Hello and welcome to Wednesday's Look North. Tonight. Under | :00:03. | :00:05.
investigation - the doctor's surgery that wrongly told patients | :00:05. | :00:09.
their operations were not available on the NHS. | :00:09. | :00:12.
Safe at last. Victims of the Libya conflict get specialist treatment | :00:12. | :00:19.
here in the North. Blowing hot and cold - how future | :00:19. | :00:21.
weather extremes could hit the elderly and vulnerable. | :00:21. | :00:24.
And first of the summer wine. Britain's most northerly vineyard | :00:24. | :00:28.
produces a very cheeky little number. | :00:28. | :00:32.
In sport. One of the region's most successful clubs is taking on a | :00:32. | :00:34.
whole new challenge. It's still a balancing act, but | :00:34. | :00:44.
:00:44. | :00:52. | ||
these gymnasts are hoping they've First tonight, a doctor's practice | :00:52. | :00:55.
in North Yorkshire is at the centre of controversy after it offered | :00:55. | :00:57.
patients private treatment for minor surgery that can be carried | :00:57. | :01:01.
out on the NHS. Haxby and Wigginton Health Centre in York has written | :01:01. | :01:03.
to patients suggesting private providers who can perform the | :01:03. | :01:10.
operations for a fee. There are fears that it could be the start of | :01:10. | :01:13.
a new trend following the squeeze on health service finances and the | :01:13. | :01:21.
planned overhaul of the NHS. Danny Carpenter has the story. | :01:21. | :01:26.
It is quite a short better, but it has created a big fuss. This | :01:26. | :01:30.
practice known to 30 patients are waiting for microsurgery and told | :01:30. | :01:34.
them it would no longer be available on the NHS. They would | :01:34. | :01:40.
have to pay. This has upset people. Most of think the NHS should still | :01:40. | :01:50.
be free. It is not right. You pay taxes and National Insurance. It is | :01:50. | :01:57.
not right. Glasses, teeth, everything, they are pushing it | :01:57. | :02:02.
more to be private. The letter lists four private companies that | :02:03. | :02:07.
could carry out procedures, including one owned by the practice | :02:07. | :02:13.
itself. Politicians, patient groups and even the primary care trust are | :02:13. | :02:20.
worried that creates a potential conflict of interest. There is an | :02:20. | :02:23.
important principle. All doctors have to be aware that there is | :02:23. | :02:28.
potential conflict of interest in working in NHS and private work. It | :02:28. | :02:35.
has to be managed as a professional responsibility. Concerns have also | :02:35. | :02:39.
been expressed that information given to the NHS is being used to | :02:39. | :02:47.
target potential private patients. But the surgery say they have done | :02:47. | :02:52.
nothing wrong. Our patients have been left without a service, we | :02:52. | :02:59.
have outlined the options available. If they did not have that option, | :02:59. | :03:09.
:03:09. | :03:10. | ||
where would they go? They were caught up in a violent | :03:11. | :03:13.
conflict 2,000 miles away. They've suffered gunshot and shrapnel | :03:13. | :03:16.
wounds. But now three civilians injured in the battle for power in | :03:16. | :03:19.
Libya have been flown here to one of the North's biggest hospitals to | :03:19. | :03:24.
receive specialist treatment. Stuart Whincup has this report. | :03:24. | :03:28.
Safe at last. 28-year-old Mohammed Adrizzi, a university graduate, was | :03:28. | :03:35.
trying to flee the fighting. As he tried to ecape, he was knocked over | :03:35. | :03:38.
and a car drove over him. Many of his friend were wounded in the | :03:39. | :03:48.
crossfire. Their relatives, though, remain, | :03:48. | :03:51.
caught up in the conflict as the bloody battle to remove Colonel | :03:51. | :03:53.
