Good evening. Welcome to North West Tonight with Annabel Tiffin and

:00:00.:00:22.

Roger Johnson. Our top story. A police force under scrutiny after it

:00:23.:00:25.

fails to uphold a single complaint from the public. Greater Manchester

:00:26.:00:28.

Police says it's already reviewing its procedures. Also tonight. This

:00:29.:00:31.

is the International Festival of business but which things will it

:00:32.:00:39.

deliver? Simply the best. Manchester United opens a new exhibition to

:00:40.:00:43.

showcase the skills of a boy called George. And best foot forward, find

:00:44.:00:55.

out why these summer stroller is bring 400 years of history with

:00:56.:00:56.

them. Greater Manchester Police has been

:00:57.:01:08.

criticised for the way it investigates discrimination

:01:09.:01:10.

complaints made against its officers. The Police watchdog

:01:11.:01:12.

discovered that the force didn't uphold a single complaint of those

:01:13.:01:15.

it received from the general public. GMP says it's already addressing the

:01:16.:01:18.

issue as our Chief Reporter, Dave Guest, explains. We rely on the

:01:19.:01:27.

police to protect us. But, according to the Independent Police Complaints

:01:28.:01:30.

Commission, we can't always rely Greater Manchester Police to respond

:01:31.:01:32.

properly if we complain about the conduct of their officers. I think

:01:33.:01:42.

it is discrimination and not tackled well enough. The IPCC investigated

:01:43.:01:46.

the way in which allegations of discrimination were handled by GMP

:01:47.:01:48.

and two other forces. They examined 170 complaints of discrimination

:01:49.:01:51.

made against GMP, West Yorkshire and West Midlands Police. Those

:01:52.:01:55.

complaints were of alleged discrimination related to race,

:01:56.:01:57.

sexual orientation, disability and faith. Just over 90 were

:01:58.:02:06.

investigated and not one was upheld. The IPCC found eight out of ten

:02:07.:02:11.

cases were not properly assessed. And in two out of three cases,

:02:12.:02:13.

decisions were not properly communicated. To find out none of

:02:14.:02:24.

these discrimination complaints have been upheld is a surprise. The way

:02:25.:02:30.

complaints need to be looked at by police forces does need to improve.

:02:31.:02:37.

We were really surprised there was that kind of indifference to race

:02:38.:02:54.

issues. GMP insists it is better at dealing with complaints made by its

:02:55.:03:01.

own colleagues. On the streets it is often the word of the complainant

:03:02.:03:05.

against the word of a police officer. The police say the wider

:03:06.:03:13.

use of body cameras will help change that. PC Andy Moore's been using his

:03:14.:03:19.

for the past year. There can be no dispute about who said what.

:03:20.:03:29.

Absolutely. I just flick a switch. And GMP insists it's determined to

:03:30.:03:32.

ensure better handling of complaints in the future. The death of a

:03:33.:03:39.

four`year`old boy in a fire in Liverpool, believed to have been

:03:40.:03:42.

started by his mother, is to be subject to a serious case review.

:03:43.:03:45.

Moksha Jai Joshi, known as Jai and his mum 40`year`old Jamna Joshi,

:03:46.:03:48.

died in the blaze at Moscow Drive, on the 8th of May. Lancashire

:03:49.:03:51.

Safeguarding Children Board said it would review the role of agencies

:03:52.:03:54.

involved in the case. The Hillsborough Inquests have heard how

:03:55.:03:57.

a Liverpool fan may have been jumping on a crush barrier at the

:03:58.:04:00.

Leppings Lane end of the stadium before it collapsed in the crush.

:04:01.:04:02.

Structural engineer John Strange, giving evidence for a third day,

:04:03.:04:06.

referred to the claim as he was questioned by the QC representing

:04:07.:04:09.

three of the match commanders. Lord McNally of Blackpool has called for

:04:10.:04:12.

urgent action to improve the resort where he grew up. He told the House

:04:13.:04:17.

of Lords that the area needs investment in tourism and to make

:04:18.:04:20.

the most of new opportunties created by fracking. The Life Peer is

:04:21.:04:23.

calling on the Cities Minister to appoint a figurehead to promote

:04:24.:04:26.

