independent child sexual abuse inquiry. Join me now on | :00:00. | :00:12.
A suspected drug trafficker from Liverpool has handed himself | :00:13. | :00:16.
in - after three-years on the run - saying the pressure | :00:17. | :00:20.
Robert Gerrard was named on the National Crime | :00:21. | :00:23.
For three years, this mugshot's been toured round Liverpool and overseas. | :00:24. | :00:37.
The NCA first made an appeal to trace Robert Gerrard in 2013 | :00:38. | :00:44.
as part of Operation Return, a campaign to capture some | :00:45. | :00:46.
of Britiain's most-wanted criminals on the run in the Netherlands. | :00:47. | :00:49.
They wanted to track down Gerrard following a raid | :00:50. | :00:51.
It was a joint investigation with the Dutch national polhce, | :00:52. | :01:05.
targeting serious organised criminals using a cafe | :01:06. | :01:07.
and using that to commit medtings to further their activity. | :01:08. | :01:13.
Gerrard was not there when the cafe was raided, | :01:14. | :01:15.
but officers allege he used it as part of a plan to import large | :01:16. | :01:18.
His face was then splashed across the media, not only | :01:19. | :01:26.
But the pressure of three ydars on the run proved too much | :01:27. | :01:31.
and Robert Gerrard handed themselves here into Central Berkeley station | :01:32. | :01:34.
in Manchester yesterday and was arrested and charged | :01:35. | :01:36.
We have been proactive in trying to find him and because of that | :01:37. | :01:50.
activity he has handed himself in. | :01:51. | :01:52.
He was sick of us chasing him, really. | :01:53. | :01:54.
The National Crime Agency says this operation and its sister calpaign | :01:55. | :01:56.
over in Spain proves wanted criminals have nowhere to hhde. | :01:57. | :02:00.
We work closely with international parties in countries all ovdr | :02:01. | :02:07.
the world and they assist us in trying to find criminals | :02:08. | :02:10.
that we are looking for that are impacting upon the UK and | :02:11. | :02:13.
Since handing himself in yesterday, Gerrard has appeared before | :02:14. | :02:16.
magistrates and will be back in court next month. | :02:17. | :02:19.
Katie Walderman, BBC North West Tonight. | :02:20. | :02:24.

Officers visited 207 addresses last week | :02:31. | :02:36.
including car washes, nail bars brothels and factories. | :02:37. | :02:39.
Forces across the region have been working together - | :02:40. | :02:41.
in the largest week of action against modern slavery | :02:42. | :02:43.
A Merseyside man - found with two homemade explosives | :02:44. | :02:48.
known as Molotov Cocktails and a knife - has been jailed | :02:49. | :02:51.
24-year-old Craig Cooke from Belle Vale was arrested - | :02:52. | :02:56.
after a member of the public saw him acting suspiciously in Huyton | :02:57. | :02:59.
Police say they're thankful no-one was injured. | :03:00. | :03:08.
18 people have been rescued after a fire at a block | :03:09. | :03:10.
The blaze swept through part of the four-storey building | :03:11. | :03:14.
on Hampstead Road in Fairfield in the early hours of this lorning. | :03:15. | :03:18.
Four children were among those taken to safety | :03:19. | :03:20.
and eight people needed hospital treatment. | :03:21. | :03:21.
Police are treating the fire as suspicious. | :03:22. | :03:30.
Public support for fracking has fallen to a record low - | :03:31. | :03:32.
Earlier this month, the Government gave permisshon | :03:33. | :03:35.
for fracking in Lancashire overturning an earlier | :03:36. | :03:37.
The latest poll of 2,000 UK home owners found just | :03:38. | :03:44.
17 percent of people were in support of fracking - | :03:45. | :03:46.
with a third opposing it and almost half saying | :03:47. | :03:49.
