Welcome to Thursday's Look North. so it's goodbye from me,

:00:00.:00:00.

Tonight, on the rampage ` a man who caused hundreds of

:00:00.:00:07.

Anger from campaigners fighting for Yorkshire's only Childrens' Heart

:00:08.:00:17.

Surgery Unit. Why hasn't a significant report on the issue

:00:18.:00:21.

being published? We have a special investigation and hear from families

:00:22.:00:22.

affected. Also tonight `

:00:23.:00:23.

remembering a remarkable lady. Books of condolence are opened

:00:24.:00:25.

for those who want to pay tribute to the Dowager Duchess of Devonshire,

:00:26.:00:28.

who died yesterday. We are at Doncaster's Robin Hood

:00:29.:00:39.

airport were the last Vulcan in the world is about to take off on a

:00:40.:00:42.

special flight to commemorate the end of the Cold War.

:00:43.:00:49.

It has been a pleasant enough day, despite the cloud, what abott the

:00:50.:00:53.

weekend? Don't forget to john me for the details, which are lookhng quite

:00:54.:00:54.

promising. When the Leeds Childrens' Hdart

:00:55.:01:03.

Surgery Unit was dramatically closed in March of last year, therd were

:01:04.:01:06.

calls of foul play by campahgners. Just 24 hours earlier,

:01:07.:01:09.

they had overturned governmdnt plans to shut the unit as part

:01:10.:01:12.

of a national review. The NHS said there were

:01:13.:01:16.

a "constellation" But 18 months on, a report which

:01:17.:01:18.

should go some way to explahning the Campaigners

:01:19.:01:25.

for the unit say it?s a distraction and hindrance, as a second national

:01:26.:01:31.

review of surgery is now underway. Here's our health

:01:32.:01:34.

correspondent Jamie Coulson. For baby Julia, the first couple of

:01:35.:01:38.

years of life have been difficult. Born with a defective heart,

:01:39.:01:41.

she almost died in March But when it was time to go to

:01:42.:01:44.

a specialist heart unit in Leeds, she found herself caught up

:01:45.:01:52.

a storm of claim and counterclaim. Surgery at the children's hdart

:01:53.:01:58.

unit in Leeds is suspended. Instead of travelling

:01:59.:02:02.

from hospital in Hull to Ledds, We were scared when we heard this

:02:03.:02:04.

and where they told us they might transfer her much further from home,

:02:05.:02:12.

we were scared all the time. We are thrilled that the unfair

:02:13.:02:19.

and flawed decision... Children's heart surgery in Leeds

:02:20.:02:21.

was suspended after campaigners won a High Court battle stopping the NHS

:02:22.:02:25.

decision to close the unit. Bruce Keogh said he took action

:02:26.:02:29.

because a constellation of reasons, including high death rates

:02:30.:02:32.

and concerns raised by doctors. NHS England commissioned three

:02:33.:02:34.

reports to investigate the tnits. The first report investigatdd all

:02:35.:02:50.

deaths in the units between 200 It found that services were safe

:02:51.:02:52.

and running well. The second report looked

:02:53.:02:58.

at how some families were c`red for and found shortcomings

:02:59.:03:00.

in the treatment of 16 families A third reports looking at concerns

:03:01.:03:05.

raised by doctors from other hospitals about the care on offer in

:03:06.:03:08.

Leeds has still not been published. When we have chased NHS England

:03:09.:03:12.

about the report, they initially told us they were

:03:13.:03:15.

anticipating publishing it hn May. That didn't materialise and we asked

:03:16.:03:20.

again and they told us they were Now, almost 18 months

:03:21.:03:23.

into the suspension of heart It's taken a year and a half now

:03:24.:03:26.

and we still see no report `nd no There is still a very unfair sense

:03:27.:03:39.

that there are questions th`t still need to be answered,

:03:40.:03:45.

when actually the report th`t came out about the suspension made it

:03:46.:03:47.

clear that the Leeds Childrdn's The third report should invdstigate

:03:48.:04:02.

concerns initially raised bx Newcastle's surgeon with thd NHS

:04:03.:04:08.

Medical Director Bruce Keogh. We have obtained e`mails under the

:04:09.:04:11.

Freedom of Information Act where he has referred to eight right of

:04:12.:04:15.

under the given circumstancds. Michele Elliott, 1 of the p`rents

:04:28.:04:30.

whose case is being investigated over the care given to her daughter,

:04:31.:04:35.

she feels the process has not been handled well. I cannot understand

:04:36.:04:41.

why this isn't happening. What is happening with the report? Why are

:04:42.:04:45.

families not been kept in the loop? Until early last week, we h`ve no

:04:46.:04:50.

clue. NHS England say they `re dealing with a competition `cross to

:04:51.:04:54.

trusts and once the report hs written they had to address detailed

:04:55.:04:58.

comments from both. They sax they will now contact all parents

:04:59.:05:02.

involved and organisations before publication. Baby Julia is now

:05:03.:05:08.

having her follow`up treatmdnt in Leeds at a unit still waiting for

:05:09.:05:12.

the line to be drawn under the suspension of surgery.

