is offended by simple things. It is taking something that is quhte | :02:42. | :02:44. | |

It's three years since Tesco withdrew it's "psycho ward" outfit | :02:48. | :02:49. | |
and ASDA its "mental patient" costume following complaints - | :02:50. | :02:51. | |
but a quick online search shows popular website like eBay and Amazon | :02:52. | :02:54. | |
But the owner of this fancy dress shop in Hull says she's | :02:55. | :03:00. | |
never stocked such items because of a lack of demand. | :03:01. | :03:07. | |
I have never sold them and never been asked for them and if there was | :03:08. | :03:14. | |
it is usually for Hannibal like that, I have never had anyone asked | :03:15. | :03:19. | |
to be a mental patient and H cannot see how people would see it as | :03:20. | :03:24. | |
offensive, it is a fun night out some people just go for it. | :03:25. | :03:27. | |

I do not doubt that. I do not think the people who buy | :04:19. | :04:21. | |
or make where these costumes actively go out thier way to offend | :04:22. | :04:26. | |
people with mental health problems, but the fact is it does portray them | :04:27. | :04:29. | |
in negative stereotypes and does make them look and seem a lot more | :04:30. | :04:32. | |
dangerous than they ever So whether you intend it or not it | :04:33. | :04:35. | |
does have a negative conseqtence. But it is supposed to be sc`ry | :04:36. | :04:42. | |
because it is Halloween and that is It is but you don't have to invoke | :04:43. | :04:46. | |
genuine problems and disorddrs You are far more likely to be hit | :04:47. | :04:51. | |
by a bus than attacked by someone with a mental health problel, | :04:52. | :05:00. | |
but a scary bus isn't a costume We've had a lot of response | :05:01. | :05:02. | |
on this one a Facebook. Stephanie says, "I don't thhnk | :05:03. | :05:07. | |
anyone is "mocking mental hdalth patients by wearing "these types | :05:08. | :05:11. | |
of costume at "this time of year." Again, not intentionally so, | :05:12. | :05:14. | |
but it does portray a very damaging and negative image of peopld | :05:15. | :05:17. | |
with mental health problems and they struggle to be accdpted | :05:18. | :05:19. | |
enough as it is, so when other people who do not have thesd | :05:20. | :05:22. | |
problems dress up like this at Halloween it is quite | :05:23. | :05:25. | |
an offensive thing to do. A lot of people have got no time | :05:26. | :05:27. | |
for this at all. "For goodness sake, | :05:28. | :05:32. | |
this is pathetic. "Whatever we do in life will upset | :05:33. | :05:37. | |
some part of the community." Don't you think there's | :05:38. | :05:40. | |
an element of truth in that? There's always going to be someone | :05:41. | :05:43. | |
not happy with it but when we say a part of the community, | :05:44. | :05:46. | |
people with mental health problems make up around one quarter | :05:47. | :05:48. | |
the population, and that is a large group of people who already have | :05:49. | :05:51. | |
hard enough lives as it is, they do not get the time | :05:52. | :05:54. | |
they need, the respect, they do not get the resourcds, | :05:55. | :05:57. | |
they are told to put up and shut up A lot of people said the sale thing | :05:58. | :06:00. | |
about owning slaves. Give them a good job and sttff, | :06:01. | :06:04. | |
they do not know any better We've learned a lot since then | :06:05. | :06:07. | |
and hopefully we will do And is it just some people that | :06:08. | :06:11. | |
are worrying on their behalf or do these people who are affectdd, | :06:12. | :06:15. | |
are they offended by these costumes? According to most people | :06:16. | :06:18. | |
I've spoken to, yes. I work in the psychiatric fheld | :06:19. | :06:20. | |
and a lot of mental health `wareness campaigns and they are genuhnely, | :06:21. | :06:23. | |
they work hard to be People are intrinsically afraid | :06:24. | :06:26. | |
of mental health problems anyway so to have this, | :06:27. | :06:30. | |
maybe it's just once a year, but to have this constantly | :06:31. | :06:32. | |
happening is almost We'll be asking for people's | :06:33. | :06:34. | |

pays ?14.23, Lincolnshire spends an average of ?13.68, | :09:14. | :09:16. | |
and North East Lincolnshire pays just ?12.56 - | :09:17. | :09:20. | |
more than ?4 below that recommended price. | :09:21. | :09:21. | |
And those rates say the Local Government Associ`tion | :09:22. | :09:23. | |
are a sign of "councils struggling for cash". | :09:24. | :09:33. | |
It is economics at the mad house because it relieves the pressure on | :09:34. | :09:40. | |
the NHS and we see stories dvery day about what is happening. People want | :09:41. | :09:44. | |
to be looked after at home but in the future we may not have the | :09:45. | :09:46. | |
resources to do that. The Local Government Associ`tion | :09:47. | :09:47. | |
says this is a national problem which the government needs to get | :09:48. | :09:51. | |
to grips with. The HCA are brought forward their | :09:52. | :09:59. | |
report and we have not quitd understood how they arrived at the | :10:00. | :10:05. | |
