indecent assault against women and children. That's all from the BBC | :00:00. | :00:00.
News. Welcome to North West Tonight with | :00:00. | :00:09.
Annabel Tiffin and Roger Johnson. A murderer is jailed for thd second | :00:10. | :00:12.
time for killing another girlfriend. He is a very dangerous man, | :00:13. | :00:18.
especially to women. He has been sentenced to a whole | :00:19. | :00:20.
life tariff and prison for the rest A coroner calls for urgent changes | :00:21. | :00:25.
after mental health professhonals failed to realise this Kend`l | :00:26. | :00:37.
teenager was suicidal. And we are in the Isle | :00:38. | :00:39.
of Man to see the super, A British Olympic star takes on the | :00:40. | :00:42.
route of the Tour de France...in The Parole Board says it regrets | :00:43. | :00:49.
releasing a murderer ` who went on to kill an ex`ghrlfriend | :00:50. | :01:08.
` in the same brutal way he killed Paul O'Hara stabbed businesswoman | :01:09. | :01:12.
Cherylee Shennan in Lancashhre, less than two years | :01:13. | :01:14.
after being allowed out on licence. He'd done the same thing to | :01:15. | :01:19.
a previous girlfriend in 1988. Today | :01:20. | :01:23.
the judge said he would alw`ys be a danger to women and ruled he must | :01:24. | :01:25.
never be released from jail again. Our reporter Mark Edwardson was | :01:26. | :01:30.
at Preston Crown Court. Earlier, I asked him for more | :01:31. | :01:34.
about what happened to Cherxlee Paul O'Hara 's violent past the she | :01:35. | :01:48.
was supportive of him and gdnerous to him, at one point giving him a | :01:49. | :01:55.
job. But she was a victim of his violence. She reported him `nd she | :01:56. | :01:59.
was being seen by two policd officers this year when Paul O'Hara | :02:00. | :02:03.
burst into the house and st`rted to attack all three of them badly | :02:04. | :02:06.
injuring all of them. Despite one of those officers suffering a blow to | :02:07. | :02:11.
the head, they tried to help Cherylee Shennan escape but Paul | :02:12. | :02:14.
O'Hara Cotter in the street. The details are too horrific to go into | :02:15. | :02:20.
but neighbours report that he sat astride her and coldly stabbed her | :02:21. | :02:23.
to death with a knife he had stolen from her kitchen. He is a d`ngerous | :02:24. | :02:30.
man, especially to women. Hd has been sentenced to prison for the | :02:31. | :02:32.
rest of his life, where he should be. This is a horrific case, but not | :02:33. | :02:38.
the first time this man has been convicted of murder. No, he was | :02:39. | :02:44.
convicted of a similar killhng of a girlfriend in 1998. The judge said | :02:45. | :02:49.
he had to take that convicthon into account as well as what he described | :02:50. | :02:52.
as the relentless nature of the attack and all Hannah's intdntion to | :02:53. | :02:56.
kill before handing down th`t sentence. Mark, two police officers | :02:57. | :03:02.
as you alluded to wear injured in this incident. Yes, he admitted to | :03:03. | :03:07.
assaulting and winding thosd police officers. He was sentenced to run | :03:08. | :03:13.
concurrently with the murder sentence. | :03:14. | :03:19.
He came upon them on the back door, I am proud of their comments of the | :03:20. | :03:24.
judge. The bravery that the police displayed as well and trying to | :03:25. | :03:26.
prevent the attack on Cherylee Shennan, they did really well. | :03:27. | :03:32.
The future of Paul O'Hara is life The family are | :03:33. | :04:15.
The future of Paul O'Hara is life behind bars. Thank you for that | :04:16. | :04:18.
report, Mark Edwardson. The appointment came almost a month | :04:19. | :05:37.
after she attempted an overdose She'd told a school nurse she'd | :05:38. | :05:43.
suffered bulimia since Our chief reporter Dave Guest was | :05:44. | :05:47.
at the inquest. She was a model pupil and t`lented | :05:48. | :06:02.
musician, but Helena Farrell was deeply troubled as a teenagdr and | :06:03. | :06:06.
told teachers she was bulimhc and had dark thoughts. She eventually | :06:07. | :06:10.
hanged herself at the age of 15 This tragedy has changed our lives. | :06:11. | :06:18.
We know it is also affecting many young people and their families in | :06:19. | :06:21.
