into how the government handled allegations of child abuse | :01:41. | :01:45.
by senior politicians in thd 19 0s. Colin Campbell has | :01:46. | :01:51.
our exclusive report. Three macro years ago arrows but | :01:52. | :02:04.
this last had a review of abuse by clergy in Sussex. At a comptting at | :02:05. | :02:09.
she spoke to Phil Johnson who are seriously sexually abused bx a | :02:10. | :02:16.
priest. I felt if she was showing bias, and she wasn't being | :02:17. | :02:21.
impartial. He told me she c`red very much about the church and it seemed | :02:22. | :02:26.
to be that you wanted to protect its image. The conversation took place | :02:27. | :02:31.
in her office in the House of Lords in 2011. Phil Johnson allegdd that | :02:32. | :02:38.
yet inappropriately touched him `` he had touched him when he was a | :02:39. | :02:42.
child. Baroness Butler Sloss said she didn't want to mention him | :02:43. | :02:46.
because he did not want to give the press a bishop. She went on to tell | :02:47. | :02:50.
them she would instead incltde details about the allegation in | :02:51. | :02:54.
private correspondence of the Archbishop of Canterbury, adding if | :02:55. | :02:58.
she included his name in a report it would attract from abuse by the two | :02:59. | :03:03.
priests which was far more serious. The bishop has since been charged | :03:04. | :03:10.
and is facing trial. She gave me several reasons, one of which was | :03:11. | :03:13.
she cared for the church and seem to be wanting to protect its ilage so | :03:14. | :03:19.
didn't want to generate any excessive negative publicitx for the | :03:20. | :03:23.
church. She expressed up by saying the press would love a bishop. She | :03:24. | :03:30.
didn't want to give the press that trophy. Phil Johnson did agree with | :03:31. | :03:36.
Lady Butler Sloss's suggesthon that at the time that he felt he had no | :03:37. | :03:44.
choice in the matter. She s`id that if she gave the press a bishop, then | :03:45. | :03:51.
that would detract from my own personal story. There were calls for | :03:52. | :03:56.

Phil Johnson, who lives herd, has battled for the truth of ovdr 2 | :04:11. | :04:16.
years. He accepts Lady Butldr Sloss did pass on his allegations but he | :04:17. | :04:21.
claims it wasn't done in an open and transparent way. The report she | :04:22. | :04:27.
completed in Sussex containdd inaccuracies. Even when I wrote to | :04:28. | :04:36.
her on point the a result, they were ignored and I am amazed that a judge | :04:37. | :04:40.
of such seniority would ignore evidence like that. I don't | :04:41. | :04:45.
understand it. Months after it was published, she expressed regret for | :04:46. | :04:54.
the inaccuracies. There werd concerns raised during the Lady | :04:55. | :05:01.
Butler Sloss review. Those concerns were taken seriously, howevdr it | :05:02. | :05:05.
took a long time to persuadd all people involved in the inquhry that | :05:06. | :05:11.
they should be taken seriously. Phil Johnson now sits on the safdguarding | :05:12. | :05:15.

in Lady Butler Sloss's abilhty to get to the truth. | :05:20. | :05:23.
We have received a statement from Lady Butler Sloss. She says that | :05:24. | :05:38.
throughout her many years in public service she always has drivdn to be | :05:39. | :05:43.
fair and compassionate, mindful of the real suffering of those who have | :05:44. | :05:47.
been victims of crime or injustice. She says it is that she is honoured | :05:48. | :05:53.
to enquiry into whether public bodies and other non`institttions | :05:54. | :05:57.
have done enough to protect children from abuse. She now is asselbling a | :05:58. | :06:03.

why the government right to get on with an independent enquiry I think | :06:25. | :06:29.
Lady Butler Sloss is the right person to do that. In the l`st few | :06:30. | :06:33.
minutes we have received further communication from her. She says she | :06:34. | :06:39.
has never put the reputation of any institution, including the Church of | :06:40. | :06:42.
England, above the pursuit of justice for victims. | :06:43. | :06:51.

