Headteachers join forces to raise the alarm over | :00:00. | :00:08.
A group of senior doctors express concerns about a hospital boss | :00:09. | :00:17.
Staff at a controversial site in North Yorkshire say they don't | :00:18. | :00:25.
a last ditch defence in their campaign to hang | :00:26. | :00:33.
In football - not much to talk about when it comes to the big boys. | :00:34. | :00:38.
But two of our non-league teams are on the way to Wembley - | :00:39. | :00:41.
with a double date in May for York City and South Shields. | :00:42. | :00:54.
It's an unprecedented step, but one that it's claimed, had to be taken. | :00:55. | :01:00.
Headteachers in all the state schools in Darlington have joined | :01:01. | :01:02.
together and signed a letter warning parents of the funding | :01:03. | :01:04.
They've been asked to lobby the Government after the town's | :01:05. | :01:12.
schools learned they will lose seve million pounds | :01:13. | :01:14.
Some headteachers claim staff could lose their jobs, | :01:15. | :01:18.
But the government says school funding across the country has | :01:19. | :01:23.
Peter King says he - and the town's other head teachers - | :01:24. | :01:31.
felt their voices were not being listened to. | :01:32. | :01:34.
That big government departments were unaware of the financial | :01:35. | :01:37.
Schools - he says - are now being asked to do a lot more - | :01:38. | :01:48.
We think cuts of 7 million, that means big cuts for individual | :01:49. | :01:58.
schools. Unless government does a U-turn or change of heart, I think | :01:59. | :02:04.
across Darlington and the country it will lead to staffing reductions. | :02:05. | :02:07.
More children are now in education so the government | :02:08. | :02:09.
But headteachers say they now have to pay increased pension | :02:10. | :02:13.
and national insurance contributions for their staff. | :02:14. | :02:14.
And that means some schools in Darlington will see their actual | :02:15. | :02:17.
Bill Dixon's the leader of the council. | :02:18. | :02:24.
This is a lot of money. The schools cannot afford to lose a fifth of the | :02:25. | :02:32.
budget so one in five teachers, potentially, one in five classrooms | :02:33. | :02:37.
or one in five schools closing. That would mean ten schools would have to | :02:38. | :02:38.
go, crazy. Headteachers say school | :02:39. | :02:40.
cost continue to rise - while their budget has remained | :02:41. | :02:42.
the same for the last seven years. Ministers say they realise schools | :02:43. | :02:45.
are facing cost pressures - which is why they're helping them | :02:46. | :02:48.
to use their funding The government says funding is at | :02:49. | :03:01.
its highest level on record and schools received ?40 billion. It | :03:02. | :03:04.
says the system for distributing the money across the country is outdated | :03:05. | :03:08.
and unfair and says it is introducing a new formula which will | :03:09. | :03:13.
see more than half of the schools in England get a cash boost. That is | :03:14. | :03:18.
not the situation here and in schools across Darlington. | :03:19. | :03:20.
If the cuts to there budgets continue - | :03:21. | :03:22.
headteachers say staff WILL lose their jobs. | :03:23. | :03:24.
Almost three months after it was announced | :03:25. | :03:36.
that the Chief Executive of the Newcastle Hospitals Trust had | :03:37. | :03:39.
been placed on "extended leave," the BBC has learned that a group | :03:40. | :03:41.
of senior doctors have expressed concerns about the leadership | :03:42. | :03:44.
The revelation comes in tonight's Inside Out programme and a short | :03:45. | :03:50.
time ago I spoke to the programme's presenter Chris Jackson. | :03:51. | :03:58.
We have been told little but this is about the top man at the NHS | :03:59. | :04:08.
hospitals in Newcastle, ?1 billion a year to spend. He is the longest | :04:09. | :04:12.
serving Chief Executive of any NHS trust in Britain. The silence was | :04:13. | :04:17.
broken in two weeks ago when the trust said it is investigating very | :04:18. | :04:22.
serious issues. We understand they centre around a trust director who | :04:23. | :04:26.
is alleging there has been bullying and abusive behaviour. The trust | :04:27. | :04:32.
says putting him on extended leave is a neutral act, we should not read | :04:33. | :04:39.
anything into it. What have you seen from the DRS? We saw the minutes | :04:40. | :04:43.
