We'll hear more from the victims and those accused of failing them.

:01:05.:01:05.

We report from the seaside town that's been dubbed

:01:06.:01:07.

New evidence that trainspotting was a passion for teenagers in Victorian

:01:08.:01:11.

After that cloudy start, it turned out to be a beautiful day, but what

:01:12.:01:34.

about the rest of the week to mark joined me for the very latest.

:01:35.:01:36.

Tonight, the shocking evidence of child

:01:37.:01:37.

sexual exploitation in Rotherham and a collective failure by the council

:01:38.:01:40.

The town's council leader for the past decade stood

:01:41.:01:43.

down today after a damning report revealed blatant collective failures

:01:44.:01:46.

The investigation found 1,400 young women were raped, some were

:01:47.:01:54.

One of the victims was just 11 years old.

:01:55.:01:57.

Most perpetrators were of Pakistani heritage.

:01:58.:02:00.

Three reports to the police and council were ignored

:02:01.:02:03.

The report author said people in the town would be appalled

:02:04.:02:09.

We'll hear from Professor Alexis Kay in a moment.

:02:10.:02:12.

First the story of Jessica, one of the victims.

:02:13.:02:19.

You should be over 16 to consent and they should keep it in place.

:02:20.:02:27.

There is no point having a law there and not sticking to it.

:02:28.:02:32.

I was a child and they should have stepped in.

:02:33.:02:37.

There are some things that I don't remember,

:02:38.:02:40.

but there are also things I'll never forget for the rest of my life.

:02:41.:02:44.

No matter what is done now, even if it is investigated now,

:02:45.:02:47.

It should have been stopped and prevented.

:02:48.:02:53.

I think because the police were aware, social services were aware

:02:54.:02:56.

and they knew that and they still did not stop it that encouraged it.

:02:57.:03:01.

The report author and Rotherham Council held separate

:03:02.:03:09.

James, talk us through some of the detail

:03:10.:03:13.

in the report and what the council's leadership have said in response.

:03:14.:03:24.

This report for shock people in Rotherham. The scale of it was

:03:25.:03:32.

simply staggering. Some of the detail is hard to read. 1400

:03:33.:03:37.

children sexually exploited over 16 years in this town. Children as

:03:38.:03:43.

young as 11 raped, beaten, dozed with petrol if the went to the

:03:44.:03:51.

police. The failures by the council and the police were blatant.

:03:52.:03:56.

Rotherham has failed the children it needed to help the most. There has

:03:57.:04:00.

been a collective failure of the most senior people, both politicians

:04:01.:04:06.

and officers across a very lengthy period of time. They did not give a

:04:07.:04:13.

lead to challenging how things were being done, they did not actively

:04:14.:04:20.

pursue different ways of working with this group despite being told

:04:21.:04:27.

from a fairly early stage of the nature and scale and seriousness of

:04:28.:04:54.

the problem. Rogerstone I asked the council's

:04:55.:05:00.

Chief Executive whether he could reconsider his play session. I do

:05:01.:05:05.

not think that anybody could read that report without being upset

:05:06.:05:11.

either allegations in it. These children did not receive the

:05:12.:05:12.

services they deserved. either allegations in it. These

:05:13.:05:14.

children Rogerstone has already stepped down, have you considered

:05:15.:05:20.

your position? The report has made it very clear that I am part of the

:05:21.:05:25.

solution, not part of the problem. Services during my tenure have

:05:26.:05:35.

improved significantly. Social workers indicated that services

:05:36.:05:40.

today I very different from 2009. The culture is unrecognisable. There

:05:41.:05:46.

have been a number of reports that have taken place over the course of

:05:47.:05:53.

the last few years. We had an Ofsted inspection in 2012 that indicated

:05:54.:05:55.

that our sexual exploitation that our sexual exploitation

:05:56.:05:58.

services were recommended. We have had our peer review of, I reviewed

:05:59.:06:10.

by Barnardos, an independent enquiry. All of them say that

:06:11.:06:12.

services today are better than in the past. I am taking

:06:13.:06:17.

responsibility, I am the chief executive of the council today, I

:06:18.:06:22.

have commissioned the independent enquiry report, I have made sure

:06:23.:06:26.

that the report has been published, I am making a set of recommendations

:06:27.:06:32.

to the council. One of the things that I am saying is that we should

:06:33.:06:35.

accept the findings of the report without exception and that we should

:06:36.:06:40.

move forward immediately to implement the recommendations in the

:06:41.:06:45.

report. The council says that nobody working within the Council at the

:06:46.:06:50.

moment it needs to be disciplined, but one councillor who was in charge

:06:51.:06:58.

of council services is now South Yorkshire's elected Police

:06:59.:07:02.

