Good evening, welcome to Monday's Look North.

:00:00.:00:00.

Tonight ` evidence that children have been

:00:00.:00:07.

abused in care homes around Yorkshire ` not just in Rotherham.

:00:08.:00:10.

Jane was assaulted for four years while in Bradford Council's care,

:00:11.:00:13.

even though the authorities knew she was with a "known groomdr".

:00:14.:00:18.

How can they know that someone is abusing children and just h`ve

:00:19.:00:21.

On the day Rotherham's chief executive

:00:22.:00:32.

announced he's to stand down, we'll ask a police commissioner what he's

:00:33.:00:35.

How Sheffield could be in lhne for a ?70 million building boost

:00:36.:00:39.

And why the reunion of thesd Lancaster bombers for the fhrst time

:00:40.:00:43.

since World War II was so special for a woman pilot from Leeds.

:00:44.:00:56.

A beautiful day with lots of sunshine, but will it last? Join me

:00:57.:01:00.

later. First tonight,

:01:01.:01:04.

evidence that children in c`re homes around Yorkshire have been sexually

:01:05.:01:06.

abused and the authorities have done It's now a fortnight

:01:07.:01:09.

since we learnt that 1,400 children Now, care home staff from m`ny other

:01:10.:01:15.

parts of Yorkshire have contacted Look North to say children there

:01:16.:01:21.

have also been picked up late at Jane ` not her real name `

:01:22.:01:24.

lived in a children's home Her official notes show staff there

:01:25.:01:31.

knew she was in contact with a "known groomer", but her `buse

:01:32.:01:36.

went on for over four years. Everything that's happened,

:01:37.:01:40.

it all just comes back to you. From 13,

:01:41.:01:54.

she lived at a Bradford card home. It was supposed to be her rdfuge

:01:55.:01:57.

from a violent home life, but instead led to her being

:01:58.:02:00.

targeted by groomers. We were 13 years old, we were easily

:02:01.:02:05.

led, no`one had ever explained to us They'd give you as much drugs

:02:06.:02:09.

and drink as they could so you wouldn't know what you were

:02:10.:02:15.

doing, then do stuff with you Abuse of the most horrific kind

:02:16.:02:20.

carried out by gangs of Pakhstani And Jane says

:02:21.:02:28.

the people who should have been They used to see

:02:29.:02:34.

the people that picked us up, they could clearly see what race

:02:35.:02:40.

they were and how old they were They'd come during

:02:41.:02:45.

the daytime outside the card home. They used to come and say somebody

:02:46.:02:47.

is outside for you, go and see them. The care workers would let xou know,

:02:48.:02:52.

just to be clear about this? That there were people

:02:53.:02:56.

waiting outside for us. And these people were

:02:57.:02:59.

24 or 25`year`old men? Yeah, you could clearly

:03:00.:03:02.

tell how old they were. It's a version

:03:03.:03:04.

of events backed up by her care records, as far back as 2008,

:03:05.:03:07.

when she was just 14 years old. There are explicit referencds

:03:08.:03:11.

to her being groomed. Care reports said she was spending

:03:12.:03:24.

time with a known groomer. It's down in the reports th`t I was

:03:25.:03:32.

spending time with a known groomer. How can someone be a known groomer

:03:33.:03:38.

but not be prosecuted for it? How can they know someone is abusing

:03:39.:03:43.

children and just have But, according to Jane,

:03:44.:03:45.

she was far from alone. At my care home,

:03:46.:03:56.

there was at least four othdr girls In the whole care system, there

:03:57.:03:58.

was a lot more girls being `bused. We'd meet them at parties

:03:59.:04:07.

and stuff like that, the other people would bring girls

:04:08.:04:11.

with them and you'd meet thdm. They'd be like, I'm in so and

:04:12.:04:15.

so care home and stuff like that. Most of

:04:16.:04:19.

the people that were getting abused were involved with social sdrvices

:04:20.:04:21.

at some point in their life. Jane says she knows she was

:04:22.:04:26.

challenging and that care workers face a difficult task, but that

:04:27.:04:29.

the price she paid for the failure I had my child taken off me

:04:30.:04:32.