from a meeting of senior doctors expressing concern about the future | :04:44. | :04:48.
direction of the trust and the workplace culture leading medics say | :04:49. | :04:52.
staff or unwilling or unable to speak out because of fears of | :04:53. | :04:56.
retribution and intimidation. They are calling for an environment which | :04:57. | :05:01.
is blame free but none of the doctors will speak publicly and we | :05:02. | :05:05.
don't know if their views represent the whole staff but one clinician | :05:06. | :05:11.
who saw the minutes described it as a vote of no-confidence. What has | :05:12. | :05:17.
certain then had to say? He is banned from speaking to the press | :05:18. | :05:22.
but sources say he categorically denies the allegations of bullying | :05:23. | :05:28.
and abusive behaviour saying he has been made to pay the price for | :05:29. | :05:31.
standing up to doctors in the past. The trust will not condone any | :05:32. | :05:35.
incidence of aggressive management style. What else did they discuss? | :05:36. | :05:42.
Insiders tell us there was worried Newcastle could be left on the | :05:43. | :05:48.
outside of any discussions about the reorganisation of NHS services | :05:49. | :05:51.
because of a difficult relationship between and Northumbria. Sir Len Was | :05:52. | :05:59.
opposed to the building of a new hospital in Cramlington so doctors | :06:00. | :06:03.
want a closer working relationship with their neighbours and one | :06:04. | :06:06.
Newcastle to be at the centre of discussions are not on the | :06:07. | :06:12.
periphery. What happens next? The trust has brought in an investigator | :06:13. | :06:17.
who will report in the next couple of days so watch this space. | :06:18. | :06:19.
You can see more on that story on Inside Out tonight | :06:20. | :06:22.
A gunman who shot a 15-year-old boy in the head as he was riding past | :06:23. | :06:30.
on a motorbike in Sunderland has pleaded guilty to carrying | :06:31. | :06:32.
Steven Thompson admitted firing the shot, as the teenager was riding | :06:33. | :06:36.
pillion along Hewitt Avenue in Sunderland last October. | :06:37. | :06:38.
It left the victim in a critical condition. | :06:39. | :06:39.
Thompson pleaded guilty to causing grevious bodily harm with intent | :06:40. | :06:43.
and possession of a powerful, point 25 calibre air rifle | :06:44. | :06:45.
It's just over six weeks till May the 4th - | :06:46. | :06:56.
the day when history will be made in one part of the north east. | :06:57. | :07:00.
People across the Tees Valley will vote for a newly elected mayor - | :07:01. | :07:04.
with the winning candidate being given significant powers | :07:05. | :07:06.
Well, with many voters still unaware of the election, | :07:07. | :07:12.
the minister in charge has travelled to the region to rally support | :07:13. | :07:15.
It is an important date that is approaching fast, on the 4th of May | :07:16. | :07:29.
the Tees Valley gets its first elected mayor although many | :07:30. | :07:34.
potential voters still seem unaware of what May the 4th is about. I | :07:35. | :07:39.
would not remember unless it is in my diary. Is it something to do with | :07:40. | :07:47.
Star Wars? I don't know. I should do. The newly elected mayor would | :07:48. | :07:52.
have certain responsibilities for five council areas, Darlington, | :07:53. | :07:56.
Middlesbrough, Hartlepool, Stockton and Redcar and Cleveland. It will | :07:57. | :08:01.
decide over transport, strategic planning and employment. It is part | :08:02. | :08:05.
of the government Northern Powerhouse programme and with the | :08:06. | :08:09.
election looming, today the minister in charge was in Stockton to raise | :08:10. | :08:14.
public awareness. I think most people will welcome in the North | :08:15. | :08:18.
having powers taken away from Westminster from Whitehall and | :08:19. | :08:23.
London and brought up here to be determined by a locally elected | :08:24. | :08:28.
person and some money from London to support that. In other parts of the | :08:29. | :08:33.
north-east there is concern over jobs two firms at risk of losing 800 | :08:34. | :08:37.
jobs, what is the Northern Powerhouse doing to help those | :08:38. | :08:42.
people? The evidence is when people lose their jobs, quickly they have | :08:43. | :08:47.
moved people into other employment as we saw with SSI. There were five | :08:48. | :08:51.
candidates competing for the vote on the 4th of May, an historic day | :08:52. | :08:57.
seeing the Tees Valley play a bigger role in deciding its future. | :08:58. | :09:05.
