in our region which has defied the trend, seeing a reduction | :02:04. | :02:07. | |
in fly-tipping for two consecutive years, after a dedicated team | :02:08. | :02:09. | |
That can be from local CCTV, from CCTV that stores and local | :02:10. | :02:18. | |
businesses may have, as well as just actually | :02:19. | :02:20. | |
And I looked out my bedroom window two days later | :02:21. | :02:35. | |
You've only got to look at this, I mean it's absolutely disgusting. | :02:36. | :02:43. | |
If we remove the progress of Birmingham from the West Midlands | :02:44. | :02:46. | |
statistics, we see a 29% increase in fly-tipping over | :02:47. | :02:48. | |
Around a third of all incidents were recorded as a "car-load" size. | :02:49. | :02:56. | |
So why are people choosing to break the law rather | :02:57. | :02:59. | |
In Staffordshire, we've had a levy placed on charging for some | :03:00. | :03:05. | |
of the waste that was previously going free into the tips | :03:06. | :03:08. | |
and that has an impact on forcing people to think | :03:09. | :03:10. | |
about what their alternatives are, particularly if you are | :03:11. | :03:12. | |
In November, Staffordshire County Council introduced charges | :03:13. | :03:19. | |
for certain items at its tips, including the tip the other | :03:20. | :03:22. | |
Things such as ?3 for a bag of rubble, ?4 for a tyre. | :03:23. | :03:27. | |
But the authority says there is no evidence to suggest the charges | :03:28. | :03:30. | |
Local councils do have the power to issue penalties to fly-tippers | :03:31. | :03:39. | |
But with fines ranging from ?400 to ?5,000, | :03:40. | :03:44. | |
some charities say the detterant, unlike the mounting piles | :03:45. | :03:46. | |

But if we look across the region, Stoke-on-Trent, Walsall and Sandwell | :04:18. | :04:21. | |
are all examples of areas where fly-tipping has doubled | :04:22. | :04:23. | |
The problem isn't confined to just the urban cities, | :04:24. | :04:29. | |
but the rural country lanes which are affected too. | :04:30. | :04:32. | |
In Herefordshire, a largely agricultural county, | :04:33. | :04:35. | |
it's gone up by nearly 50% in five years. | :04:36. | :04:42. | |
What are the penalties for fly-tippers? | :04:43. | :04:47. | |
Prison sentences can be used, such as when the materials | :04:48. | :04:53. | |
fly-tipped pose a threat to the environment. | :04:54. | :04:55. | |
In March last year, two men from Aston in Birmingham were jailed | :04:56. | :04:58. | |
for a combined period of 17 months after they dumped sheep | :04:59. | :05:00. | |
The investigation relied on evidence from CCTV cameras, | :05:01. | :05:06. | |
which we're told can play a key role as councils hope to reduce | :05:07. | :05:09. | |
the financial burden to taxpayers of cleaning up fly-tipping. | :05:10. | :05:16. | |

Well, the industry is actually brimming, Mary, there has been a 15% | :11:41. | :12:02. | |
increase over the last two years in the number of new brewery is opening | :12:03. | :12:07. | |
up here in the UK. Some of those beers and ciders are among the over | :12:08. | :12:16. | |
100 one -- 100,000 beverages at these awards in Burton-upon-Trent | :12:17. | :12:20. | |
this week. From the familiar to the obscure, | :12:21. | :12:24. | |
there were beers and brewers from all of the world in | :12:25. | :12:27. | |
Burton-upon-Trent today. All hoping to take on one of the most coveted | :12:28. | :12:31. | |
accolades in the brewing industry. We have got an expert panel of | :12:32. | :12:36. | |
judges, expert judges from 16 countries and these are the oldest | :12:37. | :12:39. | |
brewing awards are still operating in the world, they are considered | :12:40. | :12:43. | |
very prestigious. The body is fantastic. The hop character on that | :12:44. | :12:53. | |
is particularly strong. That is God! For the long arduous days, judges | :12:54. | :12:57. | |
sampled some of the best bears the world has to offer. It is a tough | :12:58. | :13:03. | |
job. Being a judge here is kind of a thrilling experience in terms of you | :13:04. | :13:06. | |
are part of the history. It is an honour to be a judge but you must | :13:07. | :13:12. | |
put in 100% effort as a taster and someone who evaluates them. | :13:13. | :13:15. | |
Burton-upon-Trent is the home of brewing and was once considered to | :13:16. | :13:24. | |
be the biggest producer of beer in the world. Today, it is still big | :13:25. | :13:28. | |
business. With more than 5000 people working here in the industry. | :13:29. | :13:31. | |
Including John Mills, who opened Tower Brewery in 2001. There were | :13:32. | :13:37. | |
around 350 brewers in the UK when I started, big and small, I believe it | :13:38. | :13:44. | |
is neither 1700 brewers. That increases the competition. The | :13:45. | :13:48. | |
supermarkets have been a big change. -- nearer 1700. That is a big part | :13:49. | :13:54. | |
