the Yorkshire to see how they've been coping with tough times. | :05:43. | :05:50. | |
They are just 35 miles apart but their Prospects couldn't be more | :05:50. | :05:54. | |
different. York's economy is strong and thriving. Doncaster looks to be | :05:54. | :06:00. | |
one of the worst-hit in the country. We've investigate ed why that may | :06:00. | :06:04. | |
be so. Cathy Killick has been number crunching in York and Phil's | :06:04. | :06:06. | |
been looking at the books in Doncaster. | :06:07. | :06:14. | |
In York, the youth unemployment rate is 2.5%. In Doncaster, it is | :06:14. | :06:21. | |
.9%. The average weekly wage here is �465. In Doncaster, it is �416. | :06:21. | :06:26. | |
That means on average, earn ears here are �65 worse off. In York, | :06:26. | :06:30. | |
you have a better chance of getting a job. About four people are | :06:30. | :06:35. | |
chasing each vabgapbsy. Doncaster, it is treble that with | :06:35. | :06:39. | |
up to 12 people looking for every opening. Why should two places so | :06:39. | :06:43. | |
close together have such different economic outlooks when on the face | :06:43. | :06:48. | |
of it, they have so much in common? Both have a Roman heritage and | :06:48. | :06:53. | |
ministers. Both boomed in the middle ages. York has its | :06:53. | :06:57. | |
Knavesmire, Doncaster the ton moor. Both have leading racecourses | :06:57. | :07:02. | |
bringing visitors and cash to their local economies. In the past, it | :07:02. | :07:07. | |
was railways which brought economic prosperity. Both had charge works. | :07:07. | :07:11. | |
York had chocolate factories which boomed in the post-war years. Done | :07:11. | :07:14. | |
carser had coal employing more people in the area than anything | :07:14. | :07:19. | |
else. Mining made its money. But, the closure of the pits hit the | :07:19. | :07:24. | |
town hard. In a sense, it is still trying to recover. In York, | :07:24. | :07:29. | |
chocolate mafring has declined. The Terry's factory closed. And | :07:29. | :07:36. | |
Rowntrees, now Nestle, employs far fewer than it Z but York has found | :07:36. | :07:40. | |
alternatives. These days, it is service industries, insurance and | :07:40. | :07:43. | |
finance which dominate. Tourism is also crucial. It accounts for more | :07:43. | :07:48. | |
than 10% of the city's jobs. Doncaster though, struggled to fill | :07:48. | :07:53. | |
the gap left by coal. Many jobs which supported mining also | :07:53. | :07:57. | |
disappeared. Today, Hatfield remains one of the few working pits | :07:57. | :08:03. | |
left in Britain. New distribution centres have helped but the town is | :08:03. | :08:07. | |
still reliant on thousands of public sector jobs which are now | :08:07. | :08:12. | |
under threat. But Doncaster's workforce may not be that | :08:12. | :08:17. | |
attractive to new businesses. Less than a fifth of people have a high | :08:17. | :08:21. | |
level qualification. That makes it one of the wos educated workforces | :08:21. | :08:26. | |
in the UK. 14.4% have no certificates to their name. | :08:26. | :08:31. | |
contrast, York has one of the best educated populations in the UK. Two | :08:31. | :08:34. | |
fifths have high level qualifications. That's double | :08:34. | :08:39. | |
Doncaster's rate. Here, just 7.2% have no formal qualifications at | :08:39. | :08:42. | |
all. It seems education really does matter. | :08:42. | :08:47. | |
Perhaps that's why Doncaster's been investing heavily in teaching and | :08:47. | :08:51. | |
learning. In reend years, the college has been expanding rapidly | :08:51. | :08:56. | |
with plans to become a university. But, will it be enough to close the | :08:56. | :09:02. | |
gap with places like York? That certainly is the question. | :09:02. | :09:06. | |
Maybe to answer that is financial expert Neil Liversidge. You're the | :09:06. | :09:11. | |
man who knows. Let's start in Doncaster. What do you think will | :09:11. | :09:14. | |
affect that particular town. Probably the best hope for | :09:14. | :09:18. | |
Doncaster out of this budget is the money that will be ploughed into | :09:18. | :09:23. | |
