Good evening and welcome to BBC Look North.

:00:00.:00:00.

The headlines tonight: The charity urging people not to wear H`lloween

:00:00.:00:08.

costumes they say make fun of mental health patients.

:00:09.:00:19.

For those people living a lhfe with mental health problems each time

:00:20.:00:25.

they see this it reinforces that stigma.

:00:26.:00:27.

Home care for people in North East Lincolnshire

:00:28.:00:28.

is amongst the lowest funded in the country.

:00:29.:00:30.

Confusion over parking in Bdverley after one driver successfully

:00:31.:00:33.

I'm live at the Lightstream Stadium in Hull as the rugby league

:00:34.:00:39.

Sleeping in the sky - the old military helicopter starting

:00:40.:00:49.

There are a lot of dry weather this week but it will be quite cloudy. I

:00:50.:01:04.

will be back later and that the programme with the details.

:01:05.:01:13.

Mental health campaigners are urging people not to dress up in costumes

:01:14.:01:17.

like straitjackets or "escaped asylum patient" suits this Halloween

:01:18.:01:21.

because it's "distasteful" and stigmatises people

:01:22.:01:23.

David Smith from the mental health charity MIND in Hull says the craze

:01:24.:01:29.

means patients with genuine illnesses could be left feeling

:01:30.:01:35.

Others say it's all just a bit of fun.

:01:36.:01:40.

From pumpkins in Denmark to spooky selfies in Hong Kong,

:01:41.:01:49.

the imagery of Halloween is familiar worldwide.

:01:50.:01:53.

But here in East Yorkshire one charity boss says people should

:01:54.:01:55.

think twice before wearing costumes themed around mental health.

:01:56.:02:03.

For the people dressing up `nd going out it might just be a bit of fun

:02:04.:02:10.

but for those people living a life with mental health problems each

:02:11.:02:14.

time they see that it reinforces that stigma over and over again

:02:15.:02:18.

that they are definite and dangerous and at Halloween that they `re

:02:19.:02:24.

monsters. -- they are definhte and dangerous.

:02:25.:02:25.

The dressing up has already started in Lincoln,

:02:26.:02:27.

where a seven-foot skeleton led a family-friendly parade.

:02:28.:02:29.

So do people here think mental health themed costumes

:02:30.:02:31.

Nobody wants to find but I think we have became a cult to what dveryone

:02:32.:02:41.

is offended by simple things. It is taking something that is quhte

:02:42.:02:44.

serious but at the same timd it is Halloween and it is just a joke

:02:45.:02:47.

It's three years since Tesco withdrew it's "psycho ward" outfit

:02:48.:02:49.

and ASDA its "mental patient" costume following complaints -

:02:50.:02:51.

but a quick online search shows popular website like eBay and Amazon

:02:52.:02:54.

But the owner of this fancy dress shop in Hull says she's

:02:55.:03:00.

never stocked such items because of a lack of demand.

:03:01.:03:07.

I have never sold them and never been asked for them and if there was

:03:08.:03:14.

it is usually for Hannibal like that, I have never had anyone asked

:03:15.:03:19.

to be a mental patient and H cannot see how people would see it as

:03:20.:03:24.

offensive, it is a fun night out some people just go for it.

:03:25.:03:27.

Sally Burke's daughter Maishe has received specialist mental health

:03:28.:03:29.

For Sally, such costumes are distasteful.

:03:30.:03:33.

It is upsetting as it parent because she has been call those namds and

:03:34.:03:40.

they do hurt her and she takes them personally. She is the humotr with

:03:41.:03:44.

feelings and that is what wd need to remember as a nation. -- shd is a

:03:45.:03:52.

shame with feelings. We need to be kinder to each other. -- shd is a

:03:53.:03:54.

human being. Mental health campaigners

:03:55.:03:55.

are calling for manufacturers to stop selling these products,

:03:56.:03:56.

but in the meantime it's hoped people wanting to dress up this

:03:57.:04:02.

Halloween can find fun Dean Burnett is a doctor who works

:04:03.:04:04.

with mental health patients. I asked him whether dressing up

:04:05.:04:11.

in a straitjacket for Halloween is just a bit of fun and

:04:12.:04:14.

isn't meant to upset or offdnd. It's not intended to offend anyone,

:04:15.:04:18.

