On the programme tonight: Sheffield council defends plans to turn parks

:00:00.:00:07.

in flood plains as time runs out for residents to have their say

:00:08.:00:10.

We challenge the councillor in charge.

:00:11.:00:15.

Also tonight: A crisis meethng as Yorkshire's councils are accused

:00:16.:00:18.

of failing to pay enough to provide care in people's homes.

:00:19.:00:28.

Join us live from the home of the Huddersfield Giants. The rugby

:00:29.:00:35.

league World Cup is returning to England in 2021. The John Slith

:00:36.:00:39.

Stadium here could be one of the host venues.

:00:40.:00:40.

We were in York for the end of the last Great British

:00:41.:00:45.

Rain around in places in thd morning but what about the weekend? Join me

:00:46.:00:51.

for that detailed forecast. First tonight, there's controversy

:00:52.:01:00.

over plans to use parks in Sheffield The city's residents have jtst a few

:01:01.:01:03.

days left to respond to the proposals, which would see

:01:04.:01:06.

water diverted into recreathon areas to prevent flooding

:01:07.:01:09.

in the city centre. Around a third of people who've

:01:10.:01:13.

responded to the consultation have But tonight the council

:01:14.:01:17.

is defending the plan. First, Alasdair Gill

:01:18.:01:20.

reports from Sheffield. 2007. The floods that devastated

:01:21.:01:38.

Sheffield. Two lives were lost. No one wants to see that happen again

:01:39.:01:43.

but bad weather will return and rivers will flood. The question is

:01:44.:01:48.

where the water will go? Ond of the places the Council thinks it could

:01:49.:01:52.

go is here at this park. Thdy want to use it as a flood plain by

:01:53.:01:57.

building up a burn all around the park. When the water level gets

:01:58.:02:01.

high, they can let floodwatdr getting here and fill up thd park.

:02:02.:02:05.

This is what that would look like. The park would be raised at the

:02:06.:02:14.

edges, deepened in the middle. But it's not something that has gone

:02:15.:02:18.

down well with everyone. Th`t's not going to happen very often but that

:02:19.:02:22.

it does and when it does, wd have a hell of a lot of water to drain

:02:23.:02:27.

away. That's going to put the park out of action for thousands of

:02:28.:02:33.

people for quite a long timd. This park is not the only part of the

:02:34.:02:37.

city being earmarked as a flood storage site. There are othdrs

:02:38.:02:42.

everywhere. The council has been running a consultation sincd July on

:02:43.:02:46.

flood protection proposals, which also include things like improved

:02:47.:02:50.

defences and land management. But it's the storage areas that have got

:02:51.:02:54.

people talking. Most of thel are popular public areas, like here

:02:55.:03:04.

It's good if it. People's houses from being flooded. But I come down

:03:05.:03:08.

to the park a lot. Where wotld I go and what would I do? Initially, it

:03:09.:03:14.

doesn't look like a very good idea because of taking away the park

:03:15.:03:17.

facilities temporarily but H can see it is more important to protect the

:03:18.:03:20.

properties of that it is wh`t is going to do. These parks have both

:03:21.:03:25.

flooded in the past and the hope is this could be a better way of

:03:26.:03:30.

managing that risk. The consultation ends on Monday. Input from the

:03:31.:03:33.

Sheffield and Rotherham wildlife trust has been cautiously positive.

:03:34.:03:39.

Sheffield has a lot of green spaces which are important. They already do

:03:40.:03:42.

play a part in our flood risk management and so I think this

:03:43.:03:46.

proposal is about taking th`t a step further, and seeing whether there

:03:47.:03:50.

are ways that parks could bd used more fully. Just now, river levels

:03:51.:03:57.

are low but when it rises it will need to go somewhere, whethdr that

:03:58.:04:01.

is in parks like this one or not remains to be seen.

:04:02.:04:04.

Brian Lodge is in charge of environmental issues

:04:05.:04:06.

I asked him if the council had already made up its

:04:07.:04:13.

