But for Scotland, the campaign continues. The dream shall never

:00:00.3:59:59

die. Good evening from Berwick in

:00:00.:00:07.

North Northumberland. The voters in, but now therd are

:00:08.:00:17.

calls for more power to be given to us here in the North. We nedd more

:00:18.:00:23.

powers for places like Newc`stle if a Tissier FERA settlement for the

:00:24.:00:32.

country. `` if we are to sed a fairer settlement.

:00:33.:00:38.

A man is in jail for 12 years for setting fire to a ferry. And there

:00:39.:00:42.

is a new manager for Carlisle United.

:00:43.:00:44.

It is nearly the weekend and I will be here with a full forecast .

:00:45.:00:57.

Good evening from Berwick in North Northumberland.

:00:58.:02:40.

giving powers, too. We have a Scottish Government which is still

:02:41.:02:44.

part of the union today. Thdy have all sorts of strategic powers. There

:02:45.:02:49.

is a problem there. It is a deficit for the North of England th`t needs

:02:50.:02:54.

to be resolved. The power to take important decisions about transport

:02:55.:02:58.

links and paid for them, rather than going captain had to Whiteh`ll, is

:02:59.:03:01.

high on the devolution shopping list. `` cap in hand.

:03:02.:03:14.

What we need is greater control over deciding on things like

:03:15.:03:21.

infrastructure and creating jobs and new homes. At the moment, wd have to

:03:22.:03:26.

go to Whitehall, we need to be given powers to make those decisions. That

:03:27.:03:35.

is a wish list. Time for thd levers to deliver that for England, too. ``

:03:36.:03:40.

Our Political Editor Richard Moss is here.

:03:41.:03:44.

Richard, a no vote from Scotland and a resounding no from our

:03:45.:03:47.

leaders. We have been here `ll day. You will find people who ard from

:03:48.:03:58.

north of the border, but yot come here for work and shopping. There

:03:59.:04:01.

are emotional and economic connections. That led to thd strong

:04:02.:04:15.

no vote in the Borders. Do you feel that there was ` real

:04:16.:04:20.

worry here? There were real concerns about the

:04:21.:04:24.

border and currency. But just because this is over, doesn't mean

:04:25.:04:27.

that other things aren't now coming up. Such as tuition fees. Free

:04:28.:04:34.

prescription charges north of the border, here we have to pay and free

:04:35.:04:39.

personal care in Scotland, not available here. And those

:04:40.:04:43.

differences, the fear is thdy may get more stark as Scotland has been

:04:44.:04:48.

promised more powers. As a result, many political leaders

:04:49.:04:51.

have been calling for the north`east and Cumbria to have more powers But

:04:52.:04:59.

as Mark Denton reports, even... Still a lot of support here. Even

:05:00.:05:06.

after the vote, there has bden calls for Newcastle to get `` the North

:05:07.:05:11.

East to get more powers over its own destiny.

:05:12.:05:15.

So it's a no vote, which me`ns if you want to get past Berwick

:05:16.:05:19.

You will be able to use one of these.

:05:20.:05:22.

No, because all the main parties have been falling over themselves

:05:23.:05:27.

offering things to Scotland, things our region hasn't been offered.

:05:28.:05:29.

There's a recommitment to the Barnett formula,

:05:30.:05:36.

so additional expenditure pdr head, but also a further package of fiscal

:05:37.:05:43.

measures, tax`raising powers, as well, as I think flexibilitx to

:05:44.:05:50.

decide priorities, particularly in areas like welfare.

:05:51.:05:54.

But, hang on, if Scotland get all those powers,

:05:55.:05:56.

even though it has been a no vote, what powers are we going to get

:05:57.:06:00.

I think there's an opportunhty for the North East to prepare

:06:01.:06:06.

a kind of case for the North East about what responsibilities it would

:06:07.:06:09.

like to exercise in terms of the environment, infrastructure,

:06:10.:06:12.

All this talk about devoluthon might remind you of this, the North East

:06:13.:06:20.

Assembly referendum ten years ago ` it saw a massive no vote.

:06:21.:06:24.

What form it may take is the question.

:06:25.:06:33.

I think that some kind of radical devolution is both

:06:34.:06:36.

possible and I think person`lly necessary to deal with

:06:37.:06:38.

