New figures show the number of patients kept waiting

:00:14.:00:20.

in an ambulance outside Accident and Emergency Departments for more

:00:21.:00:22.

than an hour has quadrupled in the last two years.

:00:23.:00:25.

Labour says the figures are shocking, but the NHS says it's

:00:26.:00:27.

Dave has been looking at the numbers. It is supposed to take half

:00:28.:00:40.

an hour or less for patients to be transferred from an ambulance to the

:00:41.:00:43.

accident and emergency department but increasingly it is not

:00:44.:00:48.

happening. Two years ago there were almost 18,000 incidents of patients

:00:49.:00:52.

waiting half an hour or more before the transfer and by 201516 it had

:00:53.:01:00.

gone up to 30 9000. Two years ago many more patients waited over an

:01:01.:01:04.

hour an ambulance. By this year it had more than quadrupled to 15,000.

:01:05.:01:10.

The figures were obtained under a freedom of information request by

:01:11.:01:16.

the Labour Party. It has described the inflammation are shocking. It is

:01:17.:01:19.

simply not acceptable that people should be waiting in an ambulance

:01:20.:01:24.

for over an hour, waiting to get when A department. I am deeply

:01:25.:01:28.

concerned for the safety of patients and I think our viewers would not

:01:29.:01:31.

consider it a satisfactory way to proceed and would accept the

:01:32.:01:34.

government to take action. What is going wrong? Unison blames

:01:35.:01:47.

the extreme lack of funding across every part of the NHS. It says some

:01:48.:01:50.

A departments are overwhelmed. Cuts in social care lead to patients

:01:51.:01:51.

being discharged leads to back-ups. being discharged leads to back-ups.

:01:52.:01:55.

NHS England says the figures reflect increasing demand for ambulances and

:01:56.:02:01.

staff work hard to minimise delays. The Department of Health says

:02:02.:02:04.

hospital in ambulance trusts must work closely together to improve the

:02:05.:02:08.

situation and it says it has invested ?10 billion to improve NHS

:02:09.:02:09.

services. Earlier I spoke to Ged Blezard

:02:10.:02:10.

from the Ambulance Service and asked him why he thought

:02:11.:02:12.

the situation had got so critical. There is increasing demand on the

:02:13.:02:22.

NHS as a whole. Ambulance Services are getting increasing amounts of

:02:23.:02:27.

calls and the NHS is in increasing demand. Some issues are causing

:02:28.:02:32.

issues. The ambulances are getting calls from more poorly patients so

:02:33.:02:37.

we are taking more patients to A then we have done before and they

:02:38.:02:39.

need to be admitted to hospital which is causing some problems. That

:02:40.:02:45.

is a concern in itself is patients who are poorly waiting for more than

:02:46.:02:48.

an hour in the ambulance rather than going into a and D. Yes, but the

:02:49.:02:55.

patients are treated in clinical priority so the most poorly patients

:02:56.:03:00.

going to A as soon as possible and the others with minor injuries or

:03:01.:03:02.

conditions will experience some conditions will experience some

:03:03.:03:05.

delays but it doesn't happen all the time, it is just periods of high

:03:06.:03:10.

demand when the problem occurs. The numbers we are talking about have

:03:11.:03:16.

gone up drastically in the last two years, almost fourfold. It is an

:03:17.:03:23.

acceptable, isn't it? It is. The figures are not what we would like

:03:24.:03:26.

them to be and it is an example of the pressure of the whole NHS with

:03:27.:03:33.

demand and limited resources to respond. We accept that patients are

:03:34.:03:37.

being delayed and we want to do everything we can in our power to

:03:38.:03:41.

make the delay as minimal as possible and from an ambulance point

:03:42.:03:44.

of view we are putting on more resources and putting more

:03:45.:03:47.

paramedics on vehicles than we have ever done before to try and meet the

:03:48.:03:52.

demand. I am sure you don't want to see this happening any more than

:03:53.:03:55.

anyone else but what should be done to bring improve the situation? Some

:03:56.:04:01.

of the things we are doing is making sure there are more ambulance

:04:02.:04:05.

resources available for patients but more importantly we're looking at

:04:06.:04:08.

new models of care so it is not just patients bringing 999 and expecting

:04:09.:04:13.

an ambulance but we are hoping to give them advice and help over the

:04:14.:04:18.

telephone and treatment and advice over the phone and if we do tend to

:04:19.:04:21.

see patients we are hoping to treat them on the scene rather than take

:04:22.:04:25.

them to A so we are looking at ways in which we can minimise the

:04:26.:04:29.

amount of patients who go to the hospital so there is no queueing.

:04:30.:04:31.

Thank you very much indeed. Two people suffered head injuries

:04:32.:04:32.

when part of the new roof gave way at Manchester's Victoria Station

:04:33.:04:36.

following after heavy Gallons of water fell

:04:37.:04:41.

onto passengers on platforms below. An investigation is underway to try

:04:42.:04:44.

and establish why the roof, which cost millions

:04:45.:04:47.

of pounds, failed. The roof panel is believed to have

:04:48.:04:48.

failed shortly after four o'clock this afternoon,

:04:49.:04:52.

just as passenger numbers Gallons of rain water dropped down

be seen bowing under I was just at the ticket gate and

:05:05.:05:14.

then I heard a massive bang, a crash, and loads of water came

:05:15.:05:18.

tumbling down onto the train and people fell down and there was, from

:05:19.:05:25.

what I saw, there was a rush to get to my train and there was a lazy

roofing. It was only in October last

:05:32.:05:31.

