wood panelling inside the arcade. A giant plume of smoke fills the air | :02:23. | :02:36. | |
over Eastbourne. It started just after 3:00pm this afternoon. Flames | :02:37. | :02:40. | |
ripped through the roof of the budget building on the pier leaving | :02:41. | :02:45. | |
an empty shell. The popular seaside destination was very busy. Witnesses | :02:46. | :02:50. | |
say up to 100 people were inside when it started. Eastbourne beach | :02:51. | :02:55. | |
crowded with people enjoying the sunshine. There was smoke coming in | :02:56. | :03:00. | |
the games room and then the alarms went off and we had to get out | :03:01. | :03:05. | |
quickly. How long did it take to evacuate? It must have been about | :03:06. | :03:11. | |
five minutes. It's an absoltte tragedy. It's part of our hdritage. | :03:12. | :03:20. | |
It has always been with us. Around 60 firefighters from stations around | :03:21. | :03:23. | |
Sussex were said to fight the flames. Lifeboats were sent to | :03:24. | :03:32. | |
rescue anyone who had jumped from the pier. We could see flamds very | :03:33. | :03:42. | |
high in the sky. There are ` dozen emergency services on scene at the | :03:43. | :03:48. | |
moment. Fire engines are all over the place at the moment. It is just | :03:49. | :03:57. | |
a really bad site. We just had a coach driver tell us he could see | :03:58. | :04:04. | |
the smoke in Hastings. Thesd are the dramatic images posted on social | :04:05. | :04:07. | |
networking sites as the fird took hold. It is understood it started in | :04:08. | :04:12. | |

upsetting to see the pier gone. What was such a brilliant, iconic | :06:12. | :06:14. | |
statement of Eastbourne is slowly disappearing. Terrible shock. I just | :06:15. | :06:24. | |
came around the corner along the seafront and the main amuselent area | :06:25. | :06:27. | |
was just engulfed in flames. Luckily, the lifeboat has s`ved | :06:28. | :06:36. | |
people at the pier. During the Second World War, this pier was | :06:37. | :06:38. | |
ordered to be destroyed so the enemies couldn't land. It m`naged to | :06:39. | :06:43. | |
stay put but, as you can sed today, is thought of it has now bedn | :06:44. | :06:44. | |

great Victorian seaside strtctures. Designed by Eugenius Birch, it was | :08:18. | :08:21. | |
one of his last remaining creations, a symbol of the dra us | :08:22. | :08:29. | |
passion for piers. There ard elements of his original designs | :08:30. | :08:37. | |
there. It is a serious blow. We hope it will not be a mortal blow to | :08:38. | :08:48. | |
Eastbourne pier. It was a focal point for Eastbourne's angldrs. In | :08:49. | :08:52. | |
the 50s, it was the set of point for day trips to France. It served as a | :08:53. | :09:03. | |
double for Brighton's Palacd Pier. Eastbourne Pier is not alond and | :09:04. | :09:07. | |
falling victim to fire. Brighton's pier was destroyed in a blaze in | :09:08. | :09:13. | |
2003. Seven years later, thd same fate befell Hastings pier. Ht has | :09:14. | :09:22. | |
only now been restored. Obvhously, it is a tragic event in Eastbourne. | :09:23. | :09:26. | |
But I think the lesson from Hastings is how much people care abott their | :09:27. | :09:31. | |
pier. Hastings has been abld to relay channel that amazing | :09:32. | :09:39. | |
perfection for the structurd and memories that the pier evokds. That | :09:40. | :09:43. | |
is what has really given hope for the future. Tonight, the qudstion | :09:44. | :09:51. | |
for many is what can be savdd? What can be restored? | :09:52. | :09:55. | |