investment. Particularly in the new electified rail links. Doncaster, | :09:23. | :09:28. | |
as we know, has a big heritage in rail. That could, if the investment | :09:28. | :09:33. | |
in directed right, create significant new jobs. What about | :09:33. | :09:37. | |
tax? Doncaster is known as one of the town's that in fact has the | :09:37. | :09:43. | |
highest number of low-paid workers? That's right. The increase in the | :09:43. | :09:48. | |
personal allowance will definitely help lower paid workers. I don't | :09:48. | :09:52. | |
think the change in top rate tax will make any difference whatsoever | :09:52. | :09:55. | |
in Doncaster. At the bottom end people should benefit from the | :09:55. | :10:00. | |
improvement in the personal allowance. Of course, with three p | :10:00. | :10:05. | |
a litre going on fuel later in the year they may feel the pinch. | :10:05. | :10:10. | |
thought he might have listened to pressure?. He has to find money | :10:10. | :10:14. | |
from somewhere on the moves he's making. Because it was in train he | :10:14. | :10:18. | |
took the easy option. He knew he wouldn't get too much flag because | :10:18. | :10:22. | |
it had already been flagged up. We've seen rates increased on | :10:22. | :10:27. | |
cigarettes. That will affect many of our viewers? Yes, it is. | :10:27. | :10:31. | |
Patterns of consumption have changed. When I grew up, pretty | :10:31. | :10:36. | |
much everybody smoked. Every year, people were smoking out of | :10:36. | :10:39. | |
nervousness about what was going to be happen to the tax on cigarettes. | :10:39. | :10:46. | |
It is a much smaller porgs of population now. York doing well, | :10:46. | :10:51. | |
affluent. Part of that golden triangle. Expensive houses. What is | :10:51. | :10:55. | |
the key thing from the bipbl et here? With Corporation Tax being | :10:56. | :11:01. | |
reduced as it is. That will help companies and the again business | :11:01. | :11:05. | |
measures in the budget, I think, will certainly benefit a town like | :11:05. | :11:12. | |
York. Particularly in the white- collar areas. In areas such as | :11:12. | :11:15. | |
video games elts. Hi-tech industries. People make a lot of | :11:15. | :11:21. | |
money in those. They'll pay higher rates of tax. Very much the head | :11:21. | :11:28. | |
line has been the 50% rate scrapped down to 45%. It's not as simple as | :11:28. | :11:32. | |
that? The 50% thing has been a political football. They could have | :11:32. | :11:37. | |
all saved themselves a big argument. It never made that much tax. | :11:37. | :11:41. | |
Scrapping it won't lose that much tax. That's just a fight between | :11:41. | :11:43. | |
the political parties over something which is actual ji | :11:43. | :11:50. | |
irrelevant to 99% the population. But it starts at 41%, not 43%. The | :11:50. | :11:55. | |
higher rate? The band in which you pay basic rate tax is narrower | :11:55. | :11:59. | |
because the personal allowance increased at the bottom end. The | :11:59. | :12:03. | |
threshold at which you start to pay higher rate tax has reduced. You'll | :12:04. | :12:08. | |
pay higher rate tax now at 40% sooner. | :12:08. | :12:13. | |

don't believe the Budget really affects me until I get back into | :12:18. | :12:23. | |

at the moment. It is just about releasing more money into the | :12:53. | :12:57. | |
economy and helping small businesses. No great excitement | :12:57. | :13:03. | |

Budget at all. We've all learned that we're past the point where | :13:08. | :13:11. | |
politicians solve our problems and the best that can happen when a | :13:11. | :13:14. | |
Budget comes along is the politicians don't do anything that | :13:14. | :13:18. | |
will seriously rock the boat and upset the economy. We're not in | :13:18. | :13:23. | |
recession. There's nothing in this Budget which 1408 put us into | :13:23. | :13:26. | |
recession. There are a few things I'd give a cautious welcome to. As | :13:26. | :13:30. | |
long as there are no major shocks along the way, a year from now, | :13:30. | :13:34. | |
we'll probably be better off now than we are. | :13:34. | :13:39. | |