Kendal. She was a pupil at this school in Cumbria. The assistant | :06:22. | :06:27.
head at the school taught English. In late November of 2012 Eldna told | :06:28. | :06:33.
him she had bulimia and expdrienced dark thoughts, he informed the | :06:34. | :06:37.
school nurse and counsellor. On December the 3rd the teenagdr told | :06:38. | :06:41.
the nurse she had been bulilic since being sexually assaulted on an | :06:42. | :06:45.
overseas exchange visit prior to going to that school. That night she | :06:46. | :06:49.
took an overdose at her homd. On December the 17th, two studdnts will | :06:50. | :06:53.

letters that could be suicide notes. She handed over the letters but the | :06:58. | :07:01.
teacher did not open them instead putting them into the school C. The | :07:02. | :07:05.
assistant head said the council had told him to put the letters in the | :07:06. | :07:09.
bin because she was not suicidal. She had her first appointment with | :07:10. | :07:13.
the child mental health teal on January three, the following day she | :07:14. | :07:20.
was dead. The coroner concltded she died as a consequence of her actions | :07:21. | :07:24.
but it was not beyond reasonable doubt what her intention had been. | :07:25. | :07:28.
He said at the time of her death, Cumbria's child services had been | :07:29. | :07:34.
poorly organised, underfunddd and poorly resourced. Speaking `bout the | :07:35. | :07:38.
decision not to open those so`called suicide letters, he said too much | :07:39. | :07:42.
weight was given to a young person's perceived right to privacy. | :07:43. | :07:48.
We hope that he been a's story will inspire professional and | :07:49. | :07:51.
nonprofessional people to rdflect on how we deal with young people and | :07:52. | :07:54.
their emotional distress. The coroner said he would be wrhting to | :07:55. | :07:59.
the Health Trust and the cotnty council, highlighting shortcomings | :08:00. | :07:59.
in this case. Detectives are investigating | :08:00. | :08:03.
a double shooting in Oldham. The two men were shot | :08:04. | :08:05.
at close range as they sat in a car on Radcliffe Street just | :08:06. | :08:08.
after ten last night, in wh`t's Police say it's extremely fortunate | :08:09. | :08:11.
the men weren't killed Doctors in South Cumbria have | :08:12. | :08:15.

people to be one Jim Eadie. It is good to have different people | :09:07. | :09:11.
bringing different traditions and cultures, that is the beautx of | :09:12. | :09:18.
Great Britain, we get on with different opinions and we mtst | :09:19. | :09:21.
celebrate the different faiths and cultures. | :09:22. | :09:22.
A scathing report into Knowsley Council's children?s | :09:23. | :09:24.
services says widespread fahlures have left some of the area's most | :09:25. | :09:27.
The report by Ofsted inspectors says many children who need help | :09:28. | :09:34.
Knowsley Council says it iddntified problems | :09:35. | :09:37.
in social services last year and is already working on improvemdnts | :09:38. | :09:40.
Our reporter, Andy Gill, has been looking at the report. | :09:41. | :09:42.
Earlier I asked him to tell us more about what Ofsted found. | :09:43. | :09:45.
This is a report into children who need help and protection, | :09:46. | :09:47.
children waiting for adoption and children who are leaving care. | :09:48. | :09:50.
Overall, Ofsted say Knowslex's children's services are inadequate. | :09:51. | :09:52.
"Widespread failures and inconsistent practice | :09:53. | :09:55.
across services leave some children and young people at risk | :09:56. | :09:57.
?Some have been left for too long in situations where they have | :09:58. | :10:04.
The council says it had alrdady identified areas | :10:05. | :10:08.
There must be more supervishon of workers and we are now putthng in | :10:09. | :10:29.
place the right support to lake sure that social workers can do their | :10:30. | :10:30.
jobs correctly. What has the council be doing to | :10:31. | :10:35.
rectify this? It has changed things. The council says it accepts | :10:36. | :10:43.
the report findings but says it?s changed | :10:44. | :10:45.
the team leading this department But the report talks | :10:46. | :10:47.
about "ineffective engagement with families", "quality | :10:48. | :10:51.
of record keeping is variable and often poor" and that it "takes | :10:52. | :10:53.
too long when a child first becomes Given all this I asked the council | :10:54. | :10:56.
leader if the authority had let People may feel that they h`ve been | :10:57. | :11:10.
let down but I hope people will bear with us and with the confiddnce that | :11:11. | :11:13.
we are heading in the right correction and that will give them | :11:14. | :11:17.
some degree of confidence that young children and young people and | :11:18. | :11:20.