Commissioner. Some pressure coming for him to step down.

:07:03.:07:08.

In the last few minutes, South Yorkshire's Police Commissioner has

:07:09.:07:11.

issued a statement. He has apologised and said as Commissioner

:07:12.:07:16.

he has made tackling child sexual exploitation forced's number one

:07:17.:07:27.

priority. Hundreds of potential criminals have not been brought to

:07:28.:07:29.

justice. We've let people down and from the

:07:30.:07:31.

start, I want to offer a sincere apology to the victims and families

:07:32.:07:37.

that we should have done more with. We have commissioned a number

:07:38.:07:40.

of investigations in relation to complaints and it will continue

:07:41.:07:43.

until we find those responsible The evidence of child sexual

:07:44.:07:57.

exploitation goes back to 1997, but only goes back `` was only uncovered

:07:58.:08:01.

two years ago. Spencer Stokes reports on

:08:02.:08:12.

his reaction to today's developments and what people in Rotherham make

:08:13.:08:14.

of what we've learnt. 1400 children subjected to sexual

:08:15.:08:28.

exploitation. In 2010, five member convicted for sexual offences

:08:29.:08:33.

against girls. Andrew Norfolk revealed the depth of what was going

:08:34.:08:39.

on. He had seen a confidential report by the police intelligence

:08:40.:08:42.

bureau that details a significant problem with...

:08:43.:08:47.

Today, Andrew Norfolk saw the authorities accept the seriousness

:08:48.:08:54.

of the original allegations. There is no doubt of the sheer scale and

:08:55.:09:07.

brutality of what was going on. 11`year`old girls being gang raped,

:09:08.:09:13.

having petrol poured on them, being trafficked around the country. His

:09:14.:09:21.

original findings led to the chief executive of Rotherham Council and

:09:22.:09:26.

chief before a select committee of MPs. We are talking about hundreds

:09:27.:09:31.

of victims who have not been protected. The Police and Crime

:09:32.:09:36.

Commissioners in South Yorkshire ordered three separate

:09:37.:09:40.

investigations before the council called in Professor Alexis Jay last

:09:41.:09:45.

member. Her report published today. Many awkward questions for the

:09:46.:09:49.

authorities. The people who are guilty need to be prosecuted. And

:09:50.:09:54.

the people who let it go are equally responsible, possibly more so. It

:09:55.:09:58.

would not have gone on so long had it not been left. It is really

:09:59.:10:03.

shocking that something is happening in front of our eyes. And we can't

:10:04.:10:10.

do anything about it. Reports have been written, lessons may be

:10:11.:10:15.

learned, but the victims have to live with the abuse they suffered

:10:16.:10:21.

and the injustice of being ignored. It was happening, they were telling

:10:22.:10:27.

people it was happening, front line staff are telling senior managers it

:10:28.:10:30.

was happening, and every time they try to raise the alarm, concerns

:10:31.:10:37.

were discarded and dismissed and reports were suppressed. It was an

:10:38.:10:45.

absolute disgrace. Finally, those girls know that people will believe

:10:46.:10:48.

them. What next for the victims? Many are

:10:49.:10:55.

still waiting for the men who abuse them to be prosecuted.

:10:56.:11:01.

David Greenwood, a solicitor representing some

:11:02.:11:03.

of the 1,400 victims of sexual abuse in Rotherham.

:11:04.:11:10.

It was certainly good to hear Rotherham Council acknowledge

:11:11.:11:13.

People have to see exactly what new systems are in place

:11:14.:11:17.

and what new personnel, what new funding is in place to prevent this

:11:18.:11:20.

Reports were ignored, victims were not believed, do you

:11:21.:11:23.

It is inevitable that faced with so much criticism, the council has

:11:24.:11:31.

It is good that the council have responded positively, but we still

:11:32.:11:38.

need to make sure that there is enough support their for people who

:11:39.:11:43.

will inevitably come forward as a result of this and to protect future

:11:44.:11:47.

generations of girls from this type of abuse. You think

:11:48.:11:52.

victims will now be listened to as a result of this report?

:11:53.:11:55.

I'm certain that the local authority and the police

:11:56.:12:00.

will do everything they can to try to open their ears and try to build

:12:01.:12:04.

Lots of these girls have lost their trust in public authorities,

:12:05.:12:10.