A doctor who says he was sacked by the Ministry of Defence | :03:50. | :03:58.
for whistle-blowing claims that there was | :03:59. | :04:00.
a culture of fear at Weeton Barracks near Blackpool. | :04:01. | :04:02.
Dr Stephen Frost was dismissed in September 2013. | :04:03. | :04:04.
The Ministry of Defence says he failed to properly | :04:05. | :04:06.
Gill Dummigan was at the hearing and told me about the | :04:07. | :04:13.
Yes, Dr Frost worked as a civilian locum GP mainly for the Minhstry | :04:14. | :04:19.
of Defence through a number of | :04:20. | :04:20.
In August 2013, he was at the Wheaton barracks near Blackpool. | :04:21. | :04:27.
He was in a consultation with patient X, a double amputee. | :04:28. | :04:32.
This patient had previously been prescribed a strong painkiller, | :04:33. | :04:34.
morphine sulphate, by another doctor. | :04:35. | :04:37.
Shortly after that consultation, a pharmacist told him she thought | :04:38. | :04:41.
she had mistakenly dispensed the wrong tablets to Mr X, | :04:42. | :04:43.
six times stronger than those prescribed. | :04:44. | :04:47.
Dr Frost did not contact the patient to tell him either at the thme | :04:48. | :04:53.
Dr Frost said protocol dictated it was the pharmacy who shotld have | :04:54. | :05:06.
been the ones to contact the patient but the more importantly he simply | :05:07. | :05:09.
did not believe patient X had taken the drugs. | :05:10. | :05:12.
He said he didn't show any symptoms of an overdose. | :05:13. | :05:14.
Instead, he thought the pharmacist had possibly been coerced, | :05:15. | :05:16.
threatened or blackmailed by the patient in some way | :05:17. | :05:18.
He said there was a toxic atmosphere at the barracks, | :05:19. | :05:29.
that there was a culture of fear adding there had been a criminal | :05:30. | :05:32.
conspiracy to cover up and misappropriation | :05:33. | :05:33.
He contends he was sacked for trying to get the investigation into this. | :05:34. | :05:41.
And he has been in the news before, a prominent campaigner. | :05:42. | :05:44.
Dr Frost has been a long-standing campaigner for a full inquest | :05:45. | :05:48.
You may remember he was the arms inspector who was found dead | :05:49. | :05:57.
in woodlands near his home in 2003 shortly after being revealed | :05:58. | :06:00.
as the source of the claim that the government at the time, | :06:01. | :06:03.
Tony Blair s government, had sexed up the dossier which made | :06:04. | :06:05.
But one family's fallen foul of planning officials - | :06:06. | :06:19.
because of their daughter's wendy house. | :06:20. | :06:21.
It's a home from home for Wendy's daughter Amy. | :06:22. | :06:35.
Going on the bars and on these things. | :06:36. | :06:46.
You could get a small flat in Didsbury for that. | :06:47. | :06:54.
It took four days to build and stands at 3.2 metres high. | :06:55. | :06:59.
And Manchester Council says it's so big, the family should h`ve asked | :07:00. | :07:04.
It is very big, but everything now is very big, isn't it? | :07:05. | :07:13.
Gone are the days of, you know, having the sheet over the chair | :07:14. | :07:16.
and plastic poles and everything has changed for kids now. | :07:17. | :07:22.
One neighbour at least is unhappy and the height of an adjoining fence | :07:23. | :07:25.
has recently been raised, blocking the view from the wendy | :07:26. | :07:28.
She is a child, she is playing and she is fine. | :07:29. | :07:34.
She's not doing anything more than playing. | :07:35. | :07:39.
So the fact she can see into the neighbour's garden | :07:40. | :07:41.
But if you had a trampoline, you would be jumping up and down | :07:42. | :07:46.
Manchester council says that are rules about building anxthing | :07:47. | :07:50.
in a garden and anyone planning anything should take advice first. | :07:51. | :07:57.
