Demand for foodbanks increases as families struggle to feed

:00:00.:00:13.

In Liverpool, one run out of food. They say, we're sorry. They have to

:00:14.:00:29.

go home empty`handed. It is heartbreaking. Staff say they were

:00:30.:00:33.

forced to choose who to help. The thieves who stole a lawn

:00:34.:00:36.

in Lancashire are caught on camera. Mario Balotelli is lined up to

:00:37.:00:53.

replace Luis Suarez. And meet Britain's first high`tech donkey.

:00:54.:01:02.

Foodbanks throughout the North West say they've had to help

:01:03.:01:05.

a growing number of families unable to feed their children

:01:06.:01:13.

They say the problem is particularly acute for children who

:01:14.:01:16.

Teachers say last year some pupils were visibly thinner when they

:01:17.:01:20.

Today we spoke to foodbanks in Lancashire, Cumbria, Greater

:01:21.:01:29.

Manchester and Merseyside who told us they've seen a rise in the number

:01:30.:01:34.

In Lancashire, The Brunswick Street Foodbank in Blackburn usually feeds

:01:35.:01:37.

Last month that figure rose to 945, a 32% increase.

:01:38.:01:47.

Before the summer holidays, the Barrow Foodbank

:01:48.:01:50.

Last month that almost doubled to 913 people, a huge increase of 93%.

:01:51.:01:59.

In Greater Manchester a smaller foodbank serving

:02:00.:02:03.

the community of Salford saw a rise of just under 20%.

:02:04.:02:06.

In Liverpool, one foodbank recently ran out of food, leaving staff

:02:07.:02:10.

in tears as they had to decide which families most needed help.

:02:11.:02:15.

Our reporter Lindsey Prosser spent the day at the Hope Plus Foodbank.

:02:16.:02:23.

The young and vulnerable have always be welcome here. But over the summer

:02:24.:02:30.

holidays, the number of families asking for help has grown. It is a

:02:31.:02:36.

struggle sometimes. If you come here, it eases the pressure.

:02:37.:02:43.

Helen, not her real name, has struggled to feed her children,

:02:44.:02:46.

her husband is on a low wage and she's had to come here for help.

:02:47.:02:50.

We can't always afford home meals. You just have to buy what you can.

:02:51.:02:58.

With more families in the same position as Helen's demand

:02:59.:03:02.

We are hearing from local primary schools but also local secondary

:03:03.:03:13.

schools, many of whom carry vouchers for us. The reason they were going

:03:14.:03:22.

to be giving Belcher `` voters out to us is because they were seeing

:03:23.:03:25.

kids coming back to school visibly thinner. `` vouchers.

:03:26.:03:33.

The volunteers here are always busy but with donations

:03:34.:03:36.

down over the summer holidays they recently ran out of food.

:03:37.:03:42.

To have contact with them and say that they have to go away

:03:43.:03:47.

empty`handed, it's just literally heartbreaking. You go home and dwell

:03:48.:03:50.

on it. The Government says demand

:03:51.:03:53.

has increased because more Organisers say they're meeting

:03:54.:03:55.

a growing need. I think more people are coming to

:03:56.:04:05.

foodbanks because they need them and now they know we are here. Before

:04:06.:04:11.

that, they were either going without, borrowing from family and

:04:12.:04:12.

friends, or shoplifting. Satisfying the increased demand

:04:13.:04:16.

for a food is a challenge these We asked for an interview with a

:04:17.:04:29.

Government minister about the increased amounts for foodbanks. The

:04:30.:04:35.

torrent us down but a spokesman told us, we spend ?94 billion a year on

:04:36.:04:41.

working age benefits and the welfare system provides a safety net to

:04:42.:04:46.

support millions of people on low income or the unemployed. We have

:04:47.:04:49.

continued to help hard`working people by increasing personal

:04:50.:04:55.

allowance, freezing fuel duty, and providing free school meals and

:04:56.:04:57.

tax`free childcare. Police in Manchester have rescued a

:04:58.:05:01.

woman from Latvia who is believed to have been trafficked into the UK and

:05:02.:05:04.

kept prisoner for more than a year. They were alerted

:05:05.:05:07.

by Interpol who had been contacted Three people have been arrested

:05:08.:05:09.

on suspicion of false imprisonment Our reporter Judy Hobson is outside

:05:10.:05:13.

