Good evening and welcome to Thursday's Look North.

:00:00.:00:00.

Failings at every level ` West Yorkshire Police are criticised

:00:07.:00:10.

for the way they handle complaints of discrimination.

:00:11.:00:13.

Also ahead, not a sell out ` with a month to go until the Tour de France

:00:14.:00:20.

comes to Yorkshire, hoteliers tell us there are still rooms to spare.

:00:21.:00:25.

And 70 years on, we meet the Yorkshire veter`ns back

:00:26.:00:29.

I took an oath I would never handle another weapon again and I have kept

:00:30.:00:45.

to that. This is one of the great tr`ditions

:00:46.:00:53.

of Yorkshire. The horse tri`ls. It will attract 60,000 people. We will

:00:54.:00:57.

tell you why it has such a special place in the sporting fabric of our

:00:58.:01:01.

county. It was still cloudy when thhs

:01:02.:01:07.

picture was taken earlier. Luch more sunshine tomorrow. Join me for the

:01:08.:01:08.

detailed forecast. First tonight,

:01:09.:01:16.

Yorkshire's biggest police force does not deal with complaints of

:01:17.:01:19.

racial discrimination effectively. That's the conclusion of a report

:01:20.:01:22.

by the Independent Police Complaints Commission which says

:01:23.:01:26.

West Yorkshire Police is fahling at every level, complaints are poorly

:01:27.:01:29.

handled from beginning to end. The police reject this

:01:30.:01:34.

and say the report's out of date. First,

:01:35.:01:37.

our crime correspondent John Cundy. 13 years ago, the Bradford riots.

:01:38.:01:52.

Relations between the policd and the black and minority ethnic

:01:53.:01:56.

communities at an all`time low. Since then, some progress. The IPCC

:01:57.:02:02.

says today that West Yorkshhre Police still are not getting it

:02:03.:02:03.

right. Allegations of complaint ard not

:02:04.:02:22.

being dealt with as they should be. Complainants are not being dngaged

:02:23.:02:24.

with and communicated with sufficiently enough. There was a

:02:25.:02:28.

lack of understanding about how to assess the gravity of alleg`tions.

:02:29.:02:36.

Those are the key issues. Today in Wakefield support group leaders

:02:37.:02:38.

recognise the findings of the report. This woman remembers a black

:02:39.:02:45.

man being manhandled by polhce. This police officer ignored all of the

:02:46.:02:49.

social factors that had been at play on that day. We have a feelhng that

:02:50.:02:53.

the police were also protecting their own. I feel the policd should

:02:54.:02:59.

be with a complaint from a lember of the community the same as anybody

:03:00.:03:04.

else. They need to appreciate there will be distinct differences and

:03:05.:03:08.

take it into account when ddaling with a complaint. I know of a number

:03:09.:03:12.

of people that have made colplaints and they have not been happx with

:03:13.:03:16.

the way they were handles. They have been dismissed, they have not been

:03:17.:03:21.

taken seriously, they have not gone to the next stage. It is very much

:03:22.:03:27.

about West Yorkshire accepthng that they need to get their rules in

:03:28.:03:32.

order. The police watchdog `ccuses the force of failing at every stage

:03:33.:03:37.

to properly handle racial discrimination complaints m`de

:03:38.:03:40.

against them and it says thd force does not have a good enough

:03:41.:03:43.

understanding with its commtnities. It is a picture West Yorkshhre

:03:44.:03:49.

Police firmly reject. The police say the picture painted by the

:03:50.:03:55.

complaints commission is not one may recognise `` one they recognise

:03:56.:04:00.

Dee Collins is West Yorkshire's deputy chief constable.

:04:01.:04:02.

She admits some officers do show a lack of awareness

:04:03.:04:05.

I am very disappointed with the report. It has not made gre`t

:04:06.:04:10.

reading for us and I'm very disappointed that. There ard a

:04:11.:04:15.

number of complexity is sitting behind complaints from the public.

:04:16.:04:18.

In the first instance, an officer will deal with the initial hncident.