They need to feel they can trust them again so they can report

:12:11.:12:14.

this abuse and feel confident that action will be taken.

:12:15.:12:22.

What has been the response from some of the victims?

:12:23.:12:26.

One lady that I have spoken to today is pleased that

:12:27.:12:31.

the report has gone into so much detail and has highlighted

:12:32.:12:36.

the stuff that she has been talking about for a number of years and

:12:37.:12:39.

But there are many victims still out there and girls

:12:40.:12:44.

and young women will be thinking, should I come forward, do I have

:12:45.:12:48.

They have to be sure they can find someone they can trust to take this

:12:49.:12:56.

forward to the police and to the Council and investigative lawyers.

:12:57.:13:01.

There's more on the story in our late bulletin at 10.25 tonight,

:13:02.:13:23.

and the BBC's Panorama programme has also been investigating child

:13:24.:13:26.

Their programme will be shown next Monday at 8.30 on BBC One.

Helping to save Yorkshire heritage. Budget cuts mean volunteers are

:13:31.:13:34.

being relied upon to run vital services in one

:13:35.:13:35.

of our national parks. New figures show that more men die

:13:36.:13:44.

in Scarborough from alcohol related diseases than

:13:45.:13:46.

anywhere else in Yorkshire. Per head of the population,

:13:47.:13:49.

the town fares worse than places Well now the Home Office has decided

:13:50.:13:52.

to make Scarborough a special Low Alcohol Action Area,

:13:53.:14:00.

one of just 20 in the country. Carla Fowler spent a night

:14:01.:14:02.

in the seaside town to find out how Go out in the evening in Scarborough

:14:03.:14:05.

and this is what you might find. ID scanners, breathalysers, even

:14:06.:14:13.

fingerprint technology, just some of the methods it is hoped will lower

:14:14.:14:15.

rates of alcohol abuse in the town. Recent figures show there is more

:14:16.:14:18.

violent crime linked to alcohol here in Scarborough than anywhere else

:14:19.:14:21.

in Yorkshire per head. Statistics for deaths from

:14:22.:14:25.

alcohol abuse are equally high. Nearly half of all anti`social

:14:26.:14:29.

behaviour and a third of all We have seen a trend

:14:30.:14:33.

of people coming out much later and that has a knock`on effect

:14:34.:14:38.

in terms of the timing of incidents and it is also resourcing issue

:14:39.:14:42.

for the public sector as well. So we have done a lot of work around

:14:43.:14:46.

what the issues are and the focus of the partnership work is very much

:14:47.:14:50.

around, we want people to come out in Scarborough, we want people to

:14:51.:14:54.

have a great night, we want people If someone is in such a state or

:14:55.:14:57.

so intent on assaulting somebody because something has happened

:14:58.:15:04.

in a bar or they have fallen out with somebody, they won't see the

:15:05.:15:07.

police, they won't see the CCTV. So it's how we work back from that,

:15:08.:15:10.

to say, how do we make sure people don't get in that state to get those

:15:11.:15:14.

assaults? Now it is a

:15:15.:15:17.

Local Alcohol Action Area, the town will have help from central

:15:18.:15:20.

government and NHS England to target We are challenging people

:15:21.:15:22.

at the front door saying, sorry, They say they have

:15:23.:15:30.

only just come out. That's fine, but what you have had

:15:31.:15:34.

is three bottles of wine at home. That constitutes quite a lot

:15:35.:15:37.

of alcohol and you probably haven't That's the sort of difficulty we

:15:38.:15:40.

are getting now, that we never I think it's better all round

:15:41.:15:44.

because at the end of the day if you have the police stood here

:15:45.:15:51.

and someone is over the limit, they can keep an eye on them and

:15:52.:15:54.

whether they get in a car or not. If you're too drunk to go

in the pub, and cause trouble when The trial is still

in its first weeks but the challenge for Scarborough's

:16:04.:16:06.

authorities is to change drinking culture, save money spent

:16:07.:16:09.

on health and crime and save lives. A man's been arrested

:16:10.:16:18.

by police investigating the death of a man who was assaulted in Leeds

:16:19.:16:20.

over the weekend. 37`year`old Gerard Adeshida died

:16:21.:16:24.

following an incident in Beeston on Saturday evening when he

:16:25.:16:27.

and his brother were involved in a dispute with the driver

:16:28.:16:31.

of a grey Vauxhall Corsa. Mr Adeshida fell backwards

:16:32.:16:33.

and suffered a head injury. Police want any witnesses

:16:34.:16:35.

to contact them. Two new Area Bishops

:16:36.:16:42.

for the recently created Diocese of West Yorkshire and the Dales

:16:43.:16:45.

have been named. They were

:16:46.:16:47.

at Leeds station this morning. The Reverend Doctor Toby Howarth

:16:48.:16:49.