because of the lifestyle I led. Instead

:04:33.:04:41.

of them trying to help me gdt away from it, they took my child from me

:04:42.:04:43.

and left me to deal with it all Every little aspect

:04:44.:04:47.

of my life is affected. I can't even walk

:04:48.:04:49.

on the streets without having panic attacks, thinking I'll see

:04:50.:04:52.

the people that did it to md. Eventually, Jane managed to escape

:04:53.:04:55.

the cycle of abuse, but it was her Succeeding where, she says,

:04:56.:04:58.

the authorities had failed. Quite alarming that the authorities

:04:59.:05:21.

appeared to know about this in 008, has there been a reaction from

:05:22.:05:25.

Bradford Council? They asked us not to name the care home in qudstion

:05:26.:05:30.

and we've respected that. They say there's a new regime in place there

:05:31.:05:34.

and things have improved and the children are currently not hn

:05:35.:05:40.

danger. These care homes ard not secure unit so staff can't forcibly

:05:41.:05:44.

restrain the children in qudstion. They say they did try and g`ther

:05:45.:05:50.

information, although this hsn't the version of events Jane recognises,

:05:51.:05:53.

and they say she was not encouraged to speak to men. She would contest

:05:54.:05:58.

this. They have been to see her today to find out exactly what she

:05:59.:06:03.

felt went on and are now investigating her case. What have

:06:04.:06:09.

the police said? Much the s`me. The police went to see Jane on Friday

:06:10.:06:14.

and they are investigating. They say they are unaware of the concerns

:06:15.:06:18.

raised and they have spoken to her so they can fully investigate. They

:06:19.:06:22.

say they were slow to a knowledge such crimes in the past, but have

:06:23.:06:27.

made vast steps forward and hope people will feel confident coming

:06:28.:06:28.

forward to them now. Now let's talk to

:06:29.:06:30.

Mark Burns`Williamson, who's the Police and Crime

:06:31.:06:32.

Commissioner for West Yorkshire We heard James say she knew lots of

:06:33.:06:44.

other girls known to social services who were also being groomed. How

:06:45.:06:49.

widespread was this problem within the care system? Clearly shocking

:06:50.:06:53.

and worrying to hear about these cases. The victims are the lost

:06:54.:06:58.

important people, very vulndrable young victims, and I would dncourage

:06:59.:07:02.

anybody to come forward with any information they have about this

:07:03.:07:06.

type of behaviour. I can't comment on the specifics of this case, the

:07:07.:07:12.

police are investigating, along with the council, and it's important to

:07:13.:07:17.

say that what we do now in times of joint working with all

:07:18.:08:08.

being investigated. I asked if they could be more cases and he said he

:08:09.:08:11.

didn't know because a lot of cases could be unreported, it could be the

:08:12.:08:14.

tip of the iceberg. I been put in place that have

:08:15.:09:17.

unearthed that number of investigations. Jane's storx dates

:09:18.:09:23.

back to 2008. A lot of the officers who worked back then we'll still be

:09:24.:09:28.

working for West Coast ` West Yorkshire Police. How do yot break

:09:29.:09:31.

down the culture that these officers need re`educating? Absolutely. Very

:09:32.:09:40.

vulnerable young victims, the sock ` the shocking things we've rdad, the

:09:41.:09:44.

worrying thing is we've heard tonight, what I can say is that the

:09:45.:09:50.

joint working that now goes on is a priority. I've set it out as a

:09:51.:09:55.

priority. I've called a round table meeting for this Friday, brhnging

:09:56.:10:00.

together all the heads of safeguarding, directors of

:10:01.:10:03.

children's services, the police to look collectively as the thhngs we

:10:04.:10:08.

have in place and what we mhght need to put in place in addition to that

:10:09.:10:13.

and I've made an extra ?3.5 million available to West Yorkshire Police

:10:14.:10:18.

to invest in this. This will now be your priority as Police

:10:19.:10:22.

Commissioner? It already was a priority, but we are reviewhng the

:10:23.:10:27.

resources and the measures we have in place. Your counterpart Sean has

:10:28.:10:33.

come under increasing presstre to stand down. What would you do if you

:10:34.:10:38.

were in his shoes? He's givhng evidence at the home affairs select

:10:39.:10:41.

committee tomorrow. It's a latter for him. Thank you for coming in.

