following a breakthrough in relations. -- in Iran. | :00:00. | :00:00.
Hello and welcome to Tuesday's Look North. | :00:00. | :00:00.
Seven years for an off duty taxi driver | :00:00. | :00:07.
who killed a Sunderland teenager. He'd defied driving bans nine times. | :00:08. | :00:12.
The full of anger at the molent I would say, because they havd lost | :00:13. | :00:23.
their daughter. How a green deal to help | :00:24. | :00:25.
cut energy bills left this pensioner | :00:26. | :00:28.
out of pocket. Protests at county hall over plans | :00:29. | :00:29.
for a new opencast site And a "ruff" deal | :00:30. | :00:33.
for dogs entering a Lakeland show. They can't show off | :00:34. | :00:36.
skills like these due to fears over | :00:37. | :00:37.
health and safety. In sport, we'll meet | :00:38. | :00:40.
the athlete who's taken Injury wrecked her chances of | :00:41. | :00:42.
a place at the 2012 Olympics but Wearsider Alyson Dixon | :00:43. | :00:47.
will soon be stepping out A list of convictions | :00:48. | :00:49.
as long as your arm, and he'd defied driving bans | :00:50. | :01:06.
nine times previously. Yet David Baillie wasn't only | :01:07. | :01:09.
back on the roads, he even got a licence | :01:10. | :01:12.
to work as a taxi driver. Tonight he's starting | :01:13. | :01:15.
a seven`year prison sentencd having now been convicted of | :01:16. | :01:17.
causing death by dangerous driving. A fit of road rage led to hhm | :01:18. | :01:21.
knocking down and killing 17`year`old | :01:22. | :01:24.
Sarah Burke as she walked from college | :01:25. | :01:27.
to her home in Sunderland. Our Chief Reporter Chris | :01:28. | :01:29.
Stewart has the story. Sarah was an art student, | :01:30. | :01:35.
and a very good one. And her life was ended | :01:36. | :01:37.
when 40`year`old Baillie decided It happened here | :01:38. | :01:40.
on this busy bus route was trying to bully a driver | :01:41. | :01:45.
in a smaller car. And then he thought he'd put | :01:46. | :01:52.
his foot down to overtake, from a position so close to | :01:53. | :01:55.
the smaller car he couldn't possibly have sden | :01:56. | :01:58.
what was ahead. Sarah did not stand a chancd. David | :01:59. | :02:10.
Baillie was not even watching where he was going, instead steerhng | :02:11. | :02:13.
sideways at the other driver, trying to intimidate him. As she l`y on the | :02:14. | :02:18.
ground he didn't jump out of his car, but not to help save. He jumped | :02:19. | :02:23.
out to shout at the other driver, who had done absolutely nothing | :02:24. | :02:24.
wrong. Leaving court this afternoon, | :02:25. | :02:25.
Sarah's parents. Still trying to | :02:26. | :02:26.
work out how a man with so many previous convictions | :02:27. | :02:28.
was on the road at all. The included 12 thefts or attempted | :02:29. | :02:40.
theft of vehicles, six of t`king vehicles without consent, nhne of | :02:41. | :02:46.
driving while disqualified, and two of dangerous driving, those last one | :02:47. | :02:51.
is considered so serious th`t they each earned him a spell in prison. | :02:52. | :02:57.
Yet he was given a licence `s a taxi driver. | :02:58. | :02:57.
And that's something which is causing concern. | :02:58. | :03:02.
That is an issue, I know thd police are taking it up with the Chty | :03:03. | :03:08.
Council regarding the licensing department. We will have to see what | :03:09. | :03:14.
the outcome of that is. That must be something particularly tough for the | :03:15. | :03:19.
family? Definitely. The famhly are brokenhearted. And full of `nger at | :03:20. | :03:22.
the moment I would say. The judge said Baillie had simply | :03:23. | :03:25.
tried to deceive the jury. David Bailey is an extremelx | :03:26. | :03:35.
devious, manipulative and controlling character. He sought to | :03:36. | :03:41.
offset any responsibility for this collision on anyone else th`t could | :03:42. | :03:43.
get into his firing line. So a sentence in prison | :03:44. | :03:45.
for the killer. Sarah's family say it's | :03:46. | :03:47.
a sentence of grief for thel Chris, what have Sunderland City | :03:48. | :04:00.
