000. Well, sometimes people say, | :06:45. | :06:47.
"I've just borrowed it from my mother or my parents, | :06:48. | :06:50.
I forgot to hand it back," And the first couple of weeks, | :06:51. | :06:54.
we've got to be quite lenient with people, | :06:55. | :06:58.
just give them a chance, really, to say, "Hands up, | :06:59. | :07:00.
fair enough, we'll hand in our blue badge because we don't | :07:01. | :07:02.
really need it now." For a man who's spent 30 ye`rs | :07:03. | :07:06.
walking the streets of Norfolk as a policeman, for Jim, | :07:07. | :07:09.
there will be no excuses Leigh Milner, BBC Look East, | :07:10. | :07:13.
Great Yarmouth. Helen Dolphin is a disability rights | :07:14. | :07:20.
campaigner based in Norfolk. When she was 22, she lost all four | :07:21. | :07:23.
limbs to meningitis. Earlier this evening, | :07:24. | :07:27.
I asked her what having A blue badge for me means | :07:28. | :07:29.
the ability to park, it means I can get into widdr | :07:30. | :07:35.
bays with my wheelchair, it just makes life easier when I can | :07:36. | :07:38.
park close to shops. Generally, the blue badge scheme | :07:39. | :07:42.
is a really good scheme, and when it works well, | :07:43. | :07:46.
it is a fantastic way for disabled people to have | :07:47. | :07:48.
access and accessibility. We are hearing that thousands | :07:49. | :07:52.
of these blue badges We've had people getting in touch | :07:53. | :07:57.
with us today saying actually, the scheme is not fit for ptrpose, | :07:58. | :08:04.
it should be scrapped. I don't think I would scrap | :08:05. | :08:08.
the scheme, but I do feel that what some people are saying is true, | :08:09. | :08:11.
that it is abused so much in some places, and the reason it is abused | :08:12. | :08:15.
is because no-one is making any checks as to who | :08:16. | :08:19.
is using these badges. If you have a scheme | :08:20. | :08:22.
where there are no checks, So are you saying that on the whole, | :08:23. | :08:24.
councils do not take their role Unfortunately, the majority | :08:25. | :08:31.
of councils in England and Wales do not enforce the scheme | :08:32. | :08:37.
properly at all. People know there are absolttely no | :08:38. | :08:40.
consequences for abusing thd scheme. Isn't the irony here, though, | :08:41. | :08:45.
that the people that are misusing the blue badge are either | :08:46. | :08:50.
the holders, or friends, or family? All people that will be | :08:51. | :08:54.
absolutely acutely aware You're absolutely right, | :08:55. | :08:59.
it is a very sad fact, and people do not always thhnk | :09:00. | :09:06.
sometimes, all they are thinking about is saving a few quid | :09:07. | :09:10.
on their parking fees, so I urge people to think | :09:11. | :09:13.
twice about doing this. I hope that the fact | :09:14. | :09:18.
that there is now a chance that people could be caught, | :09:19. | :09:21.
end up in court, ?1,000 find, will also deter them | :09:22. | :09:25.
from doing this. But how you get the message across, | :09:26. | :09:28.
it can be difficult. Because you would hope that people | :09:29. | :09:32.
who live with a disabled person would see for themselves | :09:33. | :09:35.
how difficult life can be sometimes and would not want to be | :09:36. | :09:38.
abusing the scheme. Helen Dolphin, thank you very much. | :09:39. | :09:41.
Thank you. Coming up next, | :09:42. | :09:50.
the weather with Alex. But from me and the rest | :09:51. | :09:53.
of the late team, goodnight. Good evening. It is the first | :09:54. | :10:00.
already some parts of the rdgion are already some parts of the rdgion | :10:01. | :10:02.
getting below freezing. We can getting below freezing. We can | :10:03. | :10:07.
expect a widespread ground frost. We have clear skies but much of the | :10:08. | :10:12.
night. These are the temper`tures we can expect but 12 spots alrdady | :10:13. | :10:16.
dropping below freezing. A cold start tomorrow but some beattiful | :10:17. | :10:20.
autumn sunshine. High presstre keeping us settled. Still a | :10:21. | :10:25.
northerly wind but it should be mostly light. Most of us ard looking | :10:26. | :10:28.
at a cold start with long spells of sergeant. There is an exception | :10:29. | :10:32.
this north-east corner of Norfolk may have some fleeting showdrs in | :10:33. | :10:36.
the afternoon or evening. It is possible they may get furthdr South | :10:37. | :10:39.
into the eastern half of Suffolk on the coast. The temperatures will be | :10:40. | :10:44.
on the cold side, around eight or nine Celsius for many of us. Feeling | :10:45. | :10:49.
chilly despite the sunshine but it will be a lovely crisp date with | :10:50. | :10:51.
some pleasant spells of sunshine through the day for most of us. The | :10:52. | :10:55.
national forecast is coming up, but here is the outlook. Staying on the | :10:56. | :11:00.
chilly side for the rest of the week, mainly dry but the risk of | :11:01. | :11:01.
some couple of days, frosty mornings | :11:02. | :11:11.
before turning unsettled. Good You know | :11:12. | :11:12. |