:04:19.:04:23.

The initial thing that has happened. Perhaps we have not dealt

:04:24.:04:26.

with it in the best of ways. According to this, none of the

:04:27.:04:33.

complaints were upheld. This is about when someone has come forward

:04:34.:04:36.

and made a complaint about how we have dealt with them, then we have

:04:37.:04:40.

to have a look at what is in the complaint. I do not always think

:04:41.:04:46.

some of my staff have understood what is sitting behind the

:04:47.:04:50.

complaint. The report found there were significant failings at all

:04:51.:04:53.

stages of the process. The point of assessment, the way the

:04:54.:04:56.

investigation was carried ott, contact with the complainant,

:04:57.:05:01.

weaknesses in all of those `reas. The IPCC have looked at a vdry

:05:02.:05:05.

specific number of cases. I accept that in the majority of those cases

:05:06.:05:09.

we have got things wrong. The process has not been well thought

:05:10.:05:12.

through at the time and we have made changes. Why? We were lucky not

:05:13.:05:19.

getting local officers to ddal with those complaints. Is it down to

:05:20.:05:27.

training? I think part of the issue is that we are policing a vdry

:05:28.:05:32.

complex community. There ard lots of different cultures and faiths that

:05:33.:05:37.

we have to police. Perhaps on occasions some staff have not

:05:38.:05:40.

understood the sensitive nature of what they are being asked to do I

:05:41.:05:44.

am not sure whether it is a lack of training, but perhaps it is a lack

:05:45.:05:48.

of awareness, a lack of thinking through the extra vulnerability

:05:49.:05:52.

someone is experiencing. Sitting down with the victim and talking

:05:53.:05:55.

through specifically what their needs are and what their

:05:56.:05:56.

expectations are. Thank you. Next tonight, it's exactly

:05:57.:06:02.

a month until the biggest bhcycle race in the world, the Tour de

:06:03.:06:04.

France, starts here in Yorkshire. Two million people are expected

:06:05.:06:08.

to watch it over two days. But Look North's discovered that

:06:09.:06:11.

some hotels aren't as booked up First though,

:06:12.:06:14.

we now have full details of exactly The total over two

:06:15.:06:19.

days is nearly 900. Here's our Tour de France

:06:20.:06:23.

correspondent, Matt Slater. Is this a race, a modern twhst on an

:06:24.:06:35.

old art form or balancing act? It is all three. This mountain bike time

:06:36.:06:41.

trial also flattened the gr`ss to create a field of vision. Whth a

:06:42.:06:46.

month to go, the organisers have revealed how long the roads need to

:06:47.:06:49.

be closed without causing too much disruption. When the race starts,

:06:50.:06:57.

some roads will be closed from midnight for 15 hours. Roads around

:06:58.:07:01.

millennium Square will be shut until 3pm. The A61 will be closed for most

:07:02.:07:08.

of Saturday. A bit of patience, planning and a sense of

:07:09.:07:12.

perspective. This is a one`off fantastic event for the citx of

:07:13.:07:16.

Leeds and Yorkshire. We encourage everybody to make the most of it.

:07:17.:07:20.

There will be some inconvenhence on the day. It will be busy. If

:07:21.:07:24.

everyone plans their journex and allows extra time, it will be a

:07:25.:07:31.

fantastic event. This is thd start of the first stage of the Tour de

:07:32.:07:35.

France. Most people hear thd debate about road closures is one of a

:07:36.:07:39.

little bit of short`term pahn for some quite exciting long`term gain.

:07:40.:07:45.

Is the pain being evenly sh`red This man is a railway signalman who

:07:46.:07:50.

will struggle to get to work because his neighbourhood is cut off by the

:07:51.:07:54.

race. He has started a webshte to highlight his predicament and is

:07:55.:07:58.

asking the council for a wax out. It will be a great event and a lot of

:07:59.:08:02.

people will enjoy it. But wd have got nearly 5000 living around here

:08:03.:08:07.

that have got to have the option of getting in and out. We are `sking

:08:08.:08:14.

for access across this road. The council says it is consulting with

:08:15.:08:17.

residents and its plans are available online and buy a special

:08:18.:08:22.

hotline. Meanwhile, these lhnes are coming along nicely and the overall

:08:23.:08:26.

picture should be much clearer by July.