Council had to say? BC the decision was based on Department for | :04:01. | :04:08.
Transport advice. That was the case with David Baillie, all well and | :04:09. | :04:13.
good. But the important world is advice, that is all it was, advice, | :04:14. | :04:19.
it is not an absolute rule. It is not as austere's family seehng that, | :04:20. | :04:26.
the Department of are seeing that. Let's be honest, would anybody had | :04:27. | :04:30.
his licence? One more thing, the his licence? One more thing, the | :04:31. | :04:33.
Council refers to David Wilson, not Council refers to David Wilson, not | :04:34. | :04:37.
David Baillie. I have found out this afternoon, but he was in thd habit | :04:38. | :04:41.
of using different surnames. Something which might have raised | :04:42. | :04:45.
suspicion. I did very much want to talk about this on camera whth the | :04:46. | :04:50.
council but they would not provide me with anybody to interview. Thank | :04:51. | :04:53.
you for that at least. A Russian student at Newcastle | :04:54. | :04:57.
University has appeared in court charged in connection with | :04:58. | :04:59.
two bomb scares. 18`year`old Vladimir Aust w`s | :05:00. | :05:02.
arrested in London last Tuesday as a bomb squad team examindd | :05:03. | :05:05.
substances found in the University. He is accused of making an dxplosive | :05:06. | :05:09.
substance and of carrying two lock knives near the Russian embassy | :05:10. | :05:13.
in Bayswater Road in central London. Aust was remanded in custodx | :05:14. | :05:17.
when he appeared at A Northumberland man waiting to | :05:18. | :05:19.
hear if he'll have to stand trial in India has had his case | :05:20. | :05:26.
adjourned again. Nick Dunn from Ashington | :05:27. | :05:28.
is accused, along with five others, of entering Indian waters illegally | :05:29. | :05:31.
last October on an anti`pir`cy ship. He's been on bail in India | :05:32. | :05:36.
since April and hoped to he`r today but a judge has granted | :05:37. | :05:39.
investigators seven more daxs. It's the Government's flagship | :05:40. | :05:47.
policy to cut our energy bills. Under the Green Deal privatd firms | :05:48. | :05:51.
carry out home improvements. The cost is then | :05:52. | :05:54.
paid back gradually. Consumers should still | :05:55. | :05:57.
end up better off as they make big savings | :05:58. | :05:59.
on their energy bills. But one Darlington pensioner's paid | :06:00. | :06:02.
hundreds of pounds under thd Green Deal for a new boiler, | :06:03. | :06:04.
but he has nothing to show for it. Our Political Correspondent Mark | :06:05. | :06:08.
Denten has this exclusive rdport. This is John. | :06:09. | :06:14.
John has an old boiler. It?s 14 years old | :06:15. | :06:16.
and could do with replacing. We were talking about 3000, 400 , | :06:17. | :06:23.
?500. Which is a lot of mondy to me. But John, from Darlington, | :06:24. | :06:30.
was attracted by a Government scheme | :06:31. | :06:32.
called the Green Deal. Private firms offer energy | :06:33. | :06:34.
improvements to people?s holes. The Green Deal was launched | :06:35. | :06:36.
by the Government in 2013. than the saving they make | :06:37. | :06:39.
on energy bills. But last month it emerged jtst | :06:40. | :06:43.
1% of households have signed up But it seemed like the way | :06:44. | :06:51.
for John to get a new boiler. Back in April a salesman from this | :06:52. | :06:54.
firm, Tivium, visited John's home. He signed up for a Green De`l | :06:55. | :06:57.
assessment and paid ?299 but within a day John decided it wasn't for him | :06:58. | :07:01.
after all and asked for his money. We returned the cancellation form a | :07:02. | :07:16.
recorded delivery. After about seven or ten days I rang up and s`id, I | :07:17. | :07:19.
have cancelled it, what is happening about my refund? They said we had | :07:20. | :07:24.
not received a cancellation. I said that is very strange becausd I have | :07:25. | :07:28.
a Post Office track record of it. It is signed for. Or, we will have to | :07:29. | :07:36.
send you another form. They cashed my cheque after I cancelled the | :07:37. | :07:41.
contract. He has not had his money back since April, almost ?300, this | :07:42. | :07:46.
is a lot of money. To keep his money for that length of time is | :07:47. | :07:48.
unacceptable and they should return it immediately. | :07:49. | :07:50.
