Our special correspondent Colin Campbell has this exclusive report.

We are trying to catch a flx`tipper, who dumps vanloads of rubbish.

It has completely blocked the lane here...

The road is impassable, I have cars that come down here

and then have to reverse in my driveway to get down road

This is the man we believe is responsible,

In a house rigged with cameras and a tracker

in an old wheelbarrow tire, we called All Loads Rubbish Cldarance,

Tell you why, because of the gas and the fridge.

We temporarily lost the van and the rubbish, we have now found

him, he is empty and we suspect he has dumped it down there.

In response to our investig`tions, Mr Manrney told us he never

fly`tips, he says he pays someone else to dispose of the rubbhsh,

The driver of the truck has been arrested on suspicion of catsing

death by dangerous driving. Two suspected illegal immigrants

the world's busiest shipping lane. The new Chief Constable of

Sussex Police has exclusively told this programme that job losses could

already had to cut about ?50 million from its budget

over the last five years. He acknowledges there will probably

be similar cuts We have reduced previously by just

over 300 officers and 300 staff So by purely doing the maths on it,

we may be looking to do We have been adamant, I havd been

adamant, about protecting the level of resourcing that we have put into

neighbourhood policing to d`te. This is a significant part

of our resource, we need to find a different way

of delivering the same level of One of the challenges facing

people from Sussex ended up in these conflict zones

and ended up being killed? It is always surprising,

we do see in the news that people are travelling out there and they

have to come from somewhere. We have active Sussex communities

and I would say that if people are aware,

if people are worried, please come talk to us, as we have access that

can allow support to help them. Giles York was involved in policing

the Balcombe protests last xear It was revealed recently th`t covert

surveillance was used I don't think it is criminalising

peaceful protest at all. Covert methods are legitimate,

lawful and they are sometimds a very efficient way

of being able to deliver policing. How will Giles York measure success

when he finishes his term as He says he would

like the community to feel safer. That's it from me.

11 and 12 degrees. We might to see some mist and fog first thing. By

the afternoon, a little mord in the way of cloud. In the morning, there

will be sunshine, temperatures rising a little. Highs of 22 or 23

degrees. A gentle easterly breeze. Through tonight, staying drx. ,

temperatures dropping to 13 degrees. Here is the outlook for othdrs in

the more cloud on Friday. None of this

survives into the weekend, some rain around on Saturday.

It's certainly been a feast of football again. The temperature in

S?o Paulo was much the same as we had in Glasgow and Bristol. Here,

temperatures are set to climb higher in the next few days. Tonight,

rather than Brazil, it's more likely to be chilly. In rural areas we re

looking at low single figures for a while. Clear skies overnight. It is

setting us up for a sunny start to Wednesday. There will be changes

coming in from the north-west. The breeze will freshen in Scotland and

Northern Ireland. We have rain coming in from the north-west. The

cloud advancing into parts of England and Wales, but a fine day

here with a good deal of sunshine. The rain will arrive across the

north and west of Northern Ireland later in the day. Some of the rain

in the North West of Scotland could be quite heavy for a while. The

winds will lessen as the rain clears
