questioned on suspicion of murder and child neglect. Bring us | :01:11. | :01:19.
up`to`date with the latest. That woman is still being questioned | :01:20. | :01:23.
tonight, 40 years old but not named officially by the police. This is | :01:24. | :01:28.
the Hotel that yesterday was at the centre of those frantic but futile | :01:29. | :01:33.
attempts to save the little girl's life. The flags are flying at | :01:34. | :01:38.
half`mast, a mark of respect for the little girl from Scotland who died | :01:39. | :01:43.
on holiday. Paramedics were called at 11am yesterday after a child was | :01:44. | :01:48.
reported to have drowned in the hotel pool. Before they arrived | :01:49. | :01:54.
Carol Greenwood, a retired lifeguard, intervened. I came to the | :01:55. | :01:59.
hotel pool to use the pool with my grandson. As we came out of the | :02:00. | :02:03.
changing rooms there was an incident on going and I noticed there was a | :02:04. | :02:08.
child on the bottom and I dived in and rescued the child and followed | :02:09. | :02:14.
with resuscitation. She did start to breathe and then the ambulance came | :02:15. | :02:20.
so they took over. The girl was brought ` brought first`tier to the | :02:21. | :02:24.
Blackpool Victoria Hospital and then sent for more specialist care to the | :02:25. | :02:27.
Royal Manchester Children's Hospital. Yesterday evening, after | :02:28. | :02:32.
nearly nine hours of medical attention, she was pronounced dead. | :02:33. | :02:37.
At the hotel the police investigation got underway. We just | :02:38. | :02:41.
arrived after the incident happened and as we were checking in, a | :02:42. | :02:45.
policeman came and spoke to the receptionist and asked what had gone | :02:46. | :02:50.
on and they said somebody had been taken away in an ambulance not long | :02:51. | :02:57.
beforehand. From there it seemed to snowball with lots of other | :02:58. | :03:03.
policemen coming in. The woman questioned by the police is 40 years | :03:04. | :03:08.
old and from Galashiels in the Scottish Borders. She's not been | :03:09. | :03:12.
named officially, but is believed to be the mother. A Home Office | :03:13. | :03:15.
postmaster is being carried out to establish the cause of death. ` | :03:16. | :03:21.
postmortem. Tonight the senior investigating officer tells us we | :03:22. | :03:26.
are treating this tragic incident as an unexplained death and are | :03:27. | :03:29.
continuing to investigate just how the child came into difficulties in | :03:30. | :03:31.
the pool. Thank you. | :03:32. | :03:35.
A retired Greater Manchester police officer is behind bars tonight | :03:36. | :03:38.
John Travis has been sentenced to 17 years in prison. | :03:39. | :03:41.
The court heard he subjected his victim to a campaign | :03:42. | :03:44.
of physical and sexual abuse while he was a serving officer. | :03:45. | :03:47.
North West Tonight has been told Greater Manchester Police knew | :03:48. | :03:49.
about his violent behaviour decades ago, but did nothing about it. | :03:50. | :03:52.
It was his job to uphold the law, but in the ?80s, when he was a | :03:53. | :04:03.
serving police officer, John Travis repeatedly raped a young girl. | :04:04. | :04:08.
And tonight it's being claimed Greater Manchester Police were | :04:09. | :04:10.
told at the time about his violent behaviour but didn't take action. | :04:11. | :04:21.
Jailed for 17 years, John Travis subjected his flicked into years of | :04:22. | :04:25.
mental, physical and sexual abuse. He met her in the line of duty ` | :04:26. | :04:28.
she was 11 when it began. On one occasion, | :04:29. | :04:32.
he abused her in a police gym. And she's not | :04:33. | :04:35.
the only person he abused. The police were called quite a lot, | :04:36. | :04:47.
but he would either walk out when he came or they would tell him not to | :04:48. | :04:52.
do it again. Did they ever ask if you wanted to take any action | :04:53. | :04:57.
against him? No. He was a police officer. They look after their own | :04:58. | :04:59.
in some cases. This woman, whose identity we're | :05:00. | :05:02.
protecting, says she reported John Travis to the police more than 30 | :05:03. | :05:04.
years ago ` at around the same time I feel so sorry for that girl, what | :05:05. | :05:17.
he's put her through. If they had taken me seriously, it might have | :05:18. | :05:20.
stopped that and it might never have happened. | :05:21. | :05:22.