Blackpool as Michael Heseltine did with Liverpool in the 1990s. What I

:04:27.:04:42.

would like to do just now is make a Heseltine and eight back pool

:04:43.:04:48.

feature. Even better dispatch in there to get things moving. The NHS

:04:49.:04:51.

has announced plans to create what are being described as Super

:04:52.:04:53.

Hospitals, across Greater Manchester. They would be five

:04:54.:04:56.

specialist Accident and Emergency units designed to take pressure of

:04:57.:04:59.

other hospitals in the region. But critics say it will cost too much

:05:00.:05:02.

and might eventually lead to existing hospitals having to close.

:05:03.:05:09.

Well, our reporter Elaine Dunkley is outside the Manchester Royal

:05:10.:05:15.

Infirmary for us now. Elaine. On one side this is about the effectiveness

:05:16.:05:23.

and efficiency of our hospitals. In the other hand this isn't about

:05:24.:05:27.

making changes to the NHS over 60 years. `` this is about. Out of four

:05:28.:05:39.

hospitals they want to create two super hospitals with specialist

:05:40.:05:44.

casualty units. What with this mean for certain hospitals? For North

:05:45.:05:51.

Manchester, Fairfield and team side it will be business as usual. They

:05:52.:05:57.

would see you there in exactly the same way with a minor incident but

:05:58.:06:02.

with a major trauma such as a heart attack you would be sent to one of

:06:03.:06:08.

the major hospitals. This is so do get the best care but a local MP has

:06:09.:06:17.

raised concerns. The end result will be to close some of our hospitals.

:06:18.:06:22.

You are twice as likely to die in some hospitals as others. Those who

:06:23.:06:37.

have come up with these proposals say it could save thousands of lives

:06:38.:06:45.

over the next five years. At our local General Hospital standards

:06:46.:06:50.

will be raised. We will have local keyer there which will be Sistine.

:06:51.:06:55.

And for specialist care, that will be available, the outcome of their

:06:56.:07:01.

surgery or that clinical episode, that would be better. These

:07:02.:07:09.

proposals are expected to be improved over the next few weeks. It

:07:10.:07:21.

goes to a public consultation. Liverpool is just days away from

:07:22.:07:24.

hosting the International Festival for Business. It has the bold

:07:25.:07:26.

ambition of boosting exports, helping to re`balance the UK economy

:07:27.:07:29.

and attracting 75,000 delegates, a quarter of a million visitors. But,

:07:30.:07:33.

just days away, only 6,000 delegates have so far registered. Will the

:07:34.:07:37.

festival deliver all it hopes to? Here's Jayne McCubbin. The

:07:38.:07:40.

International Festival for Business is days away. Outside the waterfront

:07:41.:07:45.

nerve centre a Great British product. Inside, all the help

:07:46.:07:49.

business needs to export more Great British products. It is an

:07:50.:07:59.

opportunity for businesses to work with each other, to talk with each

:08:00.:08:04.

other deals. But with days to go, only six of a promised 75,000

:08:05.:08:07.

delegates have signed up. Most of them regional. But don't go doubting

:08:08.:08:14.

Big Joe. CNN and these global companies are not sponsored up

:08:15.:08:17.

because they think it will just be a dream for Scousers. Journalists The

:08:18.:08:29.

journalists were here today to spread the word. At least ?5m of

:08:30.:08:37.

public money is helping to pay for it. But UK Trade and Industry

:08:38.:08:47.

expects results. This is where the UKTI will host some of their key

:08:48.:08:50.

events, each week a different theme to boost exports in different

:08:51.:08:52.

sectors and areas. The first week, the rooms over there. They are the

:08:53.:08:58.

deal doing rooms. IFB reckon they have information on ?1.7 billion

:08:59.:09:01.

worth of overseas deals in here they can provide one to one expert advice

:09:02.:09:04.

from experts on how to clinch those deals. You are a photographer, what

:09:05.:09:10.

do you want to get out of this? To get some contacts. We argue to

:09:11.:09:18.

promote our Aqua pressure massage to the delegates. But delegates here

:09:19.:09:26.

today were looking closer to home for those deals. IFB believe the

:09:27.:09:28.

local economy could benefit by ?100million. But the hope is much

:09:29.:09:31.

more is made overseas. The big launch is Monday.