Knowsley are being well looked after. | :11:21. | :11:23.
The Ofsted report acknowledges that the newly appointed | :11:24. | :11:25.
management team have drawn tp an improvement plan and that rdmedial | :11:26. | :11:28.
Build them and they will cole ` the Isle of Man's plans to dntice | :11:29. | :11:36.
I have been finding out why the sort that # short stretch of the Tour de | :11:37. | :11:51.
France will have a long`terl impact. The Isle of Man is planning | :11:52. | :11:55.

outside London is being marketed But forget | :12:00. | :12:05.

very excited about something that is happening just down this line. It is | :12:32. | :12:35.
like Buckingham Palace, it hs incredible. In other jurisdhctions | :12:36. | :12:43.
there would be an armed guard at the top of the hill! This is thd | :12:44. | :12:50.
Ballymoney at the state. Thdre are fields at the moment but just | :12:51. | :12:54.
imagine a golf course, when sellers and the like. This is a planned home | :12:55. | :12:59.
for the super`rich. Sizes on the homes here have been relaxed. I was | :13:00. | :13:04.
in a meeting this morning and that is what we were talking abott. We | :13:05. | :13:10.
have had this week immigrathon investment application from a | :13:11. | :13:17.
Russian family. I am told they are very wealthy. The government wants | :13:18. | :13:25.
to do a Monte Carlo on the tax regime and we have changed the | :13:26. | :13:29.
planning laws to get this. @ direct link to the rest of the world and | :13:30. | :13:35.
demand is growing one year `fter opening this private jet centre is | :13:36. | :13:42.
about to double in size. With our new runway on the Isle of M`n, you | :13:43. | :13:48.
can travel much better. The island may not get a name check on the | :13:49. | :13:56.
globe and the waiting loungd, but these plans are real game`changers. | :13:57. | :14:08.
Are you over egging this? Comparing their Isle of Man to California Not | :14:09. | :14:15.

The Super League Show at 11:15 What a couple of days for cxcling | :17:13. | :17:15.
in the North West. Firstly, | :17:16. | :17:18.
Isle of Man's Peter Kennaugh is the The 26`year`old overtook Te`m Sky | :17:19. | :17:20.
team`mate Ben Swift on the line for a dramatic victory in | :17:21. | :17:24.
South Wales and succeeds fellow Manxman Mark Cavendish as champion | :17:25. | :17:26.
after he won the event last year. Peter Kennaugh would have bden | :17:27. | :17:47.
hoping to be part of the Tour de France this xear but | :17:48. | :17:49.
didn't make the cut unfortunately. So like | :17:50. | :17:52.
Lancashire's Sir Bradley Wiggins They don't have far to go whth | :17:53. | :17:54.
the world's greatest cycling event crossing into the region for | :17:55. | :17:58.
the first time ever at the weekend. Not only does it skirt | :17:59. | :18:01.
our Derbyshire borders it also The focus of this battle for the | :18:02. | :18:11.
famous yellow jersey will bd in Rochdale. It is one of the best | :18:12. | :18:15.
things that has happened around here. It will be amazing, ddfinitely | :18:16. | :18:25.
the place to be. Johann is `n Olympic Champion that trains and | :18:26. | :18:28.
lives in Rochdale and today she whetted the appetite. Stage two runs | :18:29. | :18:35.
for about 120 females, pre`ladly in Yorkshire, it nips into our region | :18:36. | :18:40.
halfway between Hebden Bridge and Huddersfield. Hopefully we will get | :18:41. | :18:47.
more people on their bikes so that they can enjoy racing. Johann took | :18:48. | :18:51.
time out to show off her Olxmpic gold medal at this local prhmary | :18:52. | :18:58.
school. We are lucky that it is coming to Rochdale, of all the | :18:59. | :19:02.
places out of the UK it has come here. It may not come to England | :19:03. | :19:10.
again. This is just a tiny fraction of the three and a half thotsand | :19:11. | :19:13.
kilometres of the Tour de France but just as he it has touched the | :19:14. | :19:21.
north`west is a huge deal. 20 to 30,000 spectators are expected to | :19:22. | :19:23.
align on this route. Local businesses are rubbing their hands. | :19:24. | :19:28.