No, this is the first stage of gathering opinions on the concept

:04:14.:04:21.

about protecting Sheffield from flooding. We are coming so close

:04:22.:04:26.

now. It's ten years next ye`r from the devastating effects where the

:04:27.:04:29.

city was flooded and the tr`gic loss of life. We want to prevent that

:04:30.:04:32.

happening. We went to prevent people losing their homes or property,

:04:33.:04:38.

business is getting damaged. This is one of the measures. Let's be clear.

:04:39.:04:43.

Where these parks are situated, they are on the natural flood pl`ins and

:04:44.:04:45.

they would be flooded anywax naturally. Ten years ago, this park

:04:46.:04:50.

was flooded so what we are looking at doing is managing that process,

:04:51.:04:55.

protecting the park and protecting property, businesses and more

:04:56.:04:59.

importantly people's lives. How long would it be before the water drains

:05:00.:05:04.

away from these parks? You're creating a flood plain and from my

:05:05.:05:07.

knowledge of these situations, that means that the water will t`ke a lot

:05:08.:05:12.

longer to drain away. It wotld be a matter of a few days while we drain

:05:13.:05:17.

it through. We will improve drainage. These events will be up to

:05:18.:05:25.

one in 50 year type events. So highly unlikely. In the meantime, we

:05:26.:05:29.

will be improving the parks and facilities. We've had a good

:05:30.:05:32.

response. 67% of the people responding so far are confident and

:05:33.:05:38.

comfortable with the idea of using the areas for temporary storage I

:05:39.:05:45.

know it depends on whether. How many times do you think the parks will be

:05:46.:05:52.

flooded? Hopefully, we will see this very infrequently. We cut the

:05:53.:05:57.

incident ten years ago. We've not had one since. What were looking to

:05:58.:06:00.

do is manage the flow of thd water coming down off the Moors and down

:06:01.:06:05.

through... With flood defences, you can build firewalls and block things

:06:06.:06:11.

in or you can slow down the flow. That is what we are trying to do,

:06:12.:06:15.

from upon the Moors, so it's down through urban areas and the city.

:06:16.:06:23.

This will hopefully alleviate some of the problems we saw further down

:06:24.:06:27.

stream ten years ago. Most people who need care

:06:28.:06:29.

when they get old prefer But the cost of providing rdgular

:06:30.:06:32.

visits and support in the community is causing a problem

:06:33.:06:36.

for our councils. Today, companies who claim they re

:06:37.:06:37.

not getting paid enough to provide care at home met

:06:38.:06:39.

with North Yorkshire County Council to discuss what's been calldd

:06:40.:06:42.

a "challenging" future. A knock at the door that makes life

:06:43.:06:56.

so much better for Brian Broughton. The 80-year-old former scaffolder

:06:57.:07:00.

was paralysed from the waist down after an industrial accident 25

:07:01.:07:08.

years ago. Now living alone in his Wakefield bungalow, he needs help so

:07:09.:07:11.

he can do the most basic thhngs that people usually take for granted I

:07:12.:07:16.

cant get a shower at the molent I get a bed Bath, and clean clothes on

:07:17.:07:28.

every time. Everything is all right. It's always been good. I'm going to

:07:29.:07:34.

put my apron on and we are going to empty your leg bag, all right? Put

:07:35.:07:39.

my gloves on. Amanda Lewthw`ite is a carer with a private agency

:07:40.:07:43.

contracted to the local council Brian is one of as many as ten

:07:44.:07:47.

clients she will visit everx day. Work can be physically demanding and

:07:48.:07:51.

carers provide increasingly complex services but wages are still at the

:07:52.:07:58.

minimum rate of ?7 20 an hotr. The result, turnover of staff ldaving

:07:59.:08:02.

the job is high. Attention hs low. And the carers know exactly why that

:08:03.:08:07.

is. Basically wages. The pax rates, hours. It's quite stressful. You are

:08:08.:08:16.

dealing with people's lives and it's quite an important job. But

:08:17.:08:19.

according to the industry, dven paying those low wages the dconomics

:08:20.:08:22.

don't add up. In a recent strvey published this week, they dhscovered

:08:23.:08:25.

that across Yorkshire counchls are paying 14 power -- ?14 11 for the

:08:26.:08:36.

service. But they calculate that to provide a proper surface with

:08:37.:08:38.

trained staff, they need ?16 70 an hour. An issue tackled by a meeting

:08:39.:08:46.

at Harrogate today. We've protected budgets where we can. We put more

:08:47.:08:50.

money into prevention and wd put more honey into care fees.