Greater Manchester police have confirmed they're aware | :05:23. | :05:24.
This comes as the police force is already facing criticism about | :05:25. | :05:40.
The Chief Constable facing a criminal investigation over the | :05:41. | :05:46.
The victims of John Travis do now finally have justice. | :05:47. | :05:53.
There are questions, though, about why it took so long. | :05:54. | :06:02.
A murder investigation is underway in north Manchester | :06:03. | :06:04.
Police were called out to an address in Cheetham Hill this morning. | :06:05. | :06:10.
Outside, they found the body of a 38`year`old man with gunshot wounds. | :06:11. | :06:19.
A post`mortem examination is due to take place. | :06:20. | :06:22.
The Chief Inspector of Prisons says Hindley Young Offenders Institution | :06:23. | :06:25.
near Wigan is still struggling to keep its inmates safe. | :06:26. | :06:29.
An unannounced inspection in March found bullying and on average, | :06:30. | :06:32.
But it praised the quality of education, which it said | :06:33. | :06:37.
An elite cycle race that went through Barrow is estimated to have | :06:38. | :06:43.
been worth more than ?100,000 to the town's economy. | :06:44. | :06:47.
A report says the Pearl Izumi race in May attracted 12,000 spectators. | :06:48. | :06:53.
13% came from outside the county and 85% stayed overnight. | :06:54. | :06:58.
A new record has been set in Blackpool today | :06:59. | :07:00.
At 18 metres, it's around the height of two houses | :07:01. | :07:06.
Organisers claim it would bounce 115 feet if dropped from the top | :07:07. | :07:12.
It's part of a campaign by Visit Blackpool and Merlin | :07:13. | :07:19.
Entertainments to try and encourage more visitors to the resort. | :07:20. | :07:25.
Not sure how you would get it to the top of the Blackpool Tower! A couple | :07:26. | :07:35.
who fraudulently claimed almost ?90,000 in benefits are beginning a | :07:36. | :07:38.
jail sentence. Shirley Patterson and David Tracey were motivated by | :07:39. | :07:43.
greed, the court heard. They were also part of a wider family group to | :07:44. | :07:49.
fraud in the system in their own way. | :07:50. | :07:53.
Between them they fraudulently claimed around ?160,000, a father, | :07:54. | :07:58.
his son and daughter and their partners. Liverpool Crown Court | :07:59. | :08:01.
heard one of them was Cheryl Patterson, who claimed around | :08:02. | :08:08.
?89,000 in various benefits. She said she was a single parent living | :08:09. | :08:14.
alone. In reality she was sharing a home with David Tracey, her | :08:15. | :08:18.
partner. Between them they fabricated documents, created a | :08:19. | :08:22.
false tenancy agreement and claimed benefits. She claimed tax credits, | :08:23. | :08:27.
income support and council and housing benefit over a five`year | :08:28. | :08:30.
period. David Tracey was the owner of the house. We need to distinguish | :08:31. | :08:37.
between those people genuinely entitled to benefits and working | :08:38. | :08:41.
hard and receiving benefits justifiably, and we want to support | :08:42. | :08:45.
those residents, we have a full system in place here, but when | :08:46. | :08:49.
people defraud the system they get punished. Earlier this year another | :08:50. | :08:56.
family member, Victoria Tracy and her partner Andrew Kennedy, were | :08:57. | :09:01.
convicted of benefit fraud totalling ?55,000 and sentenced to nine months | :09:02. | :09:05.
in jail. Just like the other couple, they spent their money on cruises | :09:06. | :09:11.
and spent lavishly. Today Dennis Tracey, who owned one of the | :09:12. | :09:14.
properties and made. In severe housing benefit of around ?14,000, | :09:15. | :09:19.
which he has since paid back, was ordered to pay a fine of around | :09:20. | :09:26.