:10:42.:10:46.

The chief executive of Rotherham Council is to step

:10:47.:10:48.

down following the sexual abuse and grooming scandal in the town.

:10:49.:10:50.

Martin Kimber has agreed th`t he will leave his job at the end

:10:51.:10:54.

In a statement, he said that new leadership will allow

:10:55.:10:56.

The council leader, Roger Stone resigned immediately after ` damning

:10:57.:11:00.

report about sexual exploit`tion in the town was published last month.

:11:01.:11:08.

And on tomorrow's Look North, we'll be reporting live frol

:11:09.:11:10.

Westminster as the Home Aff`irs Select Committee holds a kex hearing

:11:11.:11:13.

The part`time players in a full`time league.

:11:14.:11:22.

We've had access to team tactics and much more with

:11:23.:11:25.

the team flying the flag for Yorkshire in non`league football.

:11:26.:11:32.

Rail passengers in Yorkshird have been hit by fare increases today

:11:33.:11:35.

with the introduction of a new evening peak period.

:11:36.:11:39.

Customers now have to pay more for tickets if they want to travel

:11:40.:11:42.

between 4pm and 6.30pm in Wdst and South Yorkshire.

:11:43.:11:46.

Northern Rail says the change is needed becausd it s

:11:47.:11:48.

getting less financial support from the government, but passenger

:11:49.:11:50.

For over a decade, Northern Rail has been clocking up big governlent

:11:51.:12:05.

subsidies. It receives more financial support then any other

:12:06.:12:08.

train operator in England, but that money is being cut and as a result

:12:09.:12:12.

passengers will be charged lore to travel between 4pm and 6:30pm. The

:12:13.:12:17.

new rules apply to south and West Yorkshire and also the lines to

:12:18.:12:21.

Skipton and Knaresborough. The taxpayer puts in a lot of stpport

:12:22.:12:26.

the local rail services and this is asking customers to stay and play in

:12:27.:12:30.

the evening peak a bit more and that will reduce the overall cost of the

:12:31.:12:35.

taxpayer. The amount passengers will now pay varies dramatically. Catch

:12:36.:12:39.

the train from Normanton to Wakefield and the return ticket goes

:12:40.:12:45.

up from ?2 30 to ?2 40, a 4$ in Greece. Go from Walston to

:12:46.:12:51.

Huddersfield and a ?6 60 return journey is now ?11 70, a whopping

:12:52.:12:58.

77% rise. The organisation that represents passengers say is now ?11

:12:59.:13:01.

70, a whopping 77% rise. Thd organisation that represents

:13:02.:13:07.

passengers says that some f`ir. There are it's not sophisticated or

:13:08.:13:12.

nuanced enough. The new evening peak fare brings west and south Xorkshire

:13:13.:13:16.

in line with other parts of the country, but the rail union

:13:17.:13:19.

protesting outside Leeds st`tion today said that poorer travdllers

:13:20.:13:24.

will be hardest hit. It will affect shift workers, it may affect people

:13:25.:13:30.

who are part`time workers, ht could conceivably affect shoppers,

:13:31.:13:34.

tourists, people going to vhsit their families. I think it's a loss

:13:35.:13:39.

on everywhere you look at it. Bad news. Northern's contract to run

:13:40.:13:49.

trains runs out in 2016, but because the ticket price hike is government

:13:50.:13:51.

backed, it's likely it's here to stay.

:13:52.:13:53.

Bradford Council is considering paying ?1 million to help sdcure the

:13:54.:13:56.

At a meeting next week, council leaders will look at a range

:13:57.:14:00.

of options, including backing a partnership with the museum to help

:14:01.:14:03.

It's under threat after the Science Museum Group, which runs it,

:14:04.:14:08.

The father of the missing York chef Claudia Lawrence has described the

:14:09.:14:13.

pain of reaching 2,000 days since her disappearance, with still no

:14:14.:14:15.

Claudia disappeared on her way to work in March 200 .

:14:16.:14:24.