:08:51.:09:06.

In the future, we may not h`ve the proviso to do that all the stuff to

:09:07.:09:12.

work in social care. This is clearly an intimate service. It reqtires

:09:13.:09:18.

people with compassion and patients. Getting the right calibre of people

:09:19.:09:21.

and more of them is going to be very important because one thing we do

:09:22.:09:26.

know, the population is agehng, so this sort of service in the home is

:09:27.:09:27.

going to be needed more and more. And there'll be more on this story

:09:28.:09:32.

on this weekend's Sunday Politics Later on Look North: Let's get

:09:33.:09:35.

some news in brief now. I am Sebastian Walton. Join us later

:09:36.:09:50.

on to see why I became the Lagic Circle stage musician -- magician of

:09:51.:09:52.

the year. See you soon. Dewsbury Hospital's new matdrnity

:09:53.:09:57.

unit has been officially opened by the family

:09:58.:09:59.

of the late Batley and Spen MP, The Bronte Birth Centre givds women

led unit and attended a turf cutting ceremony to mark the start

:10:10.:10:17.

of its construction. Today her mother, Jean, unvdiled

:10:18.:10:19.

a plaque in memory of her d`ughter. She was an MP, humanitarian, a wife,

:10:20.:10:38.

a sister, a daughter but most of all, she was a mum. And she knew how

:10:39.:10:45.

important it was to have unhts like this in our local community.

:10:46.:10:48.

The former Head of Finance at the Leeds Grand Theatre has been

:10:49.:10:51.

jailed for five years for a near ?180,000 fraud.

:10:52.:10:54.

Peter Alp was found guilty of submitting fraudulent

:10:55.:10:57.

invoices at the theatre, which is a registered charity.

:10:58.:10:59.

Prosecutors say Alp abused his position of trust

:11:00.:11:01.

His co-accused Dean Oates was jailed for 16 months.

:11:02.:11:09.

A North Yorkshire widow has delivered a petition

:11:10.:11:12.

to Downing Street, calling for tougher sentences

:11:13.:11:15.

for drivers who kill people after drinking or taking drtgs.

:11:16.:11:18.

Lorraine Allaway's husband Bob was killed near Settle last October,

:11:19.:11:20.

after his motorbike was hit by a car driving on the wrong

:11:21.:11:24.

The driver, who'd been drinking, was jailed

:11:25.:11:30.

Lorraine's petition has mord than hundred thousand signatures.

:11:31.:11:39.

I have got 101,500 people who signed my petition, all asking for the same

:11:40.:11:46.

thing. They are asking for ` minimum term of ten years in jail. @nd not

:11:47.:11:53.

ten years and five years served And also for people to lose thehr

:11:54.:11:56.

driving licences when they kill somebody on the road like that.

:11:57.:11:58.

The MP for Leeds North West Greg Mulholland has criticised

:11:59.:12:01.

the council's transport plans - saying they are not

:12:02.:12:03.

He says he's worried that millions of pounds left over

:12:04.:12:06.

from the scrapped trolleybus scheme will not be spent

:12:07.:12:08.

on a new transport system, but smaller, existing projects.

:12:09.:12:11.

The council says the MP isn't being realistic and there isn't time

:12:12.:12:14.

There'll be more on the story on the late Look North at 10 o'clock.

:12:15.:12:21.

England have won the right to host the Rugby League

:12:22.:12:30.

of the games being played in Yorkshire and Lancashire.

:12:31.:12:34.

The tournament will be the biggest since 2000 with 16

:12:35.:12:37.

There's also a funding boost for the sport

:12:38.:12:40.

Phil Bodmer is at the John Smith's Stadium in Huddersfield,

:12:41.:12:43.

which is on the list of ventes and hosts England this weekdnd.

:12:44.:12:46.

Phil, talks us through what's been announced today?

:12:47.:12:54.

I think you will agree, the pitch here is looking in mint condition.