:16:56.:17:09.

bring as much as ?10 million into the economy of the city

:17:10.:17:12.

according to Leeds City Council. The carnival took place

:17:13.:17:15.

in the Chapel Town area This year, for the first time,

:17:16.:17:17.

the council have surveyed revellers to find out how much they spend

:17:18.:17:20.

in the hope of getting a better idea of the income generated so they can

to rely on teams of volunteers Phill Connell's been investigating

:17:42.:17:45.

the financial plight We're going to be working

:17:46.:17:48.

on the alternative route today. They are the teams of volunteers

:17:49.:17:51.

on which the North York Moors National Park has

:17:52.:17:53.

become increasingly reliant. Cuts and redundancies have left

:17:54.:17:56.

the authority facing Volunteers are now playing

:17:57.:17:58.

an important role If we weren't here doing this now,

:17:59.:18:06.

by the time spring came, you would virtually not be able to

:18:07.:18:14.

see this path. They are saying we will need more

:18:15.:18:18.

volunteers, more people who are In the last three years,

:18:19.:18:21.

the park's budget has been cut by 40%, with annual spending now

:18:22.:18:28.

reduced to just over ?4 million. In September, further cuts

:18:29.:18:35.

and redundancies are also expected. So what role will volunteers now

:18:36.:18:36.

play here and how reliant will the Park become

:18:37.:18:48.

on their hard work and goodwill? The park's chief executive says

:18:49.:18:53.

volunteers will not replace qualified staff but he says

:18:54.:18:55.

in more than 50 years of the park's existence,

:18:56.:18:58.

he has never known times like it. This is quite exceptional,

:18:59.:19:00.

we are now going back to having less money than

:19:01.:19:11.

when we were set up in real terms. There are days when you be

volunteers because the alternative A planning application

the park's finances further. Delays have so far cost the

authority almost ?1 million, raising new questions as to how we safeguard

:19:30.:19:32.

this beautiful national asset. Not just for the over 60s.

:19:33.:19:43.

Experts find evidence that trainspotting was a passion

:19:44.:19:44.

for Victorian teenagers. Leeds Rhinos players have been back

in training today, no doubt with a few sore heads

after celebrating the club's first It was some performance against

:21:02.:21:10.

Well, how does it feel? It feels really good. As it sank end? Yes, it

is that from all the celebrations? You have been to Buckingham Palace,

Headingley, what about today? We traded today. We have to try and

finish in the best we possibly can in the lead.

:21:46.:21:49.

Art you the best winger in the world? I don't think so. But that is

:21:50.:22:02.

a great accolade. I don't go on about it myself too much. I just try

:22:03.:22:11.

my hardest. The great thing about it is when you win the trophy, it

:22:12.:22:16.

really is a bit special. That is something that makes you stand out

from the rest. Yes, is a lot that goes along with the trophy. I am

:22:25.:22:27.

going to dinner tomorrow night, and looking forward to that. `` to a

:22:28.:22:40.

dinner. There is a lot of ribbing going on, a great team spirit. Just

:22:41.:22:46.

a word about Castleford. It is a remarkable achievement that they got

:22:47.:22:49.

to that final. Nobody fancied them and they pushed you all the way.

:22:50.:22:54.

Yes, they have turned the club around. They have been doing a

you. The oldest ever mention of

:23:15.:23:21.

trainspotting has been uncovered by the National Railway Museum in York

:23:22.:23:24.

and the hobby is at least 80 years It's emerged that

:23:25.:23:29.

a 14`year`old girl was writing down the numbers of engines heading

:23:30.:23:30.

in and out of Paddington Station Train spotting

:23:31.:23:33.

during its post`war peak of popularity, but new research by the

:23:34.:23:59.

National Railway Museum in York has uncovered the earliest ever mention

:24:00.:24:02.

of the hobby from 80 years before. During preparations for a train

:24:03.:24:05.

spotting expedition, staff unerthed evidence moving train spotting's

:24:06.:24:08.

origins back to the Victorian era. They're not just train spotting,

:24:09.:24:10.

the person is recording names and numbers and she is a lady

:24:11.:24:28.

called Fanny Johnson who is 14. So the earliest reference to

:24:29.:24:31.

train spotting was from a woman. On platform four at Doncaster

station on a weekday afternoon, The test train has just gone