:08:27.:08:31.

So, that's the situation on the roads.

:08:32.:08:33.

According to the website bookings.com,

:08:34.:08:36.

only 67% of rooms in Leeds, where the Tour begins, are booked.

:08:37.:08:39.

In York, where the Tour starts its second day, 86% of rooms ard booked.

:08:40.:08:43.

In Sheffield, where the Tour ends in Yorkshire, only 35%

:08:44.:08:46.

Here's our business correspondent, Danni Hewson.

:08:47.:09:01.

It was billed as a moneymakhng bonanza and for some it is shaking

:09:02.:09:06.

up to be just that. Forget ` month to go, her rooms were snappdd up

:09:07.:09:12.

within hours of the news thd tour was coming. Already in the liddle of

:09:13.:09:15.

a refurbishment, they steppdd up the timetable and thanks to thehr tour

:09:16.:09:20.

partner Barclays, their fivd rooms were finished over the wintdr. We

:09:21.:09:26.

knew it would be a complete refurbishment. It was very run down

:09:27.:09:31.

and was closed like a lot of pubs. We saw it as a great opporttnity.

:09:32.:09:35.

Obviously, the Tour de France has been a wonderful showcase. When we

:09:36.:09:40.

first heard about it, we're excited. But we do `` did not realisd the

:09:41.:09:49.

enormity. Bookings have been brisk on the most picturesque and

:09:50.:09:53.

challenging stretches, but lany places have vacancies. It is not a

:09:54.:09:59.

cause for concern as long as the message gets out. It is a d`nger

:10:00.:10:04.

that potential visitors will think everywhere is full. That is not the

:10:05.:10:08.

case. A lot of people make bookings quite late. There is still space.

:10:09.:10:15.

One of the difficulties is, where do you find out? And will supply

:10:16.:10:20.

outstripped demand? Campsitds popping up in fields like this one.

:10:21.:10:26.

Not booked up as yet but getting busy. The weather has perked up a

:10:27.:10:30.

bit. Camping is one of thosd things people make a last minute ddcision

:10:31.:10:35.

on, depending on the weather. In the next couple of weeks, I anthcipate

:10:36.:10:42.

we will be full. The key will be information, road closures, the

:10:43.:10:49.

forecast, all information that will affect whether people decidd to

:10:50.:10:52.

come, where to stay and whether to pay. I was surprised to hear there

:10:53.:10:58.

was still room available. If someone wants to look for accommodation

:10:59.:11:04.

where do they go? It is tricky because there is not one pl`ce.

:11:05.:11:08.

There is the official Tour de France website and there are lists of

:11:09.:11:12.

accommodation on there but ht is quite complicated. Individu`l

:11:13.:11:16.

tourist information offices also hold information, particularly on

:11:17.:11:20.

some of the smaller hotels `nd B and Bs. I have had a look through and if

:11:21.:11:24.

you are looking to stay in Holmfirth, you cannot find `nything

:11:25.:11:28.

apart from the pop`up campshtes You are looking at anywhere up to ? 00

:11:29.:11:36.

for seven people which is not bad. In Leeds, you can get a budget hotel

:11:37.:11:41.

for around ?200. It is complicated. One of the things the website is

:11:42.:11:45.

doing because they realise ht is an issue is that they are going on

:11:46.:11:54.

Twitter tonight between 7pm and 8pm, if you're looking for accomlodation

:11:55.:11:58.

or you have accommodation, that might help you to join up.

:11:59.:12:08.

And if you want more inform`tion about the Tour, there's lots online,

:12:09.:12:11.

including a complete list of all 867 roads which are closed.

:12:12.:12:14.

Just go to the Tour de France section of your local BBC wdbsite.

:12:15.:12:18.

