Good evening and welcome to BBC Look North. | :00:00. | :00:00.
The woman cold-called by a cancer charity wanting money in her will - | :00:07. | :00:12.
while she is midway through chemotherapy. | :00:13. | :00:21.
It's disgusting, quite honestly Whoever they are, they should be | :00:22. | :00:25.
struck off, totally. The charity involved has apologised | :00:26. | :00:26.
but there are demands tonight for all cold calling to be lade | :00:27. | :00:28.
illegal. An inquest hears a broken m`rriage | :00:29. | :00:31.
drove a Spalding man to murder his wife and daughter | :00:32. | :00:38.
before he killed himself. Knitted to remember the war dead - | :00:39. | :00:41.
the poppy memorial stolen Really sad, because of what it is. I | :00:42. | :00:54.
really thought people would have respect for what we have done. | :00:55. | :00:59.
And the detailed forecast, looking at the weekend. This follows in 15 | :01:00. | :01:03.
minutes. A woman who is having cancer | :01:04. | :01:08.
treatment says she was shocked and disgusted to receive a phone | :01:09. | :01:10.
call from Cancer Research UK asking her to leave money | :01:11. | :01:15.
to them in her WILL. Diane Elliot from Bardney | :01:16. | :01:20.
near Lincoln wants to know how The charity says it was not aware | :01:21. | :01:23.
of Diane's cancer and apologises But charities are under | :01:24. | :01:32.
growing pressure to stop Cold calling has become comlon | :01:33. | :01:36.
practice amongst many charities looking to raise funds | :01:37. | :01:42.
by phoning potential donors. But when cancer patient Diane Elliot | :01:43. | :01:50.
received an unsolicited call last week from the charity | :01:51. | :01:53.
Cancer Research UK - She said, its Cancer Research UK. | :01:54. | :02:06.
Can we talk to you, have yot got time to talk to us about yotr will. | :02:07. | :02:12.
I said, I'm sorry, my Will has got nothing to do with you. My son is a | :02:13. | :02:18.
lawyer and he will start -- sort out my will. She quickly retracted and | :02:19. | :02:25.
put the phone down. You havd been called by Cancer Research UK. | :02:26. | :02:27.
Diane says the charity wanted her to leave it | :02:28. | :02:29.
She's convinced she was deliberately targeted, | :02:30. | :02:34.
I'm convinced there was a ldak somewhere along the line. It upsets | :02:35. | :02:49.
me that somebody could be so uncaring to phone somebody hn the | :02:50. | :02:50.
middle of their treatment. in the past for their | :02:51. | :02:52.
fundraising techniques. Last year 92-year-old | :02:53. | :02:55.
poppy seller Olive Cooke was found dead in Bristol - | :02:56. | :02:57.
friends said she was exhausted by requests for money | :02:58. | :02:59.
from different charities. We are used to giving charities -- | :03:00. | :03:12.
giving to charities and fivd shops like these and fundraising dvents. | :03:13. | :03:16.
But it is when people are c`lled in their own homes, something they are | :03:17. | :03:21.
going to far. People feel under pressure to help whether thdy have | :03:22. | :03:25.
got money or not. They feel obliged to give. It is frustrating. It | :03:26. | :03:31.
bothers me less if a charitx called although I would have my dotbts as | :03:32. | :03:35.
to whether it was genuine. H think even charities on the street, | :03:36. | :03:40.
begging without permission, is wrong. They create a bad impression | :03:41. | :03:45.
and should be stopped. Obviously, this case is distressing but it | :03:46. | :03:48.
highlights the point that the telephone should no longer be used | :03:49. | :03:53.
as a means of contacting people in an unsolicited marketing efforts in | :03:54. | :03:57.
the home or on their person`l mobile. | :03:58. | :04:00.
In a statement Cancer Research UK, said... | :04:01. | :04:03.
"We are sorry that Diane Elliot received a fundraising call from us, | :04:04. | :04:06.
while undergoing treatment herself for cancer and apologise | :04:07. | :04:08.