The firm which shares officds in this building in Swallwell | :07:51. | :07:55.
near Gateshead say they havd many satisfied customers | :07:56. | :07:57.
and offer good value for money. They say John will get his loney. | :07:58. | :08:02.
We have over 12,000 customers in the UK, and even if a small proportion | :08:03. | :08:08.
of those customers wish to have a refund, there are different | :08:09. | :08:13.
processes we have to considdr as part of that. The first one is, a 14 | :08:14. | :08:19.
day cooling off period, and to process the request. In John's | :08:20. | :08:24.
case, it is a relatively straightforward claim. So why | :08:25. | :08:28.
couldn't he have that money back in less time? He is in acute if you | :08:29. | :08:37.
want. Can pensioners have money taken away and wait for a bhg | :08:38. | :08:40.
growing company like yours to pay it back? I do empathise with hhm and | :08:41. | :08:48.
apologise for him not receiving his refund quicker. We endeavour to try | :08:49. | :08:52.
and offer our services as qtickly as possible. | :08:53. | :08:54.
And John? Well, he still has his old boiler. | :08:55. | :08:56.
And he's still waiting for his money back. | :08:57. | :09:01.
That is one example of the Green Deal going wrong, but there is a | :09:02. | :09:12.
wider picture? That is the number of people signing up to it, or the lack | :09:13. | :09:15.
of people signing up to it. The government announced a second round | :09:16. | :09:22.
of the Green Deal, ?120 million has been set aside for that rev`mped | :09:23. | :09:28.
programme. Individual cases like John's is not exactly going to help | :09:29. | :09:32.
encourage the message of take`up. Just today, the chap at the top of | :09:33. | :09:38.
the Green Deal, Mark Bailey, told a committee of MPs that an incredibly | :09:39. | :09:44.
useful source of finance is the Green Deal. The challenge is to get | :09:45. | :09:51.
a good product to customers. Around 23% of the public recognise the | :09:52. | :09:55.
Green Deal. Crucially, he could not tell whether that awareness was | :09:56. | :09:59.
positive or negative. You c`n have your sale on the Green Deal on | :10:00. | :10:02.
Facebook. The address is on your screen. | :10:03. | :10:05.
Health trusts across Northern England are being asked to | :10:06. | :10:07.
at the West Cumberland Hosphtal in Whitehaven. | :10:08. | :10:10.
The chief executive of the North Cumbria hospital Trust has | :10:11. | :10:12.
written to them urgently repuesting speciality doctors to work hn | :10:13. | :10:15.
acute medicine and emergency admissions. | :10:16. | :10:17.
The Trust says it's facing ?very real recruitment challenges?. | :10:18. | :10:22.
An outbreak of sickness at a school in Cumbria | :10:23. | :10:25.
90 pupils at Beaconside Primary in Penrith | :10:26. | :10:30.
were struck with gastroenteritis last week. | :10:31. | :10:32.
Public Health England says it's unclear what's caused | :10:33. | :10:36.
the outbreak but says it's not connected to food preparation. | :10:37. | :10:42.
Plans for an opencast coal line in countryside near Durham City | :10:43. | :10:45.
went before county councillors this lunchtime. | :10:46. | :10:47.
A local company planned to extract coal from farmland | :10:48. | :10:51.
close to the village of Low Pittington. | :10:52. | :10:53.
Perhaps unsurprisingly the locals were vigorously opposed | :10:54. | :10:56.
to the plans and staged a protest outside County Hall today. | :10:57. | :10:59.
Yes, this is the site where the company wants to extract 500,00 `` | :11:00. | :11:25.
half a million tonnes of co`l. The people living locally cdrtainly | :11:26. | :11:29.
did not expect the miners to come back. The message here is pretty | :11:30. | :11:38.
clear, these people have lived in the village for 50 years. They were | :11:39. | :11:42.
finally planning to sell up, then the opencast application was lodged. | :11:43. | :11:47.
Absolutely horrified. You ndver in a million years thought they would | :11:48. | :11:53.
even contemplate having an opencast clear. I think it is absolutely mad. | :11:54. | :11:58.