Later on Look North it is to a. Join me in a few minutes time and I will

:12:19.:12:26.

tell you why I am in a horsdbox with her preparing for the Brahal horse

:12:27.:12:30.

trials. Go to sleep! Other news now. The chairman of the supermarket

:12:31.:12:37.

chain Morrisons is to step down Sir Ian Gibson will leave

:12:38.:12:40.

details are yet to be finalhsed Tomorrow marks 70 years since

:13:29.:13:31.

the D`Day landings, the battle on beaches in Normandy which changed

:13:32.:13:34.

the course of the Second World War. Not many veterans are well dnough to

:13:35.:13:54.

travel back to the beaches this year.

:13:55.:13:56.

Olivia Richwald has been to meet four Normandy veterans

:13:57.:13:59.

The captain had told us this was the big event.

:14:00.:14:06.

I do not know whether I was scared or not.

Harold Robinson was a Royal Marine gunner.

:14:30.:14:33.

Going across the Channel, all the lads sang happy birthdax to me.

:14:34.:14:43.

We all knew we might be dead the next day.

:14:44.:14:48.

We did not know what the Germans had in store for us

:14:49.:14:51.

From his gun turret, Harold was tasked with taking out

:14:52.:14:54.

German gun positions to makd it safer for the infantry soldhers

:14:55.:14:57.

Among them, Ken Smith and his good friend Ken Cook.

:14:58.:15:05.

It was the first time I camd across violent death and destruction,

:15:06.:15:09.

We did not realise really until the day after that the people on the

:15:10.:15:25.

This was going on while Britain breakfasted to the first news

:15:26.:15:33.

These pictures take you right in among the men putting Dunkirk

:15:34.:15:38.

The infantry were followed onto the beaches by tanks.

:15:39.:15:44.

It was back up for a long battle ahead.

:15:45.:15:47.

The whole town had been completely devastated.

:15:48.:15:56.

Our next stop was at some Gdrman defence trenches.

:15:57.:16:02.

In them was an enormous number of dead German soldiers.

:16:03.:16:07.

Of those whose faces were vhsible, expressions of fear and pain.

:16:08.:16:13.

It was an awful sight which really moved us all.

:16:14.:16:18.

The Tommies, the GI Joes, they press on with, now, let us get at them.

:16:19.:16:24.

When I came out of the Army, I called in at the first chtrch

:16:25.:16:29.

I am not religious but I kndlt at the altar and I took an oath that

:16:30.:16:33.

I would never handle another weapon again and I have kept to th`t

:16:34.:16:38.

because you have been responsible for the killing, wounding, probably

:16:39.:16:43.

several hundred people and ht does not get any better as you gdt older.

:16:44.:17:09.

This afternoon Ken and Ken, who you saw there,

:17:10.:17:11.

have been back to the beachds in Normandy with some of their fellow

:17:12.:17:15.

veterans on the eve of a service to mark the 70th anniversary of D Day.

:17:16.:17:19.

We'll be with them again on tomorrow's Look North.

In 2019, there is also the World Cup. Leeds will be asked to bid for

:17:42.:17:47.

the World Cup and it is somdthing we do not want to miss out on. We have

:17:48.:17:53.

had test match cricket at Hdadingley since 1899 and it would be ` great

:17:54.:17:58.

shame to see the last test latch in 2019 if we do not do anything about

:17:59.:18:00.

it. Now, 60,000 people are expected to

:18:01.:18:03.

head to Bramham Country Park between Leeds and York over

:18:04.:18:06.

the next few days for the Harriers looking good considering

:18:07.:18:19.

where he slept last night. I love this event. It is part of the

:18:20.:18:26.

sporting and social calendar. It will attract 60,000 people, as you

:18:27.:18:30.

say. The sunshine will be good tomorrow. Pop along if you have

:18:31.:18:34.

never experienced it before. The world's best three`day event is here

:18:35.:18:40.

as well, including the reigning champion William Fox`Pitt. He had a

:18:41.:18:44.

decent start in the dressagd today. But he is not in first, he hs in

:18:45.:18:49.

fourth. Things could change dramatically on the weekend. We will

:18:50.:18:55.

also have a look at Oliver Townend who is having a very good sdason.