Gaddafi continues into its seventh month. They have been telling us it | :03:53. | :03:57.
was very difficult and very unpleasant surroundings. They are | :03:57. | :04:03.
very grateful to be in this safety of a hospital like this. They have | :04:03. | :04:09.
a number of injuries. Gunshot wounds, road traffic accidents and | :04:09. | :04:17.
shrapnel wounds. These are injuries it to the bone and soft tissue. | :04:17. | :04:21.
Mohammed says all the hospitals in Libya are full with people of all | :04:21. | :04:23.
ages fighting for their lives. Many like him are innocent civilians. | :04:23. | :04:27.
Now he's part of a group of 50 young men and women who've been | :04:27. | :04:31.
flown to the UK for specialist treatment. The full costs of this | :04:31. | :04:39.
care is being met by the Libyan government. | :04:39. | :04:44.
Managers say that the fact of a hospital has been asked to help by | :04:44. | :04:47.
the government is testament to their expertise of the staff. They | :04:47. | :04:57.
:04:57. | :05:02. | ||
stress it will not impact on the day today running of the Hospital. | :05:02. | :05:05.
Two prisoners have appeared before a judge at Newcastle Crown Court | :05:05. | :05:07.
charged with murdering a sex offender inside Durham's high | :05:07. | :05:10.
security Frankland Jail. It comes on the day a judge has called for | :05:10. | :05:13.
an urgent review of systems at high security prisons. 23-year-old | :05:13. | :05:16.
Nathan Mann and Michael Parr, who's 32, were arrested after the body of | :05:16. | :05:19.
Mitchell Harrison was found in a cell at Frankland Prison on | :05:19. | :05:23.
Saturday. Police said he'd died from multiple injuries. Harrison, | :05:23. | :05:27.
who was 23, was jailed for raping a 13-year-old girl in Cumbria. | :05:27. | :05:30.
Neither accused entered a plea and the case was adjourned until | :05:30. | :05:35.
January with a provisional trial date set for March. | :05:35. | :05:39.
Police have urged women who may have slept with an HIV infected man | :05:39. | :05:43.
to come forward. Simon McClure, who's 38 and from Middlesbrough, | :05:43. | :05:46.
was jailed for two years and eight months at Teesside Crown Court | :05:46. | :05:48.
after he admitted inflicting grievous bodily harm on a woman | :05:48. | :05:54.
with whom he had unprotected sex. Two police staff are to stand trial | :05:54. | :05:56.
accused of assaulting a prisoner at Peterlee police station in March. | :05:56. | :05:59.
They appeared at Teesside Magistrates Court today and denied | :05:59. | :06:02.
two charges each. Sergeant Stephen Harvey and detention officer | :06:02. | :06:12.
:06:12. | :06:13. | ||
Michael Mount will face trial in January. | :06:13. | :06:20.
So, none of us is getting any younger. And don't we know it. But | :06:20. | :06:23.
scientists here in the North say we now need to plan where our ageing | :06:23. | :06:26.
population will be most vulnerable in years to come. That's because | :06:26. | :06:29.
they're predicting more flooding, cold snaps and heatwaves in years | :06:29. | :06:32.
to come, mainly in rural parts of the region. Gerry Jackson has more | :06:32. | :06:36.
on this. Sounds pretty dramatic, Gerry? | :06:36. | :06:40.
It is tempting to think about the sheer numbers of people out there | :06:40. | :06:47.
and the number of pensioners among us, now and in a generation's time. | :06:47. | :06:54.
There are some very clever people on one as we say we must at begging | :06:54. | :07:04.
:07:04. | :07:10. | ||
about -- how we must start planning for all eventualities now. | :07:10. | :07:13.
It might seem like the world revolves around the young, but | :07:13. | :07:21.
within 20 years, one in five of us will be over 65. Climate change | :07:21. | :07:25.
could make us more vulnerable as elderly people. | :07:25. | :07:28.
So researchers at Durham have been plotting how the whereabouts of our | :07:28. | :07:30.
senior citizens will coincide with the biggest likely increases in | :07:30. | :07:36.
flooding, cold, and heat. affects a lot of people. And it is | :07:36. | :07:40.
predicted to change. It would be exciting to map this out across the | :07:40. | :07:45.
whole of the United Kingdom, to influence people to take action now. | :07:45. | :07:48.
