Workshops on offer for some drug offences. | :00:00. | :00:19.
If I knew that I was going straight inside for even touching thd drugs | :00:20. | :00:31.
in the first place, I would have thought twice about doing it. | :00:32. | :00:34.
25 years after his release, Terry Waite meets those | :00:35. | :00:37.
who helped him return to normal life. | :00:38. | :00:38.
And a quiet day of weather tomorrow. Dry or mostly drive. Details at the | :00:39. | :00:44.
end of the programme. Avon and Somerset Police is one | :00:45. | :00:49.
of the first forces in the country to try offering drugs education | :00:50. | :00:52.
rather than arresting peopld. It's aimed at those caught carrying | :00:53. | :00:54.
small amounts of illegal substances. Our Home Affairs Corresponddnt | :00:55. | :00:58.
Fiona Lamdin reports now from a halfway house | :00:59. | :01:01.
in Bristol for people who are trying to | :01:02. | :01:03.
end their addiction. This is one of many | :01:04. | :01:06.
dry houses in Bristol. There are currently ten | :01:07. | :01:08.
ex-addicts living here. Many of them have been to prison | :01:09. | :01:12.
for their substance abuse. But, at the moment, | :01:13. | :01:15.
they are all working Aaron has been off | :01:16. | :01:17.
drugs for two months. He says he would have opted | :01:18. | :01:21.
for the course, given the choice. If you stick to the courses | :01:22. | :01:27.
and actually learn about what you are doing to your body - | :01:28. | :01:29.
the tests they do... Some people disagree, | :01:30. | :01:32.
but I really think they shotld give the chance to put money | :01:33. | :01:35.
into courses and curfews. But his housemate, Alexis, | :01:36. | :01:42.
who only arrived yesterday, thinks the courses | :01:43. | :01:45.
won't and don't work. When you were caught | :01:46. | :01:48.
by the police and you were sent | :01:49. | :01:51.
on a course, did it help? I've been caught and I've bden sent | :01:52. | :01:53.
to the courses of probation. And I've still gone back | :01:54. | :02:04.
round in the same circle, because it hasn't really sc`red me. | :02:05. | :02:06.
It hasn't bothered me. I thought, I will go to probation, | :02:07. | :02:08.
I will do this, I will do that. And then I will just go and use | :02:09. | :02:12.
at the weekend. But if I knew that I was | :02:13. | :02:15.
going straight inside for even touching | :02:16. | :02:17.
these drugs in the first pl`ce, I'd have probably thought | :02:18. | :02:19.
twice about doing it. What got you off the drugs? | :02:20. | :02:21.
What stops you using? The thought of going | :02:22. | :02:24.
back into prison. Some people need to go | :02:25. | :02:25.
there to come out the other side. But their counsellor, | :02:26. | :02:28.
Christy McMullen, says that addiction is an illness | :02:29. | :02:35.
which needs help. Giving them treatment, | :02:36. | :02:37.
rather than punishment is great because sending a sick man to prison | :02:38. | :02:39.
with an illness of addiction If you know about | :02:40. | :02:42.
addiction, it is cruel. This six-month pilot | :02:43. | :02:45.
has been uncovered by the internet news | :02:46. | :02:47.
service Vice News. And tonight Avon and Somersdt Police | :02:48. | :02:50.
say it is working. 215 people have been | :02:51. | :02:52.
through the course. And, so far, none have been arrested | :02:53. | :02:54.
for drug possession since. DEFRA has confirmed that thd badger | :02:55. | :03:05.
cull across parts of Somersdt, Gloucestershire and Dorset | :03:06. | :03:07.
has ended for this year. Seven new licences were granted | :03:08. | :03:11.
by the government for the 2016 cull, with almost 10,000 animals due | :03:12. | :03:16.
to be killed. Ministers say it's part | :03:17. | :03:19.
of a 25-year strategy A cider mill in Somerset threatened | :03:20. | :03:22.
with closure has a new owner. The Irish-based C Group | :03:23. | :03:28.
announced earlier this year that the mill, which | :03:29. | :03:30.
makes famous brands was to close, with the loss | :03:31. | :03:34.