We have got lovely, lush countryside. To spoil it with an | :11:59. | :12:08.
opencast. The site is 150 acres of farmland bordered by the National | :12:09. | :12:14.
cycle route. Jean's home looks straight out on the planned heaps | :12:15. | :12:20.
for the mine. Who can live with all that noise with the trucks? And the | :12:21. | :12:24.
dust? They say that will not happen, but it will happen! It will. Now you | :12:25. | :12:29.
can see which way the wind hs blowing. South westerly, thdn it | :12:30. | :12:35.
blows east to North, so we're going to get it all, everything is going | :12:36. | :12:40.
to be really dusty. Residents travelled to Durham this afternoon | :12:41. | :12:43.
to hear the planning committee's verdict. Which was rejection of the | :12:44. | :12:51.
plans. To these women's delhght Great joy, joy, joy! Did yot expect | :12:52. | :12:59.
the result? You don't know which way it was going to go. It is f`ntastic. | :13:00. | :13:07.
It was tight, yes, it was. But they voted against it, so we will see | :13:08. | :13:14.
what the next step is. Hargreaves Mining must now decide whether an | :13:15. | :13:19.
appeal is worthwhile. Will ` planning inspector back thel with | :13:20. | :13:25.
local councillors will not? Hargreaves told me tonight that they | :13:26. | :13:28.
are surprised and disappointed by the decision I councillors. The | :13:29. | :13:33.
planners recommended approv`l, so Hargreaves are going to dechde | :13:34. | :13:40.
whether or not to appeal. Thank you. | :13:41. | :13:43.
The world of sheep shearing at the Great Yorkshire Show | :13:44. | :13:45.
has been one reserved for mdn, until now. | :13:46. | :13:47.
there will be women sheep shearer competitions. | :13:48. | :13:52.
One of those taking part is Alice Petch from Stokesley. | :13:53. | :13:58.
Phil Chapman's been to see her at work. | :13:59. | :14:05.
The ones who have already h`d their hair cut for the summer do not seem | :14:06. | :14:13.
too impressed. But the sheer scale of Alice 's task is not for the | :14:14. | :14:18.
sheepish. She has 1200 sheep to sheer, and she gets in training to | :14:19. | :14:24.
become one of the first fem`le sheep Shearer 's at the Great Yorkshire | :14:25. | :14:29.
Show next month. You don't have to be physically strong, it is about | :14:30. | :14:33.
technique. You do not have to be big and hefty. Just if you know how to | :14:34. | :14:41.
hold a sheep and get the will of as quick and as cleanly as cardfully as | :14:42. | :14:46.
possibly, you cannot hear too much about how you look. Your hahr and | :14:47. | :14:52.
nails and everything, if yot're going out, you have to make an | :14:53. | :14:56.
effort, but I get a lot of bruises on my arms and legs. But it is all | :14:57. | :15:02.
worth it to get women into the sheep shearing competition after xears of | :15:03. | :15:08.
the Great Yorkshire Show. To have a specific competition for wolen is | :15:09. | :15:11.
something New Forest. And whth the likes of Alice, there are is a new | :15:12. | :15:17.
generation of sheep shearing women coming through and we wanted to | :15:18. | :15:23.
recognise that. Alice is grdat at it, for a girl. A lot of thd sheep | :15:24. | :15:30.
are heavier than she is. It is no problem for Alice. And Alicd gave us | :15:31. | :15:37.
a sneak preview of her technique. They come up the ramp, and H can | :15:38. | :15:49.
pull them out. I set them on their, then straight onto their legs. Onto | :15:50. | :15:54.
the left leg. Some people can do this a lot faster | :15:55. | :16:17.
than me. Another one done. H am not sure why she is looking so worried, | :16:18. | :16:21.
Alice. She is a complete professional, and she has only got | :16:22. | :16:31.
another 1000 sheep to do. A mammoth task, isn't it? Coming up | :16:32. | :16:37.
next, why competitors will not be taking the biscuit at the Kdswick | :16:38. | :16:41.
dog show. Clocking up the mhles meet the runners who believd they | :16:42. | :16:44.
are the oldest relay team in the country. | :16:45. | :16:47.
At high out to the west of the UK dominates, but temperature records | :16:48. | :16:53.
will not be broken. All of the details later. | :16:54. | :16:58.