Longsight Police Station We haven't been given the name of

:05:14.:05:32.

this woman. Police say she is 36 and came to the UK last summer because

:05:33.:05:36.

she was told she could have a job on a mushroom farm. When she arrived,

:05:37.:05:41.

there was no job. Instead, officers believe she was held captive and

:05:42.:05:46.

that would have been for 14 months. She was due to be forced into

:05:47.:05:54.

marriage. She was normally supervised. She somehow managed to

:05:55.:05:59.

phone her mother in Latvia on supervised and tell her what was

:06:00.:06:01.

happening. Tell us a little bit more about how

:06:02.:06:05.

it happened. It's remarkable. This lady had no idea of her

:06:06.:06:17.

address. She knew she was in South Manchester but gave a detailed

:06:18.:06:19.

description of the flat to her mother. That was passed on to police

:06:20.:06:26.

here and it took them less than 24 hours to find the property. When

:06:27.:06:29.

choose to, they raided it and found the alleged victim. Detective

:06:30.:06:35.

Inspector David Tollner from Greater Manchester Police commended her for

:06:36.:06:43.

her bravery, defying her captors to assist in her rescue. He also said

:06:44.:06:48.

we should commend the fine police work of the officers able to make

:06:49.:06:53.

these arrests. 231`year`old men and 40 sexual women have been arrested

:06:54.:06:58.

`` 46`year`old. A man from Manchester has been

:06:59.:07:02.

charged after the death Rhyan Wilson was killed when

:07:03.:07:04.

a brawl started outside a pub in the Dannell Dunkley

:07:05.:07:09.

from Gorton is accused of murder A woman has been charged

:07:10.:07:12.

with assisting an offender. There's been a rise in the number

:07:13.:07:14.

of sexual offences committed Figures from British Transport

:07:15.:07:17.

Police show the number of assaults went up from 56 to 67 last year,

:07:18.:07:23.

though overall crime fell. The number of cable thefts also

:07:24.:07:26.

dropped after a high`profile Football boots belonging to players

:07:27.:07:29.

and staff at Accrington Stanley have been stolen as the team were playing

:07:30.:07:35.

away over the weekend. Lancashire Police are investigating

:07:36.:07:38.

a break`in at the Crown Ground kit room as the

:07:39.:07:44.

team lost 4`0 at Cheltenham Town. A second break`in happened on

:07:45.:07:55.

Tuesday. 514`year`olds are being questioned.

:07:56.:07:57.

You'll have heard the expression 'if it's not nailed

:07:58.:07:59.

Well, for one family in West Lancashire, it came true just

:08:00.:08:03.

Two thieves stole has freshly laid path early in the morning. They did

:08:04.:08:19.

not only were being filmed and the footage has become an Internet

:08:20.:08:20.

sensation. `` they did not know. A summer morning in Skelmersdale

:08:21.:08:28.

just after 5:00am. Two women helping themselves to

:08:29.:08:30.

a green`fingered gardener's labour They have two prams waiting up the

:08:31.:08:38.

street. One is full of turf and one is full of electrical items.

:08:39.:08:40.

Bob Stacey's CCTV system caught the light`fingered ladies' red`handed.

:08:41.:08:45.

I'm quite speechless. They are obviously daily thieves. You would

:08:46.:08:52.

think they would have some knowledge to actually look up and think, maybe

:08:53.:08:54.

we won't do that. Bob was fast asleep when

:08:55.:08:56.

during theft, this is CCTV footage he filmed

:08:57.:08:58.

on his mobile phone hours later. The thieves,

:08:59.:09:00.

unaware of his all`seeing eye, It took them about 40 minutes. They

:09:01.:09:13.

stopped halfway through to have a cigarette. It was hard work.

:09:14.:09:15.

The lawn's owner's been unavailable today.

:09:16.:09:17.

Since the grass grab, it's been relaid.

:09:18.:09:18.

Bob Stacey's wife says now the world, via the web,

:09:19.:09:21.

knows about their CCTV other criminals will stay away.

:09:22.:09:29.