Despite numerous appeals, no trace of her has been fotnd.

:14:25.:14:27.

A man arrested in May on suspicion of her lurder

:14:28.:14:30.

remains on bail and the polhce investigation is continuing.

:14:31.:14:33.

A candle has been lit daily for Claudia at Bishopthorpe Palace

:14:34.:14:36.

Peter Lawrence says not knowing her whereabouts is a torture for him

:14:37.:14:42.

Imagine your son or daughter or wife suddenly not being there.

:14:43.:14:52.

Multiply that by 2,000 days of them not being there to talk to,

:14:53.:14:59.

to see, to have their support, their love and to give yours to them.

:15:00.:15:04.

It's just incredibly difficult to imagine.

:15:05.:15:18.

Sheffield could be in line for a multi`million pound boost from China

:15:19.:15:21.

The proposals unveiled todax would give the city

:15:22.:15:24.

Chinese investors are putting up the cash for the student accommodation,

:15:25.:15:28.

business units and supermarket, worth around ?70 million.

:15:29.:15:30.

Here's our business correspondent, Danni Hewson.

:15:31.:15:37.

The project is impressive, `nd not just for the obvious re`sons.

:15:38.:15:44.

Yes, it will create jobs in both construction and when compldte,

:15:45.:15:49.

but this aptly named New Er` Square could be the first of many big

:15:50.:15:52.

(TRANSLATION) Most Chinese have heard of Sheffield through

:15:53.:15:59.

Sheffield United, through the snooker championship

:16:00.:16:03.

at the Crucible Theatre, and also Sheffield United used to have

:16:04.:16:06.

That's why all Chinese know Sheffield.

:16:07.:16:15.

Unsurprisingly, the new devdlopment will be located on Bramall Lane

:16:16.:16:18.

It will provide a new home for the existing supermarket as well

:16:19.:16:21.

It's taken a decade to get this far, but for the man at the projdct's

:16:22.:16:28.

I've grown to love the city, I'm deeply passionate about Sheffield.

:16:29.:16:35.

It's this love of the city that has given me the motivation to go to

:16:36.:16:39.

promote Sheffield in China, time and again, about this vision.

:16:40.:16:44.

The investor eventually shared my passion.

:16:45.:16:48.

Sheffield is a great city, one of the nicest cities, to me

:16:49.:16:51.

One investment is great, but the real prize here could be so much

:16:52.:17:01.

bigger, with part of the development being an incubator hub to

:17:02.:17:04.

Sheffield made its name by being an international trading

:17:05.:17:09.

We're in the 21st century now, we still do that, and that's

:17:10.:17:15.

important, but we need to bd attractive to other people who want

:17:16.:17:18.

We're centrally located, HS2 is coming here, two great univdrsities,

:17:19.:17:24.

As the Chinese said themselves, a really green city,

:17:25.:17:28.

potential for great quality of life, we've got a lot to offer.

:17:29.:17:31.

The project is now in the h`nds of council planners.

:17:32.:17:34.

If they give the green light, work could start as early as next spring.

:17:35.:17:46.

I would love Chinatown! That would be great for the steel city. Let's

:17:47.:17:55.

look at the sport. Fantastic victory for York City at the weekend.

:17:56.:18:00.

Unbeaten in the league sincd February. We will start with boxing.

:18:01.:18:12.

Sheffield is celebrating a new champion,

:18:13.:18:13.

after Ross "The Boss" Burkinshaw won the Commonwealth title at

:18:14.:18:16.

Burkinshaw fought Doncaster's Jason Cunninghal

:18:17.:18:18.

The Sheffield boxer took the fight after the former champion

:18:19.:18:22.

It was a tough contest and went the full 12 rounds ` Burkinshaw

:18:23.:18:26.

winning after a split decishon in his favour from the judgds just

:18:27.:18:29.

Castleford Tigers are in sthll in the hunt to finish top of the

:18:30.:18:34.

Super League table going into the last weekend of the competition

:18:35.:18:36.

A quick tap penalty from Luke Dorn set up the try of the match

:18:37.:18:40.

James Clare was the man who eventually touched down as Cas

:18:41.:18:43.

