Good evening and welcome to the late Look North. | :00:00. | :00:00.
Tonight: The villagers clocking speeding drivers on behalf | :00:00. | :00:00.
Winners and losers - how Yorkshire's businesses | :00:00. | :00:10.
are coping with the falling value of the pound. | :00:11. | :00:12.
you have next couple of days. At the challenge of a first step to a | :00:13. | :00:28.
forecast. First tonight, police have denied | :00:29. | :00:31.
that they're creating vigil`ntes by giving cameras to members | :00:32. | :00:34.
of the public to help The first of a series of village | :00:35. | :00:36.
camera teams to be set up across North Yorkshire | :00:37. | :00:41.
was officially launched tod`y in Pannal, on the | :00:42. | :00:43.
outskirts of Harrogate. Police say villagers are delanding | :00:44. | :00:45.
to join the schemes and that if they help save the life of just | :00:46. | :00:48.
one person, they're worthwhhle. Our correspondent | :00:49. | :00:51.
John Cundy reports. Over the years, the village | :00:52. | :00:54.
of Pannal has become somethhng of a rat run for motorists trying | :00:55. | :00:57.
to avoid the busy town Police and residents alike `gree | :00:58. | :01:00.
it's time for action here. Howard West, 23 years | :01:01. | :01:08.
a resident of Pannal, is one of the volunteers opdrating | :01:09. | :01:11.
the new community speed cam. People want to get to where | :01:12. | :01:15.
they want to go in the shortest time possible | :01:16. | :01:18.
and unfortunately they speed. But since we've been here, | :01:19. | :01:21.
there's been a dramatic effect The speed has been reduced | :01:22. | :01:23.
dramatically. A full report on anyone spedding | :01:24. | :01:27.
will be sent to police HQ. The motorist will first get | :01:28. | :01:32.
a warning letter and a posshble prosecution if that driver | :01:33. | :01:34.
is caught speeding again. The pilot here, and the first | :01:35. | :01:38.
stages of what they've been doing in Pannal, | :01:39. | :01:41.
has shown that motorists have reduced their speed | :01:42. | :01:43.
and after getting a letter, People have stopped and had | :01:44. | :01:45.
conversations and they weren't The Deputy Chief Constable | :01:46. | :01:49.
and Police Commissioner, Julia Mulligan, launched thd scheme | :01:50. | :01:53.
in Pannal today. Can I put it to you that sole people | :01:54. | :01:57.
will say the word vigilantes? This is a community coming together | :01:58. | :02:01.
saying we don't like speeding in our village, it's | :02:02. | :02:06.
affecting our way of life, we're frightened when we take our | :02:07. | :02:09.
kids to school, when we cross the road and we want to try and do | :02:10. | :02:11.
something about it. Residents say there have already | :02:12. | :02:14.
been clear results from the pilots of this scheme before | :02:15. | :02:17.
today's official launch. We've seen a dramatic reduction | :02:18. | :02:19.
in the number of speeding vdhicles. When we first started off, | :02:20. | :02:26.
we were getting about 20 speeding vehicles an hour | :02:27. | :02:30.
in one direction only. Now that's flattened out to about | :02:31. | :02:34.
one speeding vehicle an hour. So there's been a dramatic | :02:35. | :02:37.
reduction. Police claim other villages | :02:38. | :02:40.
across North Yorkshire are now keen to adapt the idea themselves | :02:41. | :02:43.
of taking up the speed gun to stop motorists who just | :02:44. | :02:47.
won't observe the speed limhts. Claire Armstrong is from Safespeed, | :02:48. | :02:56.
which campaigns on road safdty, She gave me her reaction | :02:57. | :02:58.
to the scheme. We really don't see | :02:59. | :03:05.
that it adds any benefit With people standing on the side | :03:06. | :03:08.
of the road, that's a massive And distracted drivers are really no | :03:09. | :03:13.
good for road safety whatsodver A driver needs to concentrate | :03:14. | :03:19.
on the road ahead and look People standing on the side | :03:20. | :03:22.
of the road simply We heard in John's report that | :03:23. | :03:26.
villagers found the cars They were pleased with that | :03:27. | :03:31.
result - why aren't you? As much as cars will slow down | :03:32. | :03:36.
when they see a camera, it doesn't correlate | :03:37. | :03:40.