?2000. But in sentencing Patterson and Tracy, the judge told the | :09:27. | :09:27.
pair... The couple were sentenced to 12 | :09:28. | :09:31.
months in jail. Ready for lift`off ` | :09:32. | :09:35.
we look ahead to the new Premier And harvesting goodwill ` | :09:36. | :09:40.
the gardeners raising money to make their allotments | :09:41. | :09:44.
wheelchair`friendly. The Mayor of Liverpool, | :09:45. | :09:56.
Joe Anderson, says libraries in the city will have | :09:57. | :09:58.
to close because of budget cuts, The city council's cabinet this | :09:59. | :10:01.
morning approved the closure of 11 of the city's 19 libraries, | :10:02. | :10:04.
saving ?2.5 million. Mayor Anderson says the council has | :10:05. | :10:07.
to cut more than ?150 million In a moment, a report | :10:08. | :10:10.
on today's events in Liverpool. First here's Roger with a look at | :10:11. | :10:21.
how libraries across the north west During the financial year 2008`9, | :10:22. | :10:24.
the North West had 474 libraries. They included everything | :10:25. | :10:29.
from council`run facilities to But by 2012`13, | :10:30. | :10:30.
the most up`to`date figures In fact, during the course | :10:31. | :10:35.
of that last year alone, the North West saw the amount of money | :10:36. | :10:45.
spent on its libraries cut by nearly Our Merseyside reporter Andy Gill | :10:46. | :10:48.
reports on today's protests But not from a small | :10:49. | :10:55.
but vocal group of protestors Among them a best`selling children's | :10:56. | :11:04.
author who says Liverpool should be I think it would be a catastrophe | :11:05. | :11:20.
for the city. It was city of culture, I don't want it to be city | :11:21. | :11:22.
of philistinism. The 11 libraries earmarked for | :11:23. | :11:24.
closure are located across the city. The council says most | :11:25. | :11:27.
but not all have lower numbers Manchester already has seven | :11:28. | :11:29.
community`run libraries ` I'm sure there was some apprehension | :11:30. | :11:42.
about how it could be run by volunteers, but we've had so much | :11:43. | :11:46.
support from the city councils that kind of working out at moment. This | :11:47. | :11:58.
might happen here, but the mayor says the financial situation is such | :11:59. | :12:02.
that the library budget must take cuts and the passion of those | :12:03. | :12:06.
opposed won't make any difference. We simply have to make that tough | :12:07. | :12:11.
choice about how we reconfigure the library service. We have to save | :12:12. | :12:17.
?2.5 million. If we don't, it will have to come from elsewhere. | :12:18. | :12:19.
The council has to save a total of ?157 million by 2017. | :12:20. | :12:22.
But the opposition Green Party says libraries are important enough | :12:23. | :12:24.
for the mayor to use discretionary funds to keep them open. | :12:25. | :12:30.
I think because it's part of the cement that hold the local community | :12:31. | :12:36.
together, anyone can go into a library, whatever age gone income | :12:37. | :12:38.
gender, it's a place for everybody. Today, the cabinet approved | :12:39. | :12:41.
the closures in principle. A final decision is expected | :12:42. | :12:43.
towards the end of the year. Earlier, I spoke to the chairman | :12:44. | :12:46.
of the Library Campaign and started by asking her | :12:47. | :12:49.
about the impact of the cuts to A lot of people | :12:50. | :12:52.
in Liverpool are going to lose a really precious front line | :12:53. | :12:56.
service which is useful in so many ways I can hardly begin to | :12:57. | :12:59.
count them, for very little saving. But with the amount of information | :13:00. | :13:05.
available on the Internet these days, surely fewer people are using | :13:06. | :13:09.
libraries and it makes sense to make If you go into a library, | :13:10. | :13:12.
they all have Internet access Eight million people in this country | :13:13. | :13:19.
don't have access to the Internet, a bunch more don't know how to use | :13:20. | :13:30.
it and need help with it. That's one of the main functions | :13:31. | :13:33.
of libraries these days. Councils are facing | :13:34. | :13:35.
difficult decisions. Many people would say make cuts | :13:36. | :13:37.
in libraries They are useful for health and crime | :13:38. | :13:39.
prevention, keeping people independent in old age and just | :13:40. | :13:46.
giving people some free fun locally, pre`schoolers learning to read | :13:47. | :13:55.