We were not aware of her di`gnosis and would never want anyone to feel | :04:09. | :04:12.
Diane is hoping cancer will soon be in her past. | :04:13. | :04:16.
But she says this experiencd with a charity which claims to help | :04:17. | :04:20.
people in her position - has made her ordeal even worse. | :04:21. | :04:29.
Diane got in touch with us to tell us her story. | :04:30. | :04:40.
I will be asking for your vhews in a moment. It'll people talking. | :04:41. | :04:46.
I put some of the points to Daniel Fluskey from | :04:47. | :04:48.
the Institute of Fundraising - who speaks on behalf of charities. | :04:49. | :04:51.
I asked him if the call to Diane was acceptable behaviour. | :04:52. | :04:54.
It is acceptable that charities can contact their supporters, yds. | :04:55. | :04:58.
So ringing somebody up randomly and asking for money, that's OK | :04:59. | :05:04.
Charities have to follow the rules and regulations | :05:05. | :05:06.
There are rules about how charities can contact peopld. | :05:07. | :05:12.
The key thing is that supporters should have a choice about | :05:13. | :05:14.
Is ringing somebody up, asking for money in their wdll | :05:15. | :05:26.
With the charity had known what that person's situation was, | :05:27. | :05:34.
I'm sure they would not havd made that call and I'm sure they wouldn't | :05:35. | :05:37.
want to put that individual under any distress at all. | :05:38. | :05:40.
So even if this phone call was, as they are saying, coinciddnce | :05:41. | :05:42.
is random numbers dialled, asking for money when | :05:43. | :05:44.
If you are making a call, it should be to somebody | :05:45. | :05:50.
that is supporting the organisation and somebody that has had a choice | :05:51. | :05:53.
to say whether they would like to get a call or not. | :05:54. | :05:55.
Are you saying random calls don't go on? | :05:56. | :05:57.
The organisations, charities which we work with, they wotldn t | :05:58. | :06:01.
just pick random numbers and call them. | :06:02. | :06:03.
It's not good fundraising, it wouldn't be a good | :06:04. | :06:05.
interaction with somebody, it wouldn't be good practicd. | :06:06. | :06:08.
Should there be a complete ban on cold callers? | :06:09. | :06:13.
I don't think there should be a ban on charities calling supporters | :06:14. | :06:17.
Lots of people like hearing from charities and they do give | :06:18. | :06:21.
So I think the key thing is making sure that the people that are happy | :06:22. | :06:26.
can get those calls but people who don't want to receive those | :06:27. | :06:29.
calls get a complete right to say no and objects and not have called | :06:30. | :06:33.
But is it right that somebody gets a call asking for | :06:34. | :06:38.
What do you and the Institute of Fundraising say to her tonight? | :06:39. | :06:48.
Well, I would completely sax it is absolutely not | :06:49. | :06:51.
in the interests of any charity to be upsetting an individu`l | :06:52. | :06:55.
and I'm sorry that somebody has had a distressing phone call. | :06:56. | :06:59.
And as I say, if the charitx had known about the situation I'm sure | :07:00. | :07:03.
they wouldn't have made that phone call. | :07:04. | :07:06.
This is just one that we have heard about but this | :07:07. | :07:11.
Charities do call their supporters, yes. | :07:12. | :07:16.
The key thing is to make sure that people are happy | :07:17. | :07:19.
If somebody says they don't want to receive those calls, | :07:20. | :07:23.
the charity should never be calling them again. | :07:24. | :07:26.
And in a sentence, your message to Diane | :07:27. | :07:28.
Well, I am obviously completely sympathetic with your posithon, | :07:29. | :07:33.
I'm very sorry that you have been distressed. | :07:34. | :07:35.
I'm sure that the organisathon that called you won't | :07:36. | :07:39.
Thank you very much indeed. Thank you. | :07:40. | :07:50.
Do you support charities' efforts to raise cash, | :07:51. | :07:52.
even if they have to ring people at home? | :07:53. | :08:00.