Using Government projections, they mapped the parts of our region | :07:48. | :07:51.
likely to have the greatest concentration of over-65s. Then the | :07:51. | :07:53.
climate projections of where extreme weather events are likely | :07:53. | :07:57.
to be most frequent. Flooding, for example - parts of Cumbria, | :07:57. | :08:03.
including the Solway Firth are expected to be more vulnerable. | :08:03. | :08:09.
Extreme cold snaps. Again, parts of Cumbria and North Northumberland, | :08:09. | :08:12.
if the projections are correct. And at the other end of the scale, | :08:12. | :08:16.
heatwaves. They might have the most effect on the elderly in much the | :08:16. | :08:22.
same areas. This is to build up our capacity to look ahead and see how | :08:22. | :08:29.
these issues may impact in the future. We are working with local | :08:29. | :08:35.
authorities who have this very much in mind. Our project is feeding | :08:35. | :08:43.
into the planning we are doing. Building Design is needed to change | :08:43. | :08:50.
to accommodate potentially bad weather. Longer term development so | :08:50. | :08:53.
like buildings and services have to be planned. | :08:53. | :08:56.
Of course, even talking about climate provokes controversy and | :08:56. | :08:59.
these are very long range forecasts. But when we're old enough to need | :08:59. | :09:08.
the help, we'll expect the young to know what they're doing. If you | :09:08. | :09:11.
talk to some of the people running are councils, they will tell you | :09:11. | :09:16.
they have enough on their hands planning for the next year or two, | :09:16. | :09:21.
never mind the next generation. But they do have to make these plans. | :09:21. | :09:28.
These are gradually evolving plans. The NHS is in a similar position. | :09:28. | :09:32.
But it is the young people that will have to make these decisions | :09:32. | :09:37.
so let's hope they do not hold any grudges against us. | :09:37. | :09:44.
Thank you very much. A pensioner has installed his very | :09:44. | :09:47.
own memorial bench at a bus stop in Northumberland, despite being alive | :09:47. | :09:49.
and well. 78-year-old James Campbell has arthritis and wanted a | :09:49. | :09:53.
seat he could benefit from as he waits for the bus in his home | :09:53. | :09:56.
village of Alnmouth. He originally made plans for it to be erected | :09:56. | :09:59.
after his death, but decided he wanted to use it himself. Adele | :09:59. | :10:09.
:10:09. | :10:12. | ||
Robinson reports. This is a memorial bench, but they | :10:12. | :10:18.
are still very much around and still waiting to take off. Why have | :10:18. | :10:22.
a memorial bench? When I was waiting for a bus, it was hurting | :10:22. | :10:29.
my legs. I thought, when I die, I am going to dedicate a seat. When I | :10:29. | :10:35.
got on the bus, I thought why wait? I need it now. | :10:35. | :10:42.
So 78-year-old James went for a more unconventional plaque. Your | :10:42. | :10:48.
flight isn't due any time soon? whole lot. I reckon they will get | :10:48. | :10:55.
about 25 years of use out of it. I've spent a fortune on it, I'm not | :10:55. | :10:59.
going to leave it behind. The memorial's only been up a few days. | :10:59. | :11:05.
But it has, shall we say, surprised a few people. I couldn't believe it, | :11:05. | :11:11.
I thought something had happened to them. But I had to see them. I was | :11:11. | :11:21.
:11:21. | :11:21. | ||
a bit confused. The day it went up, it was really funny. People were | :11:21. | :11:27.
reading it and laughing. What was your first reaction? I did not like | :11:27. | :11:32.
the idea at all, I thought it sounded creepy. But the wording is | :11:32. | :11:38.
funny. But for now James and Sally are still here. And still | :11:38. | :11:44.
celebrating being very much alive. As long as the drugs Don't sleep on | :11:44. | :11:54.