and there's no more useful space What do you think will happen next | :13:56. | :13:58.
in terms of library provision? What is the future | :13:59. | :14:04.
of library provision in the UK? The future looks very grim | :14:05. | :14:07.
unless something happens Liverpool is the worst | :14:08. | :14:09.
of the beginning, as it were. We are looking at mass closures, | :14:10. | :14:19.
an attempt to dump libraries onto volunteers, none | :14:20. | :14:22.
of whom want to do it and none of The library service is a precious | :14:23. | :14:25.
asset that can be used in so many Richard's here with | :14:26. | :14:32.
the sport now and fans of our Premier League clubs will have one | :14:33. | :14:44.
or two butterflies in the stomach. At one point it felt like half the | :14:45. | :14:54.
Premier League teams were up here, last season we any have four and now | :14:55. | :15:01.
it's back to five. Back up to five with Burnley promoted and what a | :15:02. | :15:04.
season it is for whoever you support,. | :15:05. | :15:07.
Whether it's fans of the champions, Manchester City, | :15:08. | :15:09.
or newly promoted Burnley, they'll all have everything crossed. | :15:10. | :15:11.
It starts with Manchester United at home to Swansea followed | :15:12. | :15:14.
Liverpool welcome Southampton to Anfield in their opener on Sunday, | :15:15. | :15:17.
Burnley are preparing for the little matter of Jose Mourinho's Chelsea | :15:18. | :15:21.
Burnley are in the Premier League! We understand the challenges, some | :15:22. | :15:41.
of the powerful clubs out there and some of the good players out there. | :15:42. | :15:47.
All the mantras we believe in, we want to be relentless in our | :15:48. | :15:48.
attitude and our thinking. Still Lukaku! 2`0! To maintain the | :15:49. | :16:04.
level we showed last season with the extra demand of European football, | :16:05. | :16:09.
it's as simple as that. It's not about reaching certain positions or | :16:10. | :16:14.
certain levels, it's about replicating what we did last | :16:15. | :16:21.
campaign with the group a year wiser. Lovely ball round the | :16:22. | :16:30.
goalkeeper, Sturridge! Gerrard! Irrespective of what happened with | :16:31. | :16:38.
people leaving, we needed to add more depth and I'm happy with the | :16:39. | :16:43.
people we've brought in. This summer has been our biggest window for a | :16:44. | :16:47.
couple of years. We hope to get one or two more. Yaya Toure, what a | :16:48. | :16:59.
Behrami, what a goal! I think the Premier League will be like the last | :17:00. | :17:03.
Premier League. Five or six every strong teams. All of them want to | :17:04. | :17:10.
win the title. We also want to retain it. We'll see over the year. | :17:11. | :17:23.
Wayne Rooney! What a goal. I'm very confident, I'm not nervous. You | :17:24. | :17:28.
don't see it? Nine players injured and I'm not nervous. We have beaten | :17:29. | :17:34.
them all until now, but tomorrow is the most important thing. Can't | :17:35. | :17:43.
wait! Let's talk through some of the issues with Danny Mills. Start with | :17:44. | :17:51.
Manchester United. They play in the lunch time kick`off tomorrow against | :17:52. | :17:54.
Swansea. What do you make of them under Louis van Gaal and how much | :17:55. | :17:59.
stronger will they be? Nothing has really changed. There might be a | :18:00. | :18:03.
change in formation, but they've lost a lot of defenders, Ferdinand, | :18:04. | :18:09.
Vidic, Evra. That's a big weakness. A lot of experience as gone. The | :18:10. | :18:14.
formation of top will be different, maybe two up top with Mata behind. | :18:15. | :18:19.