:12:55.:13:01.

As you mention, it's hosting an international rugby league game this

:13:02.:13:05.

weekend. England are playing New Zealand. England won the bid because

:13:06.:13:10.

of simply its fan base and the support of many rugby leagud fans in

:13:11.:13:14.

this part of the world. It beat off stiff competition from the likes of

:13:15.:13:19.

the USA and Canada. As you lentioned there, 80% of the matches whll be

:13:20.:13:23.

held in northern heartlands in Yorkshire and Lancashire, to

:13:24.:13:28.

minimise travelling time for supporters and also achieve the

:13:29.:13:33.

ideal of reaching 1 million supporters to these games in 20 1.

:13:34.:13:38.

Respect to England players darlier on who applied their trade hn

:13:39.:13:41.

Yorkshire and this was their reaction. It's great news. For rugby

:13:42.:13:47.

league in general and England, is going to be massive for the sport in

:13:48.:13:50.

this country. Hopefully, thdre will be big crowds. Hopefully th`t

:13:51.:13:56.

happens this year in the fotr nations as well. It's great for

:13:57.:14:01.

rugby league. To get the World Cup is massive. It's just fantastic for

:14:02.:14:11.

rugby league. We know about the West Yorkshire corridor. There is good

:14:12.:14:14.

news for South Yorkshire as well, isn't there? There is, indedd.

:14:15.:14:21.

England already staged a World Cup in 2013. Bramall Lane is likely to

:14:22.:14:25.

feature as well. That is on the short list and has a capacity of

:14:26.:14:29.

32,000 supporters. Sheffield United regularly host their neighbours so

:14:30.:14:36.

they are no strangers to hosting rugby league games. That ch`llenge

:14:37.:14:39.

cup game in the fourth round against Hull in 2015. With that cap`city at

:14:40.:14:44.

Bramall Lane, quite an atmosphere will build up there as well.

:14:45.:14:48.

The government has also comlitted significant funding for the sport,

:14:49.:14:51.

haven't they? That's one of the things. It wasn't

:14:52.:14:58.

just the supporters base in Yorkshire and Lancashire, btt

:14:59.:15:01.

importantly upto ?25 million of support from central governlent

:15:02.:15:06.

That perhaps helped persuadd the powers that be to come here. This

:15:07.:15:14.

idea of achieving spectator support and ?10 million legacy programme at

the event is over, they werd too crucial factors that swung ht. Rugby

:15:23.:15:23.

highlight of the sporting c`lendar. Now if you're a Bake Off fan you'll

:15:24.:15:27.

know by now who claimed the final prize of the BBC's version

:15:28.:15:31.

of the hit-show. Mystery surrounds how

:15:32.:15:35.

the new format will work, And for the Clandestine Cakd Club

:15:36.:15:39.

:16:26.:16:31.

disappointed but excited for the future of it as well. It's

:16:32.:16:34.

absolutely shocking and we had a moment 's silence at our last

:16:35.:16:39.

meeting. Irreverent respect for the loss of break off from the BBC. It's

:16:40.:16:45.

very, very sad. It won't be the same. They won't have the s`me

:16:50.:16:56.

good. Good luck, guys. Who `re you rooting for? Andrew, I think. Two

:16:57.:17:01.

different meringues would m`ke to tiers of Pavlova. That is ddfinitely

:17:02.:17:06.

well and we go. Good morning, Andrew. How will you? I am very

:17:07.:17:14.

well. Ever since I watched `n early programme. He is a passionate

:17:15.:17:17.

technician, turning his hand to something that is so creative. The

:17:18.:17:24.

49 piece Royal picnic was a show stopper like no other. The decor of

:17:25.:17:28.

fans in New York held their breath as the winner was announced. The

:17:29.:17:42.

winner is... Candace! A brilliant winner. She did really well. She is

:17:43.:17:47.

technically very good. She's a really clever girl and it's well

:17:48.:17:52.

deserved. She'll go far. Well done. Really delighted with the whnner. I

:17:53.:17:55.

had a feeling from the beginning that Candace would win. She seems to

:17:56.:18:02.

have been consistent. I'm absolutely delighted and thrilled. Candace has

:18:03.:18:04.

done really well throughout the series so it's no surprise she has

:18:05.:18:08.

one. It is quite emotional because it's the end of the programle as we

:18:09.:18:12.

know it. Whatever happens ndxt with the programme, we will all remember

:18:13.:18:17.

the good times, the springy sponges, the odds soggy bottom of thd old

:18:18.:18:23.

times sake, on your marks, get set, bake!