:18:56.:18:59.

More about him in a moment. First, my challenge, to spend a night in a

:19:00.:19:05.

horsebox with two ladies, mx producer and the new radio Xork

:19:06.:19:10.

presenter. I should say this kind of it should go out after 9pm. It does

:19:11.:19:15.

contain pictures of me in mx pyjamas. We are really taking you

:19:16.:19:21.

behind the scenes at the horse trials. Look at the horsebox! That

:19:22.:19:26.

cost a few bob. These are worth a lot of money. You can spend up to

:19:27.:19:32.

?200,000 on a horsebox alond. We caught up with a leading Belgian

:19:33.:19:35.

rider and asked her about hdr long journey here. We had a long journey

:19:36.:19:46.

today. Almost 24 hours awakd. We left at 10:45pm and we arrived at

:19:47.:19:50.

lunchtime. We took care of the forces. Had a vet inspection. Here

:19:51.:19:59.

we are now `` took care of the horses. This is my box. I

:20:00.:20:09.

desperately need a nice cry at `` a nice quiet night. You should see

:20:10.:20:13.

what we have got in here! What are you doing here? How could I pass up

:20:14.:20:20.

a night with you? I am presdnting my show from 6am. The great news is I

:20:21.:20:26.

will leave you with a cup of tea at 530 M. Keep quiet. Time to say good

:20:27.:20:38.

night. Good night. Sleep well. Welcome to Braham International

:20:39.:20:42.

horse trials. No. Welcome to the international force trials... Will

:20:43.:20:49.

you shut up! Good morning. We are live from Braham. I can still hear

:20:50.:20:57.

her. It might have felt early to me, but here at the stables at his

:20:58.:21:03.

already a hive of activity. The horses come first. Mucking out,

:21:04.:21:10.

pampering and preparation for the competition. I only did one night.

:21:11.:21:14.

Most of the Greens, riders `nd horses spent half of the ye`r living

:21:15.:21:20.

like this. `` the rooms. I take my saddle off to them. You can probably

:21:21.:21:25.

hear Georgina talking somewhere if you are listening now. Let ts talk

:21:26.:21:29.

about someone having a very good season. He is from Huddersfheld

:21:30.:21:34.

Oliver Townend. He finished second in Badminton.

:21:35.:21:41.

He has answered all of the puestions and this man could be back. I don't

:21:42.:21:47.

feel to have been anywhere. Form has been good. Won a lot of classes A

:21:48.:21:51.

good few around and about. H think because it was such a big thing that

:21:52.:21:59.

I won badminton and Burley hn the senior and the media attenthon, it

:22:00.:22:07.

stuck me out there `` I won Badminton in the same year. I have

:22:08.:22:14.

enjoyed not having that sort of attention for a while and working

:22:15.:22:19.

the horses and bringing the next good ones through. Why do you think

:22:20.:22:26.

there are not lots of Yorkshire three`day event is? Lots of reasons.

Yorkshire is more famous for show`jumping in the question is It

:22:34.:22:36.

is a sport that is extremelx expensive to do. It is the Formula

:22:37.:22:42.

One of the equestrian world, if you like. If there is anyone watching

:22:43.:22:46.

thinking, it is something I want to get into. What would your advice be?

:22:47.:22:54.

Tennis or golf! No, it is a fantastic way of life, but xou have

:22:55.:23:00.

got to be willing to work vdry hard. We are at another stately home,

:23:01.:23:06.

people think it is just for the rich and the posh. Hopefully I al proof

:23:07.:23:13.

it is not just for the rich and the posh. But there is no getting away

:23:14.:23:16.

from it, it is expensive and you need a lot of leg ups and work on

:23:17.:23:23.

the way. Hopefully, I will try and draw the sport away from th`t but I

:23:24.:23:27.

have got another 20 years at it yet. We wish him well. Ben is colpeting

:23:28.:23:34.

as well. You have got to be posh to be a three`day event. You posh? Do I

:23:35.:23:42.

sound posh? I think everyond has the image in their head and you

:23:43.:23:46.

certainly do not have to be posh. Event riders work hard. Most of us

:23:47.:23:50.

are on less than the minimul wage but we love the sport. It is a lot

:23:51.:23:55.

of graft. When you are at places like this, it is worth the dffort.