Wendy did consider swapping the house for a trampoline, | :07:58. | :08:00.
only to be told she'd need planning permission for that too. | :08:01. | :08:04.
Stuart Flinders, BBC North West Tonight, Manchester. | :08:05. | :08:17.
The worldwide Championship returns to the region tomorrow. British | :08:18. | :08:24.
rally will start in Chester tomorrow night where Colin McRae was crowned | :08:25. | :08:28.
the first world champion two decades ago. The event drew big crowds. This | :08:29. | :08:34.
is its first visit since 1989. ago. The event drew big crowds. This | :08:35. | :08:38.
is its first visit since 1999. It is is its first visit since 1989. It is | :08:39. | :08:41.
broadcast around the world, it gets 60 million viewers across the planet | :08:42. | :08:45.
so this is a big thing. To bring that to Cheshire and Chester is a | :08:46. | :08:51.
great opportunity for us. Is this the start of a regular visit every | :08:52. | :08:56.
year to the north-west? Lets see how this year goes. We are optimistic. | :08:57. | :08:58.
England will host the 2021 Rugby League World Cup - | :08:59. | :09:00.
with organisers promising 80-percent of the matches will be | :09:01. | :09:03.
England last hosted the competition in 2013 - | :09:04. | :09:05.
when Australia beat New Zealand in the final at Old Trafford - | :09:06. | :09:08.
which is one of the stadia on a short list for 2021. | :09:09. | :09:11.
There are 15 in total - including Anfield, Langtree Park | :09:12. | :09:14.
We have breakfast bulletins during BBC Breakfast from 6:30am. And do | :09:15. | :09:31.

Our weather watchers picturds tell it like it is today. | :09:36. | :09:46.
Plenty of cloud across the north-west of England | :09:47. | :09:48.
and we are still in this static picture as we head | :09:49. | :09:51.
We are not expecting any significant changes. | :09:52. | :09:54.
High pressure to the south holding the weather front at bay, | :09:55. | :09:56.
We have some pushing into Ctmbria and the Isle of Man. | :09:57. | :10:02.
As we head through the next couple of hours, it is dropping sotth | :10:03. | :10:05.
absolutely everywhere but ddcaying hour by hour so in the more southern | :10:06. | :10:08.
parts of the region, there shouldn't be too much in that | :10:09. | :10:10.
All of this weather holds temperatures up. | :10:11. | :10:17.
They are still remarkable for the time of year. | :10:18. | :10:19.
Between nine and 12 first thing tomorrow morning. | :10:20. | :10:21.
This line of rain will be around in the more southern parts hf you're | :10:22. | :10:24.
up early tomorrow morning but it clears relatively quickly | :10:25. | :10:26.
and the story is for brighter skies to work into the Isle of Man quite | :10:27. | :10:30.
For the rest of us, northern parts of Lancashird | :10:31. | :10:36.
will see their fair share of sunshine but for the rest of us, | :10:37. | :10:39.
a largely cloudy picture, perhaps a veil of cloud rather | :10:40. | :10:41.
With a light breeze, temperatures in the afternoon not | :10:42. | :10:44.
It is worth remembering that the clocks change | :10:45. | :10:48.
as we head to the weekend, they go back so if I leave | :10:49. | :10:51.
you with the outlook towards the weekend you can see | :10:52. | :10:53.
you get another hour of cloudy weather to enjoy(!) Good night. | :10:54. | :11:03.
fine and dry and on the mild side. My colleague Helen Willetts has with | :11:04. | :11:05.
the national picture. Good evening. The dry October | :11:06. | :11:15.
weather is set to continue into the weekend. It's been kind if you've | :11:16. | :11:19.
been on half term. Not that I'm promising this sort of weather for | :11:20. | :11:23.
all. Isn't it lovely, taken on the Isle of Wight. Our top temperature | :11:24. | :11:26.
was 17 | :11:27. | :11:27. |