:18:24.:18:28.

I love the sound of that cake club. A young magician from Leeds has gone

:18:29.:18:30.

from impressing audiences, to wow-ing his peers

:18:31.:18:33.

in the Magic Circle, winning the society's

:18:34.:18:35.

Stage Magician of the Year `ward. Sebastian Walton is just 20 years

:18:36.:18:40.

old, and he's with us now. But before we speak to Sebastian,

:18:41.:18:43.

let's see him in action. A little earlier he went

:18:44.:18:46.

to Leeds Kirkgate Market to show Would you like to name a card for

:18:47.:18:58.

me? King of hearts. I will try and get it to the top. It should have

:18:59.:18:59.

worked now. The nine of clubs goes on to your

:19:00.:19:09.

hand. Could you place your other hand on top? He said the king of

:19:10.:19:10.

hearts, right? If I just do this... All you have to do is name `ny card

:19:11.:19:24.

and I will find it for you. They are all mixed up. I will give it a

:19:25.:19:27.

little shuffle. Go ahead, M`lcolm. Ace of spades. And just shott jump

:19:28.:19:36.

for me. Jump. One card jumps out... Very good.

:19:37.:19:43.

Congratulations. Thank you very much. You are the youngest lagician

:19:44.:19:51.

to win this, aren't you? Yes. The secret, I suppose... I can't give a

:19:52.:19:57.

lot away but I spent about four years on the act which I crdated for

:19:58.:20:01.

the condition. A lot of timd and effort went into it. What whll this

:20:02.:20:06.

lead to you? You've won competitions in the past but this might lead to?

:20:07.:20:12.

Past winners have gone on to have their own show in Las Vegas. That

:20:13.:20:14.

would be all right, wouldn't it That's the dream. Why don't you show

:20:15.:20:19.

is one of your tricks? That would be great. It is with you, Harrx. Have

:20:20.:20:32.

you ever had your mind read before? No. I'm going to read your lind

:20:33.:20:39.

Could you think of any playhng card that you like but keep it in your

:20:40.:20:44.

mind for now. OK, right. Have you got a card in mind? Yes, it's in

:20:45.:20:49.

there. To read your mind and need to look directly into your eyes, so

:20:50.:20:53.

look into my eyes. And that you re not doing it to me. But into my

:20:54.:21:02.

eyes. I'm only 20, all right? Look into my eyes. I got it. I know that

:21:03.:21:09.

it is. That card you are thhnking of, if I got the right one, now

:21:10.:21:13.

every playing card was named after a magician. That card was namdd after

:21:14.:21:18.

a magician called Sebastian Walton does have you heard of him before?

:21:19.:21:23.

It's me, of course. Because it was named after me, I don't keep that

:21:24.:21:26.

card and a pack of cards. I keep it inside my wallet. Now, I thhnk about

:21:27.:21:32.

the right one. Just to make sure, for Harry and the people at home

:21:33.:21:38.

watching a shout at the card. Ace of hearts. What? Ace of hearts. Would

:21:39.:21:47.

you like to change your mind? I would like to stick with th`t from.

:21:48.:21:52.

It's inside my wallet. Let le show you... I feel nervous. Inside the

:21:53.:22:06.

envelope is a card. You said the ace of hearts. Would you be amazed if it

:22:07.:22:18.

was the ace of hearts? So would I. Let's envelope.

:22:19.:22:26.

Well done. And thanks for n`ming the right card. I appreciate th`t. Thank

:22:27.:22:38.

you very much. Sebastian is staying with us. Later on, I will bd doing a

:22:39.:22:44.

special Facebook live with him. Search for us and you will be at the

:22:45.:22:47.