I think it's really good. Hopefully more people will get CCTV and we

:09:30.:09:44.

won't have any more thieves. I know who they are. I've shown the police

:09:45.:09:47.

but apparently it is not enough evidence. I think they are looking

:09:48.:09:51.

at it again which is the least they can do. Manchester police have

:09:52.:09:56.

investigated this incident but there are no moral lines of enquiry. They

:09:57.:09:59.

are appealing for witnesses. Three`year`old Harry Halpin suffers

:10:00.:10:06.

from a rare condition known A cruel disease, it attacks the

:10:07.:10:09.

muscles, with most sufferers needing There's no known cure,

:10:10.:10:15.

and campaigners say attempts to find one are being hindered

:10:16.:10:25.

by current Government policy. In a moment I'll be talking to

:10:26.:10:27.

the Chief Executive of the Muscular Dystrophy Campaign

:10:28.:10:30.

but first, Gill Dummigan's been to He's a happy little boy with

:10:31.:10:34.

a zest for life. But Harry Halpin is already showing

:10:35.:10:40.

signs of the condition which could leave him

:10:41.:10:43.

unable to walk by the age of 12. It is devastating. It's so upsetting

:10:44.:10:55.

when you see him with other children, that they are climbing

:10:56.:10:59.

around and he just can't move in the same way.

:11:00.:11:00.

Duchenne muscular dystrophy is a progressive condition

:11:01.:11:02.

which attacks the body's muscles, including the heart and lungs

:11:03.:11:04.

and there is currently nothing available to stop that progression.

:11:05.:11:07.

Few sufferers live to see their 30th birthday.

:11:08.:11:10.

Harry's parents are desperate for a cure.

:11:11.:11:16.

We read the Internet every day, look at all the research that's going

:11:17.:11:24.

on. They just give us hope that each day, something is going to happen.

:11:25.:11:30.

We have two say it to each other every night in bed. He is going to

:11:31.:11:35.

be OK, isn't he? We say that to each other.

:11:36.:11:38.

Campaigners say treatments for rare diseases will always cost more

:11:39.:11:40.

than other drugs, as the potential market is so much smaller.

:11:41.:11:43.

Because of this, they say they need a new model of sustainable

:11:44.:11:46.

They also want them to be assessed differently when it comes to meeting

:11:47.:11:55.

the NHS's value for money test, and they want increased support for

:11:56.:12:02.

clinical trials infrastructure, such as patient registries and databases.

:12:03.:12:10.

For Harry, that can come is enough. `` can come soon enough. He is

:12:11.:12:32.

declining in his movement. A campaign is asking the Government to

:12:33.:12:40.

tackle the problem. You can see and hear the frustration in Harry's

:12:41.:12:46.

mother's voice. What is holding things back in terms of treatment?

:12:47.:12:52.

There are two things. The need for clinical trials to be completed to

:12:53.:12:57.

show that new drugs are safe. Second, this is where we are really

:12:58.:13:01.

concerned, we need is streamlined system to allow access for people

:13:02.:13:11.

like young Harry. In 2012, the fund for rear diseases was abolished.

:13:12.:13:22.

What effect has that had? `` rare. The Government made a change in one

:13:23.:13:25.

area which had an unfortunate consequence on that front. That Mac

:13:26.:13:39.

fund. Well all the arguments go on about funding and trials, time is of

:13:40.:13:45.

the essence for people like Harry. Very much so. They are devastating

:13:46.:13:49.

conditions were boys are losing muscle strength they buy day. It is

:13:50.:13:54.

a race against the clock. It shouldn't take more than 12 months

:13:55.:13:59.

later does now to get an approved or see the drug through to patients.

:14:00.:14:09.

Must be shortened. `` safe drug. We've emphasised how urgent it is in

:14:10.:14:17.

everyday matters. Muscle fibre is being lost every day, we can't

:14:18.:14:19.

afford to waste time. Resident in Manchester have said

:14:20.:14:38.

that the street has been plagued with violence because of drinking. A

:14:39.:14:45.

man was blinded on Sunday. Today, it had its alcohol licence suspended.

:14:46.:14:50.

Local people say more needs to be done.

:14:51.:14:51.

It is just over a male long `` mile long, but Moston Road is said to be

:14:52.:15:12.

violent place. The council has suspended its licence because of

:15:13.:15:17.

numerous breaches. I've received numerous complaints from residents.