:23:56.:23:58.

Tell me how you got your first horse. My dad is a builder `nd the

:23:59.:24:05.

people he was doing a kitchdn for, they did not have the money, so they

:24:06.:24:11.

gave him a pony. You have done some very interesting. Last year you put

:24:12.:24:16.

a camera on the horse you wdre riding. Tell us about this dye view

:24:17.:24:24.

of going around something lhke this. These fences are solid and they are

:24:25.:24:29.

big. You make one mistake and it is... You have a horse fallhng on

:24:30.:24:34.

top of you. You are either brave or stupid. It is an extreme sport. As

:24:35.:24:42.

Formula One is, as skiing is, it is very dangerous. Every time we go out

:24:43.:24:47.

there, we put it on the lind. We build a partnership up with the

:24:48.:24:51.

horses and they love it. Yotr website is important. We trx to

:24:52.:25:00.

promote the sport in a positive way. It shows people the pitfalls of

:25:01.:25:07.

being in an event like this. The good and bad and tough times. How

:25:08.:25:14.

tough is this course this ydar? This is a three star event. The lan who

:25:15.:25:20.

built the course, this is a three and a half star because he likes to

:25:21.:25:26.

build it big. Good luck. Tolorrow should be a good day. Paul will

:25:27.:25:31.

confirm that in a moment. If you have not experienced it before, give

:25:32.:25:36.

it a whirl. Back to the studio. I am not sure where I would want to be,

:25:37.:25:42.

in the horsebox or in the studio. In the studio of course!

:25:43.:25:49.

This first picture is the shot of one of the clouds I showed last

:25:50.:25:55.

night close to the South Yorkshire `Lincolnshire border. Fantastic

:25:56.:26:01.

picture. Another one, the clouds are beginning to break up just hn time

:26:02.:26:07.

for the lovely weather tomorrow at Braham. Friday will be dry `nd warm

:26:08.:26:11.

with sunny spells. As you c`n see from the Atlantic chart, thhs

:26:12.:26:16.

weather system could bring very warm air up on Saturday. At the same

:26:17.:26:23.

time, that are likely to be thunderstorms. It has turned out to

:26:24.:26:27.

be a very nice end to the afternoon with plenty of sunshine. Thhs

:26:28.:26:31.

evening will be fine. A bit breezy and on the chilly side. There will

:26:32.:26:34.

be some sunshine and overnight clear periods. The breeze woollies. Light

:26:35.:26:39.

westerly by dawn. `` the brdeze will ease. The sun rises in the lorning

:26:40.:26:51.

at 4:38am. The high water... A lovely start to the day. If you are

:26:52.:26:56.

up at the crack of dawn, lots of sunshine. There may be high cloud

:26:57.:27:00.

from the south`west making the sunshine hazy. Other than that,

:27:01.:27:04.

bright and much warmer than today. Good spells of sunshine. Daxlight

:27:05.:27:11.

southeasterly breeze. Top afternoon temperatures coming in at around 17

:27:12.:27:17.

or 18 on the coast. Inland, 21 degrees at Braham. Not bad.

:27:18.:27:28.

Saturday, warmer still. The risk of thunderstorms especially during the

:27:29.:27:32.

second half of the day. Sunday, apart from the odd shower, dry again

:27:33.:27:36.

with some sunshine. That is the forecast. That is it from the

:27:37.:27:41.

evening team. Harry will be back with his third lady of the week

:27:42.:27:42.

tomorrow. Good night for now. It's a weekly selection

:27:43.:27:54.

of hand-picked stuff from Radio , and then it's delivered

:27:55.:28:02.

straight to you.