Or do you agree with voices wanting the calls banned? | :08:01. | :08:12.
Do you think the charities would suffer if they couldn't? | :08:13. | :08:23.
It will certainly get everybody talking. I look forward to hearing | :08:24. | :08:27.
from you before 7pm. An inquest has heard that | :08:28. | :08:31.
Lance Hart shot dead his wife and daughter in full public view | :08:32. | :08:33.
in a Lincolnshire town in calculated revenge | :08:34. | :08:36.
for the breakdown of his marriage. Today, a coroner said | :08:37. | :08:38.
Claire and Charlotte Hart were unlawfully killed | :08:39. | :08:40.
by a cold, scheming man. They were shot by Hart days | :08:41. | :08:44.
after Claire had moved out of the family home | :08:45. | :08:47.
in July this year. Gemma Dawson was at | :08:48. | :08:50.
the inquest in Boston. Today described as cold, | :08:51. | :08:54.
calculated and scheming... But who knew he'd kill his wife | :08:55. | :09:01.
Claire and 19-year-old daughter Charlotte outside this | :09:02. | :09:04.
leisure centre in Spalding. It was here that Lance Hart short | :09:05. | :09:19.
his wife -- shot his wife and daughter before turning the gun on | :09:20. | :09:24.
himself. He had to reload in between but the shootings here in Jtly were | :09:25. | :09:29.
planned. The inquest heard how police later found a document | :09:30. | :09:32.
written by heart which said, revenge is a dish best served cold. | :09:33. | :09:36.
at the inquest today in Boston which also heard about the Hart s | :09:37. | :09:40.
The coroner's job to find out how they died - | :09:41. | :09:44.
Claire and Charlotte as a rdsult of unlawful killing, | :09:45. | :09:46.
Afterwards DI Evans read a statement from police... | :09:47. | :09:58.
On the morning of the 29th of July, Spalding witnessed an inciddnt which | :09:59. | :10:06.
was distressing. We have carried out an investigation into the wdapon | :10:07. | :10:10.
used by Lance Hart. He was not a registered shot gun holder `nd we | :10:11. | :10:13.
have been unable to establish how it was obtained. | :10:14. | :10:15.
The two remaining family melbers - sons Luke and Ryan - | :10:16. | :10:17.
also released a statement today saying... | :10:18. | :10:19.
Charlotte and our mum were our inspiration | :10:20. | :10:20.
They were the two most virttous and beautiful people | :10:21. | :10:24.
It is not possible to descrhbe how unfairly and how cruelly | :10:25. | :10:27.
Our world is a darker place because they have gone. | :10:28. | :10:33.
Back in Spalding - this town is now trying to recover | :10:34. | :10:36.
after the second double killing here this year. | :10:37. | :10:46.
Hull City Council says it plans to meet the new Transport Sdcretary | :10:47. | :10:48.
to press for improvements to the A63 to start on time. | :10:49. | :10:53.
The council wants reassurances that the work will start | :10:54. | :10:56.
on Castle Street at the end of 018, as agreed with the previous | :10:57. | :10:59.
The body of a 40-foot fin whale which washed up on a beach | :11:00. | :11:05.
in North Norfolk last week has been removed. | :11:06. | :11:07.
Experts had been examining the carcass. | :11:08. | :11:09.
Early this morning specialist contractors came to the beach | :11:10. | :11:12.
at Holkham to take it away to a rendering plant | :11:13. | :11:15.
A council accused of not helping tourism has hit back. | :11:16. | :11:21.
The owners of the now closed Pleasure Island say Cleethorpes | :11:22. | :11:24.
North East Lincolnshire Council says there is more to Cleethorpes | :11:25. | :11:30.
than a theme park - and that one big summer event | :11:31. | :11:33.
had attracted a quarter of a million people. | :11:34. | :11:38.
Typhoon jets from RAF Coningsby in Lincolnshire are to be sdnt | :11:39. | :11:42.
to Romania as part of Nato operations in the Black Sea area. | :11:43. | :11:46.
