parts of Yorkshire have contacted Look North to say children there | :01:16. | :01:21. | |
have also been picked up late at Jane ` not her real name ` | :01:22. | :01:24. | |
lived in a children's home Her official notes show staff there | :01:25. | :01:31. | |
knew she was in contact with a "known groomer", but her `buse | :01:32. | :01:36. | |
went on for over four years. Everything that's happened, | :01:37. | :01:40. | |
it all just comes back to you. From 13, | :01:41. | :01:54. | |
she lived at a Bradford card home. It was supposed to be her rdfuge | :01:55. | :01:57. | |
from a violent home life, but instead led to her being | :01:58. | :02:00. | |
targeted by groomers. We were 13 years old, we were easily | :02:01. | :02:05. | |
led, no`one had ever explained to us They'd give you as much drugs | :02:06. | :02:09. | |
and drink as they could so you wouldn't know what you were | :02:10. | :02:15. | |
doing, then do stuff with you Abuse of the most horrific kind | :02:16. | :02:20. | |
carried out by gangs of Pakhstani And Jane says | :02:21. | :02:28. | |
the people who should have been They used to see | :02:29. | :02:34. | |
the people that picked us up, they could clearly see what race | :02:35. | :02:40. | |
they were and how old they were They'd come during | :02:41. | :02:45. | |
the daytime outside the card home. They used to come and say somebody | :02:46. | :02:47. | |
is outside for you, go and see them. The care workers would let xou know, | :02:48. | :02:52. | |
just to be clear about this? That there were people | :02:53. | :02:56. | |
waiting outside for us. And these people were | :02:57. | :02:59. | |
24 or 25`year`old men? Yeah, you could clearly | :03:00. | :03:02. | |
tell how old they were. It's a version | :03:03. | :03:04. | |
of events backed up by her care records, as far back as 2008, | :03:05. | :03:07. | |
when she was just 14 years old. There are explicit referencds | :03:08. | :03:11. | |
to her being groomed. Care reports said she was spending | :03:12. | :03:24. | |
time with a known groomer. It's down in the reports th`t I was | :03:25. | :03:32. | |
spending time with a known groomer. How can someone be a known groomer | :03:33. | :03:38. | |
but not be prosecuted for it? How can they know someone is abusing | :03:39. | :03:43. | |
children and just have But, according to Jane, | :03:44. | :03:45. | |
she was far from alone. At my care home, | :03:46. | :03:56. | |
there was at least four othdr girls In the whole care system, there | :03:57. | :03:58. | |
was a lot more girls being `bused. We'd meet them at parties | :03:59. | :04:07. | |
and stuff like that, the other people would bring girls | :04:08. | :04:11. | |
with them and you'd meet thdm. They'd be like, I'm in so and | :04:12. | :04:15. | |
so care home and stuff like that. Most of | :04:16. | :04:19. | |
the people that were getting abused were involved with social sdrvices | :04:20. | :04:21. | |
at some point in their life. Jane says she knows she was | :04:22. | :04:26. | |
challenging and that care workers face a difficult task, but that | :04:27. | :04:29. | |
the price she paid for the failure I had my child taken off me | :04:30. | :04:32. | |
because of the lifestyle I led. Instead | :04:33. | :04:41. | |
of them trying to help me gdt away from it, they took my child from me | :04:42. | :04:43. | |
and left me to deal with it all Every little aspect | :04:44. | :04:47. | |
of my life is affected. I can't even walk | :04:48. | :04:49. | |
on the streets without having panic attacks, thinking I'll see | :04:50. | :04:52. | |
the people that did it to md. Eventually, Jane managed to escape | :04:53. | :04:55. | |
the cycle of abuse, but it was her Succeeding where, she says, | :04:56. | :04:58. | |
the authorities had failed. Quite alarming that the authorities | :04:59. | :05:21. | |
appeared to know about this in 008, has there been a reaction from | :05:22. | :05:25. | |
Bradford Council? They asked us not to name the care home in qudstion | :05:26. | :05:30. | |
and we've respected that. They say there's a new regime in place there | :05:31. | :05:34. | |
and things have improved and the children are currently not hn | :05:35. | :05:40. | |
danger. These care homes ard not secure unit so staff can't forcibly | :05:41. | :05:44. | |
restrain the children in qudstion. They say they did try and g`ther | :05:45. | :05:50. | |
information, although this hsn't the version of events Jane recognises, | :05:51. | :05:53. | |
and they say she was not encouraged to speak to men. She would contest | :05:54. | :05:58. | |
this. They have been to see her today to find out exactly what she | :05:59. | :06:03. | |
felt went on and are now investigating her case. What have | :06:04. | :06:09. | |
the police said? Much the s`me. The police went to see Jane on Friday | :06:10. | :06:14. | |
and they are investigating. They say they are unaware of the concerns | :06:15. | :06:18. | |
raised and they have spoken to her so they can fully investigate. They | :06:19. | :06:22. | |
say they were slow to a knowledge such crimes in the past, but have | :06:23. | :06:27. | |
made vast steps forward and hope people will feel confident coming | :06:28. | :06:28. | |
forward to them now. Now let's talk to | :06:29. | :06:30. | |

Commissioner for West Yorkshire We heard James say she knew lots of | :06:33. | :06:44. | |
other girls known to social services who were also being groomed. How | :06:45. | :06:49. | |
widespread was this problem within the care system? Clearly shocking | :06:50. | :06:53. | |
and worrying to hear about these cases. The victims are the lost | :06:54. | :06:58. | |
important people, very vulndrable young victims, and I would dncourage | :06:59. | :07:02. | |
anybody to come forward with any information they have about this | :07:03. | :07:06. | |
type of behaviour. I can't comment on the specifics of this case, the | :07:07. | :07:12. | |
police are investigating, along with the council, and it's important to | :07:13. | :07:17. | |
say that what we do now in times of joint working with all | :07:18. | :08:08. | |
being investigated. I asked if they could be more cases and he said he | :08:09. | :08:11. | |
didn't know because a lot of cases could be unreported, it could be the | :08:12. | :08:14. | |
tip of the iceberg. I been put in place that have | :08:15. | :09:17. | |
unearthed that number of investigations. Jane's storx dates | :09:18. | :09:23. | |
back to 2008. A lot of the officers who worked back then we'll still be | :09:24. | :09:28. | |
working for West Coast ` West Yorkshire Police. How do yot break | :09:29. | :09:31. | |
down the culture that these officers need re`educating? Absolutely. Very | :09:32. | :09:40. | |
vulnerable young victims, the sock ` the shocking things we've rdad, the | :09:41. | :09:44. | |
worrying thing is we've heard tonight, what I can say is that the | :09:45. | :09:50. | |
joint working that now goes on is a priority. I've set it out as a | :09:51. | :09:55. | |
priority. I've called a round table meeting for this Friday, brhnging | :09:56. | :10:00. | |
together all the heads of safeguarding, directors of | :10:01. | :10:03. | |
children's services, the police to look collectively as the thhngs we | :10:04. | :10:08. | |
have in place and what we mhght need to put in place in addition to that | :10:09. | :10:13. | |
and I've made an extra ?3.5 million available to West Yorkshire Police | :10:14. | :10:18. | |
