Hello and welcome to the Look East late news. | :00:00. | :00:07.
In the programme tonight, the battle to keep our | :00:08. | :00:10.
Why a group of MPs wants to see a total overhaul of the way | :00:11. | :00:14.
The seas are rising, we're getting lots of flash | :00:15. | :00:17.
flooding, we've got to concentrate more on floods | :00:18. | :00:19.
than we are at the moment and that's what the report is saying. | :00:20. | :00:23.
The local league footballer ordered to pay ?1200 after he | :00:24. | :00:26.
And another cold night on the way with a risk of frost. | :00:27. | :00:32.
First tonight, plans to change the way we fight flood water. | :00:33. | :00:47.
At the moment, the Environment Agency is responsible | :00:48. | :00:49.
But a committee of MPs says that has to change. | :00:50. | :00:57.
A new English Rivers and Coastal Authority to take over. | :00:58. | :01:02.
A national floods commissioner, and regional boards to make sure | :01:03. | :01:05.
Developers who build on flood plains should share the cost | :01:06. | :01:09.
And warnings about the risk of flooding must be simplifhed. | :01:10. | :01:14.
The threat to this region from flooding is clear, | :01:15. | :01:20.
Communities suffer, whatever the reason. | :01:21. | :01:27.
Whether it is freak heavy rainfall or devastating sea surges | :01:28. | :01:29.
But according to MPs on the Environment, Food | :01:30. | :01:35.
and Rural Affairs committee, the policy for dealing | :01:36. | :01:39.
with the threat needs a major overhaul. | :01:40. | :01:43.
A new national floods commissioner, they say, would oversee flood | :01:44. | :01:45.
protection around rivers and along the coast. | :01:46. | :01:49.
The MPs argue that climate change will mean more | :01:50. | :01:53.
intense storms to come, but the Floods Minister has | :01:54. | :01:56.
I'll be honest, I really think that we should, instead of worrying | :01:57. | :02:03.
about structures at the moment, make what we've got work. | :02:04. | :02:06.
It is working better than it used to. | :02:07. | :02:08.
And I think that further disruption won't actually help people | :02:09. | :02:11.
in their homes, business people who want to be | :02:12. | :02:14.
For 18 years, Malcolm Kirby has fought to defend the his village | :02:15. | :02:19.
For him, there is one central problem. | :02:20. | :02:33.
It is not reorganisation, it's money. | :02:34. | :02:35.
Well, I'm blessed(!) They keep missing the point. | :02:36. | :02:37.
They can have report after report after report. | :02:38. | :02:39.
You can shuffle the cards as the top, but it won't make any | :02:40. | :02:43.
difference if you do not adequately fund the problem. | :02:44. | :02:45.
And we are so massively underfunded, all the fiddling around | :02:46. | :02:47.
the edges won't make a scrap of difference. | :02:48. | :02:52.
Today, some temporary relief for homes and businesses | :02:53. | :02:54.
in Lowestoft, which was hit so hard by the storms surge in 2013. | :02:55. | :03:01.
In 2020, the Environment Agdncy will complete a multi-million pound | :03:02. | :03:06.
flood defence scheme, but until then, this kit and parts | :03:07. | :03:10.
could prove critical - nearly a mile of temporary flood | :03:11. | :03:13.
barriers, they cost ?300,000 and will be stored at key locations. | :03:14. | :03:20.
They are well-tested, they are well-known | :03:21. | :03:21.
And we'll only know the fin`l proof if something happens. | :03:22. | :03:27.
Let's hope for the next few years that we don't need to use them. | :03:28. | :03:31.
Flooding is a blight on homds, businesses and communities. | :03:32. | :03:33.
And it is going to happen more often. | :03:34. | :03:35.
People at risk are desperatd for solutions. | :03:36. | :03:43.
Neil Parish is the MP who headed up the Commons Committee who ptblished | :03:44. | :03:46.
I put it to him that the Floods Minister was unimpressed | :03:47. | :03:52.
and that the current structure is working. | :03:53. | :03:55.
At the moment, we have a very bitty approach across the country. | :03:56. | :03:59.
So I'm going to be saying to the Minister, it is time | :04:00. | :04:03.
that we have a Netherlands `pproach where we've got somebody in charge | :04:04. | :04:13.
and then it rows down to local communities | :04:14. | :04:15.
And so, I think the Governmdnt needs to listen. | :04:16. | :04:24.
What the Minister will tell you is that actually | :04:25. | :04:28.
what we have got is working, giving a chance, | :04:29. | :04:31.
and structure is not the priority here. | :04:32. | :04:33.
I mean, there is lots else in the report. | :04:34. | :04:35.
So I would hope that they would look at the report and see some very good | :04:36. | :04:40.
Tides, seas are rising, we are getting lots of flash | :04:41. | :04:44.
flooding, we have got to concentrate more on floods | :04:45. | :04:46.
There are a number of proposals, you are absolutely right, | :04:47. | :04:51.
and we put some of those to one of our coastal campaigners today. | :04:52. | :04:54.