:11:54. | :11:57. | ||
it. Get off my bench! I like his sense of humour. | :11:57. | :12:00.
Still to come - Wednesday's sportsdesk with Jeff. And why it's | :12:00. | :12:03.
been a vintage year for the North's most northerly vineyard. This | :12:03. | :12:13.
:12:13. | :12:17. | ||
week's re there isn't -- and this 75 years ago today, the Jarrow | :12:17. | :12:23.
marchers took their demand for work to London. They walked the 300 | :12:23. | :12:26.
miles to highlight an unemployment rate of more than 70% in the town, | :12:26. | :12:29.
as well as one of the highest mortality rates in the country. | :12:29. | :12:32.
Three quarters of a century later, a group of young people are | :12:32. | :12:35.
retracing the marchers' steps. They set off from Jarrow on Saturday. | :12:35. | :12:38.
Our Business Correspondent Ian Reeve caught up with them today on | :12:38. | :12:43.
their leg from Darlington to Northallerton. | :12:43. | :12:47.
"Decent jobs for decent pay, the Jarrow March is on its way," is the | :12:47. | :12:54.
cry. And one or two about evil bankers. This is day four of a | :12:54. | :12:57.
march by young people who say they form the 21st century equivalent of | :12:57. | :13:06.
the famous 1936 crusade. There are half-a-million vacancies for 2.5 | :13:06. | :13:11.
million people looking for jobs. I think amongst young people, the | :13:11. | :13:16.
situation is particularly bad. We want to recreate it there Jarrow | :13:16. | :13:26.
march to draw attention to the issues. There are, though, a few | :13:26. | :13:29.
differences between the 1936 marchers and the modern day ones. | :13:29. | :13:32.
75 years ago, it's doubtful that a rest stop included playing on a | :13:32. | :13:35.
swing or a quick game of footy. There were 200 marchers back then. | :13:35. | :13:39.
Today in this North Yorkshire village, there are 17. And there | :13:39. | :13:42.
are other, bigger differences too. And the marchers do seem to be | :13:42. | :13:47.
welcomed along the route. Susan King is re-enacting history. | :13:47. | :13:50.
grandma made tea for the original marchers as they passed through | :13:50. | :13:58.
Darlington. They are doing a good job and we fully agree with them. | :13:58. | :14:03.
Short hours, zero contracts, they do not get decent jobs and decent | :14:03. | :14:08.
pay. The support we have got so far is unbelievable. People coming out | :14:08. | :14:17.
of their homes and giving us cups of tea. They are giving us money | :14:17. | :14:21.
out of their own pocket. In this current economic crisis, I think | :14:21. | :14:26.
that is quite a lot. What ever you think of the marchers, they say | :14:26. | :14:32.
they are determined to reach London. Tomorrow, they go from | :14:32. | :14:36.
Northallerton to read them and say they will reach the capital on 5th | :14:36. | :14:45.
November. -- Ripon. Now, at one time, English wine | :14:45. | :14:47.
produced anywhere north of Watford was practically unheard of. But | :14:47. | :14:50.
then some northern growers tried planting white grapes and a small | :14:50. | :14:53.
industry in light fruity wines was born. And now one North Yorkshire | :14:53. | :14:58.
vineyard has gone a stage further. It's producing a full blooded red. | :14:58. | :15:01.
Ryedale Vineyard is the most northerly in Britain and Peter Lugg | :15:01. | :15:11.
:15:11. | :15:30. | ||
Ah, the Loire Valley, or Burgandy perhaps. Maybe the Dordogne even. | :15:30. | :15:35.
No, this is England. It's Yorkshire. For heaven's sake, we're not far | :15:35. | :15:45.
:15:45. | :15:49. | ||
off the A64 near Malton. That one is a very ripe. They it is amazing. | :15:49. | :15:52.