to when they start to see a hazard. It's when someone slows down | :03:41. | :03:44.
when they see a hazard that All road safety must always be | :03:45. | :03:47.
about the prevention of acchdents, not about merely the number | :03:48. | :03:53.
on the speedo. How would you suggest that police | :03:54. | :03:56.
encourage drivers to slow down What we should do is put up one | :03:57. | :03:59.
of the vehicle-activated signs. They're quite cheap, | :04:00. | :04:05.
they only cost around ?2,000. There is no potential of anx people | :04:06. | :04:09.
getting injured or damaged, there's no chance of any vigilante | :04:10. | :04:12.
behaviour from people standhng at the side of the road who don t | :04:13. | :04:15.
like Mr Jones down By putting a vehicle-activated sign | :04:16. | :04:18.
up, it guides, it tells road users exactly what they're doing | :04:19. | :04:22.
and in a way it embarrasses them. Other traffic around them, | :04:23. | :04:26.
and other people and other homes, can see what their speed | :04:27. | :04:29.
was and it's a good reminder. Reminding drivers how they drive | :04:30. | :04:33.
is very, very good for road safety. Let's get a round-up | :04:34. | :04:41.
of the news now. A new report into the latest | :04:42. | :04:43.
proposed route for HS2 through Yorkshire says | :04:44. | :04:47.
the government's being misldd. The Yorkshire HS2 Community s report | :04:48. | :04:50.
was presented today. It was compiled by residents | :04:51. | :04:54.
in affected areas and claims that current plans will result in more | :04:55. | :04:57.
houses being demolished It is going to be four times | :04:58. | :05:00.
noisier, it is going to be We are going to have a 50-foot-high | :05:01. | :05:08.
wall that will be four times We will have a depot | :05:09. | :05:13.
which is two kilometres long. This M18 route proposal provides | :05:14. | :05:21.
better connectivity around the region because we can provide | :05:22. | :05:25.
that Leeds city centre to Sheffield city centre fast, frequent route | :05:26. | :05:28.
in a cost-effective way. West Yorkshire is finally gdtting | :05:29. | :05:33.
a permanent chief constable. The Police and Crime Commissioner, | :05:34. | :05:36.
Mark Burns-Williamson, has `nnounced it will be Dee Collins, | :05:37. | :05:39.
who was temporarily appointdd to the role after Mark Gilmore | :05:40. | :05:42.
was suspended in 2014. The appointment of Dee Collhns | :05:43. | :05:46.
will be confirmed at The Batley and Spen MP, | :05:47. | :05:50.
Tracy Brabin, has been appl`uded in Parliament after using hdr maiden | :05:51. | :05:56.
speech to pay tribute to her friend The former Coronation Street | :05:57. | :05:59.
and EastEnders actress She said the killing of Mrs Cox | :06:00. | :06:05.
would "stay with everyone" in the constituency for the rest | :06:06. | :06:10.
of their lives. And she praised local peopld | :06:11. | :06:14.
who live by Mrs Cox's values, It was in her maiden speech that Jo | :06:15. | :06:16.
said what surprises me time and time again as I travel around | :06:17. | :06:25.
the constituency is that we are far more united and have far | :06:26. | :06:28.
more in common than that It was true then and it is | :06:29. | :06:30.
even more the case now. We'll never forget the diffdrence Jo | :06:31. | :06:38.
has made and through her The fall in the value of thd pound | :06:39. | :06:41.
following the EU referendum has made it more expensive for us to go | :06:42. | :06:52.
on holiday, but in terms of business, there are winndrs | :06:53. | :06:56.
and losers here in Yorkshird. Companies that sell | :06:57. | :07:00.
abroad are benefiting because their products have become | :07:01. | :07:02.
cheaper to buy, but anyone hmporting Our business correspondent, | :07:03. | :07:05.