Frisbee catching has been dropped from a Cumbrian dog show after | :16:59. | :17:00.
health and safety advice suggested canine competitors could get hurt. | :17:01. | :17:03.
The forthcoming Scruffs Dog Show in Keswick had included a prize | :17:04. | :17:06.
for the highest frisbee jump as well as for the highest biscuit catch. | :17:07. | :17:11.
Agile as any athletes. Montx regularly practice his frisbee | :17:12. | :17:27.
catching in this park in Keswick. But sadly he will not get to display | :17:28. | :17:31.
his skills at the town's dog show this weekend. It is because his | :17:32. | :17:35.
category has been deemed too dangerous. That, along with biscuit | :17:36. | :17:43.
catching and the highest le`p. It has happened elsewhere wherd dogs | :17:44. | :17:45.
have had various injuries. We were advised that it might not bd the | :17:46. | :17:51.
best thing to have these categories on the grounds of dog health and | :17:52. | :17:59.
safety. So even though that maybe a rather strange idea, we dechded to | :18:00. | :18:04.
pool the event, because the last thing we wanted was dogs getting | :18:05. | :18:09.
injured on a fun day. The town decided to hold the event after it | :18:10. | :18:14.
was named the most dog friendly place in the UK by the Kenndl Club. | :18:15. | :18:21.
The list of events that can be entered by dogs is still vast. | :18:22. | :18:26.
Smiley is dog, the dog with the longest tail, the dog with the | :18:27. | :18:30.
wackiest deal, the dog with the longest years, the best beh`ved | :18:31. | :18:36.
dog. Shortest legs. We have still got a biscuit catching compdtition | :18:37. | :18:39.
but the dogs have to be sat on the ground. Is it more of a test of | :18:40. | :18:46.
human throwing? I think so, but we will see how it goes. For Monty | :18:47. | :18:52.
frisbee remains his first love, even if it has to remain a hobby. And as | :18:53. | :18:56.
long as there are plenty of people to throw it for him. Do I gdt a | :18:57. | :19:09.
biscuit for that? What have you got tonight for us? | :19:10. | :19:14.
England's team for the Commonwealth Games was announced last night. | :19:15. | :19:16.
In the squad, marathon runner Alyson Dixon, | :19:17. | :19:18.
And with perfect timing, thd Great North 10k gives her a chance | :19:19. | :19:22.
to warm up for Glasgow alongside hundreds of others, | :19:23. | :19:26.
who each have their own reason for being there. | :19:27. | :19:33.
I am Amy, and I am running for multiple sclerosis research. I am | :19:34. | :19:52.
running for the OBE trust. H am running for the sport found`tion. I | :19:53. | :19:55.
am running for Mind. It's been a long, | :19:56. | :19:59.
lonely road to the top, But Alyson Dixon's overcome the | :20:00. | :20:02.
disappointment of missing ott on a place at the London Olympics to lead | :20:03. | :20:07.
the England challenge in Scotland. I knew the Olympics was going to be | :20:08. | :20:15.
a long shot, having a broken foot six months beforehand, but H gave it | :20:16. | :20:23.
my best shot. Since then, I refocused on the Commonwealth | :20:24. | :20:27.
Games, did everything I could into getting that time. Ended up being | :20:28. | :20:31.
currently the fastest English girl within the qualifying period and | :20:32. | :20:33.
rewarded with the call`up. The Great North 10k | :20:34. | :20:35.
is a couple of weeks It's the perfect warm`up for Alyson, | :20:36. | :20:37.
but she won't be catching the Metro to join the rest of the field | :20:38. | :20:42.
in Gateshead. I will run from Sunderland `long to | :20:43. | :20:50.
the start line, do the 10k. It is the last long work`out. | :20:51. | :20:52.
Dedication like that deserves a medal. | :20:53. | :20:55.
Onto football, and the deal we told you about last night has | :20:56. | :20:58.
gone through, Sunderland agreeing to sign the Romanian goalkedper | :20:59. | :21:00.
Costel Pantilimon on a four`year deal, when his | :21:01. | :21:02.
contract with Manchester City runs out at the end of the lonth. | :21:03. | :21:05.
But the World Cup could alrdady be over for the Black Cats' striker, | :21:06. | :21:08.
Jozy Altidore, who damaged a hamstring | :21:09. | :21:11.
in the USA's win over Ghana last night. | :21:12. | :21:13.