Unless they add two or three players in the next two weeks, I think they | :18:20. | :18:24.
will find it difficult to reach the top four. They are trying to sign | :18:25. | :18:29.
players. Manchester City will definitely challenge for the title, | :18:30. | :18:34.
but what about Liverpool? Have they've replaced Luis Suarez? That's | :18:35. | :18:39.
almost an impossible task. His goals last season were fantastic, the way | :18:40. | :18:44.
he played, the partnership with Daniel Sturridge. Can Sturridge live | :18:45. | :18:48.
up to expectations for a second season? I'm not sure he'll be as | :18:49. | :18:52.
good without Suarez. They've brought in a lot of players and a lot of | :18:53. | :18:56.
those are maybe squad players. Lambert won't play that often. Even | :18:57. | :19:03.
the likes of Lallana? Is he better than what they've got already and | :19:04. | :19:08.
will he play ahead of Sterling? Lovren is probably their key | :19:09. | :19:12.
signing. Their defence wasn't good enough last season. City had | :19:13. | :19:18.
problems last season, but they've sorted out that problem. Man City | :19:19. | :19:23.
will be very strong. What about Everton? They've signed Lukaku, who | :19:24. | :19:29.
was there on loan last season, Gareth Barry. How difficult is it | :19:30. | :19:33.
for Everton to stay in the top five? To stay in the top five will be a | :19:34. | :19:38.
huge achievement. No one expects Manchester United to finish seventh | :19:39. | :19:42.
under Louis van Gaal. The assumption is they will add players. If Everton | :19:43. | :19:48.
can finish in the top six, it will be a fantastic achievement. Lukaku | :19:49. | :19:52.
was vital season. To replace him would have been almost impossible. | :19:53. | :19:58.
We shouldn't move on without talking about Burnley. They have added half | :19:59. | :20:04.
a dozen players, but no standout signings where you would say they | :20:05. | :20:09.
would really be a Premier League signing. They haven't got marquee | :20:10. | :20:13.
players, but they never had them in the Championship it was a team | :20:14. | :20:19.
ethic. They played some very, very good football. They will be a | :20:20. | :20:23.
surprise package, they will surprise a couple of things. Some teams will | :20:24. | :20:28.
go to Burnley and look at the little ground and underestimate them. They | :20:29. | :20:31.
will cause upsets. Whether they have enough strength in depth and quality | :20:32. | :20:37.
to last the season, it will be very difficult, and it doesn't come | :20:38. | :20:40.
tougher than Monday night, at home to Chelsea. You can hear Danny on | :20:41. | :20:45.
five live at seven o'clock this evening. | :20:46. | :20:47.
In Super League, Wigan missed the chance to go to the top | :20:48. | :20:50.
after a dramatic down`to`the`wire 14`14 draw at Hull KR. | :20:51. | :20:52.

Super League ` there's coverage and commentary of this weekend's action | :21:36. | :21:37.
on your local BBC radio stations either on FM, AM, DAB or online. | :21:38. | :21:45.
The official launch of Bolton boxer Amir Khan's charity, | :21:46. | :21:48.
the AK Foundation, has raised ?218,000 so far. | :21:49. | :21:56.
The money will be used to help disadvantaged young people | :21:57. | :21:59.
around the world as well as supporting disaster emergencies. | :22:00. | :22:07.
Great effort by his foundation. I can't wait for the Premier League. | :22:08. | :22:14.
Interesting to hear from Danny Mills. The last couple of nights | :22:15. | :22:17.
we've had some detailed looks ahead to Burnley and Manchester City as | :22:18. | :22:22.
well. Thank you. Yesterday on North West Tonight, we | :22:23. | :22:26.
told you about a group gardeners who are hoping to raise money to make | :22:27. | :22:29.
their allotment wheelchair`friendly. The Crumpsall and Cheetham Hill | :22:30. | :22:31.
Allotment Society are gearing to host Veg Fest, their biggest ever | :22:32. | :22:34.
event and hoping to raise ?10,000. In the second part of our series, | :22:35. | :22:37.
Elaine Dunkley has been to see how There have been rich pickings | :22:38. | :22:40.
at the Crumpsall and Cheetham Hill Allotments, but with Veg Fest | :22:41. | :22:58.
looming, Val is out and about looking for the cream of the crop | :22:59. | :23:01.
of musicians to draw in the crowds. We have got a little bit of a drama, | :23:02. | :23:08.
a band may pull out. I'm here today to see | :23:09. | :23:13.
if we can get another one Time is ticking, but Manchester | :23:14. | :23:15.
indie band The Dead Seas have agreed It's going to be a big thing | :23:16. | :23:25.
and we just want people to hear Val may have musicians, | :23:26. | :23:32.