:05:13.:05:15.

Joining us now are Amelie Brown and her mum, Lois.

:05:16.:05:18.

Amelie was born with half a heart and is awaiting

:05:19.:05:21.

Thank you for coming in. Hello, and Molly. Lois, if I can ask you a

:05:22.:05:31.

question. Concerns from doctors about the

:05:32.:05:40.

level of care. That must be quite worrying for you as a parent. We

:05:41.:05:47.

have been fortunate, we havd had excellent care in Leeds and a great

:05:48.:05:54.

experience. We are in the know, though, and having newborn babies

:05:55.:05:58.

coming in, it must be worryhng to have those concerns, you will have

:05:59.:06:02.

doubts, it is naturally you aren't reassured. Do you not have `ny

:06:03.:06:07.

concerns about the allegations? No, none at all. I am loyal to the unit,

:06:08.:06:12.

but I'm all loyal to my child, I do my facts and finding out. It has

:06:13.:06:19.

been excellent for us from our point of view, we could not have `sked for

:06:20.:06:27.

better care. Do you suspect that there m`y be

:06:28.:06:31.

some kind of conspiracy theory here? Hats the NHS by leaving it this long

:06:32.:06:37.

are hoping that you will go away and it will be swept under the carpet?

:06:38.:06:41.

You do have that concern. It was very rule when it happened `t the

:06:42.:06:49.

time. If it was real concern is called you understand that, but it

:06:50.:06:53.

has been found out there were no concerns that they were talking

:06:54.:06:56.

about the risks to children. The question is why not publish the

:06:57.:07:02.

report, because there should not be anything to hide. Let's movd on with

:07:03.:07:05.

a new review. We should ask you what you think.

:07:06.:07:09.

You spend a lot of time there, don't you there? What you think of the

:07:10.:07:14.

doctors and nurses there? They are good. Are they? Do you have a

:07:15.:07:21.

favourite? Who's your favourite nurse? Rachel. She's clearlx doing

:07:22.:07:31.

very well. She loves her solething. She loves her something. Shd's doing

:07:32.:07:35.

very well. She has a lot less oxygen than a normal child going around her

:07:36.:07:41.

body. She has defied all thd arts, really. The next operation will

:07:42.:07:44.

hopefully give even better puality of life. And I guess you want

:07:45.:07:50.

clarity where whether reviewers Yes, the new review that is going

:07:51.:07:55.

on, I cannot emphasise how luch NHS and England has done a great job,

:07:56.:07:58.

was `` NHS England. Thank you, both. Our health correspondent

:07:59.:08:02.

Jamie Coulson joins us now. Jamie, this report is not

:08:03.:08:04.

the final stage when it comds to No, because as low as mentioned

:08:05.:08:17.

there is now a new review of heart surgery across England. That is a

:08:18.:08:23.

new review being taken by NHS England and replaces the old review

:08:24.:08:26.

which was torpedoed by the Health Secretary as it was not fit for

:08:27.:08:30.

purpose. This new review by NHS England, there is a consult`tion

:08:31.:08:34.

going on now. People can have their say on the shape of the service and

:08:35.:08:42.

they can do that online. NHS England will regulate all that information

:08:43.:08:44.

together and hope to make a decision about how the service should look

:08:45.:08:52.

there are still a long way to go. `` there is still.

:08:53.:08:54.

A man who went on the rampage with a mechanical digger causing

:08:55.:09:08.

?400,000 of criminal damage has been jailed for three years.

:09:09.:09:10.

Trevor Lewis was working at the waste recycling plant at Todmorden

:09:11.:09:13.

Bradford Crown Court heard he'd been suffering from depresshon.

:09:14.:09:19.

Our Crime Correspondent, John Cundy, reports.

:09:20.:09:25.

The summertime scene of the carnage at a recycling plant.

:09:26.:09:29.

Locking himself in the compound worker Trevor Lewis set fird to

:09:30.:09:32.

a cabin and commandeered a digger, and wrecking the entire sitd.

:09:33.:09:38.

He finally stopped and handdd the keys of the digger to the police.

:09:39.:09:42.

Today, Bradford Crown Court was told that months of depression

:09:43.:09:44.

and pain from a knee injury had caused Trevor to build up

:09:45.:09:47.

He caused a scene of utter destruction.

:09:48.:10:00.

There was extensive damage on the site,

:10:01.:10:02.

including lampposts being knocked down, they fell like skittlds.

:10:03.:10:04.

There was a Portakabin with flames licking the trees.

:10:05.:10:11.

In 30 years of service, I h`ve never experienced anything like this.

:10:12.:10:18.

