ran off with it, because I felt the heat on me and I could see ht out of | :01:52. | :01:55. | |
the corner of my eye. I felt lucky that I wasn't stood couple of | :01:56. | :01:58. | |
centimetres to the right, bdcause anything could have happened, it | :01:59. | :02:02. | |
could have gone into the back of me, it could have attached onto my arm | :02:03. | :02:06. | |
and just burnt all the way through my skin. Electronic cigarettes look | :02:07. | :02:09. | |
and feel a lot like the tob`cco equivalent, but what appears to be | :02:10. | :02:14. | |
smoke is mostly water vapour. And while it's traditional cigarettes | :02:15. | :02:17. | |
which are often associated with fires, like this test exerchse in | :02:18. | :02:20. | |
South Yorkshire, according to fire officers, incidents related to | :02:21. | :02:28. | |
e`cigarettes are on the risd. This was an incident on the 19th of | :02:29. | :02:31. | |
March, which happened in thd Stanningly area. It's been | :02:32. | :02:35. | |
attributed to an e`cigarettd, an e`cigarette battery that was on | :02:36. | :02:40. | |
charge at the time. There are two different types, one is a c`rtridge | :02:41. | :02:43. | |
type and one is a refillabld liquid type. The fires that we've had | :02:44. | :02:47. | |
appear to be with the refillable liquid type. There's still ` bit of | :02:48. | :02:52. | |
liquid in there. And it was that refillable liquid that exploded in | :02:53. | :02:55. | |
the home of Pat and Philip Howie from Buckley. Sat there, watching | :02:56. | :03:00. | |
tally. Saturday night, nice and quiet, all of a sudden, bang. A big | :03:01. | :03:04. | |
yellow flash, smoke everywhdre, carpet on fire. And I looked down | :03:05. | :03:09. | |
there and saw burns, and I thought, this isn't the laptop. Smokd alarms | :03:10. | :03:14. | |
went off and one of my neighbours even heard it explode, it w`s that | :03:15. | :03:19. | |
loud. Luckily, no one was htrt. But fire crews across south and west | :03:20. | :03:22. | |
Yorkshire have attended 17 hncidents like this in the past seven months. | :03:23. | :03:29. | |
The advice would be, don't buy cheap unbranded e`cigarettes. And another | :03:30. | :03:33. | |
problem is that they're being mixed, the chargers are being mixed with | :03:34. | :03:36. | |
the e`cigarettes, don't mix the chargers, use the same branded | :03:37. | :03:42. | |
charger as the e`cigarette. E`cigarette smokers are also being | :03:43. | :03:45. | |
warned not to leave chargers on and unattended. | :03:46. | :04:01. | |
Tragic standards are here now. E`cigarettes are relatively new is | :04:02. | :04:03. | |
this a growing problem with exploding Chargers? We are `ware of | :04:04. | :04:11. | |
safety related incidents whhch result with using a product with | :04:12. | :04:16. | |
incompatible electric chargds. We have got one here which did explode, | :04:17. | :04:22. | |
the USB socket is still att`ched, that would have gone into the | :04:23. | :04:25. | |
charger and the charger has exploded. If it's just counterfeit | :04:26. | :04:30. | |
cigarettes which are the problem? It might relate to a counterfeht | :04:31. | :04:36. | |
charger, there are an awful lot of unbranded products on the m`rket | :04:37. | :04:42. | |
which has safety defect. Whdre you buy it and how much you pay for it | :04:43. | :04:46. | |
will say a lot about the provenance of the product. What advice do you | :04:47. | :04:48. | |
have for people who smoke e`cigarette? By the proper reputable | :04:49. | :04:54. | |
supplier, make sure the charger is compatible, do not leave it | :04:55. | :04:57. | |

damage to the lithium iron battery, it could lead to dangerous | :05:04. | :05:08. | |

issues and there has been a lot of divided opinion, we felt we had to | :06:11. | :06:13. | |
take stock, listen to what people were saying. The restrictions were | :06:14. | :06:15. | |

trial did cut overall congestion and reduce pollution according to the | :07:27. | :07:31. | |
council. That was always thd aim and one hotel manager thinks th`t | :07:32. | :07:33. | |
abandoning the scheme is a step backward. I am not sleeping for joy, | :07:34. | :07:39. | |
that is purely my view, frol the hotel 's point of view, the | :07:40. | :07:44. | |
environment since the closure has been more peaceful. I think the | :07:45. | :07:48. | |
traffic congestion in the chty has to be addressed, and the pollution | :07:49. | :07:54. | |
causes as much of the congestion. But somehow or another, the | :07:55. | :07:58. | |
long`term review of this arda must not be lost. Congestion has been a | :07:59. | :08:04. | |
problem for years, traffic has been slowly squeezed out of the city | :08:05. | :08:08. | |
centre but cars will not be disappearing from Lendal Brhdge just | :08:09. | :08:12. | |
yet. It was the independent traffic | :08:13. | :08:15. | |
adjudicator who said last wdek that the he thought this scheme light be | :08:16. | :08:21. | |
unlawful, the city of York Council says it disagrees. It says ht will | :08:22. | :08:24. | |
get rid of the restrictions that it will not refund the fines. Not | :08:25. | :08:27. | |

services in York, they say they are disappointed because the trhal gave | :08:36. | :08:40. | |

congestion commission will begin looking at the whole issue of | :08:44. | :08:49. | |
congestion here in York, it will be made up of the three political | :08:50. | :08:53. | |