:09:32.:11:18.

just went, you know? Hello lads had been killed. `` feel lads. ``

:11:19.:11:35.

fellow. Today, the scene of a commemoration for the soldiers who

:11:36.:11:45.

died securing this bridge. Our troops had Caughey on but they were

:11:46.:11:52.

Germans. As we started firing on them the public chased me. Prince

:11:53.:12:07.

Charles paid his respects watched by this man from Cheshire who was

:12:08.:12:13.

aboard a ship as it pummelled effective positions. I feel very

:12:14.:12:21.

privileged that I witnessed most of that day from a vantage point. It

:12:22.:12:34.

was an exciting time. In a way I am a bit embarrassed. It was our job to

:12:35.:12:47.

do what we did. Tomorrow is the 70th anniversary of the landings and

:12:48.:12:51.

veterans like these from the north`west will be parading in front

:12:52.:12:57.

of world leaders tomorrow afternoon. Now, it's a shocking fact that in

:12:58.:13:00.

this region, right now, there are around 1200 children looking for a

:13:01.:13:03.

foster home. More than anywhere else in the country. This evening at the

:13:04.:13:08.

Etihad Stadium, Manchester City Council is holding a special event

:13:09.:13:12.

to try to recruit more carers. Well, one young woman who knows all about

:13:13.:13:24.

the subject is Mary`May Moakes. She's 18 now but she was just

:13:25.:13:27.

eight`years`old when she arrived in the home of Julia and Paul Edwards.

:13:28.:13:31.

All three came in to see us this afternoon. It is hard to measure but

:13:32.:13:39.

we have got a great deal of satisfaction from seeing these young

:13:40.:13:44.

children come quite nervous with no self`confidence, growing into really

:13:45.:13:50.

wonderful young people with a lot of self`confidence, who have done

:13:51.:13:56.

exceptionally well at school, are going on into university education

:13:57.:14:01.

and have developed themselves sold. There is a perception from some

:14:02.:14:11.

quarters that children coming into fostering our troubled in some way.

:14:12.:14:16.

We have had no trouble with the three we have had. How did it feel

:14:17.:14:27.

when you went to them? When I first came I was nervous and would not

:14:28.:14:39.

really talk. You had your big brother to look after you, didn't

:14:40.:14:45.

you? He did look after me and I was all right. From being very low until

:14:46.:14:52.

now. A lot of people say I do not want to foster because I am going to

:14:53.:14:58.

get too attached to those children and they will get taken away from

:14:59.:15:02.

me. If you do short fostering you will grow some attachment but you

:15:03.:15:07.

know all the time you are preparing those children either to go back to

:15:08.:15:13.

their birth family or move on into long`term fostering or adoption. You

:15:14.:15:17.

are doing a job that is so worthwhile to give them safety,

:15:18.:15:22.

security and the beginning of the boundaries. This is what life can be

:15:23.:15:29.

like and it will only get better. What do you say to people who say

:15:30.:15:40.

you do it for the money. That is not why we do it. We get so much more

:15:41.:15:47.

out of it. We have taken them to squash and swimming. We get so much

:15:48.:15:53.

out of seeing them become confident and self`assured, they have been a

:15:54.:15:59.

credit to us basically. What do you say to those out there just now

:16:00.:16:05.

thinking they are not sure. It has definitely given me a second chance

:16:06.:16:12.

to do things I never thought I would be able to do like go on holiday,

:16:13.:16:18.

actually think of going to university and not just feel like I

:16:19.:16:23.

am not going to achieve anything. Thank you all for coming in. Well,

:16:24.:16:33.

tonight's meeting finishes at eight but if you want to know more you can

:16:34.:16:39.

ring the council's fostering line on 0800 988 8931 or go to the website

:16:40.:16:43.

www.fosterformanchester.com Richard's here with the sport, and

:16:44.:16:46.

we were hoping he'd make it but Andrew Flintoff won't be playing in

:16:47.:17:10.