Stuart and Elizabeth Smith run the most northerly commercial vineyard | :15:52. | :15:59.
in Britain and this year's grapes are almost ready for harvest. | :15:59. | :16:07.
planted in 2006. The white wine was absolutely wonderful. It won a | :16:07. | :16:14.
silver medal. It won trophies. English white and rose wines are an | :16:14. | :16:16.
increasing common sight in the supermarkets, but full-blooded reds | :16:16. | :16:22.
are rare. We've had a heat wave which is brilliant. We had a warm | :16:22. | :16:29.
spell in April that of the vines growing early. -- that got the | :16:29. | :16:39.
:16:39. | :16:45. | ||
vines. That means the grapes will bit right -- it will be right. | :16:45. | :16:51.
Rydale Nouveau should be available early in the new year. Look out for | :16:51. | :17:00.
York Minster on the label. We're off to the fantastic northern | :17:00. | :17:03.
Fells of the Lake District now for this week's Grundy's North. The | :17:03. | :17:06.
village of Caldbeck between Carlisle and Penrith was originally | :17:06. | :17:09.
an industrial community. It's now as pretty as they come. John Grundy | :17:09. | :17:13.
begins his stroll at a place called The Howk. | :17:14. | :17:23.
:17:24. | :17:24. | ||
How it is not a very nice world. -- Howk is not a very nice word. It | :17:24. | :17:34.
:17:34. | :17:38. | ||
used to mean to pick your nose. This stream it turns into their | :17:38. | :17:46.
river the gives the village of Caldbeck its name. It has all some | :17:46. | :17:51.
power. You should see this during winter storms. In the past, the | :17:51. | :17:59.
power of this river drove industries. This was a bobbin mill. | :17:59. | :18:08.
The Barnett was used it to store the wood. -- the barn. This had one | :18:08. | :18:14.
of the biggest water feels in England. 42 ft in diameter. -- for | :18:14. | :18:24.
:18:24. | :18:24. | ||
water wheel. There was a Willem bill, a flax mill, a corn mill, a | :18:24. | :18:34.
:18:34. | :18:42. | ||
smelting mill. I would determine mill, a crushing Miller -- a wood | :18:42. | :18:52.
turning mill, a crushing mill. There has always been Industry here. | :18:52. | :18:58.
But at the Old working buildings have all been given new users. They | :18:58. | :19:03.
are now pretty country cottages. Even at the village pond the there | :19:03. | :19:08.
is surprisingly large number of ducks has got an industrial origin. | :19:08. | :19:13.
It was formed by the extraction of play for the building trade. This | :19:13. | :19:23.
:19:23. | :19:43. | ||
is the last mill in the village. It was built in 7002. -- 1702. This | :19:43. | :19:53.
:19:53. | :19:53. | ||
church has a smashing graveyard with Victorian gravestones. I do | :19:53. | :20:03.
:20:03. | :20:04. | ||
not know whether you happen to 0 John Peel. -- to know off John Peel. | :20:04. | :20:14.
:20:14. | :20:17. | ||
Here he is. And next door, a quite gorgeous Georgian vicarage. The | :20:17. | :20:22.
village is packed with beautiful houses. They are dotted about all | :20:22. | :20:26.
over the place. Because we are in Cumbria, many of them are painted | :20:26. | :20:36.
in gorgeous colours. Fresh and sparkling the light. This village | :20:36. | :20:46.
:20:46. | :20:54. | ||
is a delight to be in. It is very pretty. We have all be | :20:54. | :20:59.
marvelling at the shot behind your head! | :20:59. | :21:02.