Sears at seven o'clock tonight. We've not had much wet

:22:48.:22:50.

weather at all this autumn, which might be a problem

:22:51.:22:52.

for the latest street The city's Off The Shelf festival

:22:53.:22:54.

features invisible paintings that James Vincent has been for ` look -

:22:55.:22:58.

with a little help from A lovely bit of pavement, s`id no

:22:59.:23:15.

one ever. But this one is a bit different. Thousands of people will

:23:16.:23:18.

walk over it but no one will know what is there. Until... It gets wet.

:23:19.:23:27.

This is its raining words, ` new art Trail which is better when ht's wet.

:23:28.:23:36.

Lyrics" Sepp input on the p`vement with a special substance th`t means

:23:37.:23:40.

you can only mean it when it rains. Normally, that wouldn't be ` problem

:23:41.:23:49.

but today, it was pretty drx. And you can't always find it. This is

:23:50.:23:56.

the artist behind it. His art has been painted all over the world

:23:57.:23:59.

Now, he's brought it to Sheffield and is getting to grips with our

:24:00.:24:07.

phrases. It's the magical strprise factor. You are walking by one day

:24:08.:24:11.

and nothing is wrong but on the next rainy day, you have to stop because

:24:12.:24:15.

wait, there's something herd that wasn't there before. It is that

:24:16.:24:21.

surprise that we love about it. How does it work? It so simple nano

:24:22.:24:25.

-based coating. It's all part of off-the-shdlf. In

:24:26.:24:37.

the past, they've put words on buildings. This year, its

:24:38.:24:45.

surreptitious Sheffield sayhngs sprinkled on cement. Every time it

:24:46.:24:50.

rains, you will see them. Wd have great writers here. We are `lso a

:24:51.:24:55.

really creative, innovative city so what we're doing with these words,

:24:56.:25:00.

the fact they are not just `ll in books comics, the fact they are

:25:01.:25:03.

going to the pavements and coming alive every time it rains, that

:25:04.:25:10.

shows the spirit of the citx. The spray is safe. It should last six

:25:11.:25:15.

months and there are 36 bits of art dotted around Sheffield. All that is

:25:16.:25:17.

left now is for people to fhnd them. That's a great idea. Give md a

:25:18.:25:27.

bucket of water and throw it over him.

:25:28.:25:35.

Let me throw -- show you sole pictures. Thank you, Steve. The

:25:36.:25:43.

second one looks very autumnal. This has been sent in by Danny. That is

:25:44.:25:50.

North Wingfield near Chesterfield. Keep the pictures coming in.

:25:51.:25:55.

Very quiet over the next few days. We have a week, cold front to talk

:25:56.:26:02.

about. That will bring light rain and drizzle. At a damp start, it

:26:03.:26:09.

brightens up. Then, high prdssure in charge on Saturday and Sund`y. Quite

:26:10.:26:13.

a lot of cloud trapped underneath an area of high pressure. Therd's a lot

:26:14.:26:19.

of cloud at the moment. There's the cold front. It's going to come

:26:20.:26:23.

south-eastwards later tonight. We start off largely dry. It ttrns out

:26:24.:26:29.

to be quite a wet night across the Yorkshire Dales later. I rahn and

:26:30.:26:38.

drizzle pushing further east. That fresh south-west wind will dase

:26:39.:26:42.

Lowest temperatures of 10 Cdlsius. The sun rises in the morning at

:26:43.:26:49.

eight o'clock. A bit wet and miserable across the Penninds. You

:26:50.:26:54.

can see the clearance coming south-eastwards. The clearance may

:26:55.:27:01.

well struggle to get into Sheffield and Doncaster but Barnsley should

:27:02.:27:08.

brighten up. Let's have a look at the top temperatures. Not fdeling

:27:09.:27:11.

too bad. We will lose that fresh wind. High pressure in charge of the

:27:12.:27:26.

weekend. Quite cloudy. Some patchy fog possible first thing Sunday

:27:27.:27:30.

morning. For Halloween on Monday, a similar sort of setup. Very quiet

:27:31.:27:33.

and mostly dry. That's the forecast. No rain on Monday for the

:27:34.:27:42.

trick-or-treating, almost guaranteed!

:27:43.:27:43.

Goodbye.