Lancashire's T20 match tomorrow? No, he isn't quite ready. Freddie

:17:11.:17:14.

continued his comeback today for Lancashire's second eleven in their

:17:15.:17:17.

Twenty20 defeat against Leicestershire. He scored 16 with

:17:18.:17:23.

the bat and took 2`39 with the ball. But the club have decided it wasn't

:17:24.:17:28.

quite enough. So, not bad and another big name is back with Lancs.

:17:29.:17:33.

Jos Buttler hasn't been selected for England's Test against Sri Lanka

:17:34.:17:39.

next week. But it means Buttler will be available for tomorrow's Roses

:17:40.:17:44.

clash. Today, he's been in Lancashire at Kirkham and Wesham

:17:45.:17:52.

Cricket Club as part of the Chance To Shine project aimed at

:17:53.:17:58.

encouraging youngsters to play the sport and says it'll be great to

:17:59.:18:06.

have Freddie back. I think it is great. The legend of the game widely

:18:07.:18:12.

received really well by the public. It is nice to have a kilo. He is

:18:13.:18:20.

only 36 still. Football. Liverpool have agreed a deal in principle to

:18:21.:18:23.

sign Emre Can from Bayer Leverkusen. The Germany Under`21 midfielder has

:18:24.:18:26.

a ?10 million release clause in his contract, and Liverpool have met

:18:27.:18:31.

that figure. Can, who can also play in defence, joined Leverkusen from

:18:32.:18:36.

Bayern Munich last summer in a deal worth ?4 million. The quarter finals

:18:37.:18:42.

of Rugby League's Challenge Cup begin tonight. Widnes take on

:18:43.:18:49.

Keighley, who are a division below them and the lowest`ranked club left

:18:50.:18:56.

in the competition. Tomorrow, the Championship's leaders Leigh travel

:18:57.:19:02.

to Superleague heavyweights Leeds. Wigan and Warrington are both in

:19:03.:19:11.

action at the weekend. Good`looking, talented, bags of charisma. Not

:19:12.:19:19.

Roger, funnily enough, but George Best, probably the greatest player

:19:20.:19:22.

to pull on a Manchester United shirt. It's 40 years since he left

:19:23.:19:27.

Old Trafford, and the club is celebrating his memory with a new

:19:28.:19:31.

exhibition which opens tomorrow. Stuart Flinders has been at the

:19:32.:19:34.

Manchester United museum to take a look. Lots of marvellous exhibits

:19:35.:19:37.

here but take a look at this one. George Best scored six goals in a

:19:38.:19:40.

single game against Northampton Town, this is the ball. Lots of

:19:41.:19:44.

other shirts there to see. This is the assistant curator of the

:19:45.:19:49.

exhibition. What is this all about? The main thing is to celebrate

:19:50.:19:55.

George 's career off and on the football pitch. We have memorabilia

:19:56.:20:01.

related to his businesses. This is off of the pitch? Loads of products

:20:02.:20:10.

he endorsed himself. That is the main focus. What was it about George

:20:11.:20:23.

Best that made him so special? You'd have to be around 50 to have seen

:20:24.:20:35.

George Best play for United, but mention his name to supporters of a

:20:36.:20:43.

certain age, and they're likely to go misty`eyed as they recall one

:20:44.:20:47.

football's greats. He was two footed, he could head the ball just

:20:48.:20:52.

as well. They were playing on pictures that were not good today.

:20:53.:20:57.

