since he set out for the war ravaged country last autumn. One of his | :01:02. | :01:06. | |
friends from Manchester has already been killed fighting for the rebels | :01:07. | :01:09. | |
out there. The British authorities and community leaders are urging | :01:10. | :01:12. | |
young people not to go. But still they do, so why? It's a question our | :01:13. | :01:17. | |
chief reporter Dave Guest has been exploring. | :01:18. | :01:20. | |
The harrowing images emerging from Syria have shocked many around the | :01:21. | :01:24. | |
world. But for some, looking on from outside isn't enough. They feel the | :01:25. | :01:29. | |
need to get involved. Mohammed Azzam Javeed was one of them. The | :01:30. | :01:33. | |
19`year`old was raised in Levenshulme, Manchester, and | :01:34. | :01:37. | |
educated locally. He planned to go to university. Then last autumn he | :01:38. | :01:42. | |
changed his mind and headed out to Syria. His reasons aren't clear ` | :01:43. | :01:46. | |
was he planning to fight along side the rebels, or offer humanitarian | :01:47. | :01:52. | |
aid? We don't know. We do know, however, that his father runs a | :01:53. | :01:55. | |
restaurant in Manchester. His dad told our colleagues on the BBC Asian | :01:56. | :01:58. | |
Network that they've heard nothing since he went to Syria. This is | :01:59. | :02:03. | |
another Manchester man who made the journey, but never returned. Anil | :02:04. | :02:06. | |
Khalil Raoufi was killed fighting for the rebels. He and Mr Javeed | :02:07. | :02:12. | |
were friends. So what motivates young men such as these to set out | :02:13. | :02:20. | |
to Syria? I think there are two categories. Firstly, they could be | :02:21. | :02:30. | |
affiliates of groups out there. Some would see it as a wider cause to | :02:31. | :02:40. | |
fight the Syrian government. The groups they are likely to join out | :02:41. | :02:44. | |
there are affiliates of Al`Qaeda leader. | :02:45. | :02:52. | |
Indeed, anyone returning to the UK from Syria at present is likely to | :02:53. | :02:56. | |
be intercepted as they land back on British soil. Greater Manchester's | :02:57. | :02:59. | |
Chief Constable Sir Peter Fahy, who also leads on counter`terrorism for | :03:00. | :03:02. | |
the Association of Chief Police Officers, recently explained why.# | :03:03. | :03:04. | |

was searched by counter`terrorism officers in December. His | :03:22. | :03:31. | |
whereabouts remain unknown. The Bishop of Manchester is one of | :03:32. | :03:35. | |
27 bishops who have written a letter condemning the Government's welfare | :03:36. | :03:37. | |
reforms which they say have forced people into food and fuel poverty. | :03:38. | :03:41. | |
In an open letter Bishop David Walker and others say too many | :03:42. | :03:44. | |
people are having to choose between heating or eating as a result of | :03:45. | :03:47. | |
cutbacks and failures in the benefit system. But the government says it's | :03:48. | :03:51. | |

agree. . We are pushed to one side at times. We are not very well | :10:40. | :10:47. | |
represented in the south of England. Maybe the people on it would enjoy | :10:48. | :10:54. | |
it, but that's about it. The dream of a regional assembly has gone up | :10:55. | :10:58. | |
in smoke... It is almost a decade since the North East rejected a | :10:59. | :11:04. | |
regional assembly. One Cheshire MP says it's about resources and not | :11:05. | :11:09. | |
power. We macro spending is lower than other regions. That needs to be | :11:10. | :11:21. | |
addressed. Whilst there is a push to give people more power in the North, | :11:22. | :11:28. | |
not much is actually being done It is not a coherent group of people | :11:29. | :11:34. | |
identity. It is difficult to get things done, even if people are | :11:35. | :11:40. | |
geographically near each other. How the UK is over and is constantly | :11:41. | :11:47. | |
evolving, but major evolution to the north is yet to flash on the | :11:48. | :12:03. | |
constitutional radar. I've be talking to Paul Salveson | :12:04. | :12:06. | |
from the Hannah Mitchell Foundation who campaign for devolution in the | :12:07. | :12:10. | |
North. I asked him what he wanted. We want the North to have the rest | :12:11. | :12:14. | |

be and how would it be paid for We want something that would have real | :12:22. | :12:28. | |
resources. It will be paid for out of taxation. We don't want to spend | :12:29. | :12:31. | |
more on an extra tier of bureaucracy. It could be wasting | :12:32. | :12:41. | |
lots of different places. That does not have to be one headquarters | :12:42. | :12:46. | |
There are obvious places like York and Manchester, but it is a side | :12:47. | :12:50. | |
issue. The issue is what sort of powers and resources it would have | :12:51. | :12:54. | |
and what it would do. A Northern Parliament could transformational | :12:55. | :13:01. | |
across the North as a whole. It would reverse this begging bowl | :13:02. | :13:03. | |
mentality that we have seen over the years. This has been talked about | :13:04. | :13:12. | |
before. In the north`east they overwhelmingly voted against a | :13:13. | :13:16. | |
regional assembly. Is there support for this? That is. That was ten | :13:17. | :13:22. | |
years ago. What was on the table at the time was a glorified County | :13:23. | :13:28. | |
Council, so you can understand why it was rejected in the North East. | :13:29. | :13:34. | |
There has been a lot of water under the bridge in the last ten years and | :13:35. | :13:38. | |
we have seen the success of devolution in Scotland and Wales. No | :13:39. | :13:46. | |
one is saying they want to go back, they are saying they want more | :13:47. | :13:51. | |
powers, so let us make a start in the North of England. There is a | :13:52. | :13:57. | |
huge powerhouse of ideas here that has not achieved its full potential. | :13:58. | :14:04. | |
Councillors in Lancashire have tonight announced to cut key | :14:05. | :14:07. | |
services and increased council tax to save around ?3 million over the | :14:08. | :14:10. | |
next few years. They've agreed a programme that could see atleast | :14:11. | :14:13. | |
2,500 jobs lost. Our reporter Yunus Mulla is outside County Hall. | :14:14. | :14:25. | |
This is what they have been looking at today. 417 pages long. One | :14:26. | :14:31. | |
councillor remarked that if you manage to read all of this `` if you | :14:32. | :14:38. | |

that we can continue to run our services. It is not unreasonable to | :16:02. | :16:07. | |
ask people to pay a little bit more. You met some of the Unison members | :16:08. | :16:13. | |
earlier today. 2500 council jobs could be lost. That creates | :16:14. | :16:21. | |
uncertainty. Why talk about it now? The staff are happy that we have | :16:22. | :16:30. | |
announced it now. They know where they are, and also the voluntary but | :16:31. | :16:35. | |

opening their eyes. There are massive opportunities with | :18:42. | :18:45. | |
international companies across West Cumbria. The dream placement links | :18:46. | :18:52. | |
future bright young things with job opportunities. The scheme is now | :18:53. | :18:58. | |

Freestyle skiers Rowan Cheshire and Emma Lonsdale had trained and | :19:02. | :19:05. | |
prepared together. For both women it was supposed to be a first Olympic | :19:06. | :19:09. | |
Games. The dream ended for Rowan from Alsager when she was knocked | :19:10. | :19:12. | |
unconscious in a training crash earlier this week, but she recovered | :19:13. | :19:15. | |
to cheer Emma on this afternoon in what turned out to be her final | :19:16. | :19:24. | |

feel a lot to them I was. I am disappointed though. My head is | :20:00. | :20:06. | |

she was well enough to stand with Emma at the top of the slope. | :20:13. | :20:15. | |