At the moment, the emphasis is on English votes for English laws,

:06:39.:06:46.

a rejigging of the deckchairs in the Westminster bubble.

:06:47.:06:52.

It would be terrible to allow the politicians and those advoc`ting

:06:53.:06:55.

regional assemblies to distract us from more important issuds.

:06:56.:07:00.

What the North East needs is for the Government to turbo`charge

:07:01.:07:03.

its city deals, to redirect more of the existing

:07:04.:07:05.

24 times more is spent in London than in the North East

:07:06.:07:13.

and we should have a greater proportion of existing spending

:07:14.:07:19.

I say that we need to revisht the failed attempt

:07:20.:07:22.

for regional government, because the cat is out of the bag, devolution

:07:23.:07:25.

has happened and it will be strengthened in a case of Scotland.

:07:26.:07:30.

But the people here voted tdn years ago substantially against the idea.

:07:31.:07:35.

They did, but I think if you really revisit their history,

:07:36.:07:38.

if you want to bring togethdr a worse set of circumstances to get

:07:39.:07:41.

a vote in that referendum, you probably couldn't have done so.

:07:42.:07:48.

I'm afraid to say from my perspective the offdr

:07:49.:07:50.

from the outset as soon as the White Paper was publhshed is

:07:51.:07:53.

For the whole region, the no does not mean the status quo.

:07:54.:07:59.

The politicians are making noises about changes elsewhdre.

:08:00.:08:01.

What it adds up to is more uncertainty here.

:08:02.:08:15.

Earlier today, the overriding emotion here was that peopld felt

:08:16.:08:20.

relief, really. Relief that Scotland has decided to stay in the tnion. I

:08:21.:08:24.

have been talking to some of the people earlier.

:08:25.:08:29.

The old city walls securing the town that has changed hands betwden

:08:30.:08:34.

England and Scotland 13 timds. Today, the hope is for incltsivity.

:08:35.:08:38.

Many traders and workers live on both sides of the border.

:08:39.:08:45.

Because of the way it went, I have a daughter who lives near Edinburgh

:08:46.:08:52.

and she wanted to vote yes. But we are one country. A missed

:08:53.:08:59.

opportunity. I cannot see it happening again for a long time We

:09:00.:09:06.

are a border town, we have people working on both sides, living on one

:09:07.:09:11.

or working on the other, chhldren at school on one side. I think it would

:09:12.:09:19.

have caused a lot of diffictlties. The prospect of even guess that this

:09:20.:09:22.

man would have driven him from his home. I and later. I am a n`tive of

:09:23.:09:28.

Berwick, I come down here to look for a house, I was going to move

:09:29.:09:37.

immediately. I am delighted. For now, the pressure is off for that

:09:38.:09:43.

Some of the views there. And we have MP for Berwick here.

:09:44.:10:01.

How concerned are you that powers north of the border might ilpact

:10:02.:10:07.

here? I would have been mord concerned if we had had an

:10:08.:10:10.

international frontier up the road, but I think we have two grabbed the

:10:11.:10:16.

opportunity make clear that Scotland is getting extra powers, thd

:10:17.:10:20.

north`east must be attended to. I think we have to put up a bht of a

:10:21.:10:24.

fight. I am not happy to sed the Barnett formula continued... It

:10:25.:10:27.

gives more money to the Scotland under north`east. Unless thd genuine

:10:28.:10:31.

needs of the north`east are recognised. We cannot let the debate

:10:32.:10:39.

be entirely about Scotland `nd it won't be. You have an opportunity to

:10:40.:10:45.

put those points to the Prile Minister, you're chairing a

:10:46.:10:48.

committee that meets with hhm in three weeks. I think you'll get some

:10:49.:10:52.

pretty stiff questioning from some of his own MPs. I will be chairing

:10:53.:11:01.

the meeting. It is devoted to how we govern in the United Kingdol after

:11:02.:11:04.

this vote and key in that is what we will do about England, which has

:11:05.:11:09.

been the afterthought with `ll of the devolution changes. It hs time

:11:10.:11:13.

we answered some of the questions. And assembly was offered, it was

:11:14.:11:18.

rejected, presumably that is off the table. I don't think we are ready to

:11:19.:11:22.

go back to that yet. But we are in need of is evolution of mord power

:11:23.:11:27.

and setting up of some kind of structure under which rural areas

:11:28.:11:30.

and communities like this gdt their voice heard. This is not all about

:11:31.:11:38.

giving more power to cities. Thank you very much.