The victory keeps the Challdnge Cup finalists in second place bdhind

:18:44.:18:47.

You can see more from that latch and all the weekend's highlhghts

:18:48.:18:54.

Now, most of our football tdams had the weekend off because

:18:55.:19:01.

Bradford lost, but York Citx won and set a new record.

:19:02.:19:09.

Michael Coulson's free kick gave them the lead at Stevenage.

:19:10.:19:13.

A penalty from Wes Fletcher completed a 3`2 win

:19:14.:19:15.

for the Minstermen, who havd now gone a club record 23 regul`r league

:19:16.:19:18.

So with a shortage of league matches, Saturday was

:19:19.:19:25.

That works very nicely for us because right now no team

:19:26.:19:31.

outside the top four divisions is doing better than the part`timers

:19:32.:19:34.

They're flying high in the Conference and chasing

:19:35.:19:44.

a return to the Football Le`gue after 13 years away.

:19:45.:19:46.

Our reporter Ian Bucknell went behind the scenes to sde

:19:47.:19:49.

In the dressing room before Saturday's match, thd

:19:50.:19:52.

There were the thinkers and the jokers, all with the sale aim.

:19:53.:19:59.

Listen to music, relax, anything but until we go out for the warl`up

:20:00.:20:04.

It's always in the back of your mind from

:20:05.:20:07.

In a quiet corner, manager Neal Aspin picks his team.

:20:08.:20:13.

He does so from a squad of part`time players who have

:20:14.:20:15.

It's more of an advantage if you can prepare

:20:16.:20:22.

by not going to work, have lore rest time, more time to practice and to

:20:23.:20:25.

We competed last season as a part`time team.

:20:26.:20:32.

One of the aims of Non`League Day is to attract fans

:20:33.:20:35.

from the higher divisions and convince them that the diffdrences

:20:36.:20:38.

I don't go to many Man Unitdd games so Halifax is a chance to come

:20:39.:20:44.

I'd rather be here than the Premiership, watching

:20:45.:20:49.

Come down here and watch a good game, good atmospherd.

:20:50.:20:57.

The build`up to the vital moment in the match showed

:20:58.:21:00.

Patient passing before a precision cross and a far post

:21:01.:21:05.

More chances followed for H`lifax, but no goals and it finished 1`

:21:06.:21:13.

Three points and a clean shdet, well done.

:21:14.:21:19.

Tuesday now, got to focus on Tuesday.

:21:20.:21:25.

Aspin clearly isn't resting on his laurels.

:21:26.:21:28.

The Shaymen have been rejuvdnated under his drive and look to be

:21:29.:21:31.

Would be great to see them back in the lead.

:21:32.:21:48.

They've been amazing crowds the length and breadth of Britahn all

:21:49.:21:50.

summer and yesterday the incredible sight of two Lancaster bombdrs took

:21:51.:21:53.

to the skies over Lincolnshhre while a third taxied on the runwax below.

:21:54.:22:01.

Amongst the thousands there to see this

:22:02.:22:04.

once`in`a`lifetime event was a pilot from Leeds with her own special

:22:05.:22:07.

Climbing inside the cockpit of a Lancaster bomber is solething

:22:08.:22:15.

most pilots dream of, but for Jill Tushingham, today's

:22:16.:22:18.

I'm actually in the pilot's seat of a Lancaster bomber ` this is

:22:19.:22:26.

This is a chance to remember her father, who flew them.

:22:27.:22:36.

East Kirby's Just Jane can only taxi, but seeing it alongside

:22:37.:22:38.

It was too good an opportunity to miss to s`y

:22:39.:22:44.

Flight Sergeant Austin Tushhngham flew scores of missions frol bases

:22:45.:22:52.

across Lincolnshire with thd 62 and legendary 617 Squadrons.

:22:53.:22:56.

He was one of a lucky band of men to survive

:22:57.:22:59.

(NEWSREEL) During the war, 7,36 Lancasters were built

:23:00.:23:06.

for operational service and they flew 156,000 sortids,

:23:07.:23:10.

dropping nearly three quartdrs of a million tonnes of bombs.

The fine weather looks set to last into next week. Tomorrow, dry with

10:25pm, good night.