but she also needs a stage Next stop, the Blackthorn Festival | :23:33. | :23:40.
near Stockport. Local entrepreneur Craig West is | :23:41. | :23:47.
doing the stage and lighting and Basically it was a good cause and | :23:48. | :23:51.
we try to help out where we can. Make sure it goes smooth and it's a | :23:52. | :23:57.
good event and happy to be involved. Things are also going well | :23:58. | :24:02.
for organiser Matt, who's turning home`grown rhubarb | :24:03. | :24:05.
into a tipple for the event. Back at base, | :24:06. | :24:08.
it's not all going to plan. One of the prize hanging baskets has | :24:09. | :24:19.
been stolen and there's a whiff Been a few pumpkins sabotaged ` | :24:20. | :24:25.
slashed. The best | :24:26. | :24:32.
in show is fiercely competitive. Emelio knows what it feels | :24:33. | :24:38.
like to hold the coveted title. So it's finally coming together | :24:39. | :24:45.
for Sunday's show and it's green I'm worried about Veg Fest! Because | :24:46. | :25:07.
of the forecast. I thought today would have been a great day for the | :25:08. | :25:12.
gardeners. You need the visitors in to get to ?10,000. It's going to be | :25:13. | :25:20.
blustery, very blustery on Sunday. It's a weekend of two harvests. A | :25:21. | :25:25.
little bit of everything. Saturday turns wet eventually because the | :25:26. | :25:30.
rain will take some time to reach all of us. Sunday is very windy with | :25:31. | :25:35.
blustery showers. Look at this on Saturday. This is why it takes so | :25:36. | :25:41.
long for the rain to get to us. Look at the isobars and the wind. Up to | :25:42. | :25:47.
gale force on Sunday around coasts and hills. Over the last couple of | :25:48. | :25:51.
hours we've had showers here and there. They haven't been that | :25:52. | :25:54.
widespread over the afternoon. Mostly in the Pennines. For the most | :25:55. | :26:04.
part it should be dry this evening. Most places see temperatures up at | :26:05. | :26:10.
in the towns and cities a little in the towns and cities a little | :26:11. | :26:15.
higher. If you're coming home at 5am, you deserve to bump into a | :26:16. | :26:20.
shower! They could be around for a short while, but most of Saturday is | :26:21. | :26:25.
relatively quiet. Not much going on. A lot of cloud cover which will | :26:26. | :26:29.
break from time to time. As the morning goes on, one or two showers | :26:30. | :26:35.
coming in from the Irish Sea, but not that widespread. Not a great | :26:36. | :26:38.
deal of sunshine soaked it will looked us appointing. In the | :26:39. | :26:43.
afternoon, signs of more organised rain pushing in. That's when it | :26:44. | :26:49.
tries to start to move south, but by tea`time it hasn't made it | :26:50. | :26:52.
everywhere so most of Saturday for most of us is fairly usable. 17 and | :26:53. | :26:59.
18 Celsius. After that, the rain works through on Saturday night and | :27:00. | :27:03.
it's fairly heavy, and the wind picks up. The Met office have issued | :27:04. | :27:10.
an early alerts that the wind could be an issue. 40 to 50 mph. In the | :27:11. | :27:14.
winter that wouldn't be an issue, but at this time of year it could | :27:15. | :27:19.
cause disruption. The showers will be blustery, but away from them, | :27:20. | :27:26.
some spells of sunshine, but poor temperatures. | :27:27. | :27:34.
Veg Fest has to be worth a visit because you'll get a chance to meet | :27:35. | :27:38.
Doug the gardener! And Russell the leaf cleaner. Have a lovely weekend, | :27:39. | :27:43.
thanks for watching. the good, the bad | :27:44. | :28:27.
and the soggy-bottomed. I'm Jo Brand and I'm serving up | :28:28. | :28:28.
an Extra Slice of Bake Off action I'll shine a spotlight | :28:29. | :28:31.
on all the goings-on in the tent - the good, the bad | :28:32. | :28:36.
and the soggy-bottomed. And every week, I'll be joined by | :28:37. | :28:38.
the latest baker to leave the tent. | :28:39. | :28:43. |