:11:39.:11:45.

Plenty more to discuss. That is the view from here. That go

:11:46.:11:48.

West now to the border city of Carlisle.

:11:49.:11:58.

Emily. It has been a tense few weeks here

:11:59.:12:02.

in North Cumbria as the polls narrowed and it became a re`l

:12:03.:12:05.

possibility that Scotland could vote for independence. We had reports on

:12:06.:12:09.

estate agents getting enquiries about people buying houses hn

:12:10.:12:13.

England. A number of people came across the border to open b`nk

:12:14.:12:18.

accounts as anxiety grew about border controls and possibld

:12:19.:12:21.

different currencies if there was a yes vote. But there was a no vote

:12:22.:12:25.

and this morning I travelled north to find out what cross`borddr

:12:26.:12:32.

commuters made of the result. This is the 745 from Dumfrids to

:12:33.:12:39.

Newcastle. It carries commuters across`the`board. Passengers on the

:12:40.:12:43.

string woke up to discover Scotland had voted against independence. What

:12:44.:12:46.

do they think? I voted no. I think it is qtite

:12:47.:12:53.

disappointing. I think it would have been interesting to have sedn what

:12:54.:12:59.

happened. A good thing if they get more powers, but good that we are

:13:00.:13:06.

united. I think it will bendfit us in the long run. Quite guttdd,

:13:07.:13:11.

actually, I was a yes vote. But I think we did well. An absoltte

:13:12.:13:17.

disgrace that Scotland has refused its own independence. Our ancestors

:13:18.:13:26.

fought so hard to try and whn our freedom. Although the vote went

:13:27.:13:32.

against independence, Scotl`nd has been promised more powers, leaning

:13:33.:13:36.

life north of the border is still going to change. The daily commuter

:13:37.:13:39.

England could begin this fidld different too. `` to feel dhfferent.

:13:40.:13:52.

Here, I have a local MP. John, 5% voted no, how did that make you

:13:53.:13:56.

feel? I think it was decisive and one that I was glad to see. I think

:13:57.:14:01.

that the countries are bettdr together, I know there will be

:14:02.:14:04.

changes in the union, but I think in the long run remaining together is

:14:05.:14:09.

in the interests of all. David Cameron has said there will be more

:14:10.:14:12.

powers to Scotland, but he said it would be more powers for England,

:14:13.:14:17.

what does that mean? When you push the tax`raising powers? I h`ve

:14:18.:14:22.

always been a advocate of localism and Scotland will get furthdr

:14:23.:14:25.

powers, quite rightly, but ht is right that we look at the English

:14:26.:14:30.

deficits, one level is giving devolution to places like C`rlisle

:14:31.:14:33.

and Cumbria and addressing the question of English votes and

:14:34.:14:36.

English laws. I am delighted that the Prime Minister is looking at

:14:37.:14:40.

these issues. Dazzling talk about more powers for cities. `` there has

:14:41.:14:48.

been talk. I would devolve powers to chties and

:14:49.:14:52.

counties and they could be different packages. But I think we nedd to

:14:53.:14:55.

move power away from London and into the regions.

:14:56.:15:05.

One of your backbench colle`gues has said that they would like to scrap

:15:06.:15:09.

the Barnett formula which allocates Scotland more public funding per

:15:10.:15:14.

head, what do you think of that I think over time with greater

:15:15.:15:19.

devolution that may cease to be an issue. Tax`raising powers go to the

:15:20.:15:22.

Scottish parliament and hopdfully some tax`raising powers to Dnglish

:15:23.:15:26.

regions. I am not sure the Barnett formula would be such an issue. It

:15:27.:15:31.

has been a big day here in Carlisle. Lots of relief, some disappointed

:15:32.:15:37.

faces as people have disemb`rked from trains, but on the whole lots

:15:38.:15:41.

of smiles. Imagine picture here, I think. `` a

:15:42.:15:46.

similar picture here . Well, many businesses had

:15:47.:15:50.

concerns about powers going to Scotland and jobs going to Scotland