There's growing concern for the safety of people working | :09:06. | :09:07.
One worker's told the BBC he's worried every time he goes in. | :09:08. | :09:11.
Third Energy's been given planning permission to extract gas from shale | :09:12. | :09:14.
rock at a site near Kirby Misperton with operations expected to start | :09:15. | :09:17.
Danni Hewson's been given exclusive access to work | :09:18. | :09:20.
Every day brings confrontation at this fracking site in Lancashire. | :09:21. | :09:26.
Protesters show up to slow work down. | :09:27. | :09:29.
In North Yorkshire, the camp is almost empty. | :09:30. | :09:32.
But few expect it will stay this way for long. | :09:33. | :09:36.
Wherever fracking comes, the community becomes divided. | :09:37. | :09:39.
Some people get money out of it and the rest | :09:40. | :09:42.
We're starting to see that happen here in Ryedale as well. | :09:43. | :09:50.
Whilst work underway on this Third Energy site near Pickering | :09:51. | :09:53.
is purely for conventional gas extraction, the spectre | :09:54. | :09:55.
Some suppliers say they've been intimidated. | :09:56. | :10:00.
Anti-fracking campaigners insist that behaviour won't be tolerated | :10:01. | :10:02.
but admit they are boycotting firms that do business with | :10:03. | :10:05.
I regard fracking as having significant risks to my | :10:06. | :10:12.
livelihood, my business, my environment, my health. | :10:13. | :10:19.
As such, I make the personal decision that if anybody deals | :10:20. | :10:24.
with the fracking companies, I don't want to deal with them. | :10:25. | :10:26.
I'll take my business away from them. | :10:27. | :10:29.
And other people must make their own minds up. | :10:30. | :10:32.
The company took over operations here six years ago. | :10:33. | :10:35.
For them, the controversy surrounding fracking | :10:36. | :10:38.
Even this area, working around it, as people have come on with the "F" | :10:39. | :10:50.
word, it makes you have to second guess whether you say at times, | :10:51. | :10:55.
I work at Third Energy or at Knapton generating station. | :10:56. | :10:57.
It does add another factor when you're travelling | :10:58. | :11:00.
It is something we really do have to think about now. | :11:01. | :11:06.
Rifts certain to grow once fracking begins. | :11:07. | :11:16.
A campaign's begun to try to keep lollipop men and women | :11:17. | :11:19.
The City Council's cutting all but two of its 55 crossing | :11:20. | :11:25.
But, the Gosforth Traffic facebook group is hopeful it can | :11:26. | :11:30.
save all the crossing patrols across the city. | :11:31. | :11:32.
Soon to be a rare sight on the streets of Newcastle. | :11:33. | :11:42.
The majority of the city's school crossing patrols, | :11:43. | :11:46.
are being got rid of as the council tries to save millions | :11:47. | :11:49.
Jim's worked on this busy crossing in Gosforth for more than 15 years. | :11:50. | :11:54.
But when the summer term ends, so does his contract. | :11:55. | :11:59.
A kid being hit by a car or bus or wagon. | :12:00. | :12:05.
There was a man coming through and the wing | :12:06. | :12:15.
That's while I was standing in the middle of the road. | :12:16. | :12:19.
Children from four schools use this crossing here in Gosforth. | :12:20. | :12:29.
That means Jim sees across the road 200 children every | :12:30. | :12:31.
The council gets all of that for about ?5,000 a year. | :12:32. | :12:36.
Today, parents and children showed their support for a campaign, | :12:37. | :12:39.
started by a local Facebook group, to save Jim. | :12:40. | :12:43.
All lollipop men and women across the city need saving. | :12:44. | :12:46.
How would you feel crossing the road if Jim wasn't there? | :12:47. | :12:57.
I would not feel safe. We have no zebra crossing or means of slowing | :12:58. | :13:04.
down traffic. It feels the children will get | :13:05. | :13:07.
safely across the road. Especially children not | :13:08. | :13:09.
accompanied by adults. In a statement, Newcastle City | :13:10. | :13:11.