Danni Hewson, has Andy doesn't claim he makes | :07:06. | :07:10.
the perfect brownie, His Rotherham-based business started | :07:11. | :07:16.
as a kitchen table enterprise, but soon expanded to keep | :07:17. | :07:23.
up with demand. He believes quality is everxthing | :07:24. | :07:26.
for a small company, The problem is, since June, | :07:27. | :07:30.
costs have been going up. A lot of our manufactured stppliers | :07:31. | :07:37.
are blaming it on the Obviously Belgian chocolate, | :07:38. | :07:41.
a box of eggs, for example, the reason they'll say it's gone up | :07:42. | :07:48.
is because packaging is imported, hence the price increase regardless | :07:49. | :07:51.
of the fact that the chickens Some costs have risen by 30$, | :07:52. | :07:54.
leaving him in a very stickx A lot of our products are sold | :07:55. | :08:01.
in coffee shops, bars, delis, and there's a certain pricing point | :08:02. | :08:06.
people would pay for a piecd of cake So we have to do pretty much bite | :08:07. | :08:09.
the bullet for now and wait and see if there's any more increasds in any | :08:10. | :08:17.
more ingredients before we lake a decision of pretty much how much | :08:18. | :08:20.
of our profit margin Of course, where there have been | :08:21. | :08:23.
losers, there have also been winners, primarily for people | :08:24. | :08:29.
exporting, and that includes 38% of British sheep meat | :08:30. | :08:31.
is exported to Europe. The weakness of the pound | :08:32. | :08:45.
against the euro is having a benefit, as well as there's been | :08:46. | :08:50.
some good promotions in the UK this Will is a pragmatist, | :08:51. | :08:54.
though he himself believes the new landscape will benefit | :08:55. | :09:00.
farmers in the long run, but he does acknowledge | :09:01. | :09:02.
the short-term could still be bumpy. All I'm doing at the moment | :09:03. | :09:07.
is consolidating my business and trying to future proof | :09:08. | :09:09.
it against volatility Two sides of the same pound coin, | :09:10. | :09:11.
a coin valued at a 30-year low, with no guarantees | :09:12. | :09:18.
of what happens next. Let's get the weather | :09:19. | :09:31.
now with Owain. It was a pretty chilly day xet | :09:32. | :09:34.
again across Yorkshire. The temperatures didn't get past | :09:35. | :09:37.
eight or nince Celsius. The temperatures didn't get past | :09:38. | :09:40.
eight or nine Celsius. This is going to lead | :09:41. | :09:42.
us into a cold night. Clear spells across the board, | :09:43. | :09:45.
across Yorkshire and North Derbyshire as well and that, | :09:46. | :09:47.
yet again, is going to allow for all of the heat to rise, escape, | :09:48. | :09:50.
and those temperatures Probably talking lows | :09:51. | :09:52.
tonight of two or three However, across rural parts | :09:53. | :09:55.
of North Yorkshire, for exalple maybe the North York Moors, | :09:56. | :10:00.
temperatures dipping below freezing. That leads us into a cold start | :10:01. | :10:04.
to the day tomorrow morning, There's a weather front that | :10:05. | :10:07.
will interrupt things. That's slowly making its wax down | :10:08. | :10:12.
towards south-eastern parts. Some of this rain a touch | :10:13. | :10:15.
on the heavy side, but rain confined to high ground | :10:16. | :10:18.
and tomorrow's temperatures, as today, not getting higher | :10:19. | :10:20.
than around eight or nine Cdlsius. These are south-westerly winds | :10:21. | :10:24.
so we won't have as much The winds aren't coming str`ight | :10:25. | :10:28.
down from the north, Over the next couple of days, | :10:29. | :10:33.
we'll see an area of low prdssure driving our weather as opposed | :10:34. | :10:39.
to an area of high pressure. That moves away across the continent | :10:40. | :10:43.
and there's a weather front swirling They will introduce outbreaks | :10:44. | :10:46.
of rain, some showers as well, so generally it will | :10:47. | :10:50.
be quite unsettled. I think we'll see fairly brdezy | :10:51. | :10:53.
conditions as well, but certainly From us on the Look North | :10:54. | :10:55.
team, it's goodnight. up to around 12. Mick Miller has the | :10:56. | :11:04.
national picture. The weather may have turned colder | :11:05. | :11:15.
but for many of us today there was abundant sunshine. This is from the | :11:16. | :11:19.
end of the day from Oxfordshire Cold and clear by day and clear and | :11:20. | :11:25.
even colder overnight. That is the recipe at this time of year. | :11:26. | :11:30.
Widespread ground frost setting in. Parts of East Anglia already below | :11:31. | :11:35.
freezing. In western Scotland, temperatures may stabilise. It could | :11:36. | :11:39.
even go up a feud degrees with thickening cloud, outbreaks of rain | :11:40. | :11:41.
and | :11:42. | :11:42. |
