has been an awful week for the town. It finds itself at the centre of a | :01:24. | :01:27. | |
16 year scandal involving 1400 victims and tonight the police | :01:28. | :01:32. | |
admitted they let all of those victims down. He in East Wood, where | :01:33. | :01:36. | |
there has been a meeting of local people, there is anger. I will have | :01:37. | :01:41. | |
more about that later on. But first, who actually knew what was going on | :01:42. | :01:45. | |
and is there evidence of a cover`up? Spencer Stokes has this report. | :01:46. | :01:50. | |
How was it that in a town of 250,000 people, 1400 girls were | :01:51. | :01:53. | |
In today's Times newspaper, the reporter who broke | :01:54. | :01:58. | |
the original story, Andrew Norfolk, claims Rotherham council went to | :01:59. | :02:00. | |
great lengths to hide evidence that the town's sex grooming crisis was | :02:01. | :02:04. | |
These latest revelations date back to 2002. | :02:05. | :02:11. | |
The Times accuses senior staff at the council of taking files | :02:12. | :02:14. | |
According to the paper, the items taken | :02:15. | :02:20. | |
during the internal raid were files detailing victims, offenders, and | :02:21. | :02:23. | |
how individual cases were handled by the child protection authorities. | :02:24. | :02:31. | |
Rotherham Council's chief executive, Martin Kimber, said he could find | :02:32. | :02:33. | |
no evidence of the raid and was unable to find anyone who | :02:34. | :02:36. | |
But the council is also accused of paying | :02:37. | :02:41. | |
for taxis to ferry girls to and from school and around Rotherham. | :02:42. | :02:50. | |
The BBC has spoken to a former care worker who says that grooming began | :02:51. | :02:56. | |
on those journeys. It is grooming, | :02:57. | :02:59. | |
these young people have already been There are some horrific cases | :03:00. | :03:02. | |
of abuse within the family and yet If they are providing that plus | :03:03. | :03:06. | |
drugs and alcohol and freedoms, or perceived freedoms, then we're never | :03:07. | :03:11. | |
going to be able to keep them safe. According to the care worker who was | :03:12. | :03:15. | |
employed by Rotherham Council for four years, security at the | :03:16. | :03:17. | |
council`run care homes was lacking. If they could leave | :03:18. | :03:20. | |
by the fire escape, they would leave But sometimes, | :03:21. | :03:23. | |
to hide where they were going, they would put bed sheets together | :03:24. | :03:25. | |
and climb out from a window. From a second story building, | :03:26. | :03:28. | |
that is dangerous as well. The girls were classed as children | :03:29. | :03:31. | |
at risk, many of them NEETs, not in Sarah, a former Rotherham social | :03:32. | :03:34. | |
worker, has told the BBC that instead of being seen | :03:35. | :03:38. | |
as individuals, the girls were It were all about how to | :03:39. | :03:40. | |
manipulate the figures. Pressure were put | :03:41. | :03:48. | |
on not to put people on the books. And then what tended to happen was | :03:49. | :03:51. | |

down a hill, it got out of control Many in Rotherham knew | :04:15. | :04:17. | |
what was going on. Over 16 years, 1400 girls abused, | :04:18. | :04:23. | |
but only one gang Three days into this appalling | :04:24. | :04:42. | |
scandal, there is still an embarrassing silence from many | :04:43. | :04:46. | |
leaders in Rotherham Council. This afternoon, South Yorkshire Police | :04:47. | :04:50. | |
have admitted that they let down 1400 victims and failed them over a | :04:51. | :04:55. | |
number of years. But the chief constable does not hold himself | :04:56. | :04:59. | |
personally responsible. Clearly I take responsibility in terms of | :05:00. | :05:01. | |
trying to take things forward from here, because there are some very | :05:02. | :05:06. | |
serious issues raised in the report. However, I think that the main | :05:07. | :05:10. | |
issues which are in the report considerably predate my time in the | :05:11. | :05:14. | |
force. Be that as it may, people will find it incredible that not one | :05:15. | :05:18. | |
single police officer from your force has been disciplined or even | :05:19. | :05:24. | |
