days left to respond to the proposals, which would see | :01:04. | :01:06. | |
water diverted into recreathon areas to prevent flooding | :01:07. | :01:09. | |
in the city centre. Around a third of people who've | :01:10. | :01:13. | |
responded to the consultation have But tonight the council | :01:14. | :01:17. | |
is defending the plan. First, Alasdair Gill | :01:18. | :01:20. | |
reports from Sheffield. 2007. The floods that devastated | :01:21. | :01:38. | |
Sheffield. Two lives were lost. No one wants to see that happen again | :01:39. | :01:43. | |
but bad weather will return and rivers will flood. The question is | :01:44. | :01:48. | |
where the water will go? Ond of the places the Council thinks it could | :01:49. | :01:52. | |
go is here at this park. Thdy want to use it as a flood plain by | :01:53. | :01:57. | |
building up a burn all around the park. When the water level gets | :01:58. | :02:01. | |
high, they can let floodwatdr getting here and fill up thd park. | :02:02. | :02:05. | |
This is what that would look like. The park would be raised at the | :02:06. | :02:14. | |
edges, deepened in the middle. But it's not something that has gone | :02:15. | :02:18. | |
down well with everyone. Th`t's not going to happen very often but that | :02:19. | :02:22. | |
it does and when it does, wd have a hell of a lot of water to drain | :02:23. | :02:27. | |
away. That's going to put the park out of action for thousands of | :02:28. | :02:33. | |
people for quite a long timd. This park is not the only part of the | :02:34. | :02:37. | |
city being earmarked as a flood storage site. There are othdrs | :02:38. | :02:42. | |
everywhere. The council has been running a consultation sincd July on | :02:43. | :02:46. | |
flood protection proposals, which also include things like improved | :02:47. | :02:50. | |
defences and land management. But it's the storage areas that have got | :02:51. | :02:54. | |
people talking. Most of thel are popular public areas, like here | :02:55. | :03:04. | |
It's good if it. People's houses from being flooded. But I come down | :03:05. | :03:08. | |
to the park a lot. Where wotld I go and what would I do? Initially, it | :03:09. | :03:14. | |
doesn't look like a very good idea because of taking away the park | :03:15. | :03:17. | |
facilities temporarily but H can see it is more important to protect the | :03:18. | :03:20. | |
properties of that it is wh`t is going to do. These parks have both | :03:21. | :03:25. | |
flooded in the past and the hope is this could be a better way of | :03:26. | :03:30. | |
managing that risk. The consultation ends on Monday. Input from the | :03:31. | :03:33. | |
Sheffield and Rotherham wildlife trust has been cautiously positive. | :03:34. | :03:39. | |
Sheffield has a lot of green spaces which are important. They already do | :03:40. | :03:42. | |
play a part in our flood risk management and so I think this | :03:43. | :03:46. | |
proposal is about taking th`t a step further, and seeing whether there | :03:47. | :03:50. | |
are ways that parks could bd used more fully. Just now, river levels | :03:51. | :03:57. | |
are low but when it rises it will need to go somewhere, whethdr that | :03:58. | :04:01. | |
is in parks like this one or not remains to be seen. | :04:02. | :04:04. | |

I asked him if the council had already made up its | :04:07. | :04:13. | |
No, this is the first stage of gathering opinions on the concept | :04:14. | :04:21. | |
about protecting Sheffield from flooding. We are coming so close | :04:22. | :04:26. | |
now. It's ten years next ye`r from the devastating effects where the | :04:27. | :04:29. | |
city was flooded and the tr`gic loss of life. We want to prevent that | :04:30. | :04:32. | |
happening. We went to prevent people losing their homes or property, | :04:33. | :04:38. | |
business is getting damaged. This is one of the measures. Let's be clear. | :04:39. | :04:43. | |
Where these parks are situated, they are on the natural flood pl`ins and | :04:44. | :04:45. | |
they would be flooded anywax naturally. Ten years ago, this park | :04:46. | :04:50. | |
was flooded so what we are looking at doing is managing that process, | :04:51. | :04:55. | |
protecting the park and protecting property, businesses and more | :04:56. | :04:59. | |
importantly people's lives. How long would it be before the water drains | :05:00. | :05:04. | |
away from these parks? You're creating a flood plain and from my | :05:05. | :05:07. | |
knowledge of these situations, that means that the water will t`ke a lot | :05:08. | :05:12. | |
longer to drain away. It wotld be a matter of a few days while we drain | :05:13. | :05:17. | |
it through. We will improve drainage. These events will be up to | :05:18. | :05:25. | |
one in 50 year type events. So highly unlikely. In the meantime, we | :05:26. | :05:29. | |
will be improving the parks and facilities. We've had a good | :05:30. | :05:32. | |
response. 67% of the people responding so far are confident and | :05:33. | :05:38. | |
comfortable with the idea of using the areas for temporary storage I | :05:39. | :05:45. | |
know it depends on whether. How many times do you think the parks will be | :05:46. | :05:52. | |
flooded? Hopefully, we will see this very infrequently. We cut the | :05:53. | :05:57. | |

the job is high. Attention hs low. And the carers know exactly why that | :08:03. | :08:07. | |
is. Basically wages. The pax rates, hours. It's quite stressful. You are | :08:08. | :08:16. | |
dealing with people's lives and it's quite an important job. But | :08:17. | :08:19. | |
according to the industry, dven paying those low wages the dconomics | :08:20. | :08:22. | |
don't add up. In a recent strvey published this week, they dhscovered | :08:23. | :08:25. | |
that across Yorkshire counchls are paying 14 power -- ?14 11 for the | :08:26. | :08:36. | |
service. But they calculate that to provide a proper surface with | :08:37. | :08:38. | |
trained staff, they need ?16 70 an hour. An issue tackled by a meeting | :08:39. | :08:46. | |
at Harrogate today. We've protected budgets where we can. We put more | :08:47. | :08:50. | |
money into prevention and wd put more honey into care fees. | :08:51. | :09:06. | |
In the future, we may not h`ve the proviso to do that all the stuff to | :09:07. | :09:12. | |
work in social care. This is clearly an intimate service. It reqtires | :09:13. | :09:18. | |
people with compassion and patients. Getting the right calibre of people | :09:19. | :09:21. | |
and more of them is going to be very important because one thing we do | :09:22. | :09:26. | |
know, the population is agehng, so this sort of service in the home is | :09:27. | :09:27. | |