Council blamed Government funding cuts for the move, | :13:12. | :13:13.
adding there'll be free training training for volunteers | :13:14. | :13:15.
who want to monitor crossing points. But campaigners say they'll keep | :13:16. | :13:17.
trying to change councillors' minds. Plenty more to come | :13:18. | :13:25.
in tonight's Look North - including money to revamp a Cumbrian | :13:26. | :13:28.
town badly hit by floods. And in tonight's Teamtalk - | :13:29. | :13:32.
double delight for two of our non league sides | :13:33. | :13:34.
who are heading to Wembley. The daffodils are out and it was the | :13:35. | :13:47.
spring equinox but there is wintry weather over the next couple of | :13:48. | :13:51.
days. Join me later for the Monday night forecast. | :13:52. | :13:55.
The country's first heritage action zones have been announced. | :13:56. | :13:58.
And two of our areas are in the first ten. | :13:59. | :14:00.
It means Sunderland and Appleby in Cumbria will receive money | :14:01. | :14:03.
In Appleby three quarters of a million pounds will be used | :14:04. | :14:10.
to repair crumbling properties - and more could come from local | :14:11. | :14:13.
Our Business Correspondent Ian Reeve reports from Appleby. | :14:14. | :14:22.
Daffodil time in Appleby, a town of some charm. Visitor numbers are | :14:23. | :14:29.
declining, there are empty shops so this lady is welcome here, the | :14:30. | :14:33.
heritage body historic England has decided apple BB -- will be one of | :14:34. | :14:42.
ten areas to get cash over ?750,000 and expertise to improve the local | :14:43. | :14:47.
economy. We would like to help the town boost its economy, it suffered | :14:48. | :14:52.
in the floods last winter and there are properties are still closed as a | :14:53. | :14:57.
result. And we think we can work together and help boost visitor | :14:58. | :15:01.
numbers which will help Appleby. Crumbling buildings like this hall | :15:02. | :15:08.
and empty pub will be improved, the hope is new businesses will come | :15:09. | :15:12.
here, create jobs. The money will barely make it into a nice tourist | :15:13. | :15:19.
town because we live on tourism. We do need the business infrastructure | :15:20. | :15:27.
to be livened up and then we will see results within five years. For | :15:28. | :15:34.
Stephen and -- in his butchery and delicatessen, regeneration cannot | :15:35. | :15:38.
come quick enough. A lot of small independent shops are closing, quite | :15:39. | :15:43.
a few buildings in Appleby are in a bad state at the moment. Flooding | :15:44. | :15:47.
affected the town, the town was split in half for a week and a half | :15:48. | :15:53.
because the bridge was shut. Appleby was split in half. The flood damage | :15:54. | :15:57.
is still being repaired, this latest scheme could go some way to making | :15:58. | :16:00.
the town whole again. Highs and lows on this | :16:01. | :16:07.
week's Team Talk! The lows - well, our five League | :16:08. | :16:18.
clubs managed the grand total The highs - York City | :16:19. | :16:21.
and South Shields are Steve - the high point of any | :16:22. | :16:24.
footballer's career? Fantastic. Newcastle and Hull? I | :16:25. | :16:42.
played twice, still not made a save. Too late now! | :16:43. | :16:44.
And they're both there on the same day - Sunday, May the 21st. | :16:45. | :16:47.
Shields against Cleethorpes at lunchtime in the FA Vase | :16:48. | :16:49.
final, followed by York against Macclesfield | :16:50. | :16:51.
in the final of the FA Trophy, after the Minstermen drew one-all | :16:52. | :16:54.
at Lincoln on Saturday, wining 3-2 on aggregate. | :16:55. | :17:01.
A controversial penalty. Some tough times recently but beaten at a top | :17:02. | :17:15.
of the league link inside. He took out one of the stewards. It was that | :17:16. | :17:22.
tough. South Shields 2-1 up. What about this goal. That would grace | :17:23. | :17:31.
any stage. A massive win. The lads were delighted. 3400, bigger than | :17:32. | :17:36.
the crowd in Hartlepool and six other league clubs. It shows making | :17:37. | :17:44.
big strides forward. A great day out at Wembley. They are clinical with | :17:45. | :17:56.
the finishing. 4-0, 24 games they have won in a row. The management | :17:57. | :18:00.
team are proud to be going to Wembley. The recent history is hard, | :18:01. | :18:08.
the highs and lows, lots of lows, I think it is an incredible story and | :18:09. | :18:15.
we are proud to be part of it. Can you deal with South Shields? That is | :18:16. | :18:20.
what we are planning on. We're not going to Wembley for a week and out. | :18:21. | :18:26.
