Rotherham has failed the children it needed to help the most. There has | :03:57. | :04:00. | |
been a collective failure of the most senior people, both politicians | :04:01. | :04:06. | |
and officers across a very lengthy period of time. They did not give a | :04:07. | :04:13. | |
lead to challenging how things were being done, they did not actively | :04:14. | :04:20. | |
pursue different ways of working with this group despite being told | :04:21. | :04:27. | |
from a fairly early stage of the nature and scale and seriousness of | :04:28. | :04:54. | |
the problem. Rogerstone I asked the council's | :04:55. | :05:00. | |
Chief Executive whether he could reconsider his play session. I do | :05:01. | :05:05. | |
not think that anybody could read that report without being upset | :05:06. | :05:11. | |
either allegations in it. These children did not receive the | :05:12. | :05:12. | |

have commissioned the independent enquiry report, I have made sure | :06:23. | :06:26. | |
that the report has been published, I am making a set of recommendations | :06:27. | :06:32. | |
to the council. One of the things that I am saying is that we should | :06:33. | :06:35. | |
accept the findings of the report without exception and that we should | :06:36. | :06:40. | |
move forward immediately to implement the recommendations in the | :06:41. | :06:45. | |
report. The council says that nobody working within the Council at the | :06:46. | :06:50. | |
moment it needs to be disciplined, but one councillor who was in charge | :06:51. | :06:58. | |
of council services is now South Yorkshire's elected Police | :06:59. | :07:02. | |

start, I want to offer a sincere apology to the victims and families | :07:32. | :07:37. | |
that we should have done more with. We have commissioned a number | :07:38. | :07:40. | |
of investigations in relation to complaints and it will continue | :07:41. | :07:43. | |

of victims who have not been protected. The Police and Crime | :09:32. | :09:36. | |
Commissioners in South Yorkshire ordered three separate | :09:37. | :09:40. | |
investigations before the council called in Professor Alexis Jay last | :09:41. | :09:45. | |
member. Her report published today. Many awkward questions for the | :09:46. | :09:49. | |
authorities. The people who are guilty need to be prosecuted. And | :09:50. | :09:54. | |
the people who let it go are equally responsible, possibly more so. It | :09:55. | :09:58. | |
would not have gone on so long had it not been left. It is really | :09:59. | :10:03. | |
shocking that something is happening in front of our eyes. And we can't | :10:04. | :10:10. | |
do anything about it. Reports have been written, lessons may be | :10:11. | :10:15. | |
learned, but the victims have to live with the abuse they suffered | :10:16. | :10:21. | |
and the injustice of being ignored. It was happening, they were telling | :10:22. | :10:27. | |
people it was happening, front line staff are telling senior managers it | :10:28. | :10:30. | |
was happening, and every time they try to raise the alarm, concerns | :10:31. | :10:37. | |
were discarded and dismissed and reports were suppressed. It was an | :10:38. | :10:45. | |
absolute disgrace. Finally, those girls know that people will believe | :10:46. | :10:48. | |
them. What next for the victims? Many are | :10:49. | :10:55. | |
still waiting for the men who abuse them to be prosecuted. | :10:56. | :11:01. | |
David Greenwood, a solicitor representing some | :11:02. | :11:03. | |

It was certainly good to hear Rotherham Council acknowledge | :11:11. | :11:13. | |
People have to see exactly what new systems are in place | :11:14. | :11:17. | |
and what new personnel, what new funding is in place to prevent this | :11:18. | :11:20. | |
Reports were ignored, victims were not believed, do you | :11:21. | :11:23. | |
It is inevitable that faced with so much criticism, the council has | :11:24. | :11:31. | |
It is good that the council have responded positively, but we still | :11:32. | :11:38. | |
need to make sure that there is enough support their for people who | :11:39. | :11:43. | |
will inevitably come forward as a result of this and to protect future | :11:44. | :11:47. | |
generations of girls from this type of abuse. You think | :11:48. | :11:52. | |
victims will now be listened to as a result of this report? | :11:53. | :11:55. | |
I'm certain that the local authority and the police | :11:56. | :12:00. | |
will do everything they can to try to open their ears and try to build | :12:01. | :12:04. | |
Lots of these girls have lost their trust in public authorities, | :12:05. | :12:10. | |
They need to feel they can trust them again so they can report | :12:11. | :12:14. | |
this abuse and feel confident that action will be taken. | :12:15. | :12:22. | |
What has been the response from some of the victims? | :12:23. | :12:26. | |
One lady that I have spoken to today is pleased that | :12:27. | :12:31. | |
the report has gone into so much detail and has highlighted | :12:32. | :12:36. | |
the stuff that she has been talking about for a number of years and | :12:37. | :12:39. | |
But there are many victims still out there and girls | :12:40. | :12:44. | |
and young women will be thinking, should I come forward, do I have | :12:45. | :12:48. | |
They have to be sure they can find someone they can trust to take this | :12:49. | :12:56. | |