He was skilful, quick, brave and cheeky. And women adored him. He had

:20:58.:21:02.

lots of girlfriends. He was a good`looking man. He had bright blue

:21:03.:21:07.

eyes, black year. He was very dark and suave. His drinking was

:21:08.:21:14.

legendary. I remember watching him play against Manchester City one

:21:15.:21:21.

week. We went to the bar afterwards and he was in there before us. But

:21:22.:21:28.

his later years were dogged by alcoholism. He was 59 when he died.

:21:29.:21:40.

The problems I have had have been well documented but I think at the

:21:41.:21:50.

end of the day people have got to remember the football, hopefully I

:21:51.:21:56.

gave a lot of pleasure to a lot of April. Hopefully they will remember

:21:57.:22:02.

the football. What was it like to be in the same team as hem? He was a

:22:03.:22:08.

little bit special. He was a lovely lad as well. A lot of the stories

:22:09.:22:16.

are exaggerated. When did you realise playing alongside him that

:22:17.:22:20.

there was something special about him? I came down to watch him in a

:22:21.:22:28.

youth match and I knew nothing about him but I thought I cannot believe

:22:29.:22:34.

this. I went to the trainer and said what is this and he said we are

:22:35.:22:40.

trying to keep him under wraps though nobody will know about him.

:22:41.:22:46.

You only had to put him on the pitch and people would know about him! He

:22:47.:22:54.

was the first celebrity footballer. He was a handsome lad which did not

:22:55.:23:01.

help. He was a footballer with lots of people chasing after him. It had

:23:02.:23:10.

never happened in football before. Fond memories. The exhibition opens

:23:11.:23:15.

tomorrow. Now, you might remember we mentioned The Isle of Man's

:23:16.:23:19.

involvement in the Conifa World Cup for nations not recognised by Fifa.

:23:20.:23:24.

Well, Ellan Vannin, that's the Manx name, are through to the semi`finals

:23:25.:23:31.

after a dramatic penalty shoot`out against Kurdistan. It finished 1`1

:23:32.:23:57.

in normal time. Now, we were talking about the D`Day celebrations now

:23:58.:24:06.

let's go back to the Napoleonic war where women in the local town set up

:24:07.:24:15.

an organisation for themselves. This is believed to be the only

:24:16.:24:23.

organisation of its kind running. A day for glamour, posh frocks and

:24:24.:24:36.

tradition. Long before the welfare state the ladies of Neston set up a

:24:37.:24:43.

mutual society to support each other and they still pay out benefits

:24:44.:24:49.

today. The society happened over 200 years ago with the Napoleonic Wars.

:24:50.:24:55.

They formed a society to help those less fortunate. The lead through the

:24:56.:25:08.

town. `` the power lead through the town. I have sisters and cousins and

:25:09.:25:16.

relatives from London and elsewhere who come all this week to celebrate

:25:17.:25:25.

the day. This year the older ones are having very bright colours in

:25:26.:25:33.

particular but the younger ones stay with pastels. We are doing lots of

:25:34.:25:43.

here today. They all love their here. At the school they created one

:25:44.:25:50.

thing and composed a special song about the history of Neston ladies

:25:51.:25:58.

club. We are working with different people, trying to get them involved

:25:59.:26:07.

with ladies Day and why it happens. It does try to make them understand

:26:08.:26:19.

why the day is such an amazing day. The female society is confident

:26:20.:26:29.

about its growing numbers and its future. Know`how is the weather

:26:30.:26:40.

looking for the rest of the week? There is good news in the forecast.

:26:41.:26:53.

Funded the downpours are a potential problem along the north`west of

:26:54.:27:05.

England. Moving on to the good news. Tomorrow it will be fine, dry and

:27:06.:27:14.

warm. The sun came out as we thought it would as we went after `` through

:27:15.:27:24.

the afternoon. Most places may be dry. For most of us a break in the

:27:25.:27:37.

cloud cover every now and then will allow temperatures to fall. In the

:27:38.:27:46.

towns and cities temperatures will be close

:27:47.:27:54.

It's a weekly selection of hand-picked stuff from Radio 2,

:27:55.:28:03.

and then it's delivered straight to you.

:28:04.:28:07.