We drove into the town about 4:15pm. We saw the towering plume of | :10:12. | :10:22. | |
smoke come over the seaside area. We realised it was the pier. Sloke | :10:23. | :10:29. | |
brown and grey in colour, w`s rising 250 metres of the peer. We realised | :10:30. | :10:37. | |
we had a fire on her hands. Obviously, you had gone for a nice | :10:38. | :10:41. | |
day at the seaside. Was it frightening? What was the rdaction | :10:42. | :10:46. | |
of people looking? It seemed that people had begun their summdr | :10:47. | :10:50. | |
holidays, on the beach in their swimming costumes. They werd all | :10:51. | :10:56. | |
looking along the seafront to see the fire. They had their calera | :10:57. | :11:02. | |
phones out, taking pictures, just surprised by what they were seeing. | :11:03. | :11:05. | |
I don't think there was fear in the era. It was only when fire trucks | :11:06. | :11:10. | |
arrived about 15 minutes later that we realised they could have been | :11:11. | :11:12. | |
something a bit more serious happening. When she had a chat with | :11:13. | :11:19. | |
people, what was the reaction like? I think it was a leaf more than | :11:20. | :11:22. | |
anything, people telling me we couldn't believe what they were | :11:23. | :11:25. | |
seeing. I spoke to a couple who were with their young children. They were | :11:26. | :11:29. | |
in the amusement arcade when the fire alarm went off and thex calmly | :11:30. | :11:37. | |
what of the pier to safety. They praised the safety officers for | :11:38. | :11:40. | |
getting them out of there any calm manner. | :11:41. | :11:42. | |

from a women travelling to Turkey that was intended to help p`y for an | :13:32. | :13:37. | |
operation. Her crimes came to light because she had told some of the | :13:38. | :13:39. | |
passengers they could reclahm the money she had taken from thdm when | :13:40. | :13:44. | |
they returned to the United Kingdom. Some of them tried to do thhs, | :13:45. | :13:48. | |
approaching the airport information desk only to be told that the money | :13:49. | :13:51. | |
was not there and they had been conned. The judge said it w`s | :13:52. | :13:57. | |
inevitable that she will face a custodial sentence. He said she had | :13:58. | :14:01. | |
seriously undermined public trust in a public service. | :14:02. | :14:08. | |

a list of possible punishments including repairing damage to | :15:08. | :15:09. | |
property, behaviour contracts and financial reparations. | :15:10. | :15:10. | |
The initiative which is being taken on by all crime commissioners builds | :15:11. | :15:13. | |
on the idea of punishing lower`level offenders outside of the cotrts | :15:14. | :15:16. | |
It's the kind of behaviour that can blight a community and causd anguish | :15:17. | :15:20. | |
for individuals who have to live with it. But now victims of | :15:21. | :15:23. | |
anti`social behaviour will be able to pick what punishment shotld be | :15:24. | :15:27. | |
handed down. Later this year, victims will be able to choose from | :15:28. | :15:31. | |
a list of options, from an `pology to repairing damage that has been | :15:32. | :15:35. | |
caused. It is all about givhng the victim some power. That's what | :15:36. | :15:41. | |
victims need. We need a gre`ter say in the punishment of offenddrs and | :15:42. | :15:47. | |
keeping them out of the court system so that they don't get a crhminal | :15:48. | :15:51. | |
record. It has been shown that it can't stop them from offendhng | :15:52. | :15:55. | |
again. There are already schemes were those convicted can make amends | :15:56. | :16:02. | |
as part of the sentence. It goes further, with victims having a | :16:03. | :16:05. | |
direct say on what should h`ppen. The measures are meant to ddal with | :16:06. | :16:10. | |
low`grade anti`social behavhour like this which make many lives ` misery. | :16:11. | :16:14. | |
But how much say should the victim have? Definitely, a victim should | :16:15. | :16:21. | |
have more of a say. The law is skewed against that. I'm not a rabid | :16:22. | :16:27. | |
right`winger or anything like that. It seems the logical thing to take | :16:28. | :16:33. | |
forward. We all read about her sentencing is a challenge and you | :16:34. | :16:36. | |
always get headlines about people getting away with light sentences. | :16:37. | :16:42. | |
It makes sense to me. If thd perpetrator is cleaning up the | :16:43. | :16:46. | |
graffiti or whatever, that's good, isn't it? I think the victils have | :16:47. | :16:52. | |
to be at the centre of this. Frankly, if someone damages your | :16:53. | :16:57. | |
property, you want them to pay to repair it and say sorry. Th`t's a | :16:58. | :17:00. | |
lot better than dragging its record for months or years. It's a good | :17:01. | :17:05. | |
idea but only when the victhm wants it. Sussex's police and crile | :17:06. | :17:11. | |
commission showed that anti`social behaviour had been one of the | :17:12. | :17:12. | |
biggest concerns for local people. On Monday, the town of Folkdstone | :17:13. | :17:22. | |
will play a major role in the nation's commemoration | :17:23. | :17:25. | |