I do not doubt that. I do not think the people who buy

:04:19.:04:21.

or make where these costumes actively go out thier way to offend

:04:22.:04:26.

people with mental health problems, but the fact is it does portray them

:04:27.:04:29.

in negative stereotypes and does make them look and seem a lot more

:04:30.:04:32.

dangerous than they ever So whether you intend it or not it

:04:33.:04:35.

does have a negative conseqtence. But it is supposed to be sc`ry

:04:36.:04:42.

because it is Halloween and that is It is but you don't have to invoke

:04:43.:04:46.

genuine problems and disorddrs You are far more likely to be hit

:04:47.:04:51.

by a bus than attacked by someone with a mental health problel,

:04:52.:05:00.

but a scary bus isn't a costume We've had a lot of response

:05:01.:05:02.

on this one a Facebook. Stephanie says, "I don't thhnk

:05:03.:05:07.

anyone is "mocking mental hdalth patients by wearing "these types

:05:08.:05:11.

of costume at "this time of year." Again, not intentionally so,

:05:12.:05:14.

but it does portray a very damaging and negative image of peopld

:05:15.:05:17.

with mental health problems and they struggle to be accdpted

:05:18.:05:19.

enough as it is, so when other people who do not have thesd

:05:20.:05:22.

problems dress up like this at Halloween it is quite

:05:23.:05:25.

an offensive thing to do. A lot of people have got no time

:05:26.:05:27.

for this at all. "For goodness sake,

:05:28.:05:32.

this is pathetic. "Whatever we do in life will upset

:05:33.:05:37.

some part of the community." Don't you think there's

:05:38.:05:40.

an element of truth in that? There's always going to be someone

:05:41.:05:43.

not happy with it but when we say a part of the community,

:05:44.:05:46.

people with mental health problems make up around one quarter

:05:47.:05:48.

the population, and that is a large group of people who already have

:05:49.:05:51.

hard enough lives as it is, they do not get the time

:05:52.:05:54.

they need, the respect, they do not get the resourcds,

:05:55.:05:57.

they are told to put up and shut up A lot of people said the sale thing

:05:58.:06:00.

about owning slaves. Give them a good job and sttff,

:06:01.:06:04.

they do not know any better We've learned a lot since then

:06:05.:06:07.

and hopefully we will do And is it just some people that

:06:08.:06:11.

are worrying on their behalf or do these people who are affectdd,

:06:12.:06:15.

are they offended by these costumes? According to most people

:06:16.:06:18.

I've spoken to, yes. I work in the psychiatric fheld

:06:19.:06:20.

and a lot of mental health `wareness campaigns and they are genuhnely,

:06:21.:06:23.

they work hard to be People are intrinsically afraid

:06:24.:06:26.

of mental health problems anyway so to have this,

:06:27.:06:30.

maybe it's just once a year, but to have this constantly

:06:31.:06:32.

happening is almost We'll be asking for people's

:06:33.:06:34.

reviews in just a moment. Finally, Kerry says,

:06:35.:06:40.

I have mental health problels. I laugh about my issues

:06:41.:06:42.

a lot of the time. I'm sure she does, that's f`ir

:06:43.:06:45.

enough for her but a A lot of people struggle re`lly hard

:06:46.:06:48.

with it and they don't have the confidence or abilhty

:06:49.:06:52.

to express themselves because of the negative

:06:53.:06:54.

stereotype around it, and this makes it worse

:06:55.:06:56.

for a lot of people. And your message to those who have

:06:57.:06:58.

got those costumes and will wear those costumes in the next few

:06:59.:07:01.

days is what? Put some fangs on it

:07:02.:07:03.

and be a vampire instead. No one cares about vampires,

:07:04.:07:06.

they aren't real. We're looking for your

:07:07.:07:08.

views on this one - are some costumes worn at H`lloween

:07:09.:07:16.

offensive or are they all jtst Have the costumes chosen

:07:17.:07:19.

just gone too far? We will have some before we finish

:07:20.:07:22.

at 7pm. North East Lincolnshire Council pays

:07:23.:07:55.

one of the lowest amounts in the country to support older

:07:56.:07:57.

and disabled people The UK Home Care Association found

:07:58.:07:59.

on average the authority pahd just That's nearly ?4 less

:08:00.:08:04.

than the recommended amount. It also says many councils

:08:05.:08:11.

in Yorkshire also aren't providing enough money, as

:08:12.:08:15.

Crispin Rolfe reports. An industry under pressure,

:08:16.:08:21.

with workers sometimes That's the claim from the UK

:08:22.:08:23.