reprimanded in any way. We are going to be looking into that. In | :05:25. | :05:28. | |
fairness, the report has outlined in a hundred pages plus of the report, | :05:29. | :05:33. | |
a whole host of issues. It is clearly now my duty to take forward | :05:34. | :05:37. | |
arrangements to look into the issues which have been raised and that may | :05:38. | :05:41. | |
well, if people have done things wrong, result in people being | :05:42. | :05:45. | |
disciplined. The level of knowledge of what was going on was quite | :05:46. | :05:49. | |
profound in South Yorkshire Police. Two of the three reports which were | :05:50. | :05:53. | |
ignored were written by South Yorkshire officers. People knew what | :05:54. | :05:57. | |
was going on but did not do anything about it. How can people trust your | :05:58. | :06:02. | |
force? We have put a sixfold increase into this area of work over | :06:03. | :06:07. | |
the last two years. We have achieved 102 prosecutions since the beginning | :06:08. | :06:13. | |
of last year. And very recently, Her Majesty 's Inspectorate of | :06:14. | :06:15. | |
Constabulary said there is good work going on and from a policy | :06:16. | :06:18. | |
perspective, we are in a far better place than we used to be. Clearly | :06:19. | :06:23. | |
there is still far more work to be done and I don't take that lightly. | :06:24. | :06:26. | |
Oliver, that is what we intend to do, we take things forward, we treat | :06:27. | :06:31. | |
this extremely seriously. `` however, that is what we intend. If | :06:32. | :06:36. | |
people have disregarded information that was important or dumb things | :06:37. | :06:39. | |
they should not have done, we will act on that. I have written a | :06:40. | :06:42. | |
personal letter asking for a meeting so we can go through in more detail | :06:43. | :06:48. | |
the issues raised in the report and anything that was behind that report | :06:49. | :06:51. | |
that did not actually make it into print. `` or done things they should | :06:52. | :06:57. | |
not have done. And perhaps we could have access to key documents that | :06:58. | :07:00. | |
could help us determine what went on all of those years ago. Many of your | :07:01. | :07:04. | |
offices treated victims with contempt, it is alleged that they | :07:05. | :07:08. | |
lost evidence. Will you be investigating those claims properly? | :07:09. | :07:14. | |
Absolutely, yes. There is a lot to do. This goes back over many years, | :07:15. | :07:18. | |
we treat it seriously and clearly it will be a large investigation. We | :07:19. | :07:22. | |
need to work out the best way of going about that. Anything that | :07:23. | :07:25. | |
people have done which they should not have done, or if evidence was | :07:26. | :07:29. | |
ignored or suppressed, will come within that investigation. The | :07:30. | :07:35. | |
tension levels since this report came out are mounting, as I have | :07:36. | :07:39. | |
experienced myself. This is a real test for the local people here. Some | :07:40. | :07:43. | |
members of the Pakistani community claim they have received death | :07:44. | :07:46. | |
threats as well. And just this afternoon, many members of that | :07:47. | :07:50. | |
community met in the centre behind me. It was a packed meeting, angry | :07:51. | :07:55. | |
and they passionate meeting as well. We have been looking at the wide | :07:56. | :07:57. | |
implications. Muslims gather for Friday prayers | :07:58. | :08:03. | |
at a Leeds mosque. It has been a turbulent week | :08:04. | :08:06. | |
for the Pakistani community across Yorkshire, following a report | :08:07. | :08:08. | |
into child sex abuse in Rotherham. It really beggars belief that we | :08:09. | :08:11. | |
failed those who need us most. Political correctness has | :08:12. | :08:14. | |
its own limits. When people are abusing law, | :08:15. | :08:20. | |
when people are transgressing the boundaries, | :08:21. | :08:24. | |
the social boundaries that we have, when people are abusing young | :08:25. | :08:26. | |
and vulnerable individuals, A criminal is a criminal, | :08:27. | :08:29. | |
when he or she breaks the law. Jahangir Akhtar was the former | :08:30. | :08:37. | |
deputy leader of Rotherham Council He says now is not the time for the | :08:38. | :08:40. | |