:15:18.:15:26.

People claim they are opening a restaurant, of which we would not

:15:27.:15:31.

complain or object, but in fact they are opening up the legally ``

:15:32.:15:40.

illegally against the conditions that were laid against them. Some

:15:41.:15:45.

residents would go out at night because people are drinking. On a

:15:46.:15:53.

Saturday, people fall about all over the street. The police and ambulance

:15:54.:15:59.

are always here and it is just a shambles. It needs to be sorted out.

:16:00.:16:08.

One track owner Karen has similar complaints. We've had numerous tyres

:16:09.:16:15.

popped, we've seen fighting outside, loud music. In the early hours of

:16:16.:16:25.

Saturday morning, a man was beaten and blinded in one eye when a fight

:16:26.:16:29.

broke out in this restaurant. Two men have been arrested. The owners

:16:30.:16:34.

say the fight was nothing to do with them and they haven't been breaking

:16:35.:16:39.

the law. They are trying to minimise trouble, I know that, but it is

:16:40.:16:49.

unfair on us. It's not our fault. Police say the investigated every

:16:50.:16:51.

business selling alcohol here and patrols will be on this weekend.

:16:52.:16:58.

Mario Balotelli could be on his way to Anfield. Should the club be once

:16:59.:17:12.

bitten, twice shy? And Dillon writes into Blackpool with a saddle machine

:17:13.:17:18.

that takes contactless cards. Why not be modern? We're changing all

:17:19.:17:20.

the time. A North West artist who created

:17:21.:17:24.

a chandelier from thousands of earrings was surprised

:17:25.:17:28.

and delighted to receive a national award from Mick Jagger's

:17:29.:17:32.

daugher, Jade, this afternoon. Lauren Sagar's glittering chandelier

:17:33.:17:37.

has been voted In a surprise ceremony in Burnley,

:17:38.:17:41.

the accolade was presented by Jade, a model`turned`jewellery designer,

:17:42.:17:45.

who's a big admirer of Lauren's Our reporter Eno Eruotor was in

:17:46.:17:48.

on the secret. Standing at over eight feet tall

:17:49.:17:52.

and dripping with dazzling jewels of all shapes and sizes,

:17:53.:17:56.

this chandelier is made from over 3500 very special single

:17:57.:18:00.

earrings, donated by owners who have I had lost one that my husband gave

:18:01.:18:17.

me. When I heard about the project, I thought it was a worthwhile cause

:18:18.:18:24.

because that way, he is twinkling down at me from the chandelier. The

:18:25.:18:33.

Chandelier of Lost Earrings began life at Saint Mary's maternity

:18:34.:18:35.

Hospital in Manchester. Weighing in at 75 kilos,

:18:36.:18:36.

the artwork seamlessly weaves many individual and emotional stories

:18:37.:18:39.

of loss and love into one object. I always lose earrings. I kept

:18:40.:18:49.

thinking, something has to be done, because women lose one and you don't

:18:50.:18:51.

want to throw the other one away. And now glass artists Lauren Sagar

:18:52.:18:54.

and Sharon Campbell have be rewarded They've beaten 730 other artists to

:18:55.:18:57.

win the UK's best art project by public vote in the

:18:58.:19:03.

National Lottery Awards. The only thing is,

:19:04.:19:05.

the artists don't yet know they have So jewellery designer Jade Jagger is

:19:06.:19:08.

here to do the honours The owners You have won the award. I think it

:19:09.:19:30.

is a great idea to create something from lost objects. It is bringing

:19:31.:19:35.

life to something that has otherwise lost its meaning.

:19:36.:19:43.

The owners of the earrings may not have found the other half of the

:19:44.:19:46.

pair, but the Chandelier of Lost Earrings has found its way into the

:19:47.:19:49.

Mario Balotelli is returning as Luis Suarez leaves. The Liverpool manager

:19:50.:20:33.

said that he did not want him previously. There are just ten days

:20:34.:20:41.

until the transfer window closes. Unforgettable, and at times

:20:42.:20:45.

seemingly uncontrollable. Mario Balotelli remains one of football's

:20:46.:20:51.

most combustible characters. These were the scenes after he signed for

:20:52.:20:57.

a C Milan. At Manchester city, his list of bad behaviour was long.