of around 120 jobs. Today it's been revealed | :03:35. | :03:38.
that it's been bought by Brother Drinks Company, | :03:39. | :03:41.
which is based in Shepton M`llet. They hope to | :03:42. | :03:44.
keep on about 24 workers. Council leaders have tonight | :03:45. | :03:50.
backed plans to create three new parish councils | :03:51. | :03:53.
to help run services the main authority says | :03:54. | :03:56.
it can no longer afford. such as grass cutting | :03:57. | :03:59.
and street cleaning. The change could cost tax p`yers | :04:00. | :04:05.
up to ?75 extra a year. Swindon Borough Council says | :04:06. | :04:09.
the move is a result Campaigners have been trying to | :04:10. | :04:11.
fight the plans. I think it is unfair | :04:12. | :04:24.
on local residents, because they have | :04:25. | :04:26.
not had a direct say. And an awful lot of residents are, | :04:27. | :04:27.
as yet, relatively unaware of the implications for what | :04:28. | :04:30.
parishing actually means. What it means, for most of ts, | :04:31. | :04:32.
is a rise in our council tax. But they've not been asked | :04:33. | :04:35.
that question directly. They really are showing | :04:36. | :04:39.
that they have contempt They haven't asked us | :04:40. | :04:41.
to have an opinion about how It is our problem, how we p`y | :04:42. | :04:45.
for things, going forwards. They should be working with us | :04:46. | :04:50.
and finding solutions. Earlier, I spoke to our | :04:51. | :04:54.
political editor Paul Bartrop. He explained that Swindon | :04:55. | :04:56.
isn't the only area to be It is worth bearing in mind that | :04:57. | :04:58.
much of the West Country already As well as much of Swindon, | :04:59. | :05:04.
60% in most of Cheltenham, Gloucester and Taunton, | :05:05. | :05:09.
there are no parishes. While in Bath and Bristol, | :05:10. | :05:11.
there are none at all. In places like Pittville | :05:12. | :05:13.
and Cheltenham, local residdnts are thinking of setting | :05:14. | :05:16.
up their own parish council. Much more significant though | :05:17. | :05:18.
is what is happening in Swindon Places like Bristol | :05:19. | :05:20.
are thinking of following stit. So, what sort of reaction | :05:21. | :05:24.
has this got? Proponents say it brings | :05:25. | :05:25.
democracy closer to people, albeit by setting up a new | :05:26. | :05:27.
level of councillors, Money, though, is | :05:28. | :05:30.
the key factor here. People will end up paying more | :05:31. | :05:35.
and may not get any extra sdrvices. And that has left some Bristol | :05:36. | :05:38.
councillors unimpressed. I can't, at the moment, see one | :05:39. | :05:43.
single redeeming feature on it. I understand the most significant | :05:44. | :05:50.
factor in that is that there is no cap on how much they can | :05:51. | :05:52.
put their council tax up by. And, therefore, not only | :05:53. | :05:56.
are we talking of another ther of government, but we are t`lking | :05:57. | :05:58.
of another tier of tax So, here is the crucial question. | :05:59. | :06:01.
How much will it cost the t`xpayer? At the moment, for parish and town | :06:02. | :06:07.
councils, there's no limit on how much they put | :06:08. | :06:10.
up their council tax by each year - So, if we look around the rdgion, | :06:11. | :06:13.
the top chargers in the West... Filton in South Gloucestershire | :06:14. | :06:19.
?191 there. The highest is Langport | :06:20. | :06:20.
in Somerset - ?227. The Government is talking | :06:21. | :06:30.
about bringing in new restrhctions. But if these new councils wdre set | :06:31. | :06:34.
up, it is likely there would be at least ?75 of the charge being | :06:35. | :06:37.
put onto people's bills. This the moment Terry Waite | :06:38. | :06:44.
flew into RAF Lyneham Now, 25 years later, | :06:45. | :06:46.
he has been back to the airbase to meet the people who helpdd him | :06:47. | :06:54.
re-adjust to life as a free man Home after five years | :06:55. | :06:58.
as a hostage in Lebanon. Home, the special envoy | :06:59. | :07:05.
for the Archbishop of Canterbury, who was captured while trying to | :07:06. | :07:08.
negotiate the freedom of hostages. Now, 25 years on, he has returned | :07:09. | :07:13.
to Lyneham with the psychiatrist who reintroduced him | :07:14. | :07:16.
to the outside world. Well, the plane landed here, | :07:17. | :07:18.
right on this runway. It is blowy today, | :07:19. | :07:20.
but it was raining then, also. And I looked around and | :07:21. | :07:24.