The judge said it gave him no pleasure to have to jail

:10:19.:10:21.

But he said he would be failing in his public duty if he didn't

:10:22.:10:25.

impose the three`year sentence because of the enormous cost

:10:26.:10:28.

and disruption caused by Lewis' preplanned destruction of the site.

:10:29.:10:32.

And that only months after ?600,000 had been spent

:10:33.:10:34.

Everything is having to be restored at great cost.

:10:35.:10:40.

The site is completely flattened now.

:10:41.:10:43.

And it will be out of use until November this year,

:10:44.:10:48.

so it is a real inconvenience to the people who use this fachlity.

:10:49.:10:56.

All caused by a morning of madness in July that led to

:10:57.:10:59.

Two men have been arrested hn Leeds after a tonne of cocaine was found

:11:00.:11:12.

The yacht was stopped by thd Irish navy as it was making its w`y to

:11:13.:11:18.

Three men on board, who're all believed to have links to

:11:19.:11:23.

West Yorkshire, have been detained for questioning.

:11:24.:11:25.

The seizure's thought to be one of the biggest at sea in Europe

:11:26.:11:28.

Councillors in York are meeting this evening to decide whether to back

:11:29.:11:35.

proposals that would see thd biggest changes to the city in a generation.

:11:36.:11:38.

The so`called Local Plan wotld see 17,000 new homes built, along with

:11:39.:11:41.

new schools and infrastructtre, as the local authority tries to

:11:42.:11:43.

If the Cabinet backs the pl`n, there'll then be a consultation

:11:44.:11:49.

and a final decision won't be made until next year.

:11:50.:11:56.

The big hole in the centre of Bradford has finally been filled

:11:57.:11:59.

as work on the first stage of the Westfield Shopping Cdntre

:12:00.:12:02.

The framework for the delayed building has been

:12:03.:12:06.

completed and builders are now starting to clad the structtre.

:12:07.:12:09.

Westfield say the ?260 million project has created

:12:10.:12:11.

When it opens, it'll be home to Marks and Spencer,

:12:12.:12:17.

I dare say that as a great relief to people living in Bradford. `` that

:12:18.:12:32.

is a . UKIP have chosen to hold

:12:33.:12:36.

their annual party conference in Doncaster, calling it thd

:12:39.:12:41.

at the conference, which starts tomorrow at thd town's

:13:23.:13:27.

made at a conference, I askdd Nigel Farage why he brought his p`rty to

:13:28.:13:28.

Doncaster. There have been too many in the BBC

:13:29.:13:30.

and the rest of the media who say Actually, as well you know from the

:13:31.:13:35.

Barnsley election onwards wd have increasingly been taken somd quite

:13:36.:13:41.

big chunks out of the Labour vote in northern England, so we are going to

:13:42.:13:44.

Ed Miliband's constituency to have our conference and said people

:13:45.:13:47.

in the North of England, if you are traditional Labotr voter,

:13:48.:13:50.

your party is not standing tp I did the sums after the Barnsley

and Rotherham by`elections, the Conservative vote went down, the

Liberal Democrat votes disappeared, but largely Labour held on, you were

:13:59.:14:03.

taking votes, but not from Labour. What has skewed the by`election

results is the political corruption that we have had from the one`party

state , the one`party Labour state in the north, with a postal voting

:14:19.:14:21.

system that would shame manx parts On the night at Barnsley and

:14:22.:14:24.

Rotherham and looking at thd votes coming in, you would see th`t there

were chunks out of the Labotr vote. Rotherham is up the road,

what sort of effect you think you will have on the political scene and

your chances in particular having A Labour`controlled health

:14:43.:14:47.

the most disgusting scandals I have And yet Labour are saying,

"We mustn't be political about Should you be using this

A major new international cxcle race for Yorkshire has been confhrmed

by the sport's world governhng body, the UCI.

:20:16.:20:17.

It's seen as a lasting legacy after the Tour de France coling

:20:18.:20:20.

It's been provisionally titled the Tour de Yorkshire

:20:21.:20:27.

and will take place from May the first to the third

:20:28.:20:29.

There's also plans to have a women's race.

Football now and Sheffield Wednesday were thrashed 7`0 last night

:20:36.:20:38.

by Manchester City in the Capital One Cup.

because we?re coming away and I have enjoed watching the side lose 7`0.

I suppose it is lovely just to get a touch of that quality of football.

Second half, just blown away by a great site .

:21:12.:21:13.

7`0, it's a bit of a shame, four, maybe.

:21:14.:21:17.

Shame we couldn?t give them a goal to cheer about,

:21:18.:21:21.

which was a bit disappointing, but I can only praise them, because

:21:22.:21:24.

the supporters were still shnging away, not many would still be

Well, our only team to make it through to the fourth

On Day three of the final m`tch Somerset were eventually all out

But their first innings lead of 184 had been reduced to just 36

:21:45.:21:47.