of my business which was not there when I started. The silver goes to | :13:55. | :14:02. | |
approval tip. Back at the National Brewery Centre, celebrations for | :14:03. | :14:04. | |
some of the results were announced. When I was from over 21 different | :14:05. | :14:09. | |
countries from around the world. It is wonderful that I got a medal in a | :14:10. | :14:15. | |
city with such history in the UK and throughout the world and then the | :14:16. | :14:19. | |
beer business. The increase in the number of beer breweries is showing | :14:20. | :14:25. | |
no sign of decline, meaning winning one of the industry's top award is | :14:26. | :14:29. | |
only going to get harder. Let us speak to a man who has been a | :14:30. | :14:33. | |
brewer his entire working life, here's the head brewer here at the | :14:34. | :14:39. | |
national brewing centre, Steve, we have here there is an increase in | :14:40. | :14:42. | |
the industry, is it buoyant, is it doing well? It is doing remarkably | :14:43. | :14:47. | |
well, especially at the lower end, the microbreweries, which are | :14:48. | :14:50. | |
increasing at an enormous rate, 1500 of them now in the country, with his | :14:51. | :14:54. | |
ten years ago they were probably only five. What about the situation | :14:55. | :15:00. | |
with Burton, you know how good it is important and how good this place is | :15:01. | :15:03. | |
for brewing, but what is the situation here? We still have quite | :15:04. | :15:09. | |
a few microbreweries. We have the big guys, of course, and who | :15:10. | :15:12. | |
continue to be here but we have lost one or two of the big breweries in | :15:13. | :15:16. | |
Burton but that has been filled up with the smaller breweries that have | :15:17. | :15:21. | |
opened, not in terms of volume, but in terms of production of the | :15:22. | :15:25. | |
different types of beers, which, of course, the consumer is really | :15:26. | :15:28. | |
nothing. That is the big thing, briefly, the change in the industry, | :15:29. | :15:33. | |
microbreweries, specialist beers, that is the direction it is going | :15:34. | :15:39. | |
in. Yes, if you have 1500 microbreweries, you can have up to | :15:40. | :15:43. | |
12 dozen beers to choose from, if you want to! Plenty of beers to | :15:44. | :15:47. | |
choose from and plenty of people are doing so. The awards have happened | :15:48. | :15:51. | |
and been given out. This weekend, here at the National Brewery Centre, | :15:52. | :15:56. | |
they will celebrate those beers from around the world, a festival going | :15:57. | :16:01. | |
on all weekend where you can sample some of those 1100, including | :16:02. | :16:04. | |
award-winning beers. Just the 1100! Looks like they are in for a good | :16:05. | :16:08. | |
time, thank you, Ben. Beavers could be enlisted to help | :16:09. | :16:17. | |
tackle flooding in one The Forestry Commission wants to try | :16:18. | :16:19. | |
the idea on a site near Lydbrook, which was badly affected | :16:20. | :16:23. | |
by floods in 2012. It's hoped the beavers | :16:24. | :16:25. | |
will build dams to keep storm They're described as | :16:26. | :16:27. | |
energetic and enthusiastic, These are the latest | :16:28. | :16:31. | |
recruits to try to tackle flooding in the village of | :16:32. | :16:34. | |
Lydbrook. The Beavers, long-term, they will | :16:35. | :16:36. | |
maintain the dam is free of charge. The beaver family are | :16:37. | :16:43. | |
currently living in Devon, but the Forestry Commission wants | :16:44. | :16:44. | |
to move them to Gloucestershire to see if beavers really | :16:45. | :16:47. | |
can stop flooding. It is an effective solution. The | :16:48. | :16:59. | |
Beavers use materials which are naturally sustainable, things like | :17:00. | :17:04. | |
Matt, rocks, Willow and at the end they work very hard to maintain the | :17:05. | :17:08. | |
damp structures. It is an extremely cost-effective solution. | :17:09. | :17:16. | |
And this is where the beavers will be kept. | :17:17. | :17:19. | |
A metre-high fence will be built around this 15-acre site, | :17:20. | :17:21. | |
with mesh put underground to stop the beavers from burrowing out. | :17:22. | :17:24. | |
The beavers and their dams will be monitored closely to see | :17:25. | :17:27. | |
if there really are any benefits in stopping storm water | :17:28. | :17:29. | |
Lydbrook was badly hit by floods in 2012. | :17:30. | :17:32. | |
And it's stopping a repeat of that, which means residents | :17:33. | :17:35. | |
From the biodiversity point of view it is worthwhile giving it a go. It | :17:36. | :17:51. | |
is a win-win situation, we cannot lose and we might stop the flooding. | :17:52. | :17:53. | |
Not everyone agrees beavers are a good thing, some question | :17:54. | :17:55. | |
the impact they have on wildlife and the rate at which | :17:56. | :17:58. | |