I couldn't believe it, And the place was absolutelx full | :07:25. | :07:26.
of people from the press. I've never seen so many | :07:27. | :07:38.
press people together. And, because of the weather, | :07:39. | :07:40.
it was decided to have And I had written a few | :07:41. | :07:49.
notes on the plane. I'd been told it would be the best | :07:50. | :07:56.
thing to give a statement to everybody and then | :07:57. | :07:59.
meet my family. Ladies and gentlemen, | :08:00. | :08:01.
I think you can imagine that, after 1,763 days in chains, | :08:02. | :08:07.
it is an overwhelming experhence to come back | :08:08. | :08:18.
and receive your greetings. Today, the station is | :08:19. | :08:27.
no longer an RAF base. It is a training centre | :08:28. | :08:29.
for army recruits. In the chapel, Terry Waite takes | :08:30. | :08:31.
a moment for reflection. Unfortunately, there are sthll | :08:32. | :08:36.
many people who are prisoners of conscience and held capthve | :08:37. | :08:39.
in many parts of the world. So, today, I've just lit th`t little | :08:40. | :08:41.
candle in memory of all those around the world who are held | :08:42. | :08:44.
against their will BBC Wiltshire arranged | :08:45. | :08:47.
for Terry Waite to come to Lyneham again with the team | :08:48. | :08:56.
that organised his reception and helped him rebuild | :08:57. | :08:58.
his mind and body. The family are actually aware | :08:59. | :09:02.
that the person who's being returned | :09:03. | :09:04.
to them isn't the same. And that they fret about th`t | :09:05. | :09:06.
and they develop anxiety The teams here at Lyneham g`ve | :09:07. | :09:08.
Terry Waite his life back. He could get to know his falily | :09:09. | :09:18.
again and start paying his lortgage, which had never stopped | :09:19. | :09:21.
during his years in captivity. But he says it wasn't only | :09:22. | :09:26.
the people inside the RAF station. The whole community | :09:27. | :09:29.
showed him kindness. One night, my wife and I, | :09:30. | :09:33.
we heard the bells ringing. I said, "Oh, they must be | :09:34. | :09:37.
practising, the bell-ringers". "They are ringing | :09:38. | :09:42.
the bells for you". And leave you with Ian, who has | :09:43. | :09:46.
the forecast. We are entering a spell of dry | :09:47. | :10:07.
weather. It will continue food the rest of this week. That does not | :10:08. | :10:12.
rule out some showers around tomorrow. They will tend to be the | :10:13. | :10:17.
exception. Varying amounts of cloud and sunny phases. For the rdst at | :10:18. | :10:22.
night, the key thing is the temperature. Some areas tow`rds the | :10:23. | :10:27.
west and south-west could gdt down to three or four Celsius. Some | :10:28. | :10:32.
patches of fog around maybe. And maybe some frost. Most placds about | :10:33. | :10:39.
six or seven Celsius. A cold start. More cloud towards the east. We will | :10:40. | :10:45.
get into a phase of varying amounts of cloud. Sometimes extensive. The | :10:46. | :10:49.
button bright and sunny spells as well. One or two of those are | :10:50. | :10:55.
moderate. Not a particularlx breezy day. Temperatures from 12 to 14 | :10:56. | :11:02.
Celsius. Dry conditions continuing through the week. More | :11:03. | :11:03.
that cool breeze to factor in. Here is Matt with the national outlook. | :11:04. | :11:10.
Good evening. Just as the weather starts to quieten down across many | :11:11. | :11:13.
parts of the country it notched up a gear across the east coast today. | :11:14. | :11:16.
Near gale force winds whipping up rough seas for our weather watchers | :11:17. | :11:20.
in north Yorkshire and in | :11:21. | :11:22. |
