of room like this. Other people who might have overdosed outside have | :02:16. | :02:20. | |
never done so in this room. Hard drugs are illegal on the | :02:21. | :02:24. | |
streets here, but the Danish police say the consumption rtooms work by | :02:25. | :02:27. | |
keeping crime off the street and they hav recommended them to | :02:28. | :02:34. | |
Britain. You do not see people lying in the streets taking drugs. It is | :02:35. | :02:37. | |
very good. The idea has caught the eye of | :02:38. | :02:40. | |
Durham's Police Commissioner. An officer for 30 years, Ron Hogg has | :02:41. | :02:44. | |
already backed his own Chief Constable's call for a debate on | :02:45. | :02:47. | |
decriminalising hard drugs. Now, he says it is time to give the | :02:48. | :02:50. | |
so`called "shooting galleries" a try, with heroin provided by the | :02:51. | :02:59. | |
NHS. Drugs are more as favourite pervasive than they ever were. I am | :03:00. | :03:05. | |
responding to what the communities want to tackle drug abuse in a | :03:06. | :03:11. | |
different way. We want parents knowingly children are safe. We do | :03:12. | :03:14. | |
not want to see drug dealers peddling drugs on the streets. | :03:15. | :03:17. | |
In fact, the idea of supervised hard drug use has been trialled in | :03:18. | :03:21. | |
London, Brighton and Darlington. The money for them ran out in 2011. Some | :03:22. | :03:28. | |
say they should not be revived now. It sends a message out which is | :03:29. | :03:35. | |
wrong. We have got treatment programmes already setup. The police | :03:36. | :03:41. | |
have to be given more power, because if you can start among the street, | :03:42. | :03:45. | |
you stop the supply and we do not have to have this debate. | :03:46. | :03:48. | |
Every UK politician knows how toxic the drugs debate can be. Mr Hogg | :03:49. | :03:51. | |
hopes to provoke some fresh thinking, all the same. This is a | :03:52. | :04:02. | |
provocative idea. Why does he think this is the best time to reset? He | :04:03. | :04:09. | |
is not naive enough to think he will have criticism. The neighbouring | :04:10. | :04:12. | |
police Commissioner said heroin use is in decline and this is not the | :04:13. | :04:17. | |
time to have this debate. But supporters say this is not drug | :04:18. | :04:24. | |
dens. This is all being done under supervision. In Copenhagen, BC the | :04:25. | :04:30. | |
number of people through the facility are now in rehabilitation | :04:31. | :04:35. | |
programmes to wean them off drugs. But Mr Haag is provoking a debate | :04:36. | :04:42. | |
and maybe he is hoping that other people will come forward an idea | :04:43. | :04:46. | |