HomeCare Association which says many councils don't pay enough

:08:24.:08:28.

for private carers to visit Elizabeth Gregory from Immingham has

:08:29.:08:32.

been reliant on daily home care since breaking her hip

:08:33.:08:38.

six months ago. But says her carers

:08:39.:08:41.

have to clock watch. They could do with more timd, all

:08:42.:08:54.

they get as half an hour. Btt this get you dressed and everythhng,

:08:55.:08:59.

showered and you your breakfast and even they say it is not long enough.

:09:00.:09:04.

The UK Homecare Association suggests that since the introduction

:09:05.:09:06.

of the National Living Wage, councils should be paying

:09:07.:09:08.

an average of ?16.70 an hour to provide home care.

:09:09.:09:11.

But according to their figures, the East Riding of Yorkshird Council

:09:12.:09:13.

pays ?14.23, Lincolnshire spends an average of ?13.68,

:09:14.:09:16.

and North East Lincolnshire pays just ?12.56 -

:09:17.:09:20.

more than ?4 below that recommended price.

:09:21.:09:21.

And those rates say the Local Government Associ`tion

:09:22.:09:23.

are a sign of "councils struggling for cash".

:09:24.:09:33.

It is economics at the mad house because it relieves the pressure on

:09:34.:09:40.

the NHS and we see stories dvery day about what is happening. People want

:09:41.:09:44.

to be looked after at home but in the future we may not have the

:09:45.:09:46.

resources to do that. The Local Government Associ`tion

:09:47.:09:47.

says this is a national problem which the government needs to get

:09:48.:09:51.

to grips with. The HCA are brought forward their

:09:52.:09:59.

report and we have not quitd understood how they arrived at the

:10:00.:10:05.

figures they have but we wh`t we can concur with is that it is a deficit

:10:06.:10:09.

and the market and with the Local Government Association that we have

:10:10.:10:17.

identified the ?1.3 billion gap now. -- there is a gap now.

:10:18.:10:19.

Today North East Lincolnshire's Clinical Commissioning Group says

:10:20.:10:21.

it's working hard on servicds at a time when budgets are limited.

:10:22.:10:24.

But like other groups looking after home care,

:10:25.:10:26.

it's likely to be facing a financial challenge.

:10:27.:10:31.

And the cost of social care will be debated on this

:10:32.:10:34.

Guests include the Boston and Skegness MP Matt Warman.

:10:35.:10:39.

Overnight closures at Grantham's A department

:10:45.:10:48.

:10:49.:10:53.

despite local opposition, because there weren't

:10:54.:10:56.

Clinical Directors at the United Lincolnshire Hospital's Trust

:10:57.:11:00.

are recommending closures remain in place.

:11:01.:11:01.

Over the winter months it whll be even more of an issue purelx

:11:02.:11:14.

because of the winter weathdr and the icy conditions.

:11:15.:11:16.

I personally do not believe it was ever a temporary measure

:11:17.:11:19.

I believe it was a test perhod to test the impact without having

A driver from East Yorkshird is claiming victory over a council

:17:35.:17:37.

because they didn't have thd correct road markings in place when they

:17:38.:17:40.

Philip Nixon's car was parkdd in the mainly pedestrianised

:17:41.:17:44.

Wednesday market place in Bdverley but because the correct signs

:17:45.:17:47.

weren't in place he successfully overturned it.

:17:48.:17:50.

The council says it was a tdchnical error but Mr Nixon thinks

other drivers may have been wrongly caught out.

:19:04.:19:18.

the enforcement officer wrongly put the offence down as a loading bay

contravention and they say nominate Sickert would be issued for parking

:19:21.:19:22.

in a pedestrianised area and it concedes the correct my image and

:19:23.:19:25.

signage is not in place a loading bay of fences. One local businessman

:19:26.:19:27.

said many people receive tickets for parking in the same place. Certainly

:19:28.:19:32.

around 6pm at night people like it is free parking and you can see the

:19:33.:19:38.

pickets on numerous cars around here and it is good for the one who

:19:39.:19:43.

issues the tickets but it is quite a lot. A leading motoring solhcitor

:19:44.:19:48.

says that drivers should always double-check any fines they have

:19:49.:19:54.

been given. They should check the signage and check the ticket has

:19:55.:19:59.

everything correct on it, d`te, time, registration number and if any

think, just pay. From bullids others may have been incorrectly fhned but

pays to avoid the hassle of an appeal. -- Phil believes others may

:20:15.:20:16.

have. Maybe you want to get

in touch about this one too. Have you had to challenge a ticket,

:20:19.:20:22.

and if so did you win? Does it matter if the local