Now what do you do when the local council that runs the leisure | :21:02. | :21:05.
centre, where your highly successful sports club is based, | :21:05. | :21:08.
announces it can no longer afford to maintain it? Well, the answer, | :21:08. | :21:11.
in the case of one County Durham gymnastics club, is take it over | :21:11. | :21:12.
yourself! They've been churning out | :21:12. | :21:15.
international gymnasts at the Deerness Valley Club for 20 years | :21:15. | :21:18.
now. The club based at Ushaw Moor near Durham specialises in | :21:18. | :21:21.
acrobatics and tumbling and has seen more than 60 of its members | :21:21. | :21:24.
come back with a host of World and European medals. But the biggest | :21:24. | :21:26.
threat to future success came when Durham County Council announced | :21:26. | :21:29.
cost-cutting measures that would include the closure of five leisure | :21:29. | :21:37.
centres, including theirs. So how do you get round that? Take over | :21:37. | :21:43.
the lease. To find out that we were up for closure was devastating. We | :21:43. | :21:51.
had to decide what to do. We gathered together as a community | :21:51. | :21:58.
group to try to save it. In the community, we have engineers, | :21:58. | :22:04.
cleaners, painters, electricians. A massive group of people have pulled | :22:04. | :22:09.
it together to offer their services it to keep the building open. | :22:09. | :22:15.
have already started converting some of the rooms. We have opened | :22:15. | :22:22.
up to that local community. We have all sorts of classes on offer. And | :22:22. | :22:27.
for all ages. We hope that that will generate the income to keep | :22:27. | :22:36.
the centre running as a non-profit organisation. To those angry that | :22:36. | :22:46.
:22:46. | :22:46. | ||
their leisure centre will not offer other sports, it has to be | :22:46. | :22:55.
remembered at that that building would have been lost otherwise. | :22:55. | :22:58.
In football, former Sunderland chairman Niall Quinn has spoken out | :22:58. | :23:01.
to ensure fans that Steve Bruce will remain as the Black Cats' | :23:01. | :23:02.
manager, at least for the forseeable future. | :23:02. | :23:05.
Bruce has come under fire from a section of the supporters following | :23:05. | :23:08.
the club's unimpressive start to the season. But Quinn, who stepped | :23:08. | :23:11.
down earlier this week, told reporters Bruce won't be isolated | :23:11. | :23:17.
by American owner Ellis Short's move into the chairman's role. And | :23:17. | :23:19.
he said, "Unless the situation becomes apocalyptic, and it's no | :23:19. | :23:24.
good worrying about that, Steve will get time." | :23:24. | :23:27.
Finally, in Rugby League, a warning from Workington Town chairman Dave | :23:27. | :23:32.
Bowden. He says promotion from Championship One is imperative for | :23:32. | :23:35.
the club next season. Town lost to Keighley Cougars in the Grand Final | :23:35. | :23:38.
last weekend, missing out on a place in the Championship, and the | :23:38. | :23:41.
league's restructuring in 2013 has increased the pressure for success. | :23:41. | :23:44.
Bowden said, "Fans want to see the old names like Leigh, Featherstone | :23:44. | :23:48.
and Halifax." And with new clubs like Hemel Hempstead coming into | :23:48. | :23:51.
the League, he's worried it could be difficult to attract sufficient | :23:51. | :24:01.
:24:01. | :24:06. | ||
support. We were talking about streams -- | :24:06. | :24:11.
extremes of the weather. What has the weather got in store for us | :24:11. | :24:21.
:24:21. | :24:32. | ||
First, some photographs. This is a water vole. Through the rest of the | :24:32. | :24:42.
:24:42. | :24:44. | ||
week, they will be glad that they have a warm nest. We have heavy | :24:44. | :24:47.
outbreaks of rain through the evening. These will gradually move | :24:47. | :24:57.
:24:57. | :24:57. | ||
out into the North Sea. Still some light ones replacing them and | :24:57. | :25:02.
moving across our region through the night. It will be a much cooler | :25:02. | :25:10.
night it tonight. That goes for tomorrow as well. The wind will | :25:10. | :25:18.
term to the north-west and low in a batch of showers. -- and a blow end. | :25:18. | :25:28.
There has been some thunder today and poor tomorrow. -- and there | :25:28. | :25:34.
will be more tomorrow. Temperatures of 12 and 13 degrees. But feeling | :25:34. | :25:37.
colder in that wind. Through the rest of the week, that went will | :25:37. | :25:47. |