The pitch will suit us down to the ground. The players in the squad, we | :18:27. | :18:29.
are looking forward to it. Well after Aitor Karanka's departure | :18:30. | :18:31.
from Middlesbrough last week, his assistant Steve Agnew | :18:32. | :18:33.
was in charge for the game against Karanka's old mate Jose Mourinho - | :18:34. | :18:35.
and it seems for a lot longer. Chairman Steve Gibson said Agnew can | :18:36. | :18:38.
be "the glue to unify the club". They did come unstuck | :18:39. | :18:42.
against Man United - I had him for 18 months at Hull. A | :18:43. | :18:56.
good number two, good on the training ground and good | :18:57. | :19:00.
communicator. The issue is how he handles the transition. Can he | :19:01. | :19:03.
handle the separation and become manager? Boro gave it a go. Valdes | :19:04. | :19:14.
in great form. Beaten in the header by Fellaini. No one saves these. A | :19:15. | :19:23.
tough start. They had to go. 4-4-2 later on and any team under | :19:24. | :19:27.
pressure, you will get rewards. Just when they get momentum, they pile | :19:28. | :19:33.
forward. You must feel sorry for the keeper. He has been brilliant, a | :19:34. | :19:38.
good double save but when you're a goalkeeper that is all people | :19:39. | :19:45.
remember. Mourinho celebrating on behalf of his old team-mate. Some | :19:46. | :19:51.
suggestion from Ben Gibson he was bitten. Who knows. A lot of fight. | :19:52. | :20:00.
We have to have that. Controlled aggression, something we need. And | :20:01. | :20:09.
that is Middlesbrough football club. The games against Manchester United | :20:10. | :20:12.
will keep us in the Premier league. A game is coming up and the | :20:13. | :20:18.
confidence and belief from that performance will take us into the | :20:19. | :20:24.
next few games with energy and spirit. Good luck to Steve. The | :20:25. | :20:29.
rearranged derby against Sunderland is at the Riverside on Wednesday, | :20:30. | :20:35.
April 20 six. The Black Caps could be down if they do not start | :20:36. | :20:37.
scoring. -- April 20 six. THIS is what it's like | :20:38. | :20:45.
being a Sunderland fan. They started brightly but it was not | :20:46. | :20:55.
to be. And the chances they may did not follow Jermain Defoe. A couple | :20:56. | :21:04.
of good opportunities. You want them to... Harder to miss the target from | :21:05. | :21:10.
there. You can tell from his reaction. You can see why Burnley | :21:11. | :21:17.
had not won away. Sunderland need something to happen. One win in 11. | :21:18. | :21:27.
It could have been worse. His wife was nodding off, so excited! David | :21:28. | :21:38.
Moyes is still in charge. A missed opportunity but also point and I | :21:39. | :21:43.
know between now and the end of the season we will win quite a few games | :21:44. | :21:47.
but we were always going to have to draw some as well. It was not for | :21:48. | :21:52.
want of trying all the players. We did not quite get where we wanted to | :21:53. | :21:58.
be today. Does it put extra pressure on you when you know the owner is in | :21:59. | :22:03.
the stand watching? Not at all! Said with a smile. | :22:04. | :22:04.
Sunderland Ladies, by the way, have been drawn away to Chelsea | :22:05. | :22:07.
in Sunday's quarterfinals of the Women's FA Cup. | :22:08. | :22:09.
Into the Championship now, and it's three league games | :22:10. | :22:11.
without a win and only one goal for leaders Newcastle. | :22:12. | :22:13.
But Rafa Benitez seems to think the point picked up at Birmingham | :22:14. | :22:16.
on Saturday could prove crucial, Steve? | :22:17. | :22:20.
It depends if the glass is half full or half empty. A point picked up on | :22:21. | :22:27.
rivals with Brighton and Huddersfield losing. It could have | :22:28. | :22:36.
been a big three points. It was borderline but should have counted | :22:37. | :22:40.
which would have been another away win. When Newcastle photo, the teams | :22:41. | :22:45.
do not seem to take advantage. Two big home games, six points, could be | :22:46. | :22:52.
plain sailing. You would think at this stage they will get there. Even | :22:53. | :22:58.
if they crawl over the line. Time for the leaders to stand up. | :22:59. | :23:00.