Up to six aircraft from Conhngsby are likely to be based in the South | :11:47. | :11:50.
of Romania from where they will be flying missions for Nato. | :11:51. | :11:54.
They will be providing what the government describdd | :11:55. | :11:56.
as "reassurance" to Britain's allies in the face of increasing | :11:57. | :12:00.
Crispin Rolfe is following developments. | :12:01. | :12:11.
In the last three years typhoons from RAF Coningsby have | :12:12. | :12:14.
been involved in Middle Eastern war zones - flying out to | :12:15. | :12:16.
But today's announcement coles in response to what the Minhstry | :12:17. | :12:21.
of Defence describes as a "lore assertive Russia" and follows | :12:22. | :12:24.
Vladimir Putin's decision to invade the Ukraine in 2014, | :12:25. | :12:26.
and annexe the Crimea that same year. | :12:27. | :12:28.
And it's that recent aggressive foreign policy which means tp to six | :12:29. | :12:31.
of RAF Coningsby's typhoons are set to fly to Romania for four lonths | :12:32. | :12:36.
next year to - in the words of the MOD - "offer reassur`nce | :12:37. | :12:39.
to Nato's Black Sea Allies", including Bulgaria and Turkdy - | :12:40. | :12:44.
countries, which like the Ukraine were once under Russian influence. | :12:45. | :12:50.
We will deploy RAF Typhoon `ircraft to Romania for the very first time | :12:51. | :12:55.
to provide air policing and reassurance for | :12:56. | :12:58.
I'm also confirming today that we will be sending | :12:59. | :13:04.
a battle group to Estonia, comprising a full British b`ttalion | :13:05. | :13:16.
with light armour and French and Danish companies in support | :13:17. | :13:19.
What nature does in the Baltic region and also in the south-east | :13:20. | :13:22.
It is proportionate and it hs fully in line with our | :13:23. | :13:26.
All of this of course comes just a week after Russia sailed hts only | :13:27. | :13:33.
aircraft carrier past the white cliffs of Dover. | :13:34. | :13:35.
A show of strength perhaps to Nato - the group set up to provide | :13:36. | :13:40.
And perhaps also another re`son why RAF crews from Lincolnshire | :13:41. | :13:44.
could spend this winter on the Black Sea coast, | :13:45. | :13:48.
Thank you for your company this Thursday evening. | :13:49. | :14:04.

There has been in a lot of cloud. It has been streaming down frol the | :15:32. | :15:36.
North West today. It brightness in South Lincolnshire in the North West | :15:37. | :15:40.
Norfolk. In the short-term puiet quiet but windy with a fresh and | :15:41. | :15:45.
gusty south-west wind. Therd is a cold front, the Pennines take most | :15:46. | :15:50.

A bit of brightness across Lincolnshire first thing th`t this | :16:12. | :16:15.

too bad. Mild air across Lincolnshire despite the cloud. | :16:39. | :16:45.
Looking a little bit further ahead, the weekend looks quite clotdy and | :16:46. | :16:50.
times. Some bridal sunny spdlls A risk of patchy fog on Sundax | :16:51. | :16:52.

On the day the British Legion's annual Poppy Appeal was launched - | :17:29. | :17:30.
a thief has removed a hand-knitted memorial from a street in Htll. | :17:31. | :17:33.
A group of knitters spent a year creating the poppy-themed dhsplays | :17:34. | :17:36.
Phillip Norton is on the street - how have people reacted to this | :17:37. | :17:46.
These are the knitted poppy displays that have been installed by new | :17:47. | :17:53.
lens's residents association with Remembrance Sunday approachhng. They | :17:54. | :17:58.
have been listed by members of the community and inspired by the Tower | :17:59. | :18:01.
of London poppies. But on the day that the Poppy Appeal has bden | :18:02. | :18:05.
launched, we can reveal that is -- one of these has been stolen. | :18:06. | :18:10.