It should be good, it should bring people into the area and thdy will | :19:29. | :19:33.
spend money. And although it will be brief, the north`west plans to make | :19:34. | :19:37.
sure that the Tour de Francd's visits to this region lives along in | :19:38. | :19:42.
the memory. It is very exciting Do you think it will be a big tourist | :19:43. | :19:49.
attraction? It will be masshve. I was lucky enough to see the Tour de | :19:50. | :19:53.
France a few years ago and H think people will be surprised. They are | :19:54. | :19:56.
expecting 12 million people to line the route. 20,000 or 30,000 will be | :19:57. | :20:04.
in Rochdale. They are expecting 800,000 people on the Saturday in | :20:05. | :20:07.
total and possibly a million on the Sunday. Make sure you plan darly | :20:08. | :20:13.
because a lot of the roads will be closed from 530, as early as that on | :20:14. | :20:19.
the day of that stage. What do you see? Do you view them coming past? I | :20:20. | :20:28.
have seen it in a previous life Earlier in my career, I mean! You | :20:29. | :20:35.
stand for ages and it goes past you very quickly. Exactly, therd is so | :20:36. | :20:41.
much paraphernalia around it, the support vehicles will come through | :20:42. | :20:45.
and one team will come throtgh and the main peloton will come through. | :20:46. | :20:49.
There is a lot more to see than people would think. More mundane | :20:50. | :20:59.
cyclists like myself, have ` look at these pictures, I took part in the | :21:00. | :21:05.
cycle race through Manchestdr yesterday. 8000 people were writing | :21:06. | :21:09.
on the roads. Right the way through dual carriageway 's! You had a | :21:10. | :21:19.
little person with you. Well done for doing that. The weather was | :21:20. | :21:21.
great. Speaking of which. The start of the week is gohng to be | :21:22. | :21:40.
very good. By Thursday we whll see changes. Wet weather will start | :21:41. | :21:45.
again. This high`pressure is now out of the way on Wednesday but by | :21:46. | :21:54.
Thursday changes occur. We cannot tell you exactly what will happen | :21:55. | :22:01.
and when the rain will turn up by Thursday, but we can definitely say | :22:02. | :22:06.
that it will be wet. Even though last night was very chilly, we are | :22:07. | :22:12.
back to a mild night tonight. All things considered, you have late | :22:13. | :22:15.
evening sunshine and although it clouded a little bit this afternoon, | :22:16. | :22:21.
that will melt away, United should be a straightforward affair. Patchy | :22:22. | :22:24.
cloud with longer and cleardr spells, the numbers are verx | :22:25. | :22:29.
important. Temperatures could be around nine Celsius in rural areas. | :22:30. | :22:34.
When you get up tomorrow morning it is another very, very nice to the | :22:35. | :22:39.
start of the day. The best of the weather will be around first thing | :22:40. | :22:44.
as it was before lunchtime today. Temperatures will rise nicely, we | :22:45. | :22:48.
will have a moderate pollen forecast for tomorrow but after lunchtime the | :22:49. | :22:52.
picture will gradually begin to change. The start is part `` under | :22:53. | :23:00.
these conditions West is best, the closer to the coast, the more | :23:01. | :23:04.
sunshine you will have for ` longer time. There will be one or two | :23:05. | :23:09.
showers in the forecast, we had the rest of showers this afternoon but | :23:10. | :23:12.
so far we have stayed compldtely dry. Fingers crossed that whll | :23:13. | :23:16.
remain that way tomorrow. I would say around 10% risk of showdrs | :23:17. | :23:23.
tomorrow. Because we have lhght winds and cooler air, temperatures | :23:24. | :23:28.
will not be too bad, 18 at ` minimum but you could get up to 21 degrees. | :23:29. | :23:33.
The outlook after that, staxing very settled as we go through Wednesday | :23:34. | :23:39.
but on Thursday and Friday things will change. Nothing dreadftl on the | :23:40. | :23:42.
horizon but the wet weather will work its way in from time to time. | :23:43. | :23:47.
We cannot tell you exactly when the rain will turn up but there will be | :23:48. | :23:50.
some. The gardens will get water! Thank you very much for that update. | :23:51. | :24:04.
I enjoyed your idea about bding reincarnated, you must have been | :24:05. | :24:07.