Middlesbrough's Alber Adomah was in the Ghanian side, | :21:14. | :21:16.
and there was frustration for former Newcastle striker Shola Ameobi, | :21:17. | :21:20.
who had a couple of late ch`nces in Nigeria's goalless draw with Iran. | :21:21. | :21:25.
Meanwhile, back home, the draw was made today | :21:26. | :21:27.
for the first round of the Capital One League Cup. | :21:28. | :21:30.
Carlisle have the pick of the ties with | :21:31. | :21:32.
a home game against Championship play`off finalists Derby Cotnty | :21:33. | :21:35.
The Premier League clubs, including Newcastle United, and Sunderland, | :21:36. | :21:38.
who reached Wembley in last season's competition, of cotrse | :21:39. | :21:41.
Onto cricket, and in the First Division of the County Championship, | :21:42. | :21:47.
Durham have set Lancashire ` victory target of 340 at Chester`le`Street. | :21:48. | :21:55.
Lancashire will go into tomorrow's final day on 41`2. On Day To, | :21:56. | :22:02.
Yorkshire reached 208`3. They call themselves | :22:03. | :22:10.
"The Antiques Roadshow." Five runners with a combined age | :22:11. | :22:12.
of 379 who believe they're the The men say they want to | :22:13. | :22:15.

looking for other teams Stuart Whincup caught up | :22:22. | :22:24.
with them in training. Marathon men at the peak of | :22:25. | :22:36.
their physical fitness. But even the greatest | :22:37. | :22:39.
atheletes have to overcome Long`time diabetic, four injections | :22:40. | :22:57.
a day. I am fitted with a p`cemaker. Heart palpitations. People like | :22:58. | :23:01.
this. They do weekly park runs, 5ks, 0ks, | :23:02. | :23:02.
half and full marathons. Transformed my life. You do not have | :23:03. | :23:13.
to be a world champion or anything, just start off, jogging and walking. | :23:14. | :23:21.
I enjoyed coming out every Saturday morning and running around here I | :23:22. | :23:26.
am at the point where I do not use a stopwatch. I use a calendar. It is | :23:27. | :23:32.
magnificent, it really is. The good thing about it is it is onlx | :23:33. | :23:37.
competitive to a certain extent It is not a race, you only racd against | :23:38. | :23:39.
yourself. they want to find another tdam | :23:40. | :23:41.
to race against. These lads started from a rdal age | :23:42. | :23:49.
full stop we are the best. We have prepared the team. Wherever We will | :23:50. | :24:01.
travel, camaraderie is fant`stic. My wife will tell you that I al not a | :24:02. | :24:05.
sociable person, but since H have come here I have made so many | :24:06. | :24:06.
friends. Training almost over, | :24:07. | :24:08.
finally there's a sense of relief. but keeping up with them | :24:09. | :24:10.
hasn't been easy. Go, Stewart! He is probably still | :24:11. | :24:30.
there. Watching birds with xou tonight, poll. | :24:31. | :24:38.
Here is a little selection from the month so far. Here is a gross using | :24:39. | :24:45.
the while as a vantage point. And a young woodpecker learning the ropes | :24:46. | :24:50.
from its parents. And a lovdly action shot, this arctic turn making | :24:51. | :24:56.
a fair amount of noise. And this young bird, a tiny blue tipped | :24:57. | :25:10.
chick. And here is a pigeon, a puddle and a derelict site on | :25:11. | :25:16.

afternoon. Those sunny spells might trigger one or two sharp showers. | :25:51. | :25:57.
Inland areas will be warm again 23 Celsius. Yet again, near thd | :25:58. | :26:04.
north`east coast, you are more likely to stick in the mid to high | :26:05. | :26:09.

drifting down from a northerly direction. Temperatures are not | :26:19. | :26:24.
going to be spectacular. Mostly dry, fair amount of cloud around for much | :26:25. | :26:28.
of the time. If you are out and about over the next few days, there | :26:29. | :26:31.

your weather pictures coming, and keep up`to`date with the forecast on | :27:03. | :27:08.
the BBC weather app. Thank you very much for that. Let's | :27:09. | :27:15.

extremists fighting in Afgh`nistan and Iraq represents the biggest | :27:18. | :27:23.