The Medway Maritime Hospital has been rated inadequate | :06:58. | :07:03.
for a second inspection in ` row and is to stay in special mdasures | :07:04. | :07:07.
after Care Quality Commission inspectors found urgent improvements | :07:08. | :07:12.
They found that too few nurses on duty and | :07:13. | :07:16.
"unstable leadership" was h`ving a serious negative impact on the day | :07:17. | :07:20.
Andrew Wakefield was heading to the Medway Maritime this morning to have | :07:21. | :07:28.
He should have gone in on Ttesday but that was cancelled | :07:29. | :07:34.
In May he went into A with an infection and says he was left on | :07:35. | :07:39.
If you turn up at hospital, usually you expect to be trdated | :07:40. | :07:44.
and looked after and generally you feel you're in a safe environments. | :07:45. | :07:50.
After about three or four hours in the environment I was, | :07:51. | :07:53.
I didn't feel safe because H didn't know what was going on | :07:54. | :07:56.
You start thinking of all the worst`case scenarios | :07:57. | :08:04.
This hospital was told one xear ago to make urgent changes due to | :08:05. | :08:11.
concerns over death rates and the quality of care it was offering but | :08:12. | :08:16.
12 months on inspectors havd found that overall progress is in`dequate, | :08:17. | :08:21.
with particular concerns being raised about A | :08:22. | :08:26.
Inspectors found there were not enough nurses and junior doctors | :08:27. | :08:28.
Levels of mandetory training essential for a hospital to run | :08:29. | :08:33.
safety were too low and senhor leadership in the trust was probably | :08:34. | :08:38.
the most unstable inspectors had seen in any they had inspected | :08:39. | :08:42.
Perhaps not as yet has therd been stable leadership to bring ht out | :08:43. | :08:52.
I am recommending it stays in special measures. | :08:53. | :08:57.
Inspectors did find improvelent in some areas, | :08:58. | :09:01.
particularly in maternity btt some patients aren't seeing changes. | :09:02. | :09:04.
I had an operation in there and the staff seemed very overworked. | :09:05. | :09:08.
The treatment I'm having, I can't fault them. | :09:09. | :09:18.
Some, though, question the value of today's inspection. | :09:19. | :09:26.
The CQC seem to keep going down there andsaying, | :09:27. | :09:28.
The trust says progress has been made to improve patient safdty | :09:29. | :09:33.
and has 160 more nurses than this time last year. | :09:34. | :09:41.
Well, let's take a closer look at the Care Quality Commisshon's | :09:42. | :09:44.
It rated Accident and Emergdncy and Surgery as Inadequate, | :09:45. | :09:49.
while other key departments including maternity and end | :09:50. | :09:52.
But inspectors rated Critic`l Care and Children's Care as Good. | :09:53. | :10:04.
I have had a meeting with the chairman. I've had a meeting with | :10:05. | :10:10.
the regulators and disgusted but a secretary at the skate and H | :10:11. | :10:13.
understand anything is being down that can be done that mass `` that | :10:14. | :10:22.
can be done. The Trust was placed in | :10:23. | :10:24.
Special Measures nearly a ydar ago after a damning government report | :10:25. | :10:29.
highlighted concerns In November | :10:30. | :10:31.
the health regulator monitor said problems at the Medway Maritime were | :10:32. | :10:36.
worse than first thought, and the Trust was failing to address poor | :10:37. | :10:39.
performance in A and maternity. Then in March, inspectors found | :10:40. | :10:42.
queues of ambulances waiting to drop off patients and people waiting | :10:43. | :10:45.
on trolleys in corridors during an unannounced visit to | :10:46. | :10:47.
the A department. We're joined now from the | :10:48. | :10:49.
Medway Maritime Hospital by the The hospital was originally put | :10:50. | :10:51.
into special measures in July 2 13, a year to make improvements and yet | :10:52. | :11:01.
it's rated inadequate again, why? We are disappointed for the rating, | :11:02. | :11:17.
but as an organisation we fdlt it was a fairy `` fair reflecthon. We | :11:18. | :11:25.
have done a lot to make improvements. | :11:26. | :11:29.
We spoke to you a few months ago after | :11:30. | :11:32.
a highly critical spot check of emergency services at New Ydar and | :11:33. | :11:34.
you said that urgent improvdments had already been made, so why are | :11:35. | :11:37.
Indeed, our staff are working very hard in difficult circumstances to | :11:38. | :11:55.
be able to deliver great care. One of the problems we are findhng is | :11:56. | :11:58.
the number of patients coming in to us and being able to ensure we are | :11:59. | :12:07.
helping them all. The other problem which is highlighted in the report | :12:08. | :12:11.
is a shortage of nurses and junior doctors to deal with those | :12:12. | :12:15.
patients, reliance on agencx staff. How do you go forward and encouraged | :12:16. | :12:19.
to start you need to join the trust when you are in special measures? | :12:20. | :12:26.
Over the last year we now h`ve 1160 more nurses caring for our patients. | :12:27. | :12:36.
I'm delighted `` 106 to. We must attract high`calibre individuals. If | :12:37. | :12:41.
you want a great nurses and doctors, we need to attract them. We need to | :12:42. | :12:51.
build confidence. They might also be put off by what this report says is | :12:52. | :12:55.
unstable leadership, the worst of any trust inspected. We ask to speak | :12:56. | :13:01.
your chairman and chief executive and with respect to you shotldn t | :13:02. | :13:06.
they be explaining what is being done to sort out the leadership | :13:07. | :13:12.
Indeed. I'm representing thd board of directors. I accept therd have | :13:13. | :13:16.
been some changes over the past 12 months, but who have now bedn able | :13:17. | :13:24.
to stabilise the leadership. Our new chief executive is bringing | :13:25. | :13:29.
stability. We accept there have been difficulties and challenges. We are | :13:30. | :13:33.
now on the right part to ensure we will bring stability. We will | :13:34. | :13:36.
encourage people to work here. It is a great place to work. | :13:37. | :13:42.
The report says senior leadership is "unstable". | :13:43. | :13:44.
We've asked to speak to the Chairman and Chief Executive | :13:45. | :13:46.
Within the last hour, three reports into airport capacity in | :13:47. | :13:55.
With the exception of Kent businesses, all stakeholders | :13:56. | :13:58.
consider proposals to build a new hub airport in the Th`mes | :13:59. | :14:01.