Knitted by the community, for the community, in remembrance. These | :18:11. | :18:19.
displays have been -- has t`ken months to knit but now one has been | :18:20. | :18:25.
taken. I'm disappointed bec`use we put so much into it. People said, | :18:26. | :18:30.
people will take them, but H said, no, they won't. I'm very | :18:31. | :18:34.
disappointed because of what it is. I really thought people would have | :18:35. | :18:39.
respect for what it is. The poppy display was up high on this tree, it | :18:40. | :18:44.
was adorned with crocheted `nd knitted poppies. It was seen on | :18:45. | :18:48.
Tuesday but since then, has been stolen. It was knitted by a church's | :18:49. | :18:55.
knitting group. People have been doing it all summer. This woman s | :18:56. | :19:00.
father served in the war and she says she is disgusted. Do they | :19:01. | :19:04.
really understand why they were there? Do the understand thd meaning | :19:05. | :19:13.
of the Poppy? I mean, if it's a prank, it's not very nice. Ht has | :19:14. | :19:18.
upset a lot of people. Everxbody is disappointed because we put a lot of | :19:19. | :19:24.
hard into it. If it is destroyed or stolen, it puts you off. Yot don't | :19:25. | :19:29.
want to do it any more. In Newlands, residents have been shocked by the | :19:30. | :19:34.
theft. It's disgusting, when you think about people who fought for | :19:35. | :19:38.
this country and we are tryhng to remember them. Some people light | :19:39. | :19:42.
object to it on political grounds, but I think it looks really pretty | :19:43. | :19:46.
and they are taking charge of these boxes which have been in a bad way | :19:47. | :19:51.
for a while. So I think it should be applauded, and not spoiled. The | :19:52. | :19:56.
crime has not been reported to police, but those who make the | :19:57. | :20:00.
display hope that people who are responsible for its disappe`rance | :20:01. | :20:01.
will put it back. The general feeling here is that | :20:02. | :20:12.
somebody from the student committee -- community may have taken the | :20:13. | :20:16.
display. It was a popular nhght for students. But although CCTV footage | :20:17. | :20:23.
will be gone through to identify those responsible. | :20:24. | :20:29.
If there are any developments, we will let you know. Either tomorrow | :20:30. | :20:32.
or Monday. The East Yorkshire MP - | :20:33. | :20:35.
Sir Greg Knight - has been told the government won't back hhs calls | :20:36. | :20:38.
to stop putting the clocks Sir Greg has been a longstanding | :20:39. | :20:40.
campaigner against the practice and believes that it's bad | :20:41. | :20:44.
for business and is unsafe. Is the leader of the house `ware | :20:45. | :20:50.
that in the next few days, we are going to go | :20:51. | :20:53.
through the ridiculous ritu`l of putting our clocks back, | :20:54. | :20:55.
thereby plunging the nation into darkness and misery | :20:56. | :20:57.
by mid-afternoon? Can we look again at the benefits | :20:58. | :21:00.
of using summertime in wintdr? It would reduce road accidents | :21:01. | :21:04.
and it would boost tourism. My right honourable friend has | :21:05. | :21:09.
for many years been a strong advocate for changes to the current | :21:10. | :21:15.
arrangements for summertime. As he knows, there was not `greement | :21:16. | :21:21.
between different parts of the United Kingdom about the way | :21:22. | :21:26.
forward and I do think that on a subject like this, | :21:27. | :21:31.
the unity of the United Kingdom and respecting the interests | :21:32. | :21:34.
of all parts of the United Kingdom, The government has no plans | :21:35. | :21:37.
at the moment to bring forw`rd Should we put the clocks back or | :21:38. | :21:58.
not? If we stick to what we should do, the clocks go back on S`turday | :21:59. | :22:03.
night. But should they, or shouldn't they? We will be keen to get your | :22:04. | :22:07.
ideas. There is the e-mail `nd the text number. | :22:08. | :22:10.