Not a good weekend for our League Two clubs. | :23:01. | :23:02.
But what about Gateshead's chances of returning | :23:03. | :23:04.
to the Football League via the play-offs? | :23:05. | :23:05.
They're one of the form teams in the National League ahead | :23:06. | :23:08.
of tomorrow night's home game against Guiseley and could | :23:09. | :23:10.
But they left it late on Saturday didn't they Steve? | :23:11. | :23:17.
Seven wins out of eight, great form. Nothing better than a stoppage time | :23:18. | :23:26.
winner. Against Woking which helped York. Carlyle, it is unravelling. | :23:27. | :23:32.
600 minutes without a goal. The fans are not happy. The decision to sell | :23:33. | :23:37.
the leading scorer looks like a poor decision. And Hartlepool one step | :23:38. | :23:44.
forward and two back. The winner Cambridge gave them a 9-point | :23:45. | :23:48.
cushion. They can plan the next year. Thank you very much. | :23:49. | :23:53.
Carol has arrived. We will move the weather. I had something to offer | :23:54. | :24:06.
there! Prepare for winter. Spring equinox but it will feel more like | :24:07. | :24:13.
winter over the next couple of days. These are the pictures... | :24:14. | :24:45.
Some springlike shots and we have more daylight than night-time but | :24:46. | :24:52.
try telling the whether it is spring because the next few days will be | :24:53. | :24:56.
wintry, and things quietened down later on in the week. A cold feel to | :24:57. | :25:02.
things and in particular tonight, clear spells and scattered showers. | :25:03. | :25:06.
Some showers will have sleet and snow in amongst them. In between the | :25:07. | :25:13.
shower clouds the temperatures will drop down close to or around | :25:14. | :25:18.
freezing them even in towns and cities, only a degree or so above | :25:19. | :25:23.
freezing. Icy patches and a brisk wind making it feel colder. A cold | :25:24. | :25:29.
start tomorrow, generally dry and bright but showers will get going | :25:30. | :25:35.
again through the day. Most of the sleet and snow will be on the hills | :25:36. | :25:40.
and at lower levels showers of rain, hail and thunder as well. A bitterly | :25:41. | :25:47.
cold day, temperatures around six Celsius and with gusty wind it will | :25:48. | :25:51.
feel quite raw, not very springlike tomorrow. We're watching this area | :25:52. | :25:59.
of low pressure and the weather front coming in tomorrow night and | :26:00. | :26:04.
into Wednesday. One of two problems and as that clears away, high | :26:05. | :26:08.
pressure builds towards the end of the week quieting things down. It | :26:09. | :26:14.
will kill a lot of the showers off heading towards the weekend. | :26:15. | :26:19.
Tomorrow, sunshine and showers, some heavy and sundry, wintry on the | :26:20. | :26:25.
hills. Overnight into Wednesday morning, we are watching thicker | :26:26. | :26:29.
cloud, outbreaks of rain and potentially first thing on Wednesday | :26:30. | :26:33.
some snow on lower levels but through the day temperatures pick up | :26:34. | :26:37.
to five to seven Celsius and turning back to rain. Through Thursday and | :26:38. | :26:43.
Friday, as high pressure starts to build, it kills most of the showers | :26:44. | :26:48.
off, dry, bright weather, temperatures hitting double figures | :26:49. | :26:52.
by the end of the week by day but some chilly and frosty nights, a | :26:53. | :26:57.
range of temperatures from night-time to daytime. The showers | :26:58. | :27:04.
will die out towards the weekend. Tonight, a more detailed look at the | :27:05. | :27:08.
weather for the week ahead. You can keep up-to-date with the BBC weather | :27:09. | :27:15.
app. You looked excited when the weather changes. New things to say! | :27:16. | :27:19.
That is it from us. Good night. Bye-bye. | :27:20. | :27:58.
The 24-year-old man has been charged with murder. | :27:59. | :28:01.
You made sure an innocent man is charged! | :28:02. | :28:04.
What gives you the right to say that he's innocent? | :28:05. | :28:07. |