year that the station re-opened, with the new roof,

:05:32.:05:34.

following a ?44 million ugrade. The futuristic new roof was the

:05:35.:05:44.

centrepiece of the ?44 million refurbishment of the station. It is

:05:45.:05:48.

built on the same material, polymer, that was used in the construction of

:05:49.:05:52.

the bio domes at the Eden Project in Cornwall. There are 400 panels in

:05:53.:05:56.

the new roof structure which is now being checked by inspectors to make

:05:57.:05:58.

sure there are no further issues. The investigation will want

to establish how a brand-new roof The station is used by six million

just make a difference. 15,000 schoolchildren,

is becoming increasingly attractive, Daniel and Michael are learning how

company in Warrington. I have learned a lot to do with the

:07:25.:07:36.

machinery that we work on, hydraulic systems, pneumatic systems. I wanted

:07:37.:07:41.

to earn while I learn and you get your foot into the door of a company

:07:42.:07:44.

which would get the opportunity do so without learning the trade

:07:45.:07:53.

beforehand. These two were in two the third year of their scheme and

:07:54.:07:56.

today the company was out looking for new apprenticeships.

:07:57.:07:57.

Tony Walton is on the lookout for new recruits at Manchester's

:07:58.:08:00.

To get a lifting qualification to deal with something like that, they

:08:01.:08:10.

will never be out of a job and they can go and work on rigs oilfields

:08:11.:08:14.

rather they stayed with us but that rather they stayed with us but that

:08:15.:08:17.

is what they need to do and we will put them through all the

:08:18.:08:18.

qualifications. There's a broad range

:08:19.:08:19.

of schemes on offer. The government have a huge drive to

:08:20.:08:28.

make sure that 3 million new apprentices start in this term in

:08:29.:08:32.

office. There is a huge investment from employers going into employing

:08:33.:08:35.

apprentices and increasing the size of their schemes and the government

:08:36.:08:39.

has recently introduced into apprenticeship levy for large

:08:40.:08:43.

employers that mean it is in their financial interest to employ

:08:44.:08:44.

apprentices. There are as many girls as boys

:08:45.:08:44.

taking up apprenticeships and some evidence that the cost of a degree

:08:45.:08:47.

is making this an increasingly attractive alternative

:08:48.:08:50.

to university. Do you think people are being driven

:08:51.:08:58.

to apprenticeships -- apprenticeships because of the cost

:08:59.:09:01.

of going to university? I think so. I was thinking of going to

:09:02.:09:05.

university but now I am more interested in a apprenticeship.

:09:06.:09:05.

These young people could be the answer to our

In the Championship Blackburn who are struggling at the bottom

:09:13.:09:14.

got their first win in four games with a 2-1 defeat of

:09:15.:09:17.

Wigan, who are also in the bottom three, drew at Leeds.

:09:18.:09:28.

For the results of today's results from League 1, you can get them all

:09:29.:09:34.

on our BBC sport website. Now let us have a look at the weather.

:09:35.:09:42.

So far autumn has been topsy-turvy and it started well but in the last

:09:43.:09:46.

few days things have gone downhill and that is autumn in style and

:09:47.:09:50.

rather unsettled. In the next few days things settle down a bit with

:09:51.:09:53.

dry conditions coming in and a lovely area of high pressure. We

:09:54.:09:58.

have continental air towards the weekend so things will be cooler but

:09:59.:10:02.

it will be dry and it should be fairly bright. Not so today, the

:10:03.:10:07.

line of rain came through the afternoon caused problems in

:10:08.:10:09.

Manchester City centre and you can see from the latest picture that

:10:10.:10:12.

showers are petering out and leaving the region. They won't just

:10:13.:10:17.

disappear and coastal areas such as Wirral and Cheshire it you may find

:10:18.:10:21.

a few more coming in in the next few hours. From here onwards the story

:10:22.:10:29.

is dry. Clearing parts temperatures chilly in rural areas. Towns and

:10:30.:10:31.

cities and the numbers aren't so bad. Tomorrow remnants of showers to

:10:32.:10:36.

start the day and they were last for long. The sun should stick with us

:10:37.:10:41.

all the way through. It is a very nice day. A few showers running down

:10:42.:10:46.

Pennine area spot for most of us it is virtually sunshine all through

:10:47.:10:49.

the day. The breezes coming from the North at about ten miles an hour so

:10:50.:10:53.

it will not feel warm. The numbers are brilliant. I leave you with the

:10:54.:10:58.

outlook for the next few days. The dry weather sticks with us. Good

:10:59.:10:59.

night. Good evening. As you've just seen

:11:00.:11:13.

from your local outlook, not a huge amount changes over the next few

:11:14.:11:17.

days. The weather patterns will be blocked again. What is driving that?

:11:18.:11:22.

It's a deep area of low pressure, the remnants of hurricane Nicole in

:11:23.:11:25.

the Atlantic. That's heading towards Greenland. Set to pile up the snow

:11:26.:11:29.

here, metres of it in the next few days. It's dragging a lot of warm

:11:30.:11:33.

air into the North Atlantic on the Eastern flank. What that does is

:11:34.:11:37.

build this, high pressure. That's not going to move a great deal over

:11:38.:11:41.

the next few days. To the east, low pressure in place. That means

:11:42.:11:44.

Eastern England always prone for further showers through the rest of

:11:45.:11:48.

this week. For the rest of the UK, largely dry, some sunny days, but

:11:49.:11:52.

also rather cool nights and a few misty

:11:53.:11:53.