authorities to blame each other. There is a certain amount | :08:41. | :08:48. | |
of soul`searching for people who And I do not mean necessarily | :08:49. | :08:51. | |
the Pakistani community, because some other people might have | :08:52. | :08:56. | |
known what was being done People need to come forward | :08:57. | :08:59. | |
and identify these criminals. This media furore, over three or | :09:00. | :09:06. | |
four days, it has been missed out that the most people who should | :09:07. | :09:11. | |
be accountable are the evil people 3% of Rotherham's population is | :09:12. | :09:14. | |
of Pakistani heritage. Late this afternoon, | :09:15. | :09:20. | |
during a lively meeting, young Muslims gathered to discuss | :09:21. | :09:29. | |
the fallout from Tuesday's report. People do feel ashamed to be | :09:30. | :09:33. | |
associated, both culturally and religiously, with the people | :09:34. | :09:37. | |
that committed these crimes. I wouldn't describe them as Muslims | :09:38. | :09:40. | |
necessarily, but they are It has been an unsettling week for | :09:41. | :09:43. | |
many in this South Yorkshire town. Seeking answers to one | :09:44. | :09:50. | |
of the largest child abuse scandals of recent times, however, | :09:51. | :09:52. | |
only seems to raise more questions. One of the organisers of that | :09:53. | :10:07. | |
meeting this afternoon is with me. What has the backlash he against | :10:08. | :10:12. | |
your community? These are the fears many people had if this situation | :10:13. | :10:16. | |
wasn't dealt with. The community today showed they were scared of the | :10:17. | :10:20. | |
backlash and wanted to deal with this in a positive manner. It was an | :10:21. | :10:24. | |
angry, passionate mood in there but also quite positive as well. It was | :10:25. | :10:28. | |
an angry mood and a passionate mood. I have been saying this for a long | :10:29. | :10:31. | |
time, today we have seen the community does not support these | :10:32. | :10:35. | |
actions and we want prosecutions and convictions. And the police and the | :10:36. | :10:40. | |
council and social services need to take responsibility for their | :10:41. | :10:44. | |
actions. You know as well as I do that many people are saying that you | :10:45. | :10:46. | |
also need to take a possibility, that may will `` maybe somebody knew | :10:47. | :10:53. | |
who the perpetrators were. The community in there said that they | :10:54. | :10:59. | |
genuinely did not know. We would not see the anger, the shock, the | :11:00. | :11:02. | |
frustration within the community if we did know. This is why when we do | :11:03. | :11:07. | |
know, we have packed meetings as such in front of the press, it was | :11:08. | :11:11. | |
all their lives and clear. There is nothing else I need to say that you | :11:12. | :11:15. | |
did not see. And you know now that the way forward is very significant. | :11:16. | :11:19. | |
What would you say to your community to try and keep things calm? We know | :11:20. | :11:23. | |
the interest of them sleep have been around and so on. We understand far | :11:24. | :11:27. | |
right groups and individuals would like to take over the situation. | :11:28. | :11:31. | |
There will be at element of patients. I have had some races are | :11:32. | :11:37. | |
myself, we are just asking to please, please stay calm. `` some | :11:38. | :11:41. | |
races are myself. This issue has an national and global. We have the | :11:42. | :11:44. | |
whole of Britain and nationally, eyes are on this community. We hope | :11:45. | :11:51. | |
we can join with many people in our community to stand against this kind | :11:52. | :11:54. | |
of issue and stand together. It will have to be that, you will have to | :11:55. | :11:59. | |
stand together and cooperate. It cannot be an issue where it is just | :12:00. | :12:02. | |
the Pakistani Muslim community coming out or any other community. | :12:03. | :12:08. | |
The British Muslim news has come out today and lead today's meeting and | :12:09. | :12:12. | |
will be moving forward. We want everybody and all other stakeholders | :12:13. | :12:16. | |
to come together, we want to hold those people to account. The police | :12:17. | :12:20. | |
