It is upsetting to listen to the details. We heard the dog was hit | :03:54. | :04:00. | |
with a hammer probably about six times. The defence was that | :04:01. | :04:05. | |
Heathcock was worried about the bill. It was said in court he hadn't | :04:06. | :04:11. | |
really properly checked what that would be an Finch said they could | :04:12. | :04:15. | |
have gone to the people's dispensary for sick animals but the dog was | :04:16. | :04:19. | |

money as well as jobs, at a plant that had been | :04:53. | :04:56. | |

funding. The Government are doing is they are reducing the national | :10:32. | :10:35. | |
funding for social care and what they are saying to local authorities | :10:36. | :10:37. | |
as you can raise that money yourself. | :10:38. | :10:39. | |
The Government insists it is committing extra resources, | :10:40. | :10:40. | |
and local Conservatives say Labour is no position to complain. | :10:41. | :10:48. | |
Year after year they keep claiming they are not getting enough money | :10:49. | :10:52. | |
from central government. I think they have to look at themselves. The | :10:53. | :10:56. | |
amount of money they are wasting is quite dramatic. | :10:57. | :10:57. | |

care? They have been very significant. One has been the | :11:19. | :11:22. | |
councils have had to slash spending in other areas like parks and | :11:23. | :11:25. | |
libraries to protect adult social care as best they can. But still | :11:26. | :11:30. | |
overrule funding for care has gone down. One impact that that has been | :11:31. | :11:36. | |
the NHS with all the news about bed blocking and hospitals claiming they | :11:37. | :11:37. | |
cannot discharge patients because they can't find the care they need | :11:38. | :11:42. | |
in the community. The Government says it is committing an extra ?900 | :11:43. | :11:50. | |
million into social care, when the Chancellor jumps up in a few weeks' | :11:51. | :11:53. | |
time to deliver his budget, councils will be hoping that he has some | :11:54. | :11:55. | |
extra money on this front. Northumberland councillors have been | :11:56. | :12:05. | |
debating their council It'll probably go up by almost 5%, | :12:06. | :12:07. | |
the highest rise for years. Those same councillors also may | :12:08. | :12:16. | |
agree to loan more than ?8 million to the Alnwick Garden, | :12:17. | :12:19. | |
which was created by Gerry Jackson is at Northumberland | :12:20. | :12:21. | |
County Hall for us tonight. The councils are predicted to pass | :12:22. | :12:31. | |
that council tax increase of 4.99%. The maximum permissible by the | :12:32. | :12:38. | |
Government. One of the most politically charged aspects of this | :12:39. | :12:43. | |
is the proposal by this council to lend ?8.5 million to the charitable | :12:44. | :12:47. | |
trust that runs the Alnwick Garden to build a play village on the edge | :12:48. | :12:51. | |
of it. The garden of course closely associated with the Duke and Duchess | :12:52. | :12:54. | |
of Northumberland, one of the richest couples in the land. After a | :12:55. | :12:59. | |
number of strong and they might say impassioned interventions by members | :13:00. | :13:03. | |
in the budget meeting here this afternoon and perceiving, without | :13:04. | :13:05. | |
warning that part of the budget has now been withdrawn, at least | :13:06. | :13:11. | |

has become so politically volatile that a number of people in their are | :13:23. | :13:28. | |

A lot of people, residents are unhappy that taxpayers' money | :13:34. | :13:36. | |
is going into a project, into probably one of the biggest | :13:37. | :13:38. | |