In his words, he said, isn't this just sort | :04:55. | :04:57.
I don't think it is because it's not just what happening now, | :04:58. | :05:01.
And making sure that Government doesn't just react to where a flood | :05:02. | :05:05.
is, that we have a plan of how we deal with the rising floods | :05:06. | :05:08.
So that is the whole idea of the plan. | :05:09. | :05:12.
It is not just what is happening now, it is is happening fivd, ten, | :05:13. | :05:16.
We mustn't react, we must be proactive. | :05:17. | :05:23.
But in order to do that effectively, surely we need more money. | :05:24. | :05:26.
And that doesn't seem to be forthcoming, does it? | :05:27. | :05:31.
Some money can directly comd through the Department of Defra, | :05:32. | :05:34.
but also as we move out of the EU, we will be looking at agricultural | :05:35. | :05:43.
policy and there may be somd policies where we can use some money | :05:44. | :05:46.
to hold water on farmlands and stop floods by sending as much money | :05:47. | :05:49.
getting down to villages and towns so quickly. | :05:50. | :05:53.
That is where some money could come from. | :05:54. | :05:55.
I think we've got to have a plan, stick to it and look | :05:56. | :05:58.
An F-15 pilot from RAF Lakenheath in Suffolk has been grounded | :05:59. | :06:07.
after flying too fast and causing a sonic boom. | :06:08. | :06:11.
The airbase has issued an apology and says it will continue | :06:12. | :06:15.
to emphasise airspeed restrhctions in flight briefings. | :06:16. | :06:18.
The pilot will not be able to fly again until he's | :06:19. | :06:21.
He was flying over a built-up area when he caused the sonic boom, | :06:22. | :06:26.
A lorry driver has been arrested after a baby and two childrdn | :06:27. | :06:34.
were found with 12 other suspected illegal immigrants in a chilled | :06:35. | :06:37.
The police were called to the Albert Bartlett factory near | :06:38. | :06:43.
The Spanish company which owns the lorry | :06:44. | :06:47.
says it feels helpless and unprotected by the authorities. | :06:48. | :06:51.
They say the truck was sealed and all mandatory | :06:52. | :06:53.
The 15 people on board have now been handed over | :06:54. | :06:56.
A local league footballer who flew into a rage after being sent off | :06:57. | :07:04.
was today ordered to pay more than ?1200 pounds in | :07:05. | :07:07.
William Drake saw red during a match against Sudbtry. | :07:08. | :07:13.
He spat at home supporters, punched a steward, | :07:14. | :07:15.
Well, it was here back in Fdbruary when Redbridge FC player | :07:16. | :07:25.
William Drake assaulted a member of AFC Sudbury, damaged | :07:26. | :07:27.
a fire extinguisher, and spat at the crowd. | :07:28. | :07:31.
He initially denied those allegations. | :07:32. | :07:35.
Today, when he arrived at Ipswich Magistrates' Court, | :07:36. | :07:37.
We heard from the prosecution of how he spat at the crowd while swearing | :07:38. | :07:44.
and shouting after he was sdnt off by the referee for elbowing Sudbury | :07:45. | :07:48.
As he began to walk through the players' | :07:49. | :07:53.
entrance, he grabbed a fire extinguisher and let it off. | :07:54. | :07:56.
That is when AFC Sudbury steward Thomas Crofton | :07:57. | :07:59.
But Mr Drake punched Mr Crofton in the face. | :08:00. | :08:04.
Mr Crofton, who is near retirement age, was left very shaken. | :08:05. | :08:08.
AFC Sudbury club director David Webb was at the game, | :08:09. | :08:11.
Do you think this case will send a clear message to players | :08:12. | :08:17.
across the board that this behaviour isn't acceptable? | :08:18. | :08:21.
Especially at non-league level, which is where we are obviously. | :08:22. | :08:25.
For a lad to get a fine likd that, that will hurt him. | :08:26. | :08:29.
How would you describe his behaviour? | :08:30. | :08:31.
Yeah, it was. It was not good. | :08:32. | :08:35.
As a footballer, he should know better than that. | :08:36. | :08:38.
With young people sitting in the stand as well. | :08:39. | :08:40.
Just what he did was quite appalling really. | :08:41. | :08:44.
Today, William Drake was fotnd guilty of assault using threatening | :08:45. | :08:49.
and abusive behaviour and damaging a fire extinguisher. | :08:50. | :08:52.
He was ordered to pay a total of ?1285 in fees and compensation. | :08:53. | :08:59.
When he left the court, he simply told me, I'm very | :09:00. | :09:02.
Looking ahead to tomorrow and the Queen will be visithng | :09:03. | :09:14.
Newmarket to open a ?15 million National Heritage Centre for horse | :09:15. | :09:16.
The centre was saved from possible redevelopment in the 1990s | :09:17. | :09:22.
It covers five acres and will celebrate Newmarket's | :09:23. | :09:28.
regal and racing past, attracting up to 60,000 | :09:29. | :09:31.
Temperatures have already dropped tonight. We are likely to seek more | :09:32. | :09:50.