:20:58.:21:09.

There is no doubt that Mario Balotelli is a talented player with

:21:10.:21:15.

30 goals in just over 50 appearances. After the club lost one

:21:16.:21:21.

controversial player in Luis Suarez, fans are asking why Mario Balotelli?

:21:22.:21:27.

He's a liability like Suarez. I think if Rogers can have a word with

:21:28.:21:32.

him, he would be great. If nothing else, it will be fun and games.

:21:33.:21:37.

Manchester United fans will have picked up the news that the

:21:38.:21:44.

Argentinian is out of real Madrid. He has accepted an offer from the

:21:45.:22:00.

European champions. At the moment, nothing is being done. It's

:22:01.:22:06.

something that we will consider. Burnley are hoping to add to their

:22:07.:22:14.

squad and after spending ?7 million on new players, it is the British

:22:15.:22:18.

market where there efforts are focused. It is knowledge we have of

:22:19.:22:24.

players for the Redfield, but it is not as in`depth as we would like.

:22:25.:22:34.

Blackburn Rovers have rejected an offer for Jordan Rhodes. 53 goals

:22:35.:22:58.

has caught some guys. Eyes. The man that Balotelli mate be replacing,

:22:59.:23:04.

Luis Suarez, is still controversial. One young lad surprises them with a

:23:05.:23:14.

cheeky question. Did you ever get bitten by Luis Suarez?

:23:15.:23:30.

LAUGHTER Very diplomatically laughed!

:23:31.:23:37.

Blackpool's beaches have been busy this week,

:23:38.:23:39.

and so have the donkeys who provide rides for children along the sand.

:23:40.:23:42.

But one donkey has been trialling new technology that allows parents

:23:43.:23:45.

Meet Dillon, one of 80 donkeys that walk the sands of Blackpool beach,

:23:46.:23:57.

Dillon stands out. He likes the attention. We thought he would be a

:23:58.:24:12.

prime candidate to take on the new machine. The contactless saddle is

:24:13.:24:22.

the same terminal you get in a shop. It is embedded into the donkey's

:24:23.:24:26.

saddle so it is light and easy to use.

:24:27.:24:27.

Today everyone paid cash, but they weren't against the idea

:24:28.:24:30.

Not everybody carries cash anyway. We just read about a tenner in the

:24:31.:24:43.

arcades so I had ?2 50. If my boy had wanted a go, he would have been

:24:44.:24:46.

able to, so it's a good idea. I haven't got a card but I think it's

:24:47.:24:53.

a good idea. We're at doing contactless on the transport in

:24:54.:25:01.

London. So why not look at another form of transportation? We don't all

:25:02.:25:08.

commute by donkey in the North! Maybe now you can! He is the first

:25:09.:25:14.

donkey on the beach going contactless, so he is wondering what

:25:15.:25:18.

the fuss is about, but he's handling it well.

:25:19.:25:21.

The only problem you might have is getting Dillon to stay still

:25:22.:25:24.

It was blowing a gale today but it gets better. This cold beer that has

:25:25.:26:03.

been across us through the week `` air. Tomorrow is mostly dry.

:26:04.:26:17.

Southern part of the region today have hardly seen a drop of rain but

:26:18.:26:19.

it is going to arrive eventually. Once the sun goes down, it will come

:26:20.:26:29.

in from the Irish sea. There could be heavy bursts over the high ground

:26:30.:26:35.

with temperatures of seven or eight Celsius. For tomorrow, when you

:26:36.:26:44.

first get up, it's not a brilliant picture. Showers will be around for

:26:45.:26:49.

the first hour but then they die away and the picture improves. It

:26:50.:26:54.

starts to look good from most places. `` for most places.

:26:55.:27:07.

Temperatures of 15 or 16 Celsius at best. The weekend isn't grey but

:27:08.:27:11.

there is a lot of dry weather, it just isn't warm.

:27:12.:27:15.

Finally, two rare red panda cubs have been born at Chester Zoo.

:27:16.:27:18.

Their little squeaks were heard at the end of June, but only now

:27:19.:27:22.

have keepers been able to take a closer look at the new arrivals.

:27:23.:27:27.

Native to the Himalayas, conservation experts have listed

:27:28.:27:31.