so there's a lot of bedding in to do and obviously we have learndd a lot | :23:07. | :23:12.
from what had happened We have stress tested it, | :23:13. | :23:15.
we have run thousands So I have utter confidence | :23:16. | :23:18.
that we are going to The tickets are available ndxt week, | :23:19. | :23:37.
they are staggering the way they are available, because some people can't | :23:38. | :23:41.
get to a computer midweek bdcause they are at work. | :23:42. | :23:44.
194 people answered the BBC's search to find a new presenter | :23:45. | :23:47.
who would become the Face of Hull for City of Culture year. | :23:48. | :23:50.
And the successful candidatd has now been selected. | :23:51. | :23:51.
Kofi Smiles was chosen from a final short list of three. | :23:52. | :23:54.
They had one minute to imprdss the judges but in the end | :23:55. | :24:05.
They had one minute to imprdss the judges but in the end | :24:06. | :24:09.
there could only be one Face Of Hull. | :24:10. | :24:11.
You know, I just want to be part of Hull's renaissance period. | :24:12. | :24:23.
The City Of Culture has allowed it to have this jumpoff point | :24:24. | :24:26.
The vibe of it and it will be great to represent, even if I wasn't | :24:27. | :24:31.
the Face but to get involved and inspire others that might not | :24:32. | :24:34.
see people like themselves in these spaces. | :24:35. | :24:36.
Did you know, that if you'rd born on the Westwood, you can kedp a cow | :24:37. | :24:40.
28-year-old Kofi impressed the judges in the audition | :24:41. | :24:43.
And like all the ten finalists, he also faced a formal | :24:44. | :24:48.
Now he'll have to learn a whole new set of skills so he can report | :24:49. | :24:53.
We wanted to find somebody who was authentically about this arda. | :24:54. | :24:58.
Somebody who could stand on the national stage, | :24:59. | :25:01.
could report for Look North, be on Radio Humberside | :25:02. | :25:03.
but was about where we live and we wanted to do that by just | :25:04. | :25:07.
literally going out on the streets, hence why we had 194 people appear | :25:08. | :25:11.
And although Simon Richardson and Lucy Clark missed out this time, | :25:12. | :25:16.
they were gracious in defeat, with both receiving high pr`ise | :25:17. | :25:19.
Naturally gutted, you know, it was something I really, really wanted. | :25:20. | :25:24.
I felt I gave it my all so hf I m not the Face Of Hull then so be it | :25:25. | :25:29.
I'm so happy for him, I really am. | :25:30. | :25:32.
It doesn't get much better than being last woman standhng | :25:33. | :25:36.
Kofi's training will begin in a matter of weeks. | :25:37. | :25:41.
Big changes are ahead for the lad from Beverley, | :25:42. | :25:43.
who described the job as "a dream come true". | :25:44. | :25:46.
thanks to everyone who took part. Well done to Kofi and also Simon and | :25:47. | :26:00.
Lucy. Let's get a recap of the national | :26:01. | :26:01.
and regional headlines. Nissan makes a new | :26:02. | :26:04.
commitment in Sunderland. Ministers call it a vote of | :26:05. | :26:10.
confidence in post-brexit Britain. Demands for a ban on cold c`lling | :26:11. | :26:14.

charities, they will without calls. The Sasha says, I think thex should | :26:45. | :26:49.
be banned. It is up to the individual to decide which charities | :26:50. | :26:54.
they want to support. Not to be bullied. | :26:55. | :26:58.
Wider you always refer to non-cold calling as cold calling. Larger | :26:59. | :27:02.
charities only call when thdy have that person's details. Some people | :27:03. | :27:07.
would dispute that. Will says, the charity does not know | :27:08. | :27:11.
what you are doing or what hllness you have. There should be no cold | :27:12. | :27:15.
calling at all. Gill says, the policy to understand | :27:16. | :27:21.
that this is data protection issues. Charities by list of contacts. | :27:22. | :27:24.
There is a big response on this story and we will be talking about | :27:25. | :27:30.
it on the late Look North at 10:30pm. | :27:31. | :27:34.
And important one from Natasha. She says, my mother paid ?20 a lonth to | :27:35. | :27:39.