Three new studies ` which h`ve been published by the Airports Commission | :14:04. | :14:05.
within the last hour ` looked at the attitudes to loving to | :14:06. | :14:08.
a new airport from Heathrow, the economic impacts and accesshbility. | :14:09. | :14:13.
Our political editor Louise Stewart has been searching through | :14:14. | :14:15.
We have only had one hour to get a sketch of them but new studhes. | :14:16. | :14:31.
These are hundreds of pages long. The overall challenges of btilding | :14:32. | :14:36.
new airports would lead to cost and risk to the taxpayer and thdy also | :14:37. | :14:40.
said there's a risk of potential failure. One report found that the | :14:41. | :14:44.
airport had the potential to create an extra 98,000 jobs in six local | :14:45. | :14:51.
authorities in the area, is that is an increase of 24% on jobs, but one | :14:52. | :14:55.
of the big question marks over how many jobs which would be crdated in | :14:56. | :15:02.
an area of Ken 's, is anothdr story which raised environmental studies. | :15:03. | :15:09.
The marchers would be directed by rail routes which would destroy bird | :15:10. | :15:14.
habitat, but those who support an airport in the area remain ht is the | :15:15. | :15:19.
right way to create aviation capacity. It is an investment and | :15:20. | :15:24.
whatever people may say now, I don't know why people are against it, | :15:25. | :15:27.
there is so much to benefit from this. The local people would get | :15:28. | :15:36.
more jobs. I know people ard talking about the environment, but the whole | :15:37. | :15:42.
idea is for us to get more development for the area. Obviously | :15:43. | :15:48.
this is a big series of reports Has there been any reaction frol Boris | :15:49. | :15:53.
Johnson? He is one who has been pushing for this. He said they need | :15:54. | :15:59.
to analyse the reports. He realises there are challenges there but says | :16:00. | :16:03.
there are no show stoppers to achieving this and he believes it | :16:04. | :16:08.
will bring prosperity. Sir Howard Davies will have to pour ovdr all of | :16:09. | :16:13.
these studies before deciding whether to include a hub airport | :16:14. | :16:17.
when he releases his report in the autumn. | :16:18. | :16:22.
